MESSAGE<br />
First of all, allow me to c<strong>on</strong>gratulate all the men and women of the<br />
<str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> of the Philippines, and the men and<br />
women in thousands of barangays, who have worked tirelessly <strong>on</strong> this,<br />
<strong>on</strong>e of the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>’s flagship projects, the Barangay <strong>Human</strong> <strong>Rights</strong><br />
Acti<strong>on</strong> Center, or <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>.<br />
Its importance cannot be exaggerated. The barangay is the smallest<br />
political unit of the Philippines. It is the form of local government<br />
which has the most immediate effect, <strong>on</strong> a daily basis, <strong>on</strong> the lives of<br />
Filipinos. People bring their grievances to the barangay captain and<br />
the lup<strong>on</strong>g tagapamayapa. Neighborhoods rely partly <strong>on</strong> the barangay<br />
tanods to keep the peace and maintain security. And it is the barangay<br />
officers who are at times, the most familiar elected officials known to<br />
the local populati<strong>on</strong>, because these are their friends, their neighbors,<br />
and their family members.<br />
The barangay and its officers are familiar, accessible, and often<br />
approachable. This is precisely why the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> must have a<br />
presence at that level, at the grassroots level, advocating for the<br />
protecti<strong>on</strong> and promoti<strong>on</strong> of the human rights of all people. And that<br />
is precisely the role that the Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Center<br />
project plays.<br />
Through this, and especially through the many individual Barangay<br />
<strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officers and their networks, present in<br />
thousands of barangays around the country, the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> is<br />
endeavoring to build a framework for human rights advocacy at the<br />
grassroots level. This is part of our effort to make the human rights of<br />
pers<strong>on</strong>s familiar to as many people as possible, accessible in the sense<br />
that within their neighborhoods people will be able to find human<br />
rights advocates offering training and informati<strong>on</strong>, and an avenue<br />
for redress in the event of human rights violati<strong>on</strong>s. They are also<br />
approachable so that people will not feel that they have nowhere to<br />
turn, in the event they are subjected to oppressi<strong>on</strong> and abuse.<br />
We need to make human rights real to the Filipino people, and the<br />
<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> is <strong>on</strong>e of the most significant ways in which the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g><br />
can reach out to as many Filipinos as possible, and into as many<br />

neighborhoods and communities as possible. Much hinges <strong>on</strong> its success,<br />
and much progress can be achieved through the work that it does.<br />
The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> further lauds this effort to codify and more widely<br />
disseminate the legal bases of the work of the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> and its officers.<br />
<strong>Human</strong> rights after all are not merely pretty words or benefits which<br />
are dependent <strong>on</strong> the government’s mercy or charity. Instead, human<br />
rights are found in law, both nati<strong>on</strong>al and internati<strong>on</strong>al. And with<br />
respect to internati<strong>on</strong>al law in particular, the Philippine government has<br />
internati<strong>on</strong>al legal obligati<strong>on</strong>s which it has a duty to fulfill.<br />
So when we call <strong>on</strong> the government to respect, protect, promote and<br />
fulfill the human rights of all the people under its jurisdicti<strong>on</strong>, we are<br />
not asking for a favor, we are not asking for the government to carry out<br />
something that is opti<strong>on</strong>al. Instead, we are reminding it of its obligati<strong>on</strong>s<br />
and its duties. These are legal obligati<strong>on</strong>s. The government must comply<br />
with these.<br />
It is therefore important that all human rights advocates are familiar with<br />
these legal duties, and that the various documents and instruments in<br />
which these can be found are accessible. The work we do to promote<br />
human rights in the Philippines is complex and difficult, and there are<br />
many vested interests arrayed against us, but as we c<strong>on</strong>tinue to build<br />
alliances, as we c<strong>on</strong>tinue to reach out to the people we seek to protect,<br />
and as we c<strong>on</strong>tinue to call <strong>on</strong> the government to fulfill its internati<strong>on</strong>al<br />
legal obligati<strong>on</strong>s, we will all help move the Philippine situati<strong>on</strong> toward a<br />
better place, and help develop a society which we can bequeath to our<br />
children and their children without shame.<br />

