business people and concerned citizens filled the Terrace Room at the Holiday<br />

Inn <strong>West</strong> for the <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> <strong>of</strong> Commerce’s February 26 <strong>Wastewater</strong><br />

Reduction Panel Discussion. The Chesapeake Bay Tributary Strategy is one <strong>of</strong> the<br />

hottest topics <strong>of</strong> discussion both on Capitol Hill and among the general public. This<br />

Federal mandate requires Pennsylvania, the largest contributor <strong>of</strong> pollution to the<br />

Chesapeake Bay, to join Maryland and Virginia in the clean-up initiative.<br />

Energy and Insurance Legislation<br />

Representative Glen Grell (R – 87th District) addressed the topics <strong>of</strong> Insurance and<br />

Energy Legislation at the March Legislative Committee meeting. The insurance<br />

bill most interesting to the Committee was HB 2209, which would designate four to<br />

nine Community Health Network regions in the state. This could impact businesses<br />

through administrative costs, as well as serving as competition for chambers,<br />

associations and trade groups who currently <strong>of</strong>fer health insurance to their members.<br />

Grell pointed out that 50 bills have been introduced in Pennsylvania’s Special<br />

Energy Session. Two energy bills spurred discussion from committee members. HB<br />

42 and HB 44 concern incentives for bio-fuel production, with HB 44 being the least<br />

aggressive. Discussion among committee members centered on the problems and<br />

inefficiencies <strong>of</strong> ethanol-based fuels. Grell remarked that he doesn’t think there<br />

is a lot <strong>of</strong> enthusiasm for ethanol in Pennsylvania. HB 1 and SB 1, the most talked<br />

about bills on Capitol Hill, propose borrowing $850 million to fund energy research<br />

and development, and more. The committee’s concern was with debt funding.<br />

Jim Willshier, Pennsylvania <strong>Chamber</strong> <strong>of</strong> Business and Industry, added that the<br />

Pennsylvania <strong>Chamber</strong>’s position is for energy legislation to be free market based and<br />

to allow for consumer choice.<br />

Director Pr<strong>of</strong>ile<br />

Phil Shenk has spent his entire life in central Pennsylvania. He<br />

graduated from Cedar Cliff High School and earned a Bachelor <strong>of</strong><br />

Science Degree in Hotel and Restaurant Management from Penn<br />

State University. “Central Pennsylvania,” Phil says, “is a great<br />

place to raise a family. It is a community that has planned for the<br />

future, where faith, family and friends are an integral part.”<br />

Phil joined the <strong>Chamber</strong> because he believed it was time<br />

to give back to his community. In addition to serving on the<br />

<strong>Chamber</strong>’s Board <strong>of</strong> Directors, Phil is an active member <strong>of</strong> the<br />

Golf Committee. His love <strong>of</strong> sports carries through in all he<br />

does. He is President <strong>of</strong> Shenk Athletic Equipment Company and, during his “<strong>of</strong>f”<br />

time, enjoys skiing, running, tennis, and football. Phil is Secretary <strong>of</strong> the Harrisburg<br />

Riverboat Society and coaches New Cumberland Youth Baseball. He also considers<br />

the <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> members a “team.” “It is a good place to meet fellow<br />

pr<strong>of</strong>essionals”, Phil says. “Together, everyone achieves more.”<br />

<strong>Chamber</strong> Hosts 88th District<br />

State House Candidate Debate<br />

The <strong>Chamber</strong> will host an 88th District State House Candidate Debate on Monday,<br />

April 7, 6:30 – 8:00 p.m., at the Mechanicsburg Middle School, 1750 S. Market Street,<br />

Mechanicsburg. There are eight declared candidates running for the House Seat<br />

being vacated by Representative Jerry Nailor when he retires later this year. The<br />

following six candidates accepted the <strong>Chamber</strong>’s invitation: Sheryl Delozier (R),<br />

Lowell Gates (R), Mike Hancock (R), Ian Hayes (R), Matt Seagrist (R), and Margaret<br />

Stuski (D). Jeffrey Banzh<strong>of</strong>f (R) and Bill Cornell (R) did not respond to the invitation.<br />

