FOREWORD This manual is intended to provide guidance to Air Operator Certificate (AOC) holders and Approved Maintenance Organization (AMO), Approved Training Organization (ATO), Airport and Aerodrome Operators, Air Navigation Services Operators and any other service provider in the aviation industry. This guidance provides information which is in line with the ICAO Safety Management Manual (Doc 9859) Safety management is a systematic application of specific technical and managerial skills to identify and control hazards and related risks. By identifying, assessing and eliminating or controlling safety related hazards and risks, acceptable levels of Safety can be achieved. Whilst this manual is directed mostly towards aircraft operations and maintenance organizations it can be used to guide operators to implement safety management systems comfortably since the basic principles are the same for any industry.
