It has been six months since I took office at UNADP as the Execuve<br />

Director. I want to thank God who has made it possible and I want<br />

to thank <strong>UNAPD</strong> Board of Directors who had trust in me and have<br />

given me the responsibility to work with a team of energec men and<br />

women.I want to take this opportunity to welcome all project Staff<br />

who have joined the team. <strong>The</strong>se few months have been rigorous<br />

but we have managed it well and am happy to announce that we<br />

have moved on in a posive direcon and recorded a number of<br />

achievements.<br />

On behalf of the secretariat, I want to thank the board for the<br />

support they have given whenever called upon to give direcon and<br />

guidance to <strong>UNAPD</strong>.<br />

I want to inform you that we have managed to do a commendable<br />

job in terms of project implementaon: We launched a number of<br />

projects namely; Capacity Building and Sustainable Development<br />

Project (CBSDP), Sports Project at Chieaincy Mubende Rehabilitaon<br />

Center (CMRC) as well as the Disability Rights Fund Project(DRF).<br />

We started work in the project communies, districts, and are<br />

networking with like-minded partners in advocang for an accessible<br />

environment that brings joy to all cizens of Uganda including those<br />

with disability.<br />

This year, we have on board the CBSD Project which brings a unique<br />

mix of experse from partner organizaons namely Spinal Injury<br />

Associaon (SIA), Brain Injury Support Organizaon of Uganda<br />

(BISOU), and Uganda Paralympics Commiee (UPC) all working<br />

together in 16 districts.<br />

We want to thank our Partners who make this possible and make<br />

sure that persons with disabilies are accorded their human rights<br />

and to all readers that this informaon makes a difference in your<br />

lives.<br />

It has been a while without an offi cial<br />

communication to our esteemed<br />

readers, partners, stakeholders<br />

and members on the updates<br />

at Uganda National Action on<br />

Physical Disability (<strong>UNAPD</strong>) and<br />

our partners while reaching you<br />

using our most beloved Newsletter<br />

“the <strong>UNAPD</strong> UPDATE”.A lot has<br />

happened since the beginning of<br />

the year, and this is an optune<br />

time to update you all on what has<br />

transpired since January, <strong>2014</strong><br />

and also give you updates of the<br />

upcoming events.<br />

We are blessed with new projects,<br />

board and staff on board. This<br />

brings together a breadth of new<br />

ideas as well as partnerships<br />

that will make implementation a<br />

success.<br />

We thank our local partners, DPOs,<br />

donors especially Danish Handicap<br />

Forbund (DHF), Disability<br />

Sports Organization Denmark<br />

(DSOD), and Danish Brain Injury<br />

Association in Denmark (DBIA) for<br />

the support that enables us reach<br />

our readers and those attributions<br />

made to make this Newsletter.<br />

I<br />

want to take this opportunity <strong>UNAPD</strong> by end of 2013 was graced<br />