The debate will be in a question and answer format and is free to the public.<br />

Networking Will Bloom at the April Mixer<br />

Hammaker’s Flower Shop will host this month’s networking mixer on Wednesday,<br />

The panelists each gave an opening statement and then answered questions from<br />

the audience. Questions ranged from the technical, “Why is nitrogen so damaging to<br />

the Bay?” to the political, “How can we get the non-point sources to contribute their<br />

fair share?” However, “Where is the funding coming from?” was, by far, the hottest<br />

topic <strong>of</strong> the evening. Of the three states involved, Pennsylvania is the only one looking<br />

to the rate payer to provide the funding.<br />

The panelists were well prepared and not shy about addressing the insightful, and<br />

sometimes pointed, questions from the audience. The event, sponsored by Pennoni<br />

Associates, provided a forum for open conversation on a difficult issue. Senator Vance<br />

summed it up best in her closing statement. “Meetings like this”, she said, “are more<br />

helpful than you can imagine.”<br />

Each year booth spaces sell out early for the <strong>Chamber</strong>’s annual business expo, and<br />

this year is no exception. Limited spaces remain for the <strong>Chamber</strong>’s largest networking<br />

The 58th Annual Business and Industry Night: Saluting the American Dream will<br />

<strong>Chamber</strong> Board Votes to Support<br />

Legislative Recommendations<br />

The <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong>’s Board <strong>of</strong> Directors voted to support three new employerfriendly<br />

bills amending the Unemployment Compensation Law. HB 787 states that<br />

in cases where an appellant fails to appear at a hearing without prior notification, the<br />

referee will dismiss the appeal. HB 1542 adds that compensation would be payable only<br />

to unemployed employees who are making an active search for suitable employment.<br />

HB 1831 provides that the last employer and the separating employer be furnished with<br />

a copy <strong>of</strong> any written statement provided by the claimant, or on the claimant’s behalf,<br />

relating to the employees separation or employment with that employer.<br />

The Board also voted to support SB 1063 through the following positions; “The<br />

<strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> <strong>of</strong> Commerce supports privatizing the collection <strong>of</strong> local wage<br />

taxes,” and “The <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> <strong>of</strong> Commerce supports consolidating local wage<br />

tax collection on the county level.”<br />

At that same meeting, the Board renewed the <strong>Chamber</strong>’s commitment to oppose<br />

HR 321, which would eliminate secret ballots for unions, and their commitment<br />

to support SR 224, Senator Vance’s resolution directing the Legislative Budget and<br />

Finance Committee to study the cost for wastewater treatment plants to comply with<br />

Pennsylvania’s Chesapeake Bay Tributary Strategy.<br />

Eight Things Every Print Buyer Should Know<br />

Before Choosing A Printer<br />

And Why Some Printers Are Afraid To Share This With You<br />

So you have a marketing/printing project? Don’t worry. Almost everyone has to do it at least once in his or<br />

her life. And most have survived. We’ve collected the best tips from those survivors and <strong>of</strong>fer them to you<br />

as a survival guide for print buyers.<br />

Like fingerprints, no two printers are alike. Every printing company specializes in certain aspects <strong>of</strong> the<br />

printing industry based on their personnel and equipment mix. Some do short run full color; others focus<br />

on long run, black ink only jobs. Some printers are digital, and some have full-service design departments.<br />

Many printers tend to specialize on printing for particular industries.<br />

You need to ask yourself what you need from a printer. Assess how many printing projects<br />

your company needs in a year—not on a job-by-job basis—and what types <strong>of</strong> projects you will produce.<br />

Once you determine your needs, you typically can find one printer to fulfill the majority <strong>of</strong> those needs.<br />

Like a job interview, ask your printer their strengths and capabilities in relation to your business type.<br />

