A WORD FROM THE CHAIRPERSON
Arthur Blick Snr
Chairperson UNAPD
I
want to take this opportunity UNAPD by end of 2013 was graced
to welcome you as you read with a new four year project
this news update. I want to which replaced the expired
thank UNAPD memberships who Membership Empowerment
elected us as new office bearers
for the next 4years. We pledge to
serve and take UNAPD to beer
heights.
Project implemented in 16 project
districts of Uganda but almost
different in composion, strategy
and coverage.
Last year, we saw a new board
of Directors of UNAPD taking
on offices. We have big plans
looking at new intervenon, new
experiences and new innovaons
as we bring together all members
from different floras to beer lives
of persons with disabilies. We will
connue to put in place programs
that will connue to advocate for
a society that accords equal rights
to all cizens including those with
disabilies.
We want to thank the government
of Uganda for the support and
creang avenues as well as
enabling environment to reach
our own. It’s our pledge that we
will develop and make this country
a beer place to live in.
In the new project UNAPD will
be working with other sister
organizaons for the next four
years. This is a good thing to see
member’s within the disability
fraternity working together
to beer lives of people with
disability
It is my sincere wish that all UNAPD
members in various districts make
it a point to ulize all opportunies
that come by in an effecve and
efficient manner.
We can’t forget to thank our donors
that make all things possible for
people with disabilies to get
informaon and knowledge. We
all know that KNOWLEDGE is an
avenue to power which is in our
hands and if well ulized leads to a
dignified life.
Achievements of the New Board
Since we took on office, we have
a count of aainments especially
now with a properly elected board.
We see new people on board of
directors and we have quite a
competent team at the secretariat
that does a lot of our program in
me, We now have mely reporng
to our donors, unlike before they
used to complain a lot about no
report and no accountability but
all that is now in place. The donor
are quite happy.
The other achievement we have
accorded is accessibility standards
that were formulated by UNAPD
with the help of Ministry of
Gender and Social Development
and all other stakeholders being
recognized in the Building Control
Act(2013) as a reference document
for building construcon. We now
look forward to the regulaon of
the Act and its implementaon
to also make reference to the
accessibility standards.
We now have recognion and
membership in 40 districts of
Uganda and have plans to reach
more members to improve service
delivery and a beer life for all.
Mission: To remove barriers in society that prevents People with Physical Disabilities from
enjoying full Rights on an equal basis with other citizens
Volume: 1, Issue 1 2014 4
The last time I communicated
to you was in the capacity
of the Project Coordinator
for Membership Empowerment
Project, which expired at the end
of 2013. Since 2014, there were
some changes at the secretariat;
UNAPD has got new Board, new
projects, new staff and new
responsibilities. Personally I was
given a new title as UNAPD’s
Projects Coordinator with
responsibilities of overseeing all
UNAPD projects including the
Capacity Building for Sustainable
Development Project. Let me
take this
opportunity
to thank the
Board for
entrusng me in
this new posion and I promise to
delivery to the best interest of the
Board, Secretariat, membership,
partners, stakeholders, the enre
Disability Movement and all
friends of UNAPD.
It’s within now our principle to
work with different officers in
charge of departments in providing
Apollo Mukasa
Project Coordinator
informaon to the membership,
stakeholders, partners and friends
about the progress of the projects
with UNAPD which include; the
Accessible for Inclusive Educaon
Project, Disability Sports, Accounts
and Administraon, Office of the
Execuve Director to have updates
on the progress and planned
development. I will therefore
update you on the progress of
Capacity Building for Sustainable
Development Project.
Capacity Building for Sustainable
Development Project
“To remove barriers in society that prevents People with
Physical Disabilities from enjoying full Rights on an
equal basis with other citizens”
UNAPD with support from three
Danish Organizaons of people
with disability is implemenng
a four-year Capacity Building
for Sustainable Development
(CBSDP) Project in 4 districts, i.e.
Mbale, Mukono, Lira and Kabale.
This project also involves three
other local partners; Spinal Injury
Associaon Uganda (SIA), Brain
Injury Support Organizaon of
Uganda (BISOU) and Uganda
Paralympics Commiee (UPC). The
project has five areas of advocacy;
UNAPD will focus on improved
accessibility in schools and poverty
alleviaon. SIA and BISOU will take
a lead on advocang for access to
rehabilitaon, improved health
and economic situaon of PWDs.
However, the same project also
has two cross cung areas i.e.
Disability Sports and Organizaon
Development. Disability Sport
in particular will be used as a
tool for mobilization of PWDs,
profile and confidence building
and livelihood improvement.