to welcome you as you read with a new four year project<br />

this news update. I want to which replaced the expired<br />

thank <strong>UNAPD</strong> memberships who Membership Empowerment<br />

elected us as new office bearers<br />

for the next 4years. We pledge to<br />

serve and take <strong>UNAPD</strong> to beer<br />

heights.<br />

Project implemented in 16 project<br />

districts of Uganda but almost<br />

different in composion, strategy<br />

and coverage.<br />

Last year, we saw a new board<br />

of Directors of <strong>UNAPD</strong> taking<br />

on offices. We have big plans<br />

looking at new intervenon, new<br />

experiences and new innovaons<br />

as we bring together all members<br />

from different floras to beer lives<br />

of persons with disabilies. We will<br />

connue to put in place programs<br />

that will connue to advocate for<br />

a society that accords equal rights<br />

to all cizens including those with<br />

disabilies.<br />

We want to thank the government<br />

of Uganda for the support and<br />

creang avenues as well as<br />

enabling environment to reach<br />

our own. It’s our pledge that we<br />

will develop and make this country<br />

a beer place to live in.<br />

In the new project <strong>UNAPD</strong> will<br />

be working with other sister<br />

organizaons for the next four<br />

years. This is a good thing to see<br />

member’s within the disability<br />

fraternity working together<br />

to beer lives of people with<br />

disability<br />

It is my sincere wish that all <strong>UNAPD</strong><br />

members in various districts make<br />

it a point to ulize all opportunies<br />

that come by in an effecve and<br />

efficient manner.<br />

We can’t forget to thank our donors<br />

that make all things possible for<br />

people with disabilies to get<br />

informaon and knowledge. We<br />

all know that KNOWLEDGE is an<br />

avenue to power which is in our<br />

hands and if well ulized leads to a<br />

dignified life.<br />

Achievements of the New Board<br />

Since we took on office, we have<br />

a count of aainments especially<br />

now with a properly elected board.<br />

We see new people on board of<br />

directors and we have quite a<br />

competent team at the secretariat<br />

that does a lot of our program in<br />

me, We now have mely reporng<br />

to our donors, unlike before they<br />

used to complain a lot about no<br />

report and no accountability but<br />

all that is now in place. <strong>The</strong> donor<br />

are quite happy.<br />

<strong>The</strong> other achievement we have<br />

accorded is accessibility standards<br />

that were formulated by <strong>UNAPD</strong><br />

with the help of Ministry of<br />

Gender and Social Development<br />

and all other stakeholders being<br />

recognized in the Building Control<br />

Act(2013) as a reference document<br />

for building construcon. We now<br />

look forward to the regulaon of<br />

the Act and its implementaon<br />

to also make reference to the<br />

accessibility standards.<br />

We now have recognion and<br />

membership in 40 districts of<br />

Uganda and have plans to reach<br />

more members to improve service<br />

delivery and a beer life for all.<br />

<strong>The</strong> last time I communicated<br />

to you was in the capacity<br />

of the Project Coordinator<br />

for Membership Empowerment<br />

Project, which expired at the end<br />

of 2013. Since <strong>2014</strong>, there were<br />

some changes at the secretariat;<br />

<strong>UNAPD</strong> has got new Board, new<br />

projects, new staff and new<br />

responsibilities. Personally I was<br />

given a new title as <strong>UNAPD</strong>’s<br />

Projects Coordinator with<br />

responsibilities of overseeing all<br />

<strong>UNAPD</strong> projects including the<br />

Capacity Building for Sustainable<br />

Development Project. Let me<br />

take this<br />

Capacity Building for Sustainable<br />

Development Project<br />

“To remove barriers in society that prevents People with<br />

Physical Disabilities from enjoying full Rights on an<br />

equal basis with other citizens”<br />

<strong>UNAPD</strong> with support from three<br />

Danish Organizaons of people<br />

with disability is implemenng<br />

a four-year Capacity Building<br />

for Sustainable Development<br />

(CBSDP) Project in 4 districts, i.e.<br />

Mbale, Mukono, Lira and Kabale.<br />

This project also involves three<br />

other local partners; Spinal Injury<br />

Associaon Uganda (SIA), Brain<br />

Injury Support Organizaon of<br />

