program<br />
Fiscal year 2010 was an exciting,<br />
challenging, and successful year for the Undergraduate<br />
Program. The 30th annual selection cycle was our most competitive.<br />
Nearly 3,500 secondary schools in 56 regions were invited to nominate candidates,<br />
including our three new regions: Mississippi, Rhode Island, and the<br />
United Kingdom. One hundred and one finalists were identified, and 27 new<br />
scholars will come to the University of Virginia as members of the Class of<br />
2014. They will join the 90 <strong>Scholars</strong> in residence who already contribute to life<br />
and culture at the University of Virginia.<br />

In addition, the <strong>Foundation</strong>’s<br />
Undergraduate Advisory Committee,<br />
chaired by William F. Blue Jr., met<br />
multiple times this year to examine aspects<br />
of the Undergraduate Program’s<br />
selection process as well as the enrichment<br />
program. At the suggestion of<br />
this committee, a new Faculty Advisory<br />
Committee was formed, made up<br />
of members of the University faculty.<br />
Members of this new committee will<br />
work with the <strong>Foundation</strong> to help recruit<br />
new <strong>Jefferson</strong> <strong>Scholars</strong> and advise<br />
current <strong>Scholars</strong>.<br />

graduate<br />
fellows<br />
program<br />
The idea grew out of a strategic planning discussion aimed at broadening<br />
the overall reach of the <strong>Jefferson</strong> Fellowship: Let’s build a facility where<br />
graduate Fellows from across the Grounds, representing nearly every discipline,<br />
can assemble, talk, listen, study, and teach. Their cross-disciplinary<br />
interaction, on a daily basis, will fuel discussion and not only strengthen the<br />
University’s graduate student life but enrich the entire University community.<br />
Over the course of the last five years, land<br />
purchases led to countless design meetings<br />
that included current <strong>Jefferson</strong> Fellows<br />
and alumni. Design ideas were translated<br />
into architectural renderings and construction<br />
plans. Geothermal wells were dug, a<br />
sophisticated rainwater harvesting system<br />
was developed, and a green building was<br />
christened in April 2010 with one goal in<br />
mind: to further the <strong>Foundation</strong>’s ability<br />
to identify, attract, and recruit outstanding<br />
Ph.D., M.B.A., and J.D. candidates to the<br />
University of Virginia.<br />
The move to the building was easily the<br />
highlight of the 2009-10 academic year.<br />
Comments from Fellows — whether first<br />
year or fifth year — were virtually identical,<br />
and they followed their words with actions.<br />
Fellows admired the quality and design of<br />
the communal space, teaching facilities, offices,<br />
and quiet areas and flocked to the new<br />
facility as soon as the doors opened. They<br />
moved computers, books, and equipment to<br />
their offices, began meeting frequently, sharing<br />
ideas, and welcoming visitors to their<br />
new academic home. They immediately began<br />
putting the building to its intended use.<br />

place to run my research studies,<br />
propose my dissertation, or teach<br />
independent classes. Now, I have<br />
access to a beautiful dynamic space<br />
to do all these things and more!”<br />

In the first month alone, Adam Dean, a fifthyear<br />
<strong>Jefferson</strong> Fellow, hosted his dissertation<br />
defense in one of the conference rooms, while<br />
Matt Lerner, a third-year Fellow, conducted a<br />
month-long childhood autism study.<br />
Clearly, 2009-10 will be seen as a milestone<br />
in the history of the <strong>Jefferson</strong> Fellowship Program<br />
and for the <strong>Foundation</strong> as a whole. The<br />
new building gives the <strong>Foundation</strong> the means<br />
to realize our vision of strengthening the<br />
University by promoting the highest-quality<br />
cross-disciplinary scholarship, citizenship,<br />
and leadership at the graduate level. For<br />
future generations of Fellows, the building<br />
will come to represent a different sort of<br />
milestone. It will represent a starting point,<br />
from which they launched their careers and<br />
began their life’s work.

