New Jersey Mourns the Loss of Five New Jersey Officers<br />
New Jersey has lost five officers in the past nine months. On August 7, 2006, Detective Kieran Shields was shot<br />
and killed while trying to take a suspect into custody. Detective Shields had served with the Orange Police<br />
Department for five years and is survived by his wife, Chatrian and their three children, the youngest, at the time,<br />
being only four months old. On January 7, 2007, Officer Tyron Franklin of the Paterson Police Department was<br />
shot and killed, while off duty, during a robbery attempt. Officer Franklin was identified as a Police Officer and<br />
was fatally shot. Officer Franklin served with the Paterson Police Department for only eight months and is<br />
survived by his 16 month old son. Since this was an off duty incident, the Paterson Police Department is seeking<br />
the Line of Duty status for his family from the PSOB. On March 3, 2007, Sergeant Tommaso Popolizio of the<br />
Newark Police Department was killed in a car accident while in pursuit of a suspect who had been arrested but<br />
managed to free himself and steal a police car. Officer Popolizio was killed when the suspect’s car collided with<br />
his vehicle. Officer Popolizio had been a member of the Newark Police Department for 12 years and is survived<br />
by his wife Eneda and four children. On April 5, 2007, FBI Special Agent Barry Bush was killed in the line of<br />
duty when he was accidentally shot by a fellow agent while attempting to arrest two robbery suspects during a<br />
bank robbery. Special Agent Bush had served with the Federal Bureau of Investigation for 20 years. He had been<br />
assigned to the Newark, New Jersey office. He is survived by his wife Karen and two children. On May 14, 2007,<br />
Officer William Preslar of the Lakewood Police Department was killed in the line of duty when his patrol cal<br />
swerved to avoid a deer that had crossed his path while responding to a call. Officer Preslar had served with the<br />
Lakewood Police Department for six years and is survived by his wife Lisa and two daughters. Detective Shields<br />
was honored this past May at the National Law Enforcement Memorial in Washington, DC. The Officers who lost<br />
their lives in 2007 will be honored in Washington, DC on May 15, 2008 pending their line of duty determination<br />
by the PSOB. We all mourn the loss of these Officers and offer support and hope to their families.<br />

Wow! Summer has left us and it is finally fall. The leaves are starting to turn and the smell of the colder air is<br />
refreshing.<br />
It has been three months since I was elected President and I am just settling into the position. We have had a few<br />
additions to our board this year. Carol Dechen and Ronnie Venditti have been appointed as new trustees. Carol is the surviving<br />
spouse of Ken Dechen from 2000, and Ronnie is the surviving spouse of Enrico Venditte from 2001. Kevin Laughery,<br />
a surviving sibling from 1992, will remain on as our Vice President. Bill Bosworth, a surviving father from 1997 has taken<br />
on the treasurer’s position, and John Ciuppa, a surviving son from 1954, has remained on as secretary. Our other two trustees<br />
are Dennis Cudnik, a surviving sibling from 1996, and our immediate past President Madeline Neumann, a surviving<br />
spouse from 1989.<br />
I look forward to working with our board this coming year in getting more of our membership involved with the<br />
organization. We are planning many different activities next year including a Golf Tournament and a Dinner Dance to honor<br />
our fallen officers. There is our annual camping trip, and much, much more. If anyone would like to become more involved<br />
with Garden State C.O.P.S. please feel free give me a call or send me an email.<br />

Garden State C.O.P.S. Mission Statement: Garden State C.O.P.S. – a New Jersey Chapter of Concerns of Police Survivors,<br />
Inc. provides resources to assist in the rebuilding of the lives of surviving families of law enforcement officers killed in the line<br />
of duty as determined by Federal criteria. Furthermore, C.O.P.S. provides training to law enforcement agencies on survivor<br />
victimization issues and educates the public of the need to support the law enforcement profession and its survivors.<br />
MEETING NOTES: Garden State C.O.P.S. will hold four Executive Board meetings per year to go over chapter<br />
business. All survivors are welcome to attend these meetings and participate. The Peer Support meetings will contain no<br />
business. They will be more social in nature. Please try to make the Peer Support meetings even if you feel you no longer<br />
need that kind of support. Your experience can be a lifeline for a newer survivor. As always, children are welcome to<br />
everything we offer.<br />