Uganda (BISOU) and Uganda<br />

Paralympics Commiee (UPC). <strong>The</strong><br />

project has five areas of advocacy;<br />

<strong>UNAPD</strong> will focus on improved<br />

accessibility in schools and poverty<br />

alleviaon. SIA and BISOU will take<br />

a lead on advocang for access to<br />

rehabilitaon, improved health<br />

and economic situaon of PWDs.<br />

However, the same project also<br />

has two cross cung areas i.e.<br />

Disability Sports and Organizaon<br />

Development. Disability Sport<br />

in particular will be used as a<br />

tool for mobilization of PWDs,<br />

profile and confidence building<br />

and livelihood improvement.<br />

Disability sports will be<br />

implemented in the districts of<br />

Mubende (CMRC), Nebbi, Busia<br />

and Kampala. Uganda Paralympic<br />

Commiee (UPC) will offer the<br />

technical support, guidance<br />

to the Sports Component in<br />

terms of Disability Sports. On<br />

the other hand, Organizaon<br />

Development (the second cross<br />

cung area of the project) will<br />

aim at strengthening<br />

the o r g anizational<br />

structures of the<br />

respecve partners and<br />

their local/grassroots<br />

associaons. All these will be<br />

funded by Dansk Handicap<br />

Forbund (DHF); Danish Brain Injury<br />

Support Organizaon (DBIA); and<br />

Disabled Sports Organizaon<br />

Denmark (DSOD)<br />

<strong>The</strong> project is guided by the<br />

Project Goal:<br />

“To make persons with disability<br />

in Uganda aain independent<br />

lives and building the capacity<br />

of their organizaons to become<br />

respected, united and legimate<br />

voices in advocang for the rights<br />

and interests of PWDs”.<br />

Unlike in the previous MEP<br />

project, the new project will only<br />

be implemented in three subcounes<br />

of each of the four <strong>UNAPD</strong><br />

project districts and the mandate<br />

of selecng these sub-counes<br />

was given to the Project District<br />

Associaons but with guidance of<br />

<strong>UNAPD</strong> secretariat. This is intended<br />

to have more focus on a smaller<br />

area and be able to achieve the<br />

measurable project indicators. Am<br />

happy to make it known that the<br />

four districts have democracally<br />

selected the sub-counes for<br />

project implementaon as<br />

follows; in Lira District, Central<br />

Division, Aromo, and Barr will<br />

be the targeted sub-Counes,<br />

Mbale its Nakaroke, Bungokoh<br />

and Bufumbo sub-counes.<br />

Kabale will implement the project<br />

in Rwamushosho Sub-County,<br />

Hamurwa Sub-County and Katuna<br />

Town Council, while in Mukono;<br />

the project will be implemented<br />

in Kyampisi, Nabaale, and Mukono<br />

Central Division.<br />

<strong>The</strong> project will however connue<br />

with the former 12 project districts<br />

of the Membership Empowerment<br />

Project through the project trust<br />

fund starng with those that<br />

performed well in the previous<br />

project or have improved on their<br />

organizaon management style.<br />

It’s my honor to have this opportunity to communicate to the<br />

membership, stakeholders, partners and friends of <strong>UNAPD</strong><br />

through this forum. Am proud to be part of the <strong>UNAPD</strong> team<br />

and working as the project officer for the Capacity Building and<br />

Sustainable Development Project. I have already interacted<br />

with some of you at different forums organized by <strong>UNAPD</strong> but<br />

of course not all of you, this gives me hope that I will get to<br />

know people as I work in the field with many of you.<br />

I am a young man with bachelors of Social Sciences, Adult<br />

and Community Education degree from Kyambogo University<br />

with experience in project work especially working with<br />

vulnerable populations. I was recruited by <strong>UNAPD</strong> Board<br />

as the Project Officer in January, <strong>2014</strong>. Am working under<br />

the direct supervision of the <strong>UNAPD</strong> Project’s Coordinator<br />

(Mukasa Apollo) and will directly supervise the project<br />

assistants of the four project districts. I want to congratulate<br />

all the project assistants (PA) and look forward to working with<br />

all of you; Nandutu Alice for Mbale, Kiconco Hope for Kabale,<br />

Nyero Andrew for Lira and Nasanga Silvia for Mukono. <strong>The</strong>se<br />

were the best creams of the respective districts from those<br />

who applied for the positions. <strong>The</strong> criteria for identification of<br />