Disability sports will be
implemented in the districts of
Mubende (CMRC), Nebbi, Busia
and Kampala. Uganda Paralympic
Commiee (UPC) will offer the
technical support, guidance
to the Sports Component in
terms of Disability Sports. On
the other hand, Organizaon
Development (the second cross
cung area of the project) will
aim at strengthening
the o r g anizational
structures of the
respecve partners and
their local/grassroots
associaons. All these will be
funded by Dansk Handicap
Forbund (DHF); Danish Brain Injury
Support Organizaon (DBIA); and
Disabled Sports Organizaon
Denmark (DSOD)
Vision: Society where Persons with Physical Disabilities are accorded rights enjoyed by all citizens
Volume: 1, Issue 1 2014 5
The project is guided by the
Project Goal:
“To make persons with disability
in Uganda aain independent
lives and building the capacity
of their organizaons to become
respected, united and legimate
voices in advocang for the rights
and interests of PWDs”.
Unlike in the previous MEP
project, the new project will only
be implemented in three subcounes
of each of the four UNAPD
project districts and the mandate
of selecng these sub-counes
was given to the Project District
Associaons but with guidance of
UNAPD secretariat. This is intended
to have more focus on a smaller
area and be able to achieve the
measurable project indicators. Am
happy to make it known that the
four districts have democracally
selected the sub-counes for
project implementaon as
follows; in Lira District, Central
Division, Aromo, and Barr will
be the targeted sub-Counes,
Mbale its Nakaroke, Bungokoh
and Bufumbo sub-counes.
Kabale will implement the project
in Rwamushosho Sub-County,
Hamurwa Sub-County and Katuna
Town Council, while in Mukono;
the project will be implemented
in Kyampisi, Nabaale, and Mukono
Central Division.
The project will however connue
with the former 12 project districts
of the Membership Empowerment
Project through the project trust
fund starng with those that
performed well in the previous
project or have improved on their
organizaon management style.
•••SULAIMAN MPAGI PROJECT OFFICER•••
It’s my honor to have this opportunity to communicate to the
membership, stakeholders, partners and friends of UNAPD
through this forum. Am proud to be part of the UNAPD team
and working as the project officer for the Capacity Building and
Sustainable Development Project. I have already interacted
with some of you at different forums organized by UNAPD but
of course not all of you, this gives me hope that I will get to
know people as I work in the field with many of you.
I am a young man with bachelors of Social Sciences, Adult
and Community Education degree from Kyambogo University
with experience in project work especially working with
vulnerable populations. I was recruited by UNAPD Board
as the Project Officer in January, 2014. Am working under
the direct supervision of the UNAPD Project’s Coordinator
(Mukasa Apollo) and will directly supervise the project
assistants of the four project districts. I want to congratulate
all the project assistants (PA) and look forward to working with
all of you; Nandutu Alice for Mbale, Kiconco Hope for Kabale,
Nyero Andrew for Lira and Nasanga Silvia for Mukono. These
were the best creams of the respective districts from those
who applied for the positions. The criteria for identification of
PAs were applicants directly from project districts other than
applicants from any districts. This would help in tapping their
experience of the district environment and reduce on other
related costs i.e language barriers. I want to urge the newly
recruited Project Assistants to exercise the spirit of teamwork,
enthusiasm, perseverance, commitment, respect to the
disability fraternity and friendship while working in respective
districts. You will be the link between the district associations,
individual membership and UNAPD secretariat.
Progress of the Project to date:
Inducon and Launch at district level:
March, 2014 saw the launch and inducon of the
new project at district level. The project districts
which were inducted into the project and later
launched are Mbale (Eastern Region), Lira (Northern
Region), Kabale (Western Region) and Mukono
(Central Region). Before a project is officially
implemented in any district it has to be introduced,
made known to the relevant stakeholders of the
parcular area to get their commitment and
blessings, UNAPD therefore took the same path to
introduce the new project in four districts in the
four known regions of the country. The new project
which has a seamless with the recently concluded
Membership Empowerment Project(2010- 2013)
has several areas of advocacy, these include; Access
of Children and Youth with Disabilies to Schools,
Inclusion of PWDs in the exisng Poverty Alleviaon
Programs, Organizaon Development of both the
District Associaons and UNAPD Secretariat among
others.
All the local governments welcomed the project,
and two have already offered office space to the
respecve district associaons namely;Mbale
District Acon on Physical Disability and Mukono
District Acon on Physical Disability. These were
good gestures and a sign of commitments which
can be taken up by even other local governments
in other project districts. On the other hand, other
districts like Lira and Kabale, the Chief Administrave
Officer (CAO) with his technical team pledged
total support towards the proper implementaon
and monitoring of the project so that the project
objecves can be achieved in the districts.
