Energy and Insurance Legislation
Representative Glen Grell (R – 87th District) addressed the topics of Insurance and
Energy Legislation at the March Legislative Committee meeting. The insurance
bill most interesting to the Committee was HB 2209, which would designate four to
nine Community Health Network regions in the state. This could impact businesses
through administrative costs, as well as serving as competition for chambers,
associations and trade groups who currently offer health insurance to their members.
Grell pointed out that 50 bills have been introduced in Pennsylvania’s Special
Energy Session. Two energy bills spurred discussion from committee members. HB
42 and HB 44 concern incentives for bio-fuel production, with HB 44 being the least
aggressive. Discussion among committee members centered on the problems and
inefficiencies of ethanol-based fuels. Grell remarked that he doesn’t think there
is a lot of enthusiasm for ethanol in Pennsylvania. HB 1 and SB 1, the most talked
about bills on Capitol Hill, propose borrowing $850 million to fund energy research
and development, and more. The committee’s concern was with debt funding.
Jim Willshier, Pennsylvania Chamber of Business and Industry, added that the
Pennsylvania Chamber’s position is for energy legislation to be free market based and
to allow for consumer choice.
If you are concerned about legislation that affects business in Pennsylvania, and
want “your voice heard,” join the Legislative Committee. Senator Vance will be the
guest speaker at the April meeting.
(Water Issues continued from page 1)
The panelists each gave an opening statement and then answered questions from
the audience. Questions ranged from the technical, “Why is nitrogen so damaging to
the Bay?” to the political, “How can we get the non-point sources to contribute their
fair share?” However, “Where is the funding coming from?” was, by far, the hottest
topic of the evening. Of the three states involved, Pennsylvania is the only one looking
to the rate payer to provide the funding.
The panelists were well prepared and not shy about addressing the insightful, and
sometimes pointed, questions from the audience. The event, sponsored by Pennoni
Associates, provided a forum for open conversation on a difficult issue. Senator Vance
summed it up best in her closing statement. “Meetings like this”, she said, “are more
helpful than you can imagine.”
Chamber Board Votes to Support
Legislative Recommendations
The West Shore Chamber’s Board of Directors voted to support three new employerfriendly
bills amending the Unemployment Compensation Law. HB 787 states that
in cases where an appellant fails to appear at a hearing without prior notification, the
referee will dismiss the appeal. HB 1542 adds that compensation would be payable only
to unemployed employees who are making an active search for suitable employment.
HB 1831 provides that the last employer and the separating employer be furnished with
a copy of any written statement provided by the claimant, or on the claimant’s behalf,
relating to the employees separation or employment with that employer.
The Board also voted to support SB 1063 through the following positions; “The
West Shore Chamber of Commerce supports privatizing the collection of local wage
taxes,” and “The West Shore Chamber of Commerce supports consolidating local wage
tax collection on the county level.”
At that same meeting, the Board renewed the Chamber’s commitment to oppose
HR 321, which would eliminate secret ballots for unions, and their commitment
to support SR 224, Senator Vance’s resolution directing the Legislative Budget and
Eight Things Every Print Buyer Should Know
Before Choosing A Printer
And Why Some Printers Are Afraid To Share This With You
1
2
3
So you have a marketing/printing project? Don’t worry. Almost everyone has to do it at least once in his or
her life. And most have survived. We’ve collected the best tips from those survivors and offer them to you
as a survival guide for print buyers.
Like fingerprints, no two printers are alike. Every printing company specializes in certain aspects of the
printing industry based on their personnel and equipment mix. Some do short run full color; others focus
on long run, black ink only jobs. Some printers are digital, and some have full-service design departments.
Many printers tend to specialize on printing for particular industries.
You need to ask yourself what you need from a printer. Assess how many printing projects
your company needs in a year—not on a job-by-job basis—and what types of projects you will produce.
Once you determine your needs, you typically can find one printer to fulfill the majority of those needs.
Like a job interview, ask your printer their strengths and capabilities in relation to your business type.
Price is the easy answer. You may be quick to base your print buying decision on price. While budgets
can be prominent factors, consider other aspects of the purchase equation. Quality ranks among the
ingredients for a positive printing experience. But many printers deliver quality products or they would
have a rough time staying in business. So, discriminating print buyers often pursue service as a determining
characteristic of good printers. Think about it. What is the opportunity cost of constant worry about how
your project will turn out and if it will be on time?
When getting estimates from printers, you often hear of price breaks. While printing larger quantities
generally offers a better price per piece, know that with new technologies, you should get a reasonable
price regardless of quantity if your printer has more than one method for producing your work.
Work with someone you like and trust. The more comfortable you feel with your printing supplier,
the better your print buying experience. And the less you know about printing, the more important your
relationship with a knowledgeable salesperson. Allow them to teach you about print production associated
with your projects.