PAs were applicants directly from project districts other than<br />

applicants from any districts. This would help in tapping their<br />

experience of the district environment and reduce on other<br />

related costs i.e language barriers. I want to urge the newly<br />

recruited Project Assistants to exercise the spirit of teamwork,<br />

enthusiasm, perseverance, commitment, respect to the<br />

disability fraternity and friendship while working in respective<br />

districts. You will be the link between the district associations,<br />

individual membership and <strong>UNAPD</strong> secretariat.<br />

This year at <strong>UNAPD</strong>, we saw<br />

more support from the<br />

Disability Rights Fund (DRF)<br />

to implement the Accessibility<br />

Improvement Project with the<br />

main aim of improving physical<br />

accessibility to private and public<br />

buildings in Kampala so that<br />

Persons with Physical Disabilies<br />

can enjoy their inherent rights<br />

without any barriers. Under this<br />

project <strong>UNAPD</strong> wants to among<br />

others:-<br />

a)Achieve inclusion of accessibility<br />

standards in the implementaon<br />

guidelines/Codes & Regulaons of<br />

the Building Control Act 2013<br />

b) Create awareness of the<br />

existence of the Building Control<br />

Act 2013<br />

c)Build capacity of PWDs on the<br />

Act,<br />

d)Engage the construcon<br />

industry such as architects,<br />

engineers, property developers<br />

to use accessibility standards<br />

during the design, approval, and<br />

construcon and commissioning<br />

of building projects in order to<br />

improve the accessibility situaon<br />

in the country.<br />

with current laws and CRPD<br />

implementaon for example:-<br />

of following up on accessibility<br />

improvement proposals to<br />

authories for relevant changes/<br />

modificaon following conducon<br />

of survey of status of accessibility<br />

b)Accessibility improvement<br />

to enable PWPDs to live<br />

independently and parcipate fully<br />

in all aspects of life<br />

c)Popularizing accessibility standards<br />

to guide in the creaon of accessible<br />

environment and the inclusion<br />

of standards in the codes and<br />

implementaon regulaons of the<br />

Building Control Act 2013<br />

d)Raising awareness and training<br />

stakeholders such as architects,<br />

engineers, physical planners,<br />

inspectors, contractors, property<br />

developers on accessibility issues<br />

facing persons with disabilies<br />

among others to facilitate<br />

accessibility to buildings and other<br />

facilies open to the public<br />

Key project activities include:<br />

•Hold advocacy meetings with the<br />

fi rst parliamentary council, legal<br />

affairs committee of parliament<br />

and ministry of works and transport,<br />

Ministry of Justice & Constitutional<br />

affairs, to negotiate and infl uence<br />

the incorporation of accessibility<br />

indicators in the regulations, building<br />

codes and implementation guidelines<br />

of the building control Act<br />

•Train Kampala, Wakiso <strong>UNAPD</strong> district<br />

membership & Key Stakeholders on<br />

the Building Control Act<br />

•Train <strong>UNAPD</strong> staff, BOD & National<br />

Accessibility Audit Team (NAAT) on<br />

theBuilding Control Act 2013 (BCA)<br />

•Train KCCA physical planning<br />

committee and inspectors on<br />

accessibility<br />

•Partner with Uganda Society of<br />

Architects (USA) to plan & conduct<br />

continuous professional development<br />

seminar on accessibility<br />

•Hold press conference on status of<br />

accessibility improvement<br />

•Hold meetings with the line<br />

ministry (Ministry of Works) to<br />

ensure quick development and<br />

inclusion of accessibility standards<br />

in the implementation guidelines&<br />

regulations of the Act<br />

•Follow up with the owners of the<br />

audited buildings in Kampala during<br />

the previous DRF project in order to<br />

establish compliance with Accessibility<br />

Standards.<br />

•Printing of IEC materials in order to<br />

disseminate information regarding the<br />

Building Control Act & Accessibility<br />

Standards.<br />

•Partner with the NAAT to monitor,<br />

audit, advice on improved accessibility<br />

situation of structures in Kampala.<br />

•Hold lobby meetings with Makerere<br />

and Nkozi University departments<br />

of Architecture to start a course<br />

unit on accessibility in their training<br />

curriculum.<br />

Changes expected as result of the project<br />

include:-<br />

• Inclusion of accessibility standards in<br />