“A society where persons with physical
disabilities are accorded rights enjoyed by
all citizens”
General Assemblies:
It’s a tradion that formaon of the district associaon
is a voluntary exercise by a few individuals who have
enthusiasm for persons with physical disabilies
and begin registering individual members as they
prepare to become UNAPD members. Aer then,
they elect an execuve commiee in preparaon to
get a project from UNAPD. This is not only a principle
in UNAPD but one of the condions of the donors to
have a democracally elected commiee to manage
the affairs of the associaon. The elected execuves
have a task of registering as many individual
members as possible. This is one of the indicators
used in assessing hard work and acveness of the
associaon. The minimum numbers of individual
members per district who must be fully registered
per with UNAPD using UNAPD registraon guidelines
are 200.
26th -29th April, 2014 period, was a test of
democracy in the four project districts. It was
dominated by elecon of Execuves Members
by the general Assemblies; the following are the
project districts;
UNAPD would like to take this opportunity to
thank the interim commiees for carrying the
vision of PWPDs even without any support from
UNAPD to form the Associaons at local levels and
get a uniform voice. For mature polics in case of
those who stepped down due to more demanding
responsibilies and gave a chance to others to take
the lead in the management of the associaons.
Also cannot overlook the members who worked
extremely hard to ensure that the vision of the
associaon is not lost, most especially by mobilizing
the individual members into a combined voice.
Let’s connue with the teamwork and hard work
for the beerment of PWPDs in our respecve
districts.
Brain Injury Support Organizaon of Uganda (BISOU)
is an indigenous Naonal Associaon of persons
with acquired brain injury (PWABIs) and caregivers
operang as a Non-governmental organizaon in
Uganda.
In partnership with Uganda Naonal Acon on
Physical Disability (UNAPD) and Spinal Injury
Associaon (SIA), BISOU is implemenng a four
year project “Capacity Building for Sustainable
Development” in eight (8) districts of Uganda
Representatives of the Ministry of Defense, Traffic
Dept and Dr. Allan Birabi from the Dept. of Architect
Makerere University
Before the above project, BISOU implemented
projects such as ; “Development of BISOU (DOB)
and Promoon of BISOU (PB) for 18 and 6 months
respecvely from 2012 to 2013. These two projects
saw the establishment of BISOU secretariat,
development of its structures and the creaon of
three BISOU branches: Kawempe, Makindye and
Wakiso. Branches are lower administrave units for
the organizaon. They are formed considering factors
like the number of self-help groups in a district,
geographical coverage and level of involvement of
the members in the organizaon acvies.
For the period covered this year 2014, BISOU’s
family has enlarged tremendously compared to
previous years. By the end of last year, BISOU had a
membership of about 200 and this current year the
number has almost doubled within a space of just
about six months. BISOU claims a
Vision: Society where Persons with Physical Disabilities are accorded rights enjoyed by all citizens

PWABIs. Accordingly, the heads of the hospitals &
the heads of Physiotherapy Departments in Arua
and Hoima hospitals have been engaged and we
hope that further engagement with others will
produce good out comes.
We are happy to report that at BISOU headquarters
along Mawanda Road in Mulago, a unit for members
with cognive challenges is being established.
We encourage all BISOU members with cognive
challenges to make use of this unit so as to improve
on their condions.
“To promote the well-being of persons with
acquired brain injury, create awareness
In the eight project districts, 8 volunteers were
idenfied and are now taking charge of coordinaon
of all the acvies. They are the technical persons
to guide the branch in all the technical acvies. All
this will be done in collaboraon with the district
branch. They will also coordinate between the
branch and BISOU secretariat.
BISOU established an advisory commiee of
different health professionals, commied to
provide free health counseling services, advice
and guidance to the people with acquired brain
Trust fund as a strategy of the new project
Just like the expired MEP, the new project equally has a
trust fund under the joint component. The trust fund is
a cross cung part of the project among SIA, BISOU and
UNAPD which has money put in “one Envelop” where
organized groups/associaons or naonal organizaons
of persons with physical disability(OPPDs) can apply to
implement their own acvies but which must contribute
towards the success of the project indicators.
Preparing for the trust fund
The respecve partner organizaons will prepare
their associaons/groups/wings to be ready to apply
for the fund especially the targeted project districts;
this will be in form of organizaon development in
areas such as trainings in trust fund applicaon forms,
financial management, work plan development, roles
and responsibilies of the execuves, among others.
However, former MEP districts of UNAPD, the fund will
be given to only those associaons which are sll acve,
improved their financial management system and good
experience with project work.
Acvies funded by the trust funds
The applicants have the right to design their acvies
provided are in line with the goal and indicators of the
project for the respecve organizaons. However, these
are samples of the acvies which the associaons can
use as examples; advocacy acvies such as meengs,
trainings, accessibility audits which are in line with the
project indicators, awareness raising acvies (e.g talk
shows, events, prinng of materials), capacity building
programs for members, partnership and networking
acvies, community outreach programs, associaons/
groups general assemblies, acvies specifically targeng
women and youth, etc.
