It has been a while since the last activity of this committee. As you might recall, the first committee ballot for this<br />

standard was issued in June 2009 and a total of 195 comments were received. Since then, a task group composed of the<br />

key negative voters and industry representatives has been formed. The task group met at the ICC‐ES Whittier CA office<br />

with an effort to resolve some fairly substantial comments last year. The meeting notes from the task group meeting<br />

are attached. However, due to the complexity of the issues raised by the ballot comments and the global economy<br />

depression, the progress of the standard development has been slow.<br />

Recently, Tom Williamson, the SIPA TAC Chair, and I had a chance to review this standard activity (or lack of). It was<br />

determined that there is still interest by the industry to move forward with this standard. As a result, we incorporated<br />

numerous changes from Ballot #1 based on the task group meeting notes and prepared the attached Ballot #2. We<br />

believe this ballot has addressed most significant negative comments from Ballot #1 and is ready for another ballot.<br />

With the consent of the Committee Chair, Jim Whalen, Ballot #1 has been withdrawn and the attached new Ballot #2 is<br />

being issued to the entire Committee. A redlined document is also attached for the committee members who may be<br />

interested in the tracked changes from Ballot #1.<br />

Please e‐mail your votes to me by October 4, 2010 (Monday) using the attached ballot form (Word file).<br />

It should be noted that according to the Committee Operating Procedures, the committee membership may be<br />

terminated for failure to return 3 consecutive Committee ballots. The following committee members did not return the<br />

last ballot:<br />