development<br />
I n response to uncertainty about the pace of financial recovery,<br />
the development office devoted fiscal year 2010 to strengthening old<br />
and building new relationships. We are pleased to report that this year the<br />
development team, along with the program directors and the president of<br />
the <strong>Foundation</strong>, met with well over 1,000 alumni, friends, and parents of the<br />
University, just as we have done in the past. It is through these relationships,<br />
some nearly thirty years old, that the <strong>Foundation</strong> can report an increase in<br />
philanthropic cash flow for the fiscal year of $10.4 million.<br />
Relationships are the cornerstone of any<br />
vital institution. This past year, the <strong>Foundation</strong>’s<br />
donors have created <strong>Jefferson</strong> <strong>Scholars</strong>hips<br />
in recognition of leaders, scholars, and<br />
citizens whom they hold in high esteem.<br />
Eli Tullis, Paul Tudor Jones, and Lee and<br />
Elizabeth Ainslie created a challenge grant<br />
to fund a <strong>Jefferson</strong> <strong>Scholars</strong>hip in honor<br />
of John and Betsy Casteen, to recognize<br />
their dedicated leadership and service to<br />
the University of Virginia. This challenge<br />
raised $1 million in funds to endow the John<br />
and Betsy Casteen <strong>Jefferson</strong> <strong>Scholars</strong>hip. In<br />
addition, friends and colleagues of former<br />
University of Virginia Athletic Director Jim<br />
Rachael Beaton (back right), the C. Mark Pirrung Family Fellow<br />
(Astronomy), leads a group of undergraduate and graduate students at<br />
the Large Binocular Telescope on Mt. Graham in Arizona.<br />
Copeland established a <strong>Jefferson</strong> <strong>Scholars</strong>hip<br />
to recognize Jim’s leadership in the classroom<br />
and on the athletics field, not only at<br />
the University of Virginia but also with the<br />
Cleveland Browns, where Jim played professional<br />
football, and at Southern Methodist<br />
University, where Jim held his last position<br />
as athletic director. Lastly, Beverly Mignerey<br />
endowed a <strong>Jefferson</strong> <strong>Scholars</strong>hip in honor of<br />
her good friend Susan Shinn and her family.<br />
Their friendship began at the University of<br />
Colorado, and this scholarship will mark the<br />
opening of a new selection region that will<br />
attract Colorado’s most outstanding students<br />
to the University of Virginia this fall.<br />
Donors also celebrated these lifelong<br />
relationships through their contributions to<br />

the <strong>Foundation</strong>’s new building. In 2009-10,<br />
Lucien Burnett, Jr., was remembered by his<br />
son, Lucien Burnett III, when the <strong>Foundation</strong><br />
named its conference room in his memory.<br />
John and Wendy Havens chose to name<br />
the courtyard, the heart of the <strong>Foundation</strong><br />
and <strong>Jefferson</strong> Fellows Center, for their good<br />
friend A. Macdonald (Mac) Caputo. The<br />
<strong>Foundation</strong> is proud that donors see in its<br />
work an appropirate vehicle to honor and<br />
remember those they hold dear.<br />
Now that the financial markets have<br />
regained their equilibrium, the <strong>Jefferson</strong><br />
<strong>Scholars</strong> Campaign to raise $100 million<br />
have regained its momentum. The <strong>Foundation</strong><br />
has received over $83.1 million in gifts<br />
and pledges so far. Of this, $54 million has<br />
been raised for <strong>Jefferson</strong> <strong>Scholars</strong> Pro-<br />
gram and $29 million for <strong>Jefferson</strong> Fellows<br />
Program. This campaign has materially<br />
strengthened the <strong>Foundation</strong>. Thanks to the<br />
generosity of its supporters, the <strong>Foundation</strong><br />
has expanded its regional coverage from 44<br />
to 57 regions in the United States and the<br />
United Kingdom and from eight <strong>Jefferson</strong><br />
Fellows in five disciplines to 36 Fellows in 17<br />
disciplines.<br />
The <strong>Jefferson</strong> <strong>Scholars</strong> <strong>Foundation</strong> has<br />
been fortunate throughout the years to have<br />
attracted thousands of individuals who have<br />
taken its mission to heart and who have<br />
joined with us to ensure that we prepare our<br />
very best students for a life of leadership and<br />
service. The generosity of our many friends<br />
and alumni is and will always be a critical<br />
part of this effort.<br />