The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program exists because of the central and indispensable<br />
role of ordinary people in the promoti<strong>on</strong> and protecti<strong>on</strong> of human<br />
rights especially at the grassroots level. It is a flagship program of the<br />
<str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> and a means to bring itself closer to the people whom it<br />
serves.<br />
The development of <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Legal Bases is part of the popularizati<strong>on</strong><br />
campaign of the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>. This campaign is vital to the commitment<br />
of the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> to increase people’s awareness of the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program<br />
and make it c<strong>on</strong>cretely accessible to all.<br />
The resoluti<strong>on</strong>s, circulars and undertakings issued by the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g><br />
serve as legal grounds for the implementati<strong>on</strong> of the BRHAC Program.<br />
They have been compiled in this IEC material to become a useful reference<br />
and guide for the Barangays, their human rights officers, every pers<strong>on</strong><br />
c<strong>on</strong>cerned and those who are genuinely interested in learning about the<br />
<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program.<br />

MESSAGE<br />
The Local Government Code identifies the Barangay as the basic<br />
political unit that serves as the primary planning and implementing<br />
unit of government policies, plans, programs, projects and activities<br />
in the community, (Secti<strong>on</strong> 384, Chapter I, Title I, Book III of the<br />
Local Government Code). It is the most accessible political unit in the<br />
grassroots level especially in the far-flung areas.<br />
The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> recognizes the importance and<br />
significance of this basic political unit. This is the reas<strong>on</strong> why the<br />
Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Center (<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>) is a flagship program<br />
of the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>. The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> believes a str<strong>on</strong>g and effective<br />
<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> program will provide all individuals, from those living in the<br />
busiest city to those living in the most secluded barrio, easy access to<br />
the services of the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>. The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> program will help spread<br />
awareness of human rights and fundamental freedom to all corners of<br />
the archipelago.<br />
The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> is c<strong>on</strong>stantly exploring ways to improve effectiveness<br />
and spread awareness of the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> program. I believe the<br />
development of <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Legal Bases is <strong>on</strong>e of the tools designed to<br />
enhance the program. It is a functi<strong>on</strong>al reference and guide for officers<br />
and members of the barangays, and their c<strong>on</strong>stituents, to understand<br />

This Handbook offers our readers a compilati<strong>on</strong> of documents the<br />
<str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> uses as legal bases in its nati<strong>on</strong>wide<br />
implementati<strong>on</strong> of the Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Center. Created in 1994,<br />
the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> is the 4th <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>’s ‘flagship project’.<br />
By providing training to Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officers, educati<strong>on</strong>,<br />
informati<strong>on</strong> and knowledge of human rights norms and standards and<br />
internati<strong>on</strong>al humanitarian law are spread at the grassroots level to grow and<br />
bear fruit. And truly, we can say that the enlightened volunteer their services<br />
to “walk the talk”. Thus, every human rights activity is emerging as a potentially<br />
significant agent of change in the Legal System c<strong>on</strong>text in the countryside, a<br />
relatively new role being played by the BHRAOs, to whom we dedicate this<br />
Handbook.<br />
To the public, a BHRAO represents hope for freedom, justice, and peace in<br />
the smallest political unit of the society and inspires us all to live peaceful and<br />
productive lives, respectful of each other’s rights. It then also follows that when<br />
a BHRAO is remiss in his duties, or worse betrays the trust his office reposes <strong>on</strong><br />
him, he perverts justice that our Legal System is painstakingly endeavoring to<br />
serve.<br />
It is necessary, therefore, that the office of the BHRAOs be c<strong>on</strong>sidered part of<br />
the <strong>Human</strong> <strong>Rights</strong> Agenda of the Government. It is they who represent, to most<br />
Filipinos, justice and human rights at work in the barangay.<br />
We, at the CHR, fully realize that writing guidebooks al<strong>on</strong>e will not solve the<br />
problems that beset the BHRAOs, but we also know that a good handbook<br />
can be a valuable tool in the hands of a BHRAO. A handbook does not make<br />
<strong>on</strong>e a good BHRAO, but is a useful reference for a BHRAO who has made the<br />
fundamental moral opti<strong>on</strong> to be good!<br />
Let this Handbook assure the BHRAOs that we in the <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> are their<br />
number <strong>on</strong>e allies in their day-to-day activities. Our partnership with them<br />
c<strong>on</strong>tinues to c<strong>on</strong>tribute in the great measure to the strides for which the CHR<br />