the implementaon guidelines/Codes and<br />

Regulaons of the Building Control Act in order to<br />

make enforcement of the accessibility standards<br />

very easy<br />

• Stakeholders equipped with skills & knowledge<br />

on disability rights, applicability of accessibility<br />

standards & to appreciate the importance of<br />

making any place accessible & incorporate<br />

standards in their work.<br />

• <strong>UNAPD</strong> membership & key stakeholders at<br />

the district level aware of the existence of the<br />

Building Control Act 2013.<br />

• Players in the construcon industry such as<br />

architects, engineers, property developers<br />

will be using the accessibility standards during<br />

the design, approval, and construcon and<br />

commissioning of building projects in the<br />

country.<br />

Key milestones<br />

• <strong>The</strong> project was launched at Naonal level<br />

at a colorful ceremony at Grand Imperial Hotel<br />

Kampala. Several stakeholders aended such as First<br />

Parliamentary Council, DRF, KCCA, DPOs, media,<br />

PWDs<br />

• Advocacy meengs with Uganda Society of<br />

Architects, Ministry of Works have been held.<br />

• Informaon educaon & communicaon materials<br />

developed on the Act and the accessibility standards<br />

•Held press conference on status of accessibility<br />

improvement in Kampala<br />

<strong>UNAPD</strong> is indeed very grateful of the cooperaon<br />

with DRF which has existed over years. <strong>UNAPD</strong><br />

sincerely appreciates support of different<br />

stakeholders towards addressing the needs of<br />

PWDs and pledges to connue working together in<br />

upliing the lives of PWDs.<br />

Progress of the Project to date:<br />

Inducon and Launch at district level:<br />

March, <strong>2014</strong> saw the launch and inducon of the<br />

new project at district level. <strong>The</strong> project districts<br />

which were inducted into the project and later<br />

launched are Mbale (Eastern Region), Lira (Northern<br />

Region), Kabale (Western Region) and Mukono<br />

(Central Region). Before a project is officially<br />

implemented in any district it has to be introduced,<br />

made known to the relevant stakeholders of the<br />

parcular area to get their commitment and<br />

blessings, <strong>UNAPD</strong> therefore took the same path to<br />

introduce the new project in four districts in the<br />

four known regions of the country. <strong>The</strong> new project<br />

which has a seamless with the recently concluded<br />

Membership Empowerment Project(2010- 2013)<br />

has several areas of advocacy, these include; Access<br />

of Children and Youth with Disabilies to Schools,<br />

Inclusion of PWDs in the exisng Poverty Alleviaon<br />

Programs, Organizaon Development of both the<br />

District Associaons and <strong>UNAPD</strong> Secretariat among<br />

others.<br />

All the local governments welcomed the project,<br />

and two have already offered office space to the<br />

respecve district associaons namely;Mbale<br />

District Acon on Physical Disability and Mukono<br />

District Acon on Physical Disability. <strong>The</strong>se were<br />

good gestures and a sign of commitments which<br />

can be taken up by even other local governments<br />

in other project districts. On the other hand, other<br />

districts like Lira and Kabale, the Chief Administrave<br />

Officer (CAO) with his technical team pledged<br />

total support towards the proper implementaon<br />

and monitoring of the project so that the project<br />

objecves can be achieved in the districts.<br />

General Assemblies:<br />

It’s a tradion that formaon of the district associaon<br />

is a voluntary exercise by a few individuals who have<br />

enthusiasm for persons with physical disabilies<br />

and begin registering individual members as they<br />

prepare to become <strong>UNAPD</strong> members. Aer then,<br />

they elect an execuve commiee in preparaon to<br />

get a project from <strong>UNAPD</strong>. This is not only a principle<br />

in <strong>UNAPD</strong> but one of the condions of the donors to<br />

have a democracally elected commiee to manage<br />

the affairs of the associaon. <strong>The</strong> elected execuves<br />

have a task of registering as many individual<br />

members as possible. This is one of the indicators<br />

used in assessing hard work and acveness of the<br />

associaon. <strong>The</strong> minimum numbers of individual<br />

members per district who must be fully registered<br />

per with <strong>UNAPD</strong> using <strong>UNAPD</strong> registraon guidelines<br />

