Elements: wood, glass, brick,
slate, and stone were all used to
showcase what many Fellows
referred to as a “forward looking”
series of buildings.

undergraduate
scholars
program
Fiscal year 2010 was an exciting,
challenging, and successful year for the Undergraduate
Program. The 30th annual selection cycle was our most competitive.
Nearly 3,500 secondary schools in 56 regions were invited to nominate candidates,
including our three new regions: Mississippi, Rhode Island, and the
United Kingdom. One hundred and one finalists were identified, and 27 new
scholars will come to the University of Virginia as members of the Class of
2014. They will join the 90 Scholars in residence who already contribute to life
and culture at the University of Virginia.
Members of the Class of 2012 hike Old Rag Mountain during the Institute
for Leadership and Citizenship in August 2009.
one hundred and one
finalists were
identified, and 27 new
scholars will come to
the university of
virginia as members of
the class of 2014.
In addition, the Foundation’s
Undergraduate Advisory Committee,
chaired by William F. Blue Jr., met
multiple times this year to examine aspects
of the Undergraduate Program’s
selection process as well as the enrichment
program. At the suggestion of
this committee, a new Faculty Advisory
Committee was formed, made up
of members of the University faculty.
Members of this new committee will
work with the Foundation to help recruit
new Jefferson Scholars and advise
current Scholars.
graduate
fellows
program
The idea grew out of a strategic planning discussion aimed at broadening
the overall reach of the Jefferson Fellowship: Let’s build a facility where
graduate Fellows from across the Grounds, representing nearly every discipline,
can assemble, talk, listen, study, and teach. Their cross-disciplinary
interaction, on a daily basis, will fuel discussion and not only strengthen the
University’s graduate student life but enrich the entire University community.
Over the course of the last five years, land
purchases led to countless design meetings
that included current Jefferson Fellows
and alumni. Design ideas were translated
into architectural renderings and construction
plans. Geothermal wells were dug, a
sophisticated rainwater harvesting system
was developed, and a green building was
christened in April 2010 with one goal in
mind: to further the Foundation’s ability
to identify, attract, and recruit outstanding
Ph.D., M.B.A., and J.D. candidates to the
University of Virginia.
The move to the building was easily the
highlight of the 2009-10 academic year.
Comments from Fellows — whether first
year or fifth year — were virtually identical,
and they followed their words with actions.
Fellows admired the quality and design of
the communal space, teaching facilities, offices,
and quiet areas and flocked to the new
facility as soon as the doors opened. They
moved computers, books, and equipment to
their offices, began meeting frequently, sharing
ideas, and welcoming visitors to their
new academic home. They immediately began
putting the building to its intended use.
“I had been dreading trying to find a
place to run my research studies,
propose my dissertation, or teach
independent classes. Now, I have
access to a beautiful dynamic space
to do all these things and more!”
Matt Lerner, the James H. and Elizabeth W.
Wright Fellow (Psychology)
Jenifer Guimond, Macfarlane Family Fellow in the Darden
School of Business, at the Luxor Temple in Luxor, Egypt.
jefferson scholars foundation 2010
In the first month alone, Adam Dean, a fifthyear
Jefferson Fellow, hosted his dissertation
defense in one of the conference rooms, while
Matt Lerner, a third-year Fellow, conducted a
month-long childhood autism study.
Clearly, 2009-10 will be seen as a milestone
in the history of the Jefferson Fellowship Program
and for the Foundation as a whole. The
new building gives the Foundation the means
to realize our vision of strengthening the
University by promoting the highest-quality
cross-disciplinary scholarship, citizenship,
and leadership at the graduate level. For
future generations of Fellows, the building
will come to represent a different sort of
milestone. It will represent a starting point,
from which they launched their careers and
began their life’s work.

development
I n response to uncertainty about the pace of financial recovery,
the development office devoted fiscal year 2010 to strengthening old
and building new relationships. We are pleased to report that this year the
development team, along with the program directors and the president of
the Foundation, met with well over 1,000 alumni, friends, and parents of the
University, just as we have done in the past. It is through these relationships,
some nearly thirty years old, that the Foundation can report an increase in
philanthropic cash flow for the fiscal year of $10.4 million.
Relationships are the cornerstone of any
vital institution. This past year, the Foundation’s
donors have created Jefferson Scholarships
in recognition of leaders, scholars, and
citizens whom they hold in high esteem.
