During <strong>2007</strong>, the division had more than 100 open<br />
investigations. The division continues to expand its use of<br />
the criminal grand jury for investigation of public corruption<br />
and violations of election laws. The public corruption unit<br />
has two full-time, dedicated Deputy <strong>District</strong> <strong>Attorney</strong>s who<br />
are making significant progress in taking on this difficult<br />
but vital area of the law. Division Chief Richard Monroy<br />
and Assistant Chief David Williams have made the public<br />
integrity area of law an integral part of the Special Operations<br />
Division.<br />
On-duty police officer misconduct and<br />
corruption cases are also investigated and<br />
prosecuted by the Special Operations Division.<br />

and prosecuted by Deputy <strong>District</strong> <strong>Attorney</strong> Robert Kearney.<br />
In the case of People v. William Taylor, El Cajon Police Officer<br />
William Taylor was charged with soliciting sexual favors from<br />
women in his official custody. After a five week jury trial,<br />
Taylor was convicted of multiple counts against multiple<br />
victims and sentenced to five years in state prison.<br />
In another case, California Highway Patrol Officer Brian<br />
Kennedy was charged with assaulting a man under arrest<br />
for driving under the influence of alcohol and lying about<br />
what occurred in his police report. Kennedy was convicted<br />
of assault under the color of authority and filing a false<br />
police report and was sentenced to three years of<br />
probation, community service and forfeited his position<br />
as a peace officer.<br />
The division’s Professional Standards Unit handles all in-house<br />
investigations and background checks for potential employees.<br />
During <strong>2007</strong>, the unit performed 300 such background<br />
checks meeting standardized policy and procedure.<br />
In addition, the division has Tribal and International Liaisons,<br />
who are called upon to assist with cases in other <strong>District</strong><br />
<strong>Attorney</strong> divisions or branches. ■<br />