held by a Scholar who was a high<br />
school varsity athlete who is a leader,<br />

the shinn- mignerey scholarship<br />
The Shinn Family holds a special place for<br />
Beverly Mignerey. At the University of<br />
Colorado, Beverly and her roommate,<br />
Susan Shinn, were best friends. After<br />
Susan’s tragic passing within a year of<br />
graduation, Beverly became like an adopted<br />
daughter to Susan’s parents, Jeanne<br />
and Charles. Beverly went on to marry<br />
Arthur Mignerey and have two children.<br />
When the Mignereys’ first child was born,<br />
a daughter, the Shinns were understandably<br />
moved when Art and Beverly named<br />
Charles and Jeanne Shinn, circa 1985.<br />
her Susan.<br />
The Mignereys’ son, Carey, went on to become a <strong>Jefferson</strong> Scholar from Atlanta in 2000.<br />
With the Shinns’ passing, the Mignerey family saw an opportunity to honor their dear friends<br />
as well as repay the debt of gratitude the Mignereys felt to the <strong>Foundation</strong> that so generously<br />
provided for their son’s education at the University. Realizing that the <strong>Foundation</strong> did<br />
not have a <strong>Jefferson</strong> <strong>Scholars</strong>hip designated for the Shinns’ home state of Colorado, the<br />
Mignereys established the Shinn-Mignerey <strong>Jefferson</strong> <strong>Scholars</strong>hip to give tribute to their<br />
friends. Charles Shinn was a decorated World War ll pilot, receiving the prestigious Air Medal<br />
for flying ten additional missions for a total of thirty-five. Jeanne and Charles were lifelong<br />
learners, avid world travelers, and had a real zest for life. Now in its seminal year, this new<br />
<strong>Jefferson</strong> <strong>Scholars</strong>hip will attract students from Colorado worthy to hold the title of the<br />
Shinn-Mignerey Scholar.<br />

During fiscal year 2010, the <strong>Jefferson</strong> <strong>Scholars</strong> <strong>Foundation</strong><br />
made substantial progress in recovering from the effects of the 2008 financial<br />
crisis, as it moved to a position of greater financial strength and stability. The<br />
<strong>Foundation</strong>’s financial results were positively impacted by strong endowment<br />
performance, substantial philanthropic support, reduced expenditures, and<br />
other steps taken to improve the <strong>Foundation</strong>’s financial resiliency.<br />

Through May 31, 2010, the fiscal year to-date<br />
endowment return was 15.1%. This growth<br />
has enabled the <strong>Foundation</strong> to rebuild fund<br />
balances severely impacted by the negative<br />
21% return of fiscal year 2009. Endowment<br />
performance coupled with new gifts and<br />
pledges has increased the total endowment<br />
balance from the approximately $202 million<br />
reported last year to over $212 million. While<br />
the endowment results have been strong, it<br />
will require continued positive results, additional<br />
gifts and pledges, and time for the<br />
<strong>Foundation</strong> endowment to exceed the $246<br />
million balance we were pleased to report<br />
several years ago.<br />
The <strong>Foundation</strong>’s long-term strategy<br />
has been to invest gifts and use investment<br />
income to support its operational expenses.<br />
Endowment growth is critical for maintaining<br />
spending power and providing resources<br />
to sustain and expand our core scholarship<br />
and fellowship programs. Today, direct<br />
scholarship and fellowship stipends comprise<br />
53% of the <strong>Foundation</strong>’s budget. To<br />
meet increases in the University of Virginia<br />
tuition and living costs, the <strong>Foundation</strong>’s<br />
in-state undergraduate stipends grew at<br />
an annual rate of 6.7% between fiscal<br />
years 2006 and 2011 while the out-of-state<br />
stipends increased by a 6.3% rate during the<br />
same time. Given the Commonwealth of<br />
Virginia’s financial situation and the expected<br />
continued decline in state support to the<br />
University, it is certainly possible the rate of<br />
stipend growth could continue at this pace.<br />