The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> has been c<strong>on</strong>ceived so that the CHR will be within<br />
the reach of the people specially in the far flung areas. The<br />
<str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> Regi<strong>on</strong>al Offices and Sub-<br />
Offices are based mainly in the regi<strong>on</strong>al Centers and capitals<br />
of provinces. With the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>, complainants especially those<br />
coming from the remote areas can save time, efforts and<br />
financial expenses in filing their complaints. Likewise, awareness<br />
<strong>on</strong> human rights such as informati<strong>on</strong> and educati<strong>on</strong> campaign<br />

A Nati<strong>on</strong>wide Mobilizati<strong>on</strong><br />
for <strong>Human</strong> <strong>Rights</strong> Protecti<strong>on</strong><br />
and Advocacy at the Barangay Level<br />
The Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Centers has been c<strong>on</strong>ceived<br />
so that <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> will be within the reach<br />
of the people, specially in the far flung areas. With the activati<strong>on</strong><br />
of the center, complainants especially those coming from remote<br />
areas can save time and effort not to menti<strong>on</strong> financial expenses<br />
in filing their complaints. Likewise, Educati<strong>on</strong> and informati<strong>on</strong><br />
campaigns can readily be brought down to the grassroots level.<br />
The idea of the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program is a “Nati<strong>on</strong>wide Mobilizati<strong>on</strong><br />
Program for <strong>Human</strong> <strong>Rights</strong> Protecti<strong>on</strong> and Advocacy at the<br />
Barangay Level”. Its primary objective is to instituti<strong>on</strong>alize <strong>Human</strong><br />
<strong>Rights</strong> in the local government units as well as empower the<br />
grassroots level in implementing human rights policies, programs<br />
and projects.<br />

ESTABLISHING<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g><br />
&<br />
SELECTINGBHRAO<br />
The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> shall be established in the barangay through a Resoluti<strong>on</strong> approved<br />
by the Sangguniang Barangay. The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> shall be manned by a Barangay<br />
<strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officer (BHRAO).<br />
The two-mode selecti<strong>on</strong> process for the BHRAO is as follows:<br />
1. In barangays where the barangay council has no <strong>Human</strong> <strong>Rights</strong> Committee,<br />
the following procedure shall be observed:<br />
A barangay assembly meeting shall be c<strong>on</strong>vened for the purpose of<br />
nominating candidates and finally designating the pers<strong>on</strong> who shall serve as<br />
the BHRAO; and<br />
The BHRAO shall be chosen through viva voce by a majority of those present<br />
in the barangay assembly meeting. The meeting shall be jointly supervised<br />
by the City/Municipal Planning and Development and City/Municipal Local<br />
Government Operati<strong>on</strong>s Officer.<br />
2. In barangays, municipalities, cities where the barangay, municipal, and<br />
city councils has a <strong>Human</strong> <strong>Rights</strong> Committee, the chairman automatically<br />
becomes the BHRAO.<br />
In the first case, the following qualificati<strong>on</strong>s are prescribed:<br />
• At least a high school graduate;<br />
• Not less than 21 years old;<br />
• Must not be an elective appointive official of the government;<br />
• Once elected, s/he must not engage in partisan political activities;<br />
• Committed to the cause of human rights; and<br />
• Willing to undergo BHRAO Training.<br />
In both cases, after the BHRAO had underg<strong>on</strong>e the required training, a resoluti<strong>on</strong><br />
shall be issued by the Barangay/Municipal council, formally c<strong>on</strong>ferring the<br />
BHRAO’s authority as such. The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> shall then issue a Deputati<strong>on</strong><br />
Certificate and a BHRAO Identificati<strong>on</strong> Card for this purpose.<br />

TERM OF OFFICE OF AN ELECTED BHRAO<br />
An elected BHRAO shall have a term of five (5) years without re-electi<strong>on</strong>.<br />
REMOVAL FROM OFFICE<br />
The following are the grounds for removing a BHRAO from office:<br />
1. Violati<strong>on</strong> of human rights<br />
2. Loss of C<strong>on</strong>fidence<br />
3. N<strong>on</strong> performance of functi<strong>on</strong>s<br />