Price is the easy answer. You may be quick to base your print buying decision on price. While budgets<br />

can be prominent factors, consider other aspects <strong>of</strong> the purchase equation. Quality ranks among the<br />

ingredients for a positive printing experience. But many printers deliver quality products or they would<br />

have a rough time staying in business. So, discriminating print buyers <strong>of</strong>ten pursue service as a determining<br />

characteristic <strong>of</strong> good printers. Think about it. What is the opportunity cost <strong>of</strong> constant worry about how<br />

your project will turn out and if it will be on time?<br />

When getting estimates from printers, you <strong>of</strong>ten hear <strong>of</strong> price breaks. While printing larger quantities<br />

generally <strong>of</strong>fers a better price per piece, know that with new technologies, you should get a reasonable<br />

price regardless <strong>of</strong> quantity if your printer has more than one method for producing your work.<br />

Work with someone you like and trust. The more comfortable you feel with your printing supplier,<br />

the better your print buying experience. And the less you know about printing, the more important your<br />

relationship with a knowledgeable salesperson. Allow them to teach you about print production associated<br />

with your projects.<br />

You want your representative to be up-front and honest with you and you need to be honest with them as<br />

well. Schedule a review with them every six months to let them know how your printing needs or budgets<br />

have changed. Tell them if you are about to award a job to another printer based on price or capabilities.<br />

You may not know if your printer has new equipment to eliminate the need to look elsewhere. This review<br />

also helps you in price negotiations as you start looking at printing needs as a whole rather than on a<br />

project basis.<br />

Know as many <strong>of</strong> the details <strong>of</strong> your job before asking for a price. You can quickly tell when you call a competent printer.<br />

They ask you many questions about your project rather than just blurt out a price. Be prepared before making the call. Have a<br />

solid understanding <strong>of</strong> what you need so you can give them the right answers. And if they don’t ask the right questions, you still<br />

have all <strong>of</strong> the right answers.<br />

You may want to provide a written description <strong>of</strong> your jobs and, in return, ask your printer<br />

for a detailed estimate and print schedule to assure you both understand the project. This<br />

also helps if you compare pricing.<br />

Make sure your printer is accessible. Communication is the key to a successful printing<br />

project. Know when and how you can reach your printer because you typically don’t get to<br />

choose your deadlines.<br />

Beyond their regular <strong>of</strong>fice hours, a printer should have an up-to-date website loaded with<br />

tools to help you work with them at any time. You should be able to transfer art files, place<br />

orders and look up resource materials to help get your project completed.<br />

WHO OWNS THE ART?<br />

There tends to be some confusion<br />

over artwork created and stored<br />

with your printer. Some printers<br />

claim that your artwork belongs<br />

to them. However, if you paid for<br />

the creation <strong>of</strong> the art, then you<br />

should feel confident the artwork<br />

is yours when you need it. It is<br />

acceptable for printers to charge<br />

for time or media, such as a CD,<br />

if you ask for your art.<br />

You may think you know your job but be open to recommendations. Printers should<br />

ask a lot <strong>of</strong> questions when taking your order. A good printer asks the tougher questions: How will this printed piece be used?<br />

What do you want to achieve with your project? Through these questions, a printer can determine your needs and may suggest a<br />

better vehicle for achieving your goals. They may even conclude a more cost-effective or faster way to complete your project.<br />

To save time and money, trust your printer’s skill and understanding <strong>of</strong> their industry. If you design your own artwork, consider<br />

getting your printer involved in the design stage. They are equipped with answers to artwork file preparation that can help you get<br />

it right the first time, without back-and-forth hassles.<br />

Learn the printing industry. As with any pr<strong>of</strong>ession, you encounter a seemingly foreign language when talking with printers.<br />

The more you know about printing, the more comfortable you will be in working with<br />

any printer. If you don’t understand something a printer is trying to tell you, ask them to<br />

explain it so you can continue to learn this unique language.<br />

A good printer’s website should be loaded with resources that provide a good starting<br />

point in your quest for knowledge. But don’t pretend to know everything right away. Print<br />

buying requires on-the-job training.<br />

Mistakes are inevitable, but it’s how they’re handled that matters. Printing is a<br />

customized industry. Your job, while presumably similar to hundreds <strong>of</strong> others, is yours<br />

and yours alone. Mistakes will happen, especially if you do mounds <strong>of</strong> printing. Before<br />

you do encounter mistakes, find out what they plan to do to correct the situation.<br />