Eli Tullis, Paul Tudor Jones, and Lee and
Elizabeth Ainslie created a challenge grant
to fund a Jefferson Scholarship in honor
of John and Betsy Casteen, to recognize
their dedicated leadership and service to
the University of Virginia. This challenge
raised $1 million in funds to endow the John
and Betsy Casteen Jefferson Scholarship. In
addition, friends and colleagues of former
University of Virginia Athletic Director Jim
Rachael Beaton (back right), the C. Mark Pirrung Family Fellow
(Astronomy), leads a group of undergraduate and graduate students at
the Large Binocular Telescope on Mt. Graham in Arizona.
Copeland established a Jefferson Scholarship
to recognize Jim’s leadership in the classroom
and on the athletics field, not only at
the University of Virginia but also with the
Cleveland Browns, where Jim played professional
football, and at Southern Methodist
University, where Jim held his last position
as athletic director. Lastly, Beverly Mignerey
endowed a Jefferson Scholarship in honor of
her good friend Susan Shinn and her family.
Their friendship began at the University of
Colorado, and this scholarship will mark the
opening of a new selection region that will
attract Colorado’s most outstanding students
to the University of Virginia this fall.
Donors also celebrated these lifelong
relationships through their contributions to
41

jefferson scholars foundation 2010
the Foundation’s new building. In 2009-10,
Lucien Burnett, Jr., was remembered by his
son, Lucien Burnett III, when the Foundation
named its conference room in his memory.
John and Wendy Havens chose to name
the courtyard, the heart of the Foundation
and Jefferson Fellows Center, for their good
friend A. Macdonald (Mac) Caputo. The
Foundation is proud that donors see in its
work an appropirate vehicle to honor and
remember those they hold dear.
Now that the financial markets have
regained their equilibrium, the Jefferson
Scholars Campaign to raise $100 million
have regained its momentum. The Foundation
has received over $83.1 million in gifts
and pledges so far. Of this, $54 million has
been raised for Jefferson Scholars Pro-
gram and $29 million for Jefferson Fellows
Program. This campaign has materially
strengthened the Foundation. Thanks to the
generosity of its supporters, the Foundation
has expanded its regional coverage from 44
to 57 regions in the United States and the
United Kingdom and from eight Jefferson
Fellows in five disciplines to 36 Fellows in 17
disciplines.
The Jefferson Scholars Foundation has
been fortunate throughout the years to have
attracted thousands of individuals who have
taken its mission to heart and who have
joined with us to ensure that we prepare our
very best students for a life of leadership and
service. The generosity of our many friends
and alumni is and will always be a critical
part of this effort.
as a “central driver of
in recognizing two of the
change and excellence
University’s favorite sons,
John Casteen and Jim
In addition, friends
member Eli Tullis announced
was a leader in the
Casteen for their service to the University classroom and on the gridiron, and he was
community and the Foundation. Mr.
the embodiment of Jefferson’s ideals for
Casteen was instrumental in the creation students and graduates of the University of
of the Jefferson Scholars Program in 1979 Virginia. “Jim’s life work as a leader in
intercollegiate athletics, as an
upstanding citizen subscribing to the
highest of ideals, and as a true friend
to so many throughout the years,
never losing sight of the true gifts of
friendship, kindness, and good
heartedness, makes creating a
Jefferson Scholarship in his name a
well-deserved honor,” states Allison
Cryor DiNardo. This scholarship will be
held by a Scholar who was a high
school varsity athlete who is a leader,
scholar, and citizen.
the shinn- mignerey scholarship
The Shinn Family holds a special place for
Beverly Mignerey. At the University of
Colorado, Beverly and her roommate,
Susan Shinn, were best friends. After
Susan’s tragic passing within a year of
graduation, Beverly became like an adopted
daughter to Susan’s parents, Jeanne
and Charles. Beverly went on to marry
Arthur Mignerey and have two children.
When the Mignereys’ first child was born,
a daughter, the Shinns were understandably
moved when Art and Beverly named
Charles and Jeanne Shinn, circa 1985.
her Susan.
The Mignereys’ son, Carey, went on to become a Jefferson Scholar from Atlanta in 2000.
With the Shinns’ passing, the Mignerey family saw an opportunity to honor their dear friends
as well as repay the debt of gratitude the Mignereys felt to the Foundation that so generously
provided for their son’s education at the University. Realizing that the Foundation did
not have a Jefferson Scholarship designated for the Shinns’ home state of Colorado, the
Mignereys established the Shinn-Mignerey Jefferson Scholarship to give tribute to their
friends. Charles Shinn was a decorated World War ll pilot, receiving the prestigious Air Medal
for flying ten additional missions for a total of thirty-five. Jeanne and Charles were lifelong
learners, avid world travelers, and had a real zest for life. Now in its seminal year, this new
Jefferson Scholarship will attract students from Colorado worthy to hold the title of the
Shinn-Mignerey Scholar.
