Relocation Assistance Program<br />

Newcomers’ Orientation Welcome Aboard (NOWA)<br />

All accompanied (all ranks) USMC and USN, civilian employees, family<br />

members (military & civilian) age 10 and up, all unaccompanied USMC and<br />

USN (E-6 and above) are required to attend NOWA within two weeks of<br />

arrival.<br />

***ATTENTION SPONSORS***<br />

Please call 645-8395/7494 to register both the active duty member and<br />

required family members once you receive the final flight information.<br />

Attendance is necessary for the newcomer to obtain the USFJ Privately Owned<br />

Vehicle (POV) Driver’s License. Please contact Base Safety at 645-3183/2862<br />

to inquire about taking the POV Licensing exam prior to attending NOWA.<br />

Childcare is provided on a limited space-available basis and must be reserved<br />

in advance. Note: Infant Care space is extremely limited. Sponsors should call<br />

645-4117 or 645-4062 for reservations as early as possible prior to the<br />

newcomer’s arrival.<br />

The VA representative is here to assist transitioning military members, retirees<br />

and surviving spouses with educational services and assistance<br />

to beneficiaries. Transitioning military members will receive a<br />

full overview briefing at each TRS session. One-on-one appointments<br />

are also available. The Disability Transition Assistance<br />

Program (DTAP), covering the vocational rehabilitation<br />

program only, is offered monthly for all members being separated/retired<br />

due to medical conditions and for any member who<br />

believes they have a service connected disability.<br />

Transition Assistance Management Program<br />

Transition Readiness Seminar (TRS)<br />

This workshop is required for active duty members between 90 days and one<br />

year of their date of separation or retirement. Unit Transition Counselors will<br />

conduct the pre-separation interview, initiate the DD Form 2648 and register<br />

Estate Planning, TRICARE, Veterans benefits and Relocation. Spouses of service<br />

members are welcome to attend the entire seminar. It is recommended that<br />

service members attend the Pre-Retirement workshop one to two years before<br />

retirement.<br />

Treatment is available for individuals who have been diagnosed with alcohol<br />

abuse, alcohol dependence, substance abuse/dependency and gambling issues.<br />

Case Management/Information and Referral<br />

This coordinates care before, during and after treatment, including residential<br />

treatment placement.<br />

Continuing Care Group<br />

The weekly Continuing Care Groups are for people who have completed treatment.<br />

The groups meet on Tuesday, Wednesday and Thursday from 1500-1600.<br />

This workshop offers insight on low vs. high risk choices and the potential consequences<br />

Exceptional Families - Exceptional Service<br />

Do you have a family member with a medical or special education need? The<br />

Exceptional Family Member Program (EFMP) is designed to help Marines ensure<br />

continuum of care for family members with special needs. The purpose of<br />

EFMP is to provide coordination and support throughout the assignment process,<br />

ensuring the availability and accessibility of needed services for the family. Per<br />

MCO 1754.4B, Marine Sponsors are required to enroll a family member at the<br />

EFMP Office for a diagnosed Medical or Educational disability.<br />

Unit Training and command briefs are available upon request for educational<br />

purposes and as an augment to unit readiness. Unit Commanders should meet with<br />

EFMP staff annually to assess and monitor enrollment as per MCO 1754.4B.<br />

EFMP Respite Care is provided for a temporary period of rest to enrolled families.<br />

USMC EFM families are eligible for 40 hours of respite per month, at authorized<br />

reimbursement rates.<br />
