Volume: 1, Issue 1 2014 4 The last time I communicated to you was in the capacity of the Project Coordinator for Membership Empowerment Project, which expired at the end of 2013. Since 2014, there were some changes at the secretariat; UNAPD has got new Board, new projects, new staff and new responsibilities. Personally I was given a new title as UNAPD’s Projects Coordinator with responsibilities of overseeing all UNAPD projects including the Capacity Building for Sustainable Development Project. Let me take this opportunity to thank the Board for entrusng me in this new posion and I promise to delivery to the best interest of the Board, Secretariat, membership, partners, stakeholders, the enre Disability Movement and all friends of UNAPD. It’s within now our principle to work with different officers in charge of departments in providing Apollo Mukasa Project Coordinator informaon to the membership, stakeholders, partners and friends about the progress of the projects with UNAPD which include; the Accessible for Inclusive Educaon Project, Disability Sports, Accounts and Administraon, Office of the Execuve Director to have updates on the progress and planned development. I will therefore update you on the progress of Capacity Building for Sustainable Development Project. Capacity Building for Sustainable Development Project “To remove barriers in society that prevents People with Physical Disabilities from enjoying full Rights on an equal basis with other citizens” UNAPD with support from three Danish Organizaons of people with disability is implemenng a four-year Capacity Building for Sustainable Development (CBSDP) Project in 4 districts, i.e. Mbale, Mukono, Lira and Kabale. This project also involves three other local partners; Spinal Injury Associaon Uganda (SIA), Brain Injury Support Organizaon of Uganda (BISOU) and Uganda Paralympics Commiee (UPC). The project has five areas of advocacy; UNAPD will focus on improved accessibility in schools and poverty alleviaon. SIA and BISOU will take a lead on advocang for access to rehabilitaon, improved health and economic situaon of PWDs. However, the same project also has two cross cung areas i.e. Disability Sports and Organizaon Development. Disability Sport in particular will be used as a tool for mobilization of PWDs, profile and confidence building and livelihood improvement. Disability sports will be implemented in the districts of Mubende (CMRC), Nebbi, Busia and Kampala. Uganda Paralympic Commiee (UPC) will offer the technical support, guidance to the Sports Component in terms of Disability Sports. On the other hand, Organizaon Development (the second cross cung area of the project) will aim at strengthening the o r g anizational structures of the respecve partners and their local/grassroots associaons. All these will be funded by Dansk Handicap Forbund (DHF); Danish Brain Injury Support Organizaon (DBIA); and Disabled Sports Organizaon Denmark (DSOD) Vision: Society where Persons with Physical Disabilities are accorded rights enjoyed by all citizens
Volume: 1, Issue 1 2014 5 The project is guided by the Project Goal: “To make persons with disability in Uganda aain independent lives and building the capacity of their organizaons to become respected, united and legimate voices in advocang for the rights and interests of PWDs”. Unlike in the previous MEP project, the new project will only be implemented in three subcounes of each of the four UNAPD project districts and the mandate of selecng these sub-counes was given to the Project District Associaons but with guidance of UNAPD secretariat. This is intended to have more focus on a smaller area and be able to achieve the measurable project indicators. Am happy to make it known that the four districts have democracally selected the sub-counes for project implementaon as follows; in Lira District, Central Division, Aromo, and Barr will be the targeted sub-Counes, Mbale its Nakaroke, Bungokoh and Bufumbo sub-counes. Kabale will implement the project in Rwamushosho Sub-County, Hamurwa Sub-County and Katuna Town Council, while in Mukono; the project will be implemented in Kyampisi, Nabaale, and Mukono Central Division. The project will however connue with the former 12 project districts of the Membership Empowerment Project through the project trust fund starng with those that performed well in the previous project or have improved on their organizaon management style. •••SULAIMAN MPAGI PROJECT OFFICER••• It’s my honor to have this opportunity to communicate to the membership, stakeholders, partners and friends of UNAPD through this forum. Am proud to be part of the UNAPD team and working as the project officer for the Capacity Building and Sustainable Development Project. I have already interacted with some of you at different forums organized by UNAPD but of course not all of you, this gives me hope that I will get to know people as I work in the field with many of you. I am a young man with bachelors of Social Sciences, Adult and Community Education degree from Kyambogo University with experience in project work especially working with vulnerable populations. I was recruited by UNAPD Board as the Project Officer in January, 2014. Am working under the direct supervision of the UNAPD Project’s Coordinator (Mukasa Apollo) and will directly supervise the project assistants of the four project districts. I want to congratulate all the project assistants (PA) and look forward to working with all of you; Nandutu Alice for Mbale, Kiconco Hope for Kabale, Nyero Andrew for Lira and Nasanga Silvia for Mukono. These were the best creams of the respective districts from those who applied for the positions. The criteria for identification of PAs were applicants directly from project districts other than applicants from any districts. This would help in tapping their experience of the district environment and reduce on other related costs i.e language barriers. I want to urge the newly recruited Project Assistants to exercise the spirit of teamwork, enthusiasm, perseverance, commitment, respect to the disability fraternity and friendship while working in respective districts. You will be the link between the district associations, individual membership and UNAPD secretariat.