finance
During fiscal year 2010, the Jefferson Scholars Foundation
made substantial progress in recovering from the effects of the 2008 financial
crisis, as it moved to a position of greater financial strength and stability. The
Foundation’s financial results were positively impacted by strong endowment
performance, substantial philanthropic support, reduced expenditures, and
other steps taken to improve the Foundation’s financial resiliency.
endowment return
Through May 31, 2010, the fiscal year to-date
endowment return was 15.1%. This growth
has enabled the Foundation to rebuild fund
balances severely impacted by the negative
21% return of fiscal year 2009. Endowment
performance coupled with new gifts and
pledges has increased the total endowment
balance from the approximately $202 million
reported last year to over $212 million. While
the endowment results have been strong, it
will require continued positive results, additional
gifts and pledges, and time for the
Foundation endowment to exceed the $246
million balance we were pleased to report
several years ago.
The Foundation’s long-term strategy
has been to invest gifts and use investment
income to support its operational expenses.
Endowment growth is critical for maintaining
spending power and providing resources
to sustain and expand our core scholarship
and fellowship programs. Today, direct
scholarship and fellowship stipends comprise
53% of the Foundation’s budget. To
meet increases in the University of Virginia
tuition and living costs, the Foundation’s
in-state undergraduate stipends grew at
an annual rate of 6.7% between fiscal
years 2006 and 2011 while the out-of-state
stipends increased by a 6.3% rate during the
same time. Given the Commonwealth of
Virginia’s financial situation and the expected
continued decline in state support to the
University, it is certainly possible the rate of
stipend growth could continue at this pace.
jefferson scholars foundation 2010
0perational budget
The Foundation has proposed an $11.3
million operating budget for fiscal year
2011. This budget reflects an 8% increase of
$813,000 over the prior year, an increase required
for a full year of the Jefferson Fellows
Center financing and operating expenses.
Last year, we reduced the number of incoming
scholarships to adjust for the endowment
decline. Now that our endowment is
once again on the rise, we plan to increase
the incoming scholarships at a pace we
believe the endowment can sustain, with the
objective of exceeding 35 incoming scholars
annually. This year we took the first steps
toward that goal by adding an additional
three incoming scholars.
The fiscal year 2011 spending plan is allocated
approximately 76.9% for direct and
indirect programmatic support, 11.6% for
administrative expenses, and the remaining
11.5% for fundraising costs. Programmatic
support is comprised primarily of the scholarship
and fellowship stipends that cover tuition
and fees, room and board, books, and
living expenses. It also includes the costs of
our scholar enrichment and recognition programs
as well as the portion of the Jefferson
Fellows Center financing and operational
expenses dedicated for the programmatic
use by the Jefferson Fellows and Scholars.
Actual spending during fiscal year 2010 is
expected to be approximately $485,000, or 4.7%,
below the approved budget of $10.5 million.
This spending decrease was due to several factors
including a delay in occupying the Jefferson
Fellows Center as well as ongoing attention to
monitoring expenditures, avoiding waste, and
streamlining operational processes.
capital expenditures
The Foundation’s beautiful Jefferson Fellows
Center was completed in March 2010. We
executed a phased occupancy by moving into
the administration building in late November
2009 while Foundation Hall and the Jefferson
Fellows Center construction was still underway.
The full cost of the project was financed through
a combination of hedged long-term municipal
bond financing and medium-term bank loan
financing.
conclusion
Our outlook is much brighter today compared
to this time last year. The actions taken by
Foundation leadership in response to the
endowment losses have borne fruit, and we find
ourselves standing in a better financial position.
We continue to remain optimistic about the
future and our ability to fulfill the mission of
the Jefferson Scholars Foundation. Thanks to all
who have contributed to our success.
alumni
At the end of fiscal year 2010, the Jefferson Scholars
Foundation’s alumni consisted of 520 Scholars and 25 Fellows who live, work,
and learn all over the world. Many of the Foundation’s youngest alumni are
pursuing postgraduate degrees, while their older peers are making significant
contributions to their communities as teachers, doctors, lawyers, veterinarians,
parents, poets, musicians, playwrights, and small business owners. Among
them is a producer and Emmy Award nominee for a documentary on the
genocide in Darfur and, closer to home, the recently appointed associate dean
for undergraduate academic programs at the University of Virginia.
Alumni are vital to the well-being of the Foundation, serving as interviewers
on selection committees and as advisors to the Foundation on various
boards and committees. Their philanthropic contributions help sustain the
Foundation’s growth and development. As the newest members of the alumni
community, every member of the Jefferson Scholar Class of 2010 made a gift to
the Foundation in the year of their graduation.
