Establish Multidisciplinary Departments<br />
Develop capacity for multidisciplinary problem solving by establishing<br />
a mix of professionals within planning and water<br />
departments, including those with social science and natural<br />
science <strong>back</strong>grounds (e.g. ecology, economics, landscape design,<br />
behavioural psychology, and education). These kinds of<br />
formal “working groups” should be complemented by local<br />
advisory groups to ensure a broad range of perspectives are<br />
included.<br />
Develop Rainwater and Green Development Guidelines<br />
Ensure that water, planning, and transportation departments<br />
work toge<strong>the</strong>r to develop water-sensitive land-use guidelines<br />
based on a triple-bottom-line approach for new developments<br />
and redevelopments across <strong>the</strong> region. Incorporate <strong>the</strong><br />
guidelines into all land-use and planning documents.<br />
Enhance Reporting<br />
Publish regular “state of <strong>the</strong> watershed” reports that include<br />
updates on <strong>the</strong> health of each watershed in <strong>the</strong> region;<br />
documentation and targets for reducing total impervious<br />
cover and/or release rates in <strong>the</strong> region; restoration priorities<br />
for local streams, lakes, and aquifers; targets for replacing<br />
obsolete infrastructure and installing end-of-pipe treatments;<br />
and data regarding <strong>the</strong> quality of stormwater discharge.<br />
Support Citizen-Driven Stewardship Initiatives<br />
Provide resources and, at a minimum, support meaningful<br />
engagement to local stewardship groups and educational<br />
institutions to raise awareness, engage citizen action,<br />
and promote watershed protection, rehabilitation, and<br />
monitoring.<br />
Enforce <strong>the</strong> Fisheries Act<br />
Enforce <strong>the</strong> prohibition against <strong>the</strong> deposition of deleterious<br />
substances into waters frequented by fish and <strong>the</strong> prohibition<br />
against destruction of fish habitat when runoff discharges violate<br />
those provisions.<br />