are 200.<br />

26th -29th April, <strong>2014</strong> period, was a test of<br />

democracy in the four project districts. It was<br />

dominated by elecon of Execuves Members<br />

by the general Assemblies; the following are the<br />

<strong>UNAPD</strong> would like to take this opportunity to<br />

thank the interim commiees for carrying the<br />

vision of PWPDs even without any support from<br />

<strong>UNAPD</strong> to form the Associaons at local levels and<br />

get a uniform voice. For mature polics in case of<br />

those who stepped down due to more demanding<br />

responsibilies and gave a chance to others to take<br />

the lead in the management of the associaons.<br />

Also cannot overlook the members who worked<br />

extremely hard to ensure that the vision of the<br />

associaon is not lost, most especially by mobilizing<br />

the individual members into a combined voice.<br />

Let’s connue with the teamwork and hard work<br />

for the beerment of PWPDs in our respecve<br />

districts.<br />

Partnership Workshop with Project Donors:<br />

<strong>The</strong> coming of the new project came with new<br />

instruments to be used during implementaon.<br />

May, <strong>2014</strong> was when the representaves of the<br />

project funders i.e DHF, DSOD and DBIA came<br />

down to Uganda to support the three partner<br />

organizaons(<strong>UNAPD</strong>, SIA & BISOU) to develop<br />

new tools for the project. <strong>The</strong> workshop involved<br />

staff and Boards of the respecve organizaons<br />

which took place at <strong>UNAPD</strong> Offices. This exercise<br />

was fruiul and by the end of it, several tools of<br />

management were developed and approved by the<br />

Steering Commiee (the top governing commiee<br />

of the project composed of chairpersons of three<br />

partner organizaons).<br />

Naonal Project Launch;<br />

16th June, <strong>2014</strong> was a big day for the three<br />

partners when the Capacity Building for Sustainable<br />

Development Project was finally launched amidst<br />

cheers, happiness, commitments, promises<br />

and exhibited teamwork and among the invited<br />

guests were; Government line ministries, Disabled<br />

People’s Organizaons (DPOs), local authories like<br />

Kampala City Council Authority (KCCA), Civil Society<br />

Organizaons (CSOs), Development Partners, PWDs,<br />

relevant stakeholders, media among others. <strong>The</strong><br />

funcon was blessed by the Execuve Secretary of<br />

the Naonal Council for Disability, Ms. Beatrice Guzu<br />

who represented the Minister in Charge of Disability<br />

and Elderly, Hon. Sulaiman Kyebakoze Madada.<br />

Thanks to all those who spared their valuable me<br />

to witness and aend this colorful funcon.<br />

New Project Brings New Life To Brain Injury Support<br />

Organizaon Of Uganda (BISOU):<br />

ED BISOU Godfrey Basoita<br />

Brain Injury Support Organizaon of Uganda (BISOU)<br />

is an indigenous Naonal Associaon of persons<br />

with acquired brain injury (PWABIs) and caregivers<br />

operang as a Non-governmental organizaon in<br />

Uganda.<br />

In partnership with Uganda Naonal Acon on<br />

Physical Disability (<strong>UNAPD</strong>) and Spinal Injury<br />

Associaon (SIA), BISOU is implemenng a four<br />

year project “Capacity Building for Sustainable<br />

Development” in eight (8) districts of Uganda<br />

including: Kayunga and Kiboga in the Central; Bugiri<br />

and Iganga in the East; Hoima and Masindi in the<br />

West; Lira and Arua in the North.<br />

Before the above project, BISOU implemented<br />

projects such as ; “Development of BISOU (DOB)<br />

and Promoon of BISOU (PB) for 18 and 6 months<br />

respecvely from 2012 to 2013. <strong>The</strong>se two projects<br />

saw the establishment of BISOU secretariat,<br />

development of its structures and the creaon of<br />

three BISOU branches: Kawempe, Makindye and<br />

Wakiso. Branches are lower administrave units for<br />

the organizaon. <strong>The</strong>y are formed considering factors<br />

like the number of self-help groups in a district,<br />

geographical coverage and level of involvement of<br />

the members in the organizaon acvies.<br />

For the period covered this year <strong>2014</strong>, BISOU’s<br />

family has enlarged tremendously compared to<br />

previous years. By the end of last year, BISOU had a<br />

membership of about 200 and this current year the<br />

number has almost doubled within a space of just<br />

about six months. BISOU claims a<br />

membership of over 400 fully registered individuals.<br />

Bravo to BISOU management for the reless<br />

mobilizaon efforts in the districts of Masindi,<br />

Hoima, Bugiri, Iganga, Arua and Lira.<br />

BISOU will connue to engage hospitals with the<br />

major reason of membership mobilizaon and<br />

provision of improved rehabilitaon services for<br />

PWABIs. Accordingly, the heads of the hospitals &<br />