What are the functi<strong>on</strong>s/services of the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>?<br />
The <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> has two functi<strong>on</strong>s/services:<br />
1. Complaints Referral<br />
The BHRAO is primarily (at the very least) tasked to receive<br />
complaints of “alleged” human rights violati<strong>on</strong>s and refer<br />
the same to the nearest CHRP regi<strong>on</strong>al or sub-office for<br />
investigati<strong>on</strong>.<br />
2. Awareness-Raising <strong>on</strong> <strong>Human</strong> <strong>Rights</strong><br />
The BHRAO is tasked to coordinate with the CHRP Regi<strong>on</strong>al<br />
offices in c<strong>on</strong>ducting for seminars, training, symposia and<br />
other human rights informati<strong>on</strong> and educati<strong>on</strong> activities.<br />
He/she is also tasked to mobilize community for the mobile<br />
educati<strong>on</strong> and develop human rights advocates within the<br />
barangay.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Human</strong> <strong>Rights</strong> role is to build a nati<strong>on</strong>wide<br />
cadre trainors <strong>on</strong> human rights and give technical assistance<br />
to the Barangay <strong>Human</strong> <strong>Rights</strong> Officers through the c<strong>on</strong>duct of<br />
<str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> orientati<strong>on</strong>, seminars and capacity building programs,<br />
provide prototype human rights materials, investigate referred<br />
cases of human rights violati<strong>on</strong>s, m<strong>on</strong>itor the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> program and<br />
recommend policies to the nati<strong>on</strong>al government for the furtherance<br />
of the instituti<strong>on</strong>alizati<strong>on</strong> of the program. It is also c<strong>on</strong>sidered<br />
that the assistance of the Department of the Interior and Local<br />
Government is very important in this program, thus a partnership<br />
was formed between the CHR and DILG creating the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Inter-<br />
Agency Committee.<br />
The DILG’s role is to be co-partners with the CHR in giving technical<br />
assistance to the BHRAOs through the Regi<strong>on</strong>al/Provincial/City/<br />
Municipal Local Government Operati<strong>on</strong>s Officers. The Provincial/<br />
City/Municipal LGOOs also assist in mobilizing <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> activities.<br />
Other partners include the Local Government Units through their<br />
local chief executives and Councils, C/M Planning Development<br />
Coordinators and various leagues (Liga ng mga Barangay, League<br />
of Municipalities, League of Cities and League of Provinces) and<br />

In an effort to revitalize and strengthen the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program, the following roles and<br />
resp<strong>on</strong>sibilities of LGUs as stipulated in the 11 December 2001 MOA are hereby<br />
reiterated:<br />
1. Whenever necessary, issues circular, directive enjoining the barangays to pass/adopt<br />
a resoluti<strong>on</strong> creating the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> and selecting the BHRAO in accordance with the<br />
fully adopted according to the set of standard provided for.<br />
2. Give priority to <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> Program, and review human rights plan of acti<strong>on</strong> of<br />
respective LGU unit/level for inclusi<strong>on</strong> in the annual budget appropriati<strong>on</strong><br />
3. Appropriate funds for the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g> operati<strong>on</strong>alizati<strong>on</strong> and BHRAOs support<br />
mechanism and incentive<br />
4. Sp<strong>on</strong>sor the <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>’s human rights activities and reproduce informati<strong>on</strong> and<br />
educati<strong>on</strong> materials<br />
5. Document human rights situati<strong>on</strong>s/c<strong>on</strong>diti<strong>on</strong> in each respective LGU levels;<br />
6. Maintain a directory of services and programs for each LGU level<br />

Specifically, all Sangguniang Barangays are encouraged to pass a resoluti<strong>on</strong> to revitalize<br />
and strengthen <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>s, and if not yet established, to establish <strong>on</strong>e to serve as center for<br />
complaints processing, informati<strong>on</strong> educati<strong>on</strong> and coordinati<strong>on</strong> center <strong>on</strong> human rights<br />
issues and c<strong>on</strong>cerns in the barangay<br />
In barangays where no Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officer (BHRAO) had been<br />
elected or where there are no l<strong>on</strong>ger BHRAOs, the Pun<strong>on</strong>g Barangay shall designate the<br />
Barangay Secretary as Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officer (BHRAO) until such time<br />
that a regular BHRAO will be elected during the Barangay Assembly Day <strong>on</strong> October 21,<br />
2006. He/she shall be chosen through viva voce voting by a majority of those present<br />
during the Barangay Assembly Meeting. Incumbent BHRAO may run for re-electi<strong>on</strong>.<br />
However, barangay secretaries are not eligible to run for electi<strong>on</strong>.<br />
M<strong>on</strong>itoring<br />
All Regi<strong>on</strong>al offices shall submit to NBOO, thru email at mbreyes@dilg.gov.ph, list of<br />
barangays with established <str<strong>on</strong>g>BHRAC</str<strong>on</strong>g>s and its elected BHRAOs after the c<strong>on</strong>duct of the<br />