Notes of Interest:<br />
November is the 1st anniversary of survivor Mary Haughton’s death. Mary was the surviving mother of Garwood Police Officer Thomas<br />
P. Haughton who died in the line of duty on November 24, 1995. Mary’s husband Tom is in our thoughts and prayers.<br />
Sadie Tedesco passed away on August 22, 2007. She was the surviving mother of Lodi Police Officer Gary Tedesco who was killed in<br />
the line of duty on August 26, 1963. Our thoughts and prayers are with the Tedesco family at this time.<br />
Matthew Dechen, son of Lt. Kenneth Dechen of West Deptford Township, EOW 10/18/00, has announced his engagement to Kimberly<br />
Readon of Rochester, NY. She is a 2001 graduate of Irondequoit High School in Rochester, NY and a 2005 graduate of Philadelphia<br />
University, PA. She is an architect for BluPath Design in Philadelphia. Matthew is a 2001 graduate of West Deptford High School and<br />
a 2004 graduate of Philadelphia University, Philadelphia, PA. His currently is a national advertising account manager for Slack, Inc.,<br />
West Deptford Township, NJ. A July 2008 wedding is planned.<br />
Jason Baker the only son of Department of Corrections Officer Fred Baker EOW 7/30/97 followed in his<br />
father’s footsteps and has begun a career in law enforcement. Jason graduated from the New Jersey State Police<br />
Academy on August 24, 2007. His grandparents, Arlene & Fred Baker, his step-mother Kelly O’Brien-Baker,<br />
his sister Dara and his aunt Kelli Ann Hawk were all present for his graduation. Good Luck Trooper Baker.<br />
New Web Site<br />
Our web site has been under construction for several months. Derrick LaRane has donation his time and services to make our web site<br />
more efficient and graphically pleasing. When the web site is done, we will be able to sell our promotional materials online as well as<br />
take online donations. We will also be expanding the Roll Call page. We will be adding a picture and brief bio of each officer on the Roll<br />
Call. A tremendous amount of work has gone into updating our web site – thank you Derrick! We also owe a thank you to Mike Miller<br />

Garden State C.O.P.S. Funeral Detail Committee<br />
We are still accepting volunteers for our new Funeral Detail Committee. This committee was established to share the burden of going to<br />
wakes and funerals. Ideally, we will have survivor volunteers and police officer volunteers in each county so that we can better help new<br />
survivors through their tragedy. We are hoping to offer some type of training in the near future for anyone who may be interested. Training<br />
is not necessary to be on the committee, but it will help to give you confidence. Just remember, we have all been there. Work from<br />
your own experiences and you can’t go wrong<br />
Taxes: Pension and WC is Tax Free Income<br />
New Jersey’s line of duty pension and workman’s compensation are considered tax exempt income. This means you should not be paying<br />
taxes on this income. If you have been paying taxes on your line of duty death benefits, or you would like more information about this<br />

can be filed for the previous three years.

Healing Through The Years<br />

Healing Through the Years is a featured article to spotlight one of our survivors, what they’ve gone through and what<br />
they are doing now. The purpose of this article is to highlight how we all are forever changed as a result of the death<br />
of our fallen officer and yet, where hope is found, there can be happiness again, if we allow it.<br />
Our featured article spotlights our chapter co-founder, Madeline Neumann. Madeline is a perfect example of<br />
how we take a tragedy and loss and do some amazing things.<br />
Madeline and Keith knew each other since kindergarten. They went to school together, worked together and<br />
became best friends. They dated for two and a half years and then were married on June 17, 1989. Unfortunately, Keith<br />
was killed in the line of duty six weeks later. At 22 years old, Madeline found herself to be a police widow and a<br />
newlywed, with little peer support to help her grieve.<br />
It was not until early May of 1990 that Madeline learned about the organization known as C.O.P.S.. She had<br />
received a mailing, which had been forwarded to her from Keith’s police department, notifying her of National Police<br />
Week to be held in Washington, DC. As a 22 year old newlywed, there were few other people who could do or say<br />
anything that would help, until she got to Washington, DC with her family for National Police Week. It was there that<br />
she learned about others who were dealing with similar issues. She finally felt that someone understood her pain and<br />
heartache.<br />
Several years after Keith’s death, Madeline and fellow survivor Stacy Culinane decided to found a new<br />
C.O.P.S. Chapter in New Jersey for survivors of local law enforcement agencies. They approached three other<br />
survivors, Cathy Vogel, Rob Speigel and Arlene Knox, to sign on as co-founders. Garden State Survivors was born in<br />
1998. Both Madeline and Stacy realized the need to focus on the local police departments and to define counseling<br />
sessions and hands-on programs geared toward the township and community police departments.<br />
Getting the word out about the new C.O.P.S. Chapter was a daunting task. However, the chapter received<br />
massive media exposure at a press conference held in conjunction with the FOP concerning a concert which was to be<br />
held at the Continental Arena in East Rutherford to support cop killer Mumia Abu Jamar. Many ticket holders were not<br />
aware of the purpose of the concert, so the press conference identified who the concert was for and why it would be<br />
important to support C.O.P.S. and not the concert. Thousands of tickets were returned and one very generous donation<br />
made a contribution to the Garden State C.O.P.S. Chapter. This financial support helped make the way for lots of<br />
programs benefiting the survivors of New Jersey’s local law enforcement agencies.<br />
There is a lot of commitment necessary at the national and local levels within the organization. Madeline has<br />
made this a part of her life for the past nine years since the chapter was founded. Madeline said that she found “feeling<br />
the support of others, helped the healing process” and that all of her work with C.O.P.S. “reinforces positive feelings<br />
and purpose in life”. Currently there are 447 lone of duty officers in New Jersey who Garden State C.O.P.S services.<br />
Every time there is a mailing sent out, it goes to over 1100 people - this includes survivors as well as our supporters<br />
and local police departments.<br />
Madeline now has a new love in her life, Mike Parmenter. Mike and Madeline had attended many of the same<br />
Memorial Services and Law Enforcement funerals aver a six year period, but never knew each other. Once they met<br />
they grew close and soon realized they wanted to build a life together. Eleven years later, they now have four children<br />
- Mike’s son from a previous marriage and three of their own. Madeline currently holds the position of Trustee and<br />
Immediate Past President of our chapter. Running around with three little children at home, her focus will be on her<br />
family and as as a resource for others who have chosen to step up and be active in the Garden State C.CO.P.S Chapter<br />
of C.O.P.S..<br />
Madeline’s closing remarks were, “Healing does not mean forgetting. We are all healing, but we will never<br />
forget our loved ones. We will continue to be here to support others and grieve with them”.

Legislative Update: There are currently two pieces of legislation concerning changes to Workman’s Compensation. The<br />
first bill is S1005/A2245, which will bring surviving spouses’ workman’s compensation up to speed with today’s current<br />
rate, as well as allow for future cost of living increases. This bill has passed out of the Senate Labor Committee and is<br />
waiting to be posted to the Senate Budget and Appropriations Committee. S1005 is sponsored by Sen. Stephen Sweeney,<br />
Sen. Walter Kavcnaugh, and cosponsored by Sen. Joseph Coniglio. A2245 needs to be posted to the Assembly Labor<br />
Committee and is sponsored by Assemblymen John Burzichelli and Gordon Johnson, and Assemblywoman Joan Quigley.<br />
The second bill, S2351/A3556, would allow widows to remarry and continue to collect their workman’s compensation<br />
benefit. This bill has passed out of both the Senate and Assembly Labor Committees and is waiting to get posted to both<br />
Senate and Assembly Appropriations. There is a strong chance this bill will get passed into law this December or January.<br />
If doesn’t, then we have to start over and reintroduce the bill. Please write, email or fax your local legislators asking them<br />
to support this bill. Sponsors for this in the Assembly bill are: Jeff Van Drew, Joan Quigley, Frederick Scalera, Nelson<br />
Albano, Neil Cohen, and Charles Epps. Sponsors for this in the Senate bill are: Fred Madden, Stephen Sweeney, and Lames<br />
McCullough.<br />
Annual Camping Trip<br />
This year’s camping trip was by the far the best yet! Due in large part to the efforts of<br />
Michael Parmenter and a generous donation by the South Jersey Chapter of the Police<br />
Unity Tour. Mike arranged for several law enforcement agencies to take part in our<br />
weekend. The Department of Corrections put on a K-9 demonstration, the New Jersey<br />
State Police stopped by with the helicopter, the New Jersey State Park Police brought<br />
fishing poles for all the kids and helped them to fish – they even helped us cook<br />
breakfast! We also had a wildlife rescue specialist come with several animals for the<br />
kids to learn about and pet. He brought a python, a tarantula, a snapping turtle, a<br />
chinchilla, and an alligator. Of course some animals we didn’t pet! We also had<br />
a wonderful woman come and do face painting for the kids. And we had<br />
someone come in to show us how the Indians used to start fires and<br />
make jewelry out of leaves! We affectionately called him “Nature Boy”.<br />
All this was in addition to our regular events! We fished, kayaked, we did tie<br />
die shirts, we made garden stepping stones, and we painted picture frames. We<br />
even made smores’ at the campfire. We are looking forward to next year’s<br />
camping trip already! The same cabin has been booked for Friday, June 22<br />
through Monday, June 25, 2008. We had so much fun we have added and extra<br />
day! Mark your calendars! The cabin only holds 30 people.<br />

