CALL TO ORDER
President Porter called to order the budget hearing for the 2012-13 school year at 6:00
p.m. on Monday, September 24, 2012. Present for roll call were Campbell, Moody, Porter
and Velazquez. Member Martinez arrived at 6:02 p.m. and Members DeBolt and Heller
were absent. Others present were administrators Helmers, Valdez, Patterson and
Superintendent Garcia. Assistant Superintendent Patterson was appointed secretary protem.
Office staff present: Green and Wetzel.
PRESENTATION OF THE 2012-13 BUDGET
Dr. Garcia presented the 2012-13 budget summary, reviewed the revenue and
expenditure fund totals and discussed fund balances. He said he was pleased with the
final budget and the district seems to be in a good position this year. Financial needs for
the future include textbooks, facilities updates, technology and TRS funding. More
conversation about the budget will take place when the levy is discussed in October and
November.
OPPORTUNITY FOR VISITORS TO SPEAK
The following visitors were present: Brooke Brenner, Bryan Appel, Alfred Morales and
Steve Chassee. Media representative Lisa Welz (Record) was present for the meeting.
No one wished to address the Board.

F. Memorandum of Understanding
Motion to approve the Memorandum of Understanding between the Board of Education of
Plano Community Unit School District 88 (“Board”) and the Plano Education Association,
IEA-NEA (“Association”) in order to create a one-time opportunity for members of the
Association to donate sick leave days for the benefit of another Board employee who is
currently unable to work due to a serious family medical condition.
G. Administrator and Teacher Salary and Benefits Report
Effective January 1, 2012, Sections 10-20.47 and 34-18.38 of the School Code were amended
to require school districts to 1) report administrator and teacher salary and benefits to the
Illinois State Board of Education by October 1 st and 2) present the information at a school
board meeting before posting on the website of the district. We will post it on the district
website, according to school code.
H. Land Cash Request/Resolution
Motion to approve the land cash ordinance and resolution and designate funds in the amount
of $2,635.11 as follows: P.H. Miller School – exterior emergency lighting.
Voting aye: Campbell, Moody, Martinez, Porter and Velazquez.

District Enrollment Report
Dr. Garcia reviewed the district enrollment report.
Board Member Mandatory Training
Illinois law requires mandatory training requirements for all
elected and appointed Board members. Currently, Plano School
Board members are only required to complete Open Meetings Act
training by December 31, 2012. Board Secretary Kathy Benoit
will provide step-by-step instructions for each Board member to
take this training on their own time through the Illinois Attorney
General website.
P.H. Miller After School Program Proposal
Mrs. Helmers and Mr. Alfred Morales presented the proposed after
school program for a target number of fifty Kindergarten and 1 st
grade students. This would be in partnership with Camp Fire
USA, Fox Valley YMCA and the school district. The program
would cost approximately $9,644, parents will provide
transportation, be charged a monthly fee and be required to attend
quarterly meetings. Success of the program will be determined by
reviewing student data, attendance, classroom performance and
other factors.

Position Description
DeBolt moved, and Moody seconded the motion, to to approve the
job description of Computer Technician and the Memorandum of
Understanding between the Board of Education of Plano
Community Unit School District 88 (“Board”) and the Educational
Support Association of Plano, IEA-NEA (“Association”) in order
to provide for a pay rate for the position of Computer Technician
and to affirm the inclusion of said position in the parties’
bargaining unit.
Voting aye: DeBolt, Moody, Campbell, Martinez, Moody, Porter
and Velazquez.

BOARD COMMENTS/FOIA
Dr. Garcia mentioned that the Administration Office had received one FOIA request
since the last meeting. It was from the Laborer’s District Council inquiring about district
concrete and blacktopping projects.
Board members discussed the new “no re-entry” policy, which has been enforced at high
school football games. There have been some negative comments from adults who were
not allowed to leave and re-enter the games after they wished to exit for various reasons.
High school administration will review the policy.

FUTURE BOARD OF EDUCATION AGENDA
There will be an ISAT/PSAE awards presentation at Plano High School at 6:00 p.m.
on Monday, October 15.
Following the awards presentation the regular Board of Education meeting will be
held at 7:00 p.m. in the learning center at Plano High School.
EXECUTIVE SESSION
DeBolt moved, and Martinez seconded the motion, to go into executive session at 6:53
p.m. to discuss the appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the District (5 ILCS 120/2(c)(1).
Voting aye: DeBolt, Martinez, Campbell, Moody, Porter and Velazquez.
Motion carried: 6 ayes, 0 nays, 1 absent.
DeBolt moved, and Martinez seconded the motion, to come out of executive session at
7:48 p.m.
