World ATA Carnet Council (WATAC)
Note to national guaranteeing organizations members of the
WCF/ATA international guarantee chain
Implementation of the ATA Carnet System in Albania as of
25 February 2013
1. National guaranteeing organizations are informed that, as of 25 February 2013 the
Union of Chambers of Commerce and Industry of Albania (UCCIAL) will become the 72 nd
guaranteeing organization member of the ICC WCF ATA international guarantee chain.
2. ATA Carnets will be accepted by the Customs of Albania under the WCO Convention on
Temporary Admission (Istanbul Convention, 26 June 1990).
Albania has accepted all the Annexes to the Convention:
- Annex A concerning temporary admission papers (ATA Carnets)
- Annex B.1 concerning goods for display or use at exhibitions, fairs, meetings or
similar events
- Annex B.2 concerning professional equipment
- Annex B.3 concerning containers, pallets, packings, samples and other goods
imported in connection with commercial operations
- Annex B.4 concerning goods imported in connection with a manufacturing operation
- Annex B.5 concerning goods imported for educational, scientific or cultural purposes
- Annex B.6 concerning travellers' personal effects and goods imported for sports
purposes
- Annex B.7 concerning tourist publicity material
- Annex B.8 concerning goods imported as frontier traffic
- Annex B.9 concerning goods imported for humanitarian purposes
- Annex C concerning means of transport
- Annex D concerning animals.
- Annex E concerning goods imported with partial relief from import duties and taxes

3. ATA Carnets are not accepted for postal traffic.
4. ATA Carnets are accepted for transit.
5. ATA Carnets are not accepted for unaccompanied goods.
6. ATA Carnets will be completed in English. The Customs may require a translation when
the ATA Carnets are completed in any other language.
7. All Customs offices of Albania are entitled to handle ATA Carnets during opening hours
(see hereafter the list Customs offices).

8. The Customs Administration of Albania has approved the Union of Chambers of
Commerce and Industry of Albania (UCCIAL) as the national guaranteeing and issuing
organization.

9. UCCIAL is also authorized to receive and remit all sums related to the operation of the
ATA System.
10. UCCIAL has duly signed and returned to the WATAC Secretariat a copy of the
Interchamber Protocol on the organization of a system of international customs deposits in
respect of ATA Carnets (Document 550/212 Rev. 2) and the Statement on the ATA
System (Document 550/521 Rev. 1).
11. UCCIAL has also provided the WATAC Secretariat with the guarantee act required by
WCF.
12. All sums due to UCCIAL in connection with the operation of the ATA System should be
remitted to the following bank:
