CENTERS (<strong>BHRAC</strong>) PROGRAM:
A Nationwide Mobilization
for Human Rights Protection
and Advocacy at the Barangay Level
The Barangay Human Rights Action Centers has been conceived
so that <strong>Commission</strong> on Human Rights will be within the reach
of the people, specially in the far flung areas. With the activation
of the center, complainants especially those coming from remote
areas can save time and effort not to mention financial expenses
in filing their complaints. Likewise, Education and information
campaigns can readily be brought down to the grassroots level.
The idea of the <strong>BHRAC</strong> Program is a “Nationwide Mobilization
Program for Human Rights Protection and Advocacy at the
Barangay Level”. Its primary objective is to institutionalize Human
Rights in the local government units as well as empower the
grassroots level in implementing human rights policies, programs
and projects.