0perational budget<br />
The <strong>Foundation</strong> has proposed an $11.3<br />
million operating budget for fiscal year<br />
2011. This budget reflects an 8% increase of<br />
$813,000 over the prior year, an increase required<br />
for a full year of the <strong>Jefferson</strong> Fellows<br />
Center financing and operating expenses.<br />
Last year, we reduced the number of incoming<br />
scholarships to adjust for the endowment<br />
decline. Now that our endowment is<br />
once again on the rise, we plan to increase<br />
the incoming scholarships at a pace we<br />
believe the endowment can sustain, with the<br />
objective of exceeding 35 incoming scholars<br />
annually. This year we took the first steps<br />
toward that goal by adding an additional<br />
three incoming scholars.<br />
The fiscal year 2011 spending plan is allocated<br />
approximately 76.9% for direct and<br />
indirect programmatic support, 11.6% for<br />
administrative expenses, and the remaining<br />
11.5% for fundraising costs. Programmatic<br />
support is comprised primarily of the scholarship<br />
and fellowship stipends that cover tuition<br />
and fees, room and board, books, and<br />
living expenses. It also includes the costs of<br />
our scholar enrichment and recognition programs<br />
as well as the portion of the <strong>Jefferson</strong><br />
Fellows Center financing and operational<br />
expenses dedicated for the programmatic<br />
use by the <strong>Jefferson</strong> Fellows and <strong>Scholars</strong>.<br />
Actual spending during fiscal year 2010 is<br />
expected to be approximately $485,000, or 4.7%,<br />
below the approved budget of $10.5 million.<br />
This spending decrease was due to several factors<br />
including a delay in occupying the <strong>Jefferson</strong><br />
Fellows Center as well as ongoing attention to<br />
monitoring expenditures, avoiding waste, and<br />
streamlining operational processes.<br />

The <strong>Foundation</strong>’s beautiful <strong>Jefferson</strong> Fellows<br />
Center was completed in March 2010. We<br />
executed a phased occupancy by moving into<br />
the administration building in late November<br />
2009 while <strong>Foundation</strong> Hall and the <strong>Jefferson</strong><br />
Fellows Center construction was still underway.<br />
The full cost of the project was financed through<br />
a combination of hedged long-term municipal<br />
bond financing and medium-term bank loan<br />
financing.<br />
conclusion<br />
Our outlook is much brighter today compared<br />
to this time last year. The actions taken by<br />
<strong>Foundation</strong> leadership in response to the<br />
endowment losses have borne fruit, and we find<br />
ourselves standing in a better financial position.<br />
We continue to remain optimistic about the<br />
future and our ability to fulfill the mission of<br />
the <strong>Jefferson</strong> <strong>Scholars</strong> <strong>Foundation</strong>. Thanks to all<br />

At the end of fiscal year 2010, the <strong>Jefferson</strong> <strong>Scholars</strong><br />
<strong>Foundation</strong>’s alumni consisted of 520 <strong>Scholars</strong> and 25 Fellows who live, work,<br />
and learn all over the world. Many of the <strong>Foundation</strong>’s youngest alumni are<br />
pursuing postgraduate degrees, while their older peers are making significant<br />
contributions to their communities as teachers, doctors, lawyers, veterinarians,<br />
parents, poets, musicians, playwrights, and small business owners. Among<br />
them is a producer and Emmy Award nominee for a documentary on the<br />
genocide in Darfur and, closer to home, the recently appointed associate dean<br />
for undergraduate academic programs at the University of Virginia.<br />
Alumni are vital to the well-being of the <strong>Foundation</strong>, serving as interviewers<br />
on selection committees and as advisors to the <strong>Foundation</strong> on various<br />
boards and committees. Their philanthropic contributions help sustain the<br />
<strong>Foundation</strong>’s growth and development. As the newest members of the alumni<br />
community, every member of the <strong>Jefferson</strong> Scholar Class of 2010 made a gift to<br />
the <strong>Foundation</strong> in the year of their graduation.<br />
