■ Those who commit serial or mass<br />
crim<strong>in</strong>al violence <strong>of</strong>ten use animals as<br />
“rehearsal” tools <strong>in</strong> <strong>the</strong>ir adolescence to<br />
work <strong>the</strong>mselves up to <strong>the</strong> eventual<br />
abuse or kill<strong>in</strong>g <strong>of</strong> people. That means<br />
children who torture animals should be<br />
taken seriously and dealt with quickly.<br />
The child may be disturbed because<br />
he/she is be<strong>in</strong>g abused or may be<br />
build<strong>in</strong>g up to someth<strong>in</strong>g worse.<br />
This situation highlighted how frequently<br />
abuse victims rema<strong>in</strong> <strong>in</strong> a troubled<br />
household because <strong>the</strong>re is no<br />
option to shelter loved animals. A 1996<br />
survey <strong>of</strong> shelters for women who are<br />
battered revealed that more than 85 percent<br />
consider pet abuse or fear <strong>of</strong> abuse<br />
as a factor <strong>in</strong> <strong>the</strong> decision to leave a<br />
troubled home.<br />
Brittany’s case spurred a new partnership<br />
between law enforcement and <strong>the</strong><br />
MU <strong>College</strong> <strong>of</strong> Veter<strong>in</strong>ary Medic<strong>in</strong>e. In<br />
cases where an abuse victim is reluctant to<br />
leave a pet or <strong>the</strong> animal is threatened<br />
with harm, <strong>the</strong> teach<strong>in</strong>g hospital will temporarily<br />
shelter <strong>the</strong> animal until <strong>the</strong> victim<br />
can reestablish a new home or place <strong>the</strong><br />
animal with a new owner. The program,<br />
<strong>in</strong>stituted last summer, is called Project<br />
PetSafe. Brittany was its first client.<br />
All animals accepted <strong>in</strong>to <strong>the</strong> program<br />
must be referred by an agency deal<strong>in</strong>g<br />
with domestic violence, said Ron Haffey,<br />
MU Veter<strong>in</strong>ary Medical Teach<strong>in</strong>g Hospital<br />
Adm<strong>in</strong>istrator, who worked with Sullivan<br />
to start <strong>the</strong> program. The pair has<br />
established work<strong>in</strong>g agreements between<br />
<strong>the</strong> Hospital and mid-<strong>Missouri</strong> sheriff<br />
departments, city police departments,<br />
animal control agencies, and shelters for<br />
domestic violence.<br />
Craft<strong>in</strong>g <strong>the</strong> program was no quick<br />
task. An abused animal may be considered<br />
evidence with strict procedures for<br />
handl<strong>in</strong>g. Security was ano<strong>the</strong>r concern—what<br />
process should be followed<br />
if a potential abuser demands return <strong>of</strong><br />
an animal? Also, how do you deal with<br />
<strong>the</strong> emotional turmoil <strong>of</strong> a broken family<br />
where a pet is both a cause for worry<br />
and provider <strong>of</strong> emotional stability? To<br />
help here, clients will be provided space<br />
and time to visit <strong>the</strong>ir pets dur<strong>in</strong>g <strong>the</strong><br />
three-week stay that organizers hope will<br />
be long enough for <strong>the</strong>m to stabilize<br />
<strong>the</strong>ir situation and become reunited with<br />
<strong>the</strong>ir animals.<br />
Haffey and Sullivan patterned MU’s<br />
program on a similar one at Purdue <strong>University</strong><br />
<strong>in</strong> Indiana. In <strong>the</strong> past five years,<br />
Purdue has averaged 20 pets a year <strong>in</strong> its<br />
program.<br />
“This program is extremely important<br />
to those people who need it,” said Janice<br />
Sojka, Associate Pr<strong>of</strong>essor at Purdue’s<br />
School <strong>of</strong> Veter<strong>in</strong>ary Medic<strong>in</strong>e. “Most <strong>of</strong><br />
<strong>the</strong> families have children and it’s been<br />
shown that pets are extremely important<br />
<strong>in</strong> <strong>the</strong> lives <strong>of</strong> children and families. It’s<br />
important for <strong>the</strong> families to know that a<br />
member who is helpless, such as an animal,<br />
won’t be discarded. It really helps<br />
keep some sense <strong>of</strong> cont<strong>in</strong>uity. Many<br />
times, <strong>the</strong> pets are <strong>the</strong> only bright spot <strong>in</strong><br />
<strong>the</strong>ir lives.”<br />
With students, staff, and faculty volunteer<strong>in</strong>g<br />
<strong>the</strong>ir time, <strong>the</strong> total cost <strong>of</strong> <strong>the</strong><br />
program is only about $3,000 annually.<br />
MU Veter<strong>in</strong>ary Medical Teach<strong>in</strong>g Hospital<br />
<strong>of</strong>ficials also expect about 20 pets a<br />
year to take advantage <strong>of</strong> <strong>the</strong> program.<br />
Implement<strong>in</strong>g <strong>the</strong> Plan<br />
With <strong>the</strong> MU program established, Pet-<br />
Safe coord<strong>in</strong>ation is accomplished by <strong>the</strong><br />
<strong>College</strong>’s PALS organization—Pet<br />
Assisted Love and Support. This group <strong>of</strong><br />
<strong>College</strong> staff, student, and faculty volunteers<br />
and o<strong>the</strong>rs, typically visit <strong>Missouri</strong><br />
hospices, hospitals, senior citizen homes,<br />
and o<strong>the</strong>r <strong>in</strong>stitutions with small animals<br />
to br<strong>in</strong>g joy and happ<strong>in</strong>ess to people who<br />
may o<strong>the</strong>rwise lack substantial human<br />
and animal <strong>in</strong>teraction. With this tra<strong>in</strong><strong>in</strong>g<br />
and experience, <strong>the</strong> PALS group is<br />
uniquely suited for deal<strong>in</strong>g with victims<br />
<strong>in</strong> emotional distress.<br />
PALS volunteers will provide <strong>the</strong> PetSafe<br />
animals care, feed<strong>in</strong>g, and any needed<br />
immunizations and medical treatment.<br />
They will also arrange for animal adoption,<br />
if that option is needed. They will<br />
make <strong>the</strong>mselves available 24 hours a day<br />
and have made provisions to deal with a<br />
variety <strong>of</strong> pets—from goldfish to boa constrictors.<br />
At least two abused mid-<strong>Missouri</strong>-area<br />
women have owned horses who<br />
were endangered by an ex-spouse.<br />
The PetSafe program is an addition to<br />
an exist<strong>in</strong>g Hospital program that provides<br />
shelter for animals <strong>of</strong> crime victims<br />
or those displaced by natural disasters<br />
such as tornadoes and floods.<br />
The <strong>College</strong> <strong>of</strong> Veter<strong>in</strong>ary Medic<strong>in</strong>e<br />
was a logical choice for this partnership,<br />
Sullivan said, because <strong>of</strong> security available<br />
around <strong>the</strong> clock, space, and knowledgeable<br />
people will<strong>in</strong>g to volunteer. “It<br />
can’t help but benefit <strong>the</strong> community,”<br />
she said. “I th<strong>in</strong>k it is a wonderful th<strong>in</strong>g<br />
for <strong>the</strong> <strong>College</strong> to do. I’m just ecstatic<br />
that <strong>the</strong>y would do this.<br />
“We’re hop<strong>in</strong>g eventually that this will<br />