You want your representative to be up-front and honest with you and you need to be honest with them as
well. Schedule a review with them every six months to let them know how your printing needs or budgets
have changed. Tell them if you are about to award a job to another printer based on price or capabilities.
You may not know if your printer has new equipment to eliminate the need to look elsewhere. This review
also helps you in price negotiations as you start looking at printing needs as a whole rather than on a
project basis.
www.konhausmarketing.com
4
5
6
Know as many of the details of your job before asking for a price. You can quickly tell when you call a competent printer.
They ask you many questions about your project rather than just blurt out a price. Be prepared before making the call. Have a
solid understanding of what you need so you can give them the right answers. And if they don’t ask the right questions, you still
have all of the right answers.
You may want to provide a written description of your jobs and, in return, ask your printer
for a detailed estimate and print schedule to assure you both understand the project. This
also helps if you compare pricing.
Make sure your printer is accessible. Communication is the key to a successful printing
project. Know when and how you can reach your printer because you typically don’t get to
choose your deadlines.
Beyond their regular office hours, a printer should have an up-to-date website loaded with
tools to help you work with them at any time. You should be able to transfer art files, place
orders and look up resource materials to help get your project completed.
WHO OWNS THE ART?
There tends to be some confusion
over artwork created and stored
with your printer. Some printers
claim that your artwork belongs
to them. However, if you paid for
the creation of the art, then you
should feel confident the artwork
is yours when you need it. It is
acceptable for printers to charge
for time or media, such as a CD,
if you ask for your art.
You may think you know your job but be open to recommendations. Printers should
ask a lot of questions when taking your order. A good printer asks the tougher questions: How will this printed piece be used?
What do you want to achieve with your project? Through these questions, a printer can determine your needs and may suggest a
better vehicle for achieving your goals. They may even conclude a more cost-effective or faster way to complete your project.
To save time and money, trust your printer’s skill and understanding of their industry. If you design your own artwork, consider
getting your printer involved in the design stage. They are equipped with answers to artwork file preparation that can help you get
it right the first time, without back-and-forth hassles.
7
8
Learn the printing industry. As with any profession, you encounter a seemingly foreign language when talking with printers.
The more you know about printing, the more comfortable you will be in working with
any printer. If you don’t understand something a printer is trying to tell you, ask them to
explain it so you can continue to learn this unique language.
A good printer’s website should be loaded with resources that provide a good starting
point in your quest for knowledge. But don’t pretend to know everything right away. Print
buying requires on-the-job training.
Mistakes are inevitable, but it’s how they’re handled that matters. Printing is a
customized industry. Your job, while presumably similar to hundreds of others, is yours
and yours alone. Mistakes will happen, especially if you do mounds of printing. Before
you do encounter mistakes, find out what they plan to do to correct the situation.
Know if the printer has a quality assurance system in place to ensure your projects are
completed right and on time. Ask if they have any tools in their production process that
you can see to guarantee quality. If the printer is willing to put the commitment to quality
on paper, your job has a better chance of coming back they way you want it. Hopefully a
printer will provide a feedback mechanism so you can express dissatisfaction in writing, or
more importantly, encourage what they are doing right.
EXTRA CHARGES AND
OVER/UNDERPRINTS
Before accepting a bid, know how
the printer handles extra charges
you may encounter in producing
your project. Require them to
inform you of any unexpected
charges as they materialize.
Oftentimes extra charges come in
the form of overprints. You ask
for 1,000, they print 1,210 and
they charge you. Most printers
must overprint to ensure you get
the quantity you order, but not
all charge for (or deliver) the
additional. Some printers have a
policy that allows them to provide
you with less than you ordered,
called underprints.
Please Honor Event Registrations
The West Shore Chamber works hard to make event registrations as convenient
as possible. You can register for any event by emailing events@wschamber.org,
visiting the events calendar at www.wschamber.org, by returning the monthly
events flyer or an event invitation to 4211 Trindle Road, Camp Hill, PA,17011, or by
faxing it to 761-4315.
When a member registers but does not attend an event and does not cancel by
the date specified, it is the Chamber’s policy to still invoice that member. That the
registration was included in the count, and therefore the Chamber still incurred
the expense. In the case of a free event, the event sponsors go to great expense to
accommodate the Chamber’s members, and it is helpful to give the sponsor as
accurate a count as possible.
The Chamber does realize that unforeseen circumstances occur and on
occasion it may be necessary to choose to attend to an urgent matter in lieu of
honoring a registration. However, we request that you contact the Chamber as
soon as possible at events@wschamber.org, to allow the count to be updated. This
is especially important for an event with limited attendance where there may be a
waiting list of others who would like to attend in your place.
If you have any questions or concerns about event registration policies, contact
Ed Messner at 761-0702 or ed@wschamber.org.
