President Porter called to order the budget hearing for the 20<strong>12</strong>-13 school year at 6:00<br />
p.m. on Monday, September <strong>24</strong>, 20<strong>12</strong>. Present for roll call were Campbell, Moody, Porter<br />
and Velazquez. Member Martinez arrived at 6:02 p.m. and Members DeBolt and Heller<br />
were absent. Others present were administrators Helmers, Valdez, Patterson and<br />
Superintendent Garcia. Assistant Superintendent Patterson was appointed secretary protem.<br />
Office staff present: Green and Wetzel.<br />
PRESENTATION OF THE 20<strong>12</strong>-13 BUDGET<br />
Dr. Garcia presented the 20<strong>12</strong>-13 budget summary, reviewed the revenue and<br />
expenditure fund totals and discussed fund balances. He said he was pleased with the<br />
final budget and the district seems to be in a good position this year. Financial needs for<br />
the future include textbooks, facilities updates, technology and TRS funding. More<br />
conversation about the budget will take place when the levy is discussed in October and<br />
November.<br />

The following visitors were present: Brooke Brenner, Bryan Appel, Alfred Morales and<br />
Steve Chassee. Media representative Lisa Welz (Record) was present for the meeting.<br />

F. Memorandum of Understanding<br />
Motion to approve the Memorandum of Understanding between the Board of Education of<br />
<strong>Plano</strong> Community Unit <strong>School</strong> <strong>District</strong> 88 (“Board”) and the <strong>Plano</strong> Education Association,<br />
IEA-NEA (“Association”) in order to create a one-time opportunity for members of the<br />
Association to donate sick leave days for the benefit of another Board employee who is<br />
currently unable to work due to a serious family medical condition.<br />
G. Administrator and Teacher Salary and Benefits Report<br />
Effective January 1, 20<strong>12</strong>, Sections 10-20.47 and 34-18.38 of the <strong>School</strong> Code were amended<br />
to require school districts to 1) report administrator and teacher salary and benefits to the<br />
Illinois State Board of Education by October 1 st and 2) present the information at a school<br />
board meeting before posting on the website of the district. We will post it on the district<br />
website, according to school code.<br />
H. Land Cash Request/Resolution<br />
Motion to approve the land cash ordinance and resolution and designate funds in the amount<br />
of $2,635.11 as follows: P.H. Miller <strong>School</strong> – exterior emergency lighting.<br />

Dr. Garcia reviewed the district enrollment report.<br />
Board Member Mandatory Training<br />
Illinois law requires mandatory training requirements for all<br />
elected and appointed Board members. Currently, <strong>Plano</strong> <strong>School</strong><br />
Board members are only required to complete Open Meetings Act<br />
training by December 31, 20<strong>12</strong>. Board Secretary Kathy Benoit<br />
will provide step-by-step instructions for each Board member to<br />
take this training on their own time through the Illinois Attorney<br />
General website.<br />
P.H. Miller After <strong>School</strong> Program Proposal<br />
Mrs. Helmers and Mr. Alfred Morales presented the proposed after<br />
school program for a target number of fifty Kindergarten and 1 st<br />
grade students. This would be in partnership with Camp Fire<br />
USA, Fox Valley YMCA and the school district. The program<br />
would cost approximately $9,644, parents will provide<br />
transportation, be charged a monthly fee and be required to attend<br />
quarterly meetings. Success of the program will be determined by<br />
reviewing student data, attendance, classroom performance and<br />
other factors.

BOARD COMMENTS/FOIA<br />
Dr. Garcia mentioned that the Administration Office had received one FOIA request<br />
since the last meeting. It was from the Laborer’s <strong>District</strong> Council inquiring about district<br />
concrete and blacktopping projects.<br />
Board members discussed the new “no re-entry” policy, which has been enforced at high<br />
school football games. There have been some negative comments from adults who were<br />
not allowed to leave and re-enter the games after they wished to exit for various reasons.<br />
High school administration will review the policy.<br />

FUTURE BOARD OF EDUCATION AGENDA<br />
There will be an ISAT/PSAE awards presentation at <strong>Plano</strong> High <strong>School</strong> at 6:00 p.m.<br />
on Monday, October 15.<br />
Following the awards presentation the regular Board of Education meeting will be<br />
held at 7:00 p.m. in the learning center at <strong>Plano</strong> High <strong>School</strong>.<br />
EXECUTIVE SESSION<br />
DeBolt moved, and Martinez seconded the motion, to go into executive session at 6:53<br />
p.m. to discuss the appointment, employment, compensation, discipline, performance, or<br />
dismissal of specific employees of the <strong>District</strong> (5 ILCS <strong>12</strong>0/2(c)(1).<br />
Voting aye: DeBolt, Martinez, Campbell, Moody, Porter and Velazquez.<br />
Motion carried: 6 ayes, 0 nays, 1 absent.<br />
DeBolt moved, and Martinez seconded the motion, to come out of executive session at<br />
