Terms of References for Contractual Positions under NRHM at<br />
State Headquarter<br />
DIRECTOR FINANCE<br />
SUMMARY OF JOB:<br />
Responsible for financial management of various programme of NRHM including maintenance of<br />
proper books of accounts, timely disbursement of funds for programme implementation and meet<br />
audit requirements and submission of reports of NRHM as agreed with GoP and GoI Development<br />
partners.<br />
SPECIFIC DUTIES AND RESPONSIBILITIES WILL INCLUDE:<br />
Managing Funds Flow for various programmes under NRHM<br />
Planning & submission of Project Implementation Plan (PIP) for financial year with complete<br />
projection of funds required to implement the PIP<br />
To monitor accounting systems, procedures and internal control on regular basis for<br />
programme funding.<br />
Ensuring stringent monitoring mechanism regarding financial information as required and<br />
implemented by NRHM.<br />
To monitor financial reports and statement of fund position on quarterly basis, monitor bank<br />
statement position on monthly basis and consolidated audit report on annual basis.<br />
Ensuring timeliness of financial reporting requirements (such as Statement of fund position,<br />
audit reports etc.) under the project agreement with Govt. of India (GOI)/ Govt. of Punjab.<br />
Ensuring timely disbursement of funds to all the stakeholders and health programmes within<br />
the State for the effective running of various programmes.<br />
To check the financial impact of variances from the budget and analyze the same suggesting<br />
appropriate corrective action.<br />
Tracking of the fund flow from the District downwards i.e. blocks & below.<br />
To ensure that the State Financial Management is according to said rules and regulations.<br />
To carry out regular internal checks and coordinate with external auditors and AG/ CAG for<br />
meeting audit requirements.<br />
Communicative tentative budgetary envelope to all the programmes at district & block level<br />
Designing and maintaining a proper mechanism for fund transfer (electronically through Real<br />
Time Gross Settlements (RTGS) within 24-48 hours<br />
Monitor and highlight well in advance temporary shortage of funds<br />
Adequate delegation of administrative and financial powers.<br />
To attend any other duties/ responsibilities assigned by the authorities and Mission Director,<br />
NRHM.<br />
KNOWLEDGE & SKILLS DESIRABLE:<br />
Expert knowledge on Finance Management and compliance systems<br />
Well versed with Programme budgeting and projects, variance analysis<br />
Good understanding on programme goals.<br />
Excellent skills in computerized accounting system<br />
Working knowledge of computer (MS Office & tally)<br />
Coordination and networking skills<br />
Ability to understand and address development issues