the heads of Physiotherapy Departments in Arua<br />

and Hoima hospitals have been engaged and we<br />

hope that further engagement with others will<br />

produce good out comes.<br />

We are happy to report that at BISOU headquarters<br />

along Mawanda Road in Mulago, a unit for members<br />

with cognive challenges is being established.<br />

We encourage all BISOU members with cognive<br />

challenges to make use of this unit so as to improve<br />

on their condions.<br />

“To promote the well-being of persons with<br />

acquired brain injury, create awareness<br />

and encourage support”<br />

In the eight project districts, 8 volunteers were<br />

idenfied and are now taking charge of coordinaon<br />

of all the acvies. <strong>The</strong>y are the technical persons<br />

to guide the branch in all the technical acvies. All<br />

this will be done in collaboraon with the district<br />

branch. <strong>The</strong>y will also coordinate between the<br />

branch and BISOU secretariat.<br />

BISOU established an advisory commiee of<br />

different health professionals, commied to<br />

provide free health counseling services, advice<br />

and guidance to the people with acquired brain<br />

injury (ABI) including members of BISOU. <strong>The</strong><br />

members of the commiee include a Nuero Doctor,<br />

a Physiotherapist, an Occupaonal therapist and<br />

a Speech and Language therapist. All the above<br />

professionals are aached to Mulago the country’s<br />

most referral Hospital.”<br />

<strong>The</strong> commiee is at the disposal of the members.<br />

On schedules, they interact with members on<br />

issues affecng people with acquired brain injury<br />

(ABI) in the areas which is easily accessible for the<br />

members. <strong>The</strong>y even go to up country districts to<br />

meet the members. We are proud that a number of<br />

our members are benefing from this opportunity.<br />

BISOU would like to pass on a vote of thanks to<br />

management, its partners in Denmark, thus Danish<br />

Brain Injury Associaon (DBIA), Disability Peoples<br />

Organizaon of Denmark (DPOD), and the local<br />

partners i.e <strong>UNAPD</strong> and SIA for the support and<br />

good cooperaon which has helped BISOU register<br />

all the successes visible even to the blind.<br />

Trust fund as a strategy of the new project<br />

Just like the expired MEP, the new project equally has a<br />

trust fund under the joint component. <strong>The</strong> trust fund is<br />

a cross cung part of the project among SIA, BISOU and<br />

<strong>UNAPD</strong> which has money put in “one Envelop” where<br />

organized groups/associaons or naonal organizaons<br />

of persons with physical disability(OPPDs) can apply to<br />

implement their own acvies but which must contribute<br />

towards the success of the project indicators.<br />

Preparing for the trust fund<br />

<strong>The</strong> respecve partner organizaons will prepare<br />

their associaons/groups/wings to be ready to apply<br />

for the fund especially the targeted project districts;<br />

this will be in form of organizaon development in<br />

areas such as trainings in trust fund applicaon forms,<br />

financial management, work plan development, roles<br />

and responsibilies of the execuves, among others.<br />

However, former MEP districts of <strong>UNAPD</strong>, the fund will<br />

be given to only those associaons which are sll acve,<br />

improved their financial management system and good<br />

experience with project work.<br />

Acvies funded by the trust funds<br />

<strong>The</strong> applicants have the right to design their acvies<br />

provided are in line with the goal and indicators of the<br />

project for the respecve organizaons. However, these<br />

are samples of the acvies which the associaons can<br />

use as examples; advocacy acvies such as meengs,<br />

trainings, accessibility audits which are in line with the<br />

project indicators, awareness raising acvies (e.g talk<br />

shows, events, prinng of materials), capacity building<br />

programs for members, partnership and networking<br />

acvies, community outreach programs, associaons/<br />

groups general assemblies, acvies specifically targeng<br />

women and youth, etc.<br />

Acvies not funded by the trust fund;<br />

<strong>The</strong> following acvies will not at all be funded by the<br />

trust fund: polical acvies, purchase of property/<br />

assets, loan requirements, personal/individual requests,<br />

administrave costs, sponsorships, and purchase of<br />

assisve devices, medicine or any hygienic equipment.<br />

Who can apply and selecon requirements<br />

Organized groups, associaons, wings of <strong>UNAPD</strong>, BISOU<br />

and SIA at the district level can apply for this trust<br />

fund provided they meet the following requirements;<br />

Registered as a CBO, have registered a minimum of 20<br />

individual members for case of SIA and BISOU and 50<br />