Acvies not funded by the trust fund;
The following acvies will not at all be funded by the
trust fund: polical acvies, purchase of property/
assets, loan requirements, personal/individual requests,
administrave costs, sponsorships, and purchase of
assisve devices, medicine or any hygienic equipment.
Who can apply and selecon requirements
Organized groups, associaons, wings of UNAPD, BISOU
and SIA at the district level can apply for this trust
fund provided they meet the following requirements;
Registered as a CBO, have registered a minimum of 20
individual members for case of SIA and BISOU and 50
members for case of UNAPD, have a democracally
elected execuve, completed the trust fund applicaon
form and work plan, have a bank account, contact
address and have proven track record of implemenng
similar acvies. It should be noted that due to high
number of applicants, there will be compeon to
•••MONEY MATTERS•••
choose the best applicaons for the grant. This is one of
the control measures to ensure that applicaons are of
good quality.
Amount accessible per applicant
The trust fund will be accesible to all associaons/
groups of above partner organizaons who meet the
above requirements, but also to naonal organizaons
of persons with physical disabilies (OPPDs), The grant
limit for first me applicant of any associaon or group
of partner organizaons is 3,000,000/= while the limit
for second me applicant is 5,000,000/- for a period of
six months. Although MEP districts have been receiving
trust fund, this being a new project, consider yourselves
as new applicants for this new grant therefore entled
to 3, 000,000/= as first grantees. On the other hand, the
naonal OPPDs can apply to a máximum of 10, 000,000/=
as first grantee.
When to start applying
The respecve organizaons will soon communicate
to their associaons, groups or wings the period when
the approving steering commiee will be ready to start
receiving the trust fund applicaon forms and work plans
from the applicants.
•••MR. THADEO KINTU ADMIN & FINANCE•••
Greetings from UNAPD Finance and Administration Department,
This being my fi rst time to communicate to you using this forum
in 2014, I would like to congratulate the new project district
associations (Mukono, Kabale, Lira, Mbale, Sembabule, Bugiri, Nebbi,
Kampala and Wakiso) that were selected on top of the old project
districts. I therefore call upon colleagues from the new districts to make
sure when implementing activities they should also be accountable in
terms of time and putting into consideration value for money. It is
also part of your responsibility to make sure that district associations
put in place fi nancial systems for the growth and development of
the organisation. For continuity and better sustainability of district
associations, there is need to think about proposal writing especially
for small grants at local government and other funding institutions.
However this needs a track of good fi nancial records which should be
in place as this is a key requirement for donors. Therefore friends, we
are so grateful for the work you do and look forward to work with you
as we struggle to improve the welfare of persons with disability in the
country.
Sports for PWDS way to GOOOOooo!!!!!!!!!!!!
A
UNAPD’s 2 year sport
pilot project in Mubende
district working in 3 sub
counties of Kasanda, Bukuya
and Town council gave birth
to a bigger sport project in
Uganda.
The Capacity Building for
sustainable Development
Project has sport as a
cross cutting component
in 4 districts of Kampala,
Mubende(Mubende
Rehabilitation Center) ,Nebbi
and Busia.
The main objective of this
partnership between SIA
BISOU and UNAPD is to use
PWDs sport as a strategy of
mobilizing and empowering
their members.
In March 2014, the first phase
of the project was inducted
in Chieftancy Mubende
Rehabilitation Centre (CMRC);
this is the only center in Uganda
that rehabilitates soldiers who
Scolar Opoti,
Project Officer Sports
gets disabled as a result of
duty.
The main objective was to
induct Ministry of Defense
which is mother ministry to
the CMRC, National Council of
sport, Ministry of Education
and sport, Mubenede local
government, SIA, BISOU and
physically disabled soldiers
and the local Media about the
project
During the induction,
representative from Ministry
of Defense welcomed and
pledged to support the project
and also plan to budget for
sport programmes at CMRC.
The sport project target CMRC
for many reason including,
sport becoming one of the
rehabilitation program at
the Center, empowerment
of the disabled soldiers and
promoting economic lively
hood activities among the
soldiers.
In the course of the project,
seven disability sport disciplines
will be implemented and shall
include: sitting volleyball,
table tennis, athletics, goal
ball, boccia, and wheelchair
basketball and amputee
football.
The project will be officially
launched and inducted in the
3 project districts of Busia,
Nebbi and Kampala followed
by training activities.
I appeal to stakeholders,
developing partners, wellwishers,
PWDs and all the
sport district local government
to offer support to the project
since PWDs sport activities
is still a new trend and being
liked by PWDs in Uganda.