C.O.P.S. 2008 Hands-On Programs<br />
National C.O.P.S. sponsors several hand on programs for survivors. These very worthwhile programs are offered<br />
at no cost to the survivor. Our chapter will reimburse any survivor who attends one of these programs for their<br />
travel expenses – no matter what year your officer died. The Retreats for 2007 are now over. Anyone who has<br />
attended any of these programs please drop us a line to let everyone know how it was. Please submit your travel<br />
receipts for reimbursement. C.O.P.S. offers the following survivor programs:<br />

C.O.P.S. Walk<br />
National C.O.P.S. will be holding the 3rd annual<br />
C.O.P.S. Walk this October. Survivors and friends<br />
will walk 25 miles in two days along the scenic<br />
Potomic River outside of Washington DC to raise<br />
funds for National C.O.P.S.. Madeline Neumann (w<br />
’89) walked the first year, Jennifer Ventura (w ’01)<br />
walked last year, and this year Carol Dechen (w ’00)<br />
and Donna Lamonico (w ’81 Survivors of the<br />
Triangle) are walking. Good Luck Carol and Donna!<br />

Payroll Deductions<br />
Mike Miller and Kevin Laughery are working on a<br />
payroll deduction campaign. They plan to approach<br />
and visit law enforcement agencies throughout our<br />
state and give a presentation requesting them to<br />
implement payroll deductions. The goal is to have<br />
officers donate to our chapter through payroll<br />
deductions. By giving just $1 a week to Garden<br />
State C.O.P.S., the financial support to our chapter<br />
would be tremendous. If an officer or department is<br />
interested in helping us get this campaign off the<br />

Neptune PBA Dinner to benefit Garden State C.O.P.S.<br />
The Monmouth County PBA Conference is holding its inaugural Policemen’s Ball on Friday, November 2, 2007<br />
honoring Madeline Neumann. The black tie event is hosted by Neptune PBA Local #74. Proceeds from the dinner<br />
will benefit Garden State C.O.P.S.. Tickets are $125 per person. If you are interested in attending, please contact<br />
the Event Chairman Scott Cox of Neptune Twp. Police Department at 732-620-3801 by October 19th.<br />
Mark your calendar!<br />
Our annual Holiday Party is set for Sunday, December 9th at 12:00 noon. We will have a buffet luncheon catered<br />
by Delvetto’s Restaurant at the Youth Temple in Ocean Grove (directly across from the Great Auditorium). We<br />
always have such fun at this party; the adults sit back and relax over a great lunch while the children are kept busy<br />
with crafts and a visit from Santa. If you are interested in coming, please respond by December 1st with Madeline<br />

C.O.P.S. Chapter Training<br />
Another hands-on training program offered by the parent organization of Concerns for Police Survivors is the<br />
C.O.P.S. Chapter training. This training is an annual mandatory training session that each chapter must send at<br />
least one representative. This year the session was attended by Mike Miller (current President of our Garden State<br />
Chapter) and Carol Dechen (current Trustee of our Garden State Chapter). Survivor Carmen Petrelli was a travel<br />
partner and attended Chapter training as a representative from the New Jersey State Police Survivors of the<br />
Triangle C.O.P.S. Chapter. The venue for the training was the YMCA Trout Lodge in Potosi, Missouri. The trip<br />
was adventuresome and fun, to say the least. Getting out of the Philadelphia Airport seemed to be the most<br />
troublesome part of the trip. Delay after delay resulted in us standing in numerous long lines to rebook flights for<br />
one reason or another. Our day began at 5am and ended when we arrived at our destination at 10pm. If it wasn’t<br />
for the kindness of a fellow survivor, who lives in the vicinity of the Saint Louis Airport and did not mind waiting<br />
for the delayed trio from New Jersey, we might not have made it to our final destination. We were quite thankful<br />
for our angel in a minivan to aid us in getting to our meeting place in the woods of Missouri. As one of the newest<br />
members of the Board, I learned some valuable information about the hands-on programs of C.O.P.S.. We learned<br />
what other chapters are doing in memory of their fallen officers and obtained some tips for fund-raising. The<br />
sessions were full of fun, laughter, sorrow and joy as we remembered our officers. The YMCA lodge offers a<br />
spectacular view from the balcony of your room or from the port side of a pontoon boat. Either way, it was another<br />
memorable experience with new found friends and staff members from C.O.P.S. at our side.<br />

important because we have NO OUTSIDE SOURCE OF FUNDING. We operate solely on the donations we<br />
receive. We have seen many different ways in which people are finding to support us. Several survivors have<br />
donated funds to us through events that are held in their officer’s memory. Several people have also requested that<br />
donations be sent to us in lieu of flowers at funerals. One couple even requested that people donate to us instead<br />
of giving a gift at their wedding and they sent a generous donation in lieu of weddings favors for their guests. We<br />