Guidelines / Procedures in the Pre-Electi<strong>on</strong> of BHRAO<br />
The Pun<strong>on</strong>g Barangay shall notify all barangay residents at least five (5)<br />
days before the barangay Assembly Day that there will be an electi<strong>on</strong> of<br />
BHRAO. The notice shall include qualificati<strong>on</strong>s enumerated under Item<br />
No. 3 of this Joint Memorandum Circular;<br />
The electi<strong>on</strong> of BHRAO shall be c<strong>on</strong>ducted after the mandatory activities<br />
pursuant to Secti<strong>on</strong> 397 of the Local Government Code; and<br />

Electi<strong>on</strong> Process of BHRAO<br />
The mode of electi<strong>on</strong> shall be through viva voce, which shall be<br />
supervised by the Pun<strong>on</strong>g Barangay and the members of the<br />
Sangguniang Barangay;<br />
The Pun<strong>on</strong>g Barangay shall c<strong>on</strong>vene all members present in the<br />
assembly and shall receive nominati<strong>on</strong>s from any member present<br />
during the barangay assembly; and<br />
The nominee/s shall come from am<strong>on</strong>g the members present during the<br />
barangay assembly<br />
Qualificati<strong>on</strong> of BHRAO<br />
Not less than 21 years old;<br />
Must be a pers<strong>on</strong> of probity and integrity;<br />
Must not be an elective/appointive official of the government;<br />
At least a high school graduate<br />
Once elected he/she must not engage in partisan political activities;<br />
Committed to the cause of human rights; and<br />
Willing to undergo BHRAO training<br />
In case nobody meets the qualificati<strong>on</strong>s, the same may be waived to<br />
ensure that every barangay elects a BHRAO.<br />

CODE OF CONDUCT OF THE BARANGAY HUMAN RIGHTS ACTION OFFICERS<br />
(BHRAOs)<br />
The code shall cover all the Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officers (BHRAOs) all<br />
over the Philippines. To promote a high standard of ethics in the public service,<br />
the BHRAO shall at all times be accountable to the People and shall discharge<br />

As such, the BHRAO shall observe the following standards of pers<strong>on</strong>al c<strong>on</strong>duct<br />
in the discharge and executi<strong>on</strong> of his/her duties:<br />
1. Be committed to the cause of <strong>Human</strong> <strong>Rights</strong>;<br />
2. At all times respect the <strong>Rights</strong> of Others;<br />
3. Remain true, just, h<strong>on</strong>est, sincere and fair in all his/her dealings (pers<strong>on</strong>al/<br />
professi<strong>on</strong>al);<br />
4. At all times show compassi<strong>on</strong> and understanding towards the victims of<br />
<strong>Human</strong> <strong>Rights</strong> Violati<strong>on</strong>s and their families;<br />
5. Be fair and undiscriminating towards victims of <strong>Human</strong> <strong>Rights</strong> Violati<strong>on</strong>s,<br />
their families and other complainants regardless of affiliati<strong>on</strong>s and<br />
preferences;<br />
6. Dem<strong>on</strong>strate the highest degree of Excellence and Professi<strong>on</strong>alism and<br />
shall be devoted and dedicated to his/her duty;<br />
7. Extend prompt, courteous and adequate service to the people;<br />
8. Be objective in dispensing his/her duties and shall not at any time receive<br />
any compensati<strong>on</strong> in exchange for a favor;<br />
9. At all times make <strong>Human</strong> <strong>Rights</strong> known to the People through informati<strong>on</strong><br />
disseminati<strong>on</strong> and educati<strong>on</strong>;<br />
10. Make himself available for any upgrading programs and be in c<strong>on</strong>stant<br />
quest for opportunities to develop his/her skills, attitude and knowledge <strong>on</strong><br />
<strong>Human</strong> <strong>Rights</strong>;<br />
11. Always strive to keep himself/herself spirituality, mentally and physically fit;<br />
12. Be a living example of <strong>Human</strong> <strong>Rights</strong> Advocate; and<br />
13. Above all, the Barangay <strong>Human</strong> <strong>Rights</strong> Acti<strong>on</strong> Officer ay dapat maging<br />
makadiyos, makatao, makabayan at makakalikasan.<br />