members for case of <strong>UNAPD</strong>, have a democracally<br />

elected execuve, completed the trust fund applicaon<br />

form and work plan, have a bank account, contact<br />

address and have proven track record of implemenng<br />

similar acvies. It should be noted that due to high<br />

number of applicants, there will be compeon to<br />

<strong>Volume</strong>: 1, Issue 1 <strong>2014</strong> 14<br />

choose the best applicaons for the grant. This is one of<br />

the control measures to ensure that applicaons are of<br />

good quality.<br />

Amount accessible per applicant<br />

<strong>The</strong> trust fund will be accesible to all associaons/<br />

groups of above partner organizaons who meet the<br />

above requirements, but also to naonal organizaons<br />

of persons with physical disabilies (OPPDs), <strong>The</strong> grant<br />

limit for first me applicant of any associaon or group<br />

of partner organizaons is 3,000,000/= while the limit<br />

for second me applicant is 5,000,000/- for a period of<br />

six months. Although MEP districts have been receiving<br />

trust fund, this being a new project, consider yourselves<br />

as new applicants for this new grant therefore entled<br />

to 3, 000,000/= as first grantees. On the other hand, the<br />

naonal OPPDs can apply to a máximum of 10, 000,000/=<br />

as first grantee.<br />

When to start applying<br />

<strong>The</strong> respecve organizaons will soon communicate<br />

to their associaons, groups or wings the period when<br />

the approving steering commiee will be ready to start<br />

receiving the trust fund applicaon forms and work plans<br />

from the applicants.<br />

Greetings from <strong>UNAPD</strong> Finance and Administration Department,<br />

This being my fi rst time to communicate to you using this forum<br />

in <strong>2014</strong>, I would like to congratulate the new project district<br />

associations (Mukono, Kabale, Lira, Mbale, Sembabule, Bugiri, Nebbi,<br />

Kampala and Wakiso) that were selected on top of the old project<br />

districts. I therefore call upon colleagues from the new districts to make<br />

sure when implementing activities they should also be accountable in<br />

terms of time and putting into consideration value for money. It is<br />

also part of your responsibility to make sure that district associations<br />

put in place fi nancial systems for the growth and development of<br />

the organisation. For continuity and better sustainability of district<br />

associations, there is need to think about proposal writing especially<br />

for small grants at local government and other funding institutions.<br />

However this needs a track of good fi nancial records which should be<br />

in place as this is a key requirement for donors. <strong>The</strong>refore friends, we<br />

are so grateful for the work you do and look forward to work with you<br />

as we struggle to improve the welfare of persons with disability in the<br />

country.<br />

and Town council gave birth<br />

to a bigger sport project in<br />

<strong>The</strong> Capacity Building for<br />

Project has sport as a<br />

cross cutting component<br />

Rehabilitation Center) ,Nebbi<br />

<strong>The</strong> main objective of this<br />

partnership between SIA<br />

BISOU and <strong>UNAPD</strong> is to use<br />

PWDs sport as a strategy of<br />

mobilizing and empowering<br />

their members.<br />

In March <strong>2014</strong>, the first phase<br />

of the project was inducted<br />

in Chieftancy Mubende<br />

Rehabilitation Centre (CMRC);<br />

this is the only center in Uganda<br />

that rehabilitates soldiers who<br />

physically disabled soldiers<br />

and the local Media about the<br />

project<br />

During the induction,<br />

representative from Ministry<br />

of Defense welcomed and<br />

pledged to support the project<br />

and also plan to budget for<br />

sport programmes at CMRC.<br />

<strong>The</strong> sport project target CMRC<br />

for many reason including,<br />

sport becoming one of the<br />

rehabilitation program at<br />

the Center, empowerment<br />

of the disabled soldiers and<br />

promoting economic lively<br />

hood activities among the<br />

soldiers.<br />

In the course of the project,<br />

seven disability sport disciplines<br />

will be implemented and shall<br />

include: sitting volleyball,<br />

table tennis, athletics, goal<br />

ball, boccia, and wheelchair<br />

basketball and amputee<br />

football.<br />

<strong>The</strong> project will be officially<br />

launched and inducted in the<br />

3 project districts of Busia,<br />

Nebbi and Kampala followed<br />

by training activities.<br />

I appeal to stakeholders,<br />

developing partners, wellwishers,<br />

PWDs and all the<br />

sport district local government<br />

to offer support to the project<br />

since PWDs sport activities<br />

is still a new trend and being<br />

liked by PWDs in Uganda.<br />