Know if the printer has a quality assurance system in place to ensure your projects are<br />

completed right and on time. Ask if they have any tools in their production process that<br />

you can see to guarantee quality. If the printer is willing to put the commitment to quality<br />

on paper, your job has a better chance <strong>of</strong> coming back they way you want it. Hopefully a<br />

printer will provide a feedback mechanism so you can express dissatisfaction in writing, or<br />

more importantly, encourage what they are doing right.<br />

you may encounter in producing<br />

your project. Require them to<br />

inform you <strong>of</strong> any unexpected<br />

charges as they materialize.<br />

Oftentimes extra charges come in<br />

the form <strong>of</strong> overprints. You ask<br />

for 1,000, they print 1,210 and<br />

they charge you. Most printers<br />

must overprint to ensure you get<br />

the quantity you order, but not<br />

all charge for (or deliver) the<br />

additional. Some printers have a<br />

policy that allows them to provide<br />

you with less than you ordered,<br />

called underprints.<br />

• The 60th Anniversary Picnic Sub-Committee has expanded its county fair<br />

theme. Among other proposed carnival attractions, carnival booths will be available<br />

for old-time games and fun. Blue, red and white ribbon sponsorship levels are<br />

• It was standing room only at the March Legislative Committee meeting.<br />

Twenty-three committee members came to hear Representative Glen Grell (R – 87th<br />

District) speak about Insurance and Energy Legislation. The Committee also voted<br />

on positions for bills concerning unemployment, tax collection, and the Chesapeake<br />

Bay Strategy. Senator Vance will be the guest speaker at the April meeting.<br />

• Hampden Township played host to the <strong>Chamber</strong> Technology Business Council<br />

when they met on site at the recycling facility March 6 to plan the 2008 Equipment<br />

Disposal Program. The event will take place on August 22 and will include document<br />

shredding this year. The Committee also held a wrap-up session for the successful<br />

Micros<strong>of</strong>t Tips and Tricks program held in February.<br />

The <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> works hard to make event registrations as convenient<br />

as possible. You can register for any event by emailing events@wschamber.org,<br />

visiting the events calendar at www.wschamber.org, by returning the monthly<br />

events flyer or an event invitation to 4211 Trindle Road, Camp Hill, PA,17011, or by<br />

faxing it to 761-4315.<br />

When a member registers but does not attend an event and does not cancel by<br />

the date specified, it is the <strong>Chamber</strong>’s policy to still invoice that member. That the<br />

registration was included in the count, and therefore the <strong>Chamber</strong> still incurred<br />

the expense. In the case <strong>of</strong> a free event, the event sponsors go to great expense to<br />

accommodate the <strong>Chamber</strong>’s members, and it is helpful to give the sponsor as<br />

accurate a count as possible.<br />

The <strong>Chamber</strong> does realize that unforeseen circumstances occur and on<br />

occasion it may be necessary to choose to attend to an urgent matter in lieu <strong>of</strong><br />

honoring a registration. However, we request that you contact the <strong>Chamber</strong> as<br />

soon as possible at events@wschamber.org, to allow the count to be updated. This<br />

is especially important for an event with limited attendance where there may be a<br />

waiting list <strong>of</strong> others who would like to attend in your place.<br />

The <strong>West</strong> <strong>Shore</strong> <strong>Chamber</strong> <strong>of</strong> Commerce Golf Committee has planned the<br />

annual Spring Golf Outing for members on Monday, May 5, at the Country Club <strong>of</strong><br />

Harrisburg. This event has become the premier golf outing in the region and features<br />

a networking lunch, 18 holes <strong>of</strong> golf and a first-class awards dinner.<br />

Spotlight Breakfast Provides<br />

Networking Opportunity<br />

Join <strong>Chamber</strong> members at the Radisson Penn Harris Hotel and Convention Center on<br />

Tuesday, April 22, from 7:30 to 9 a.m. for a Spotlight Breakfast. Spotlight events feature<br />

member sponsors who provide a ten minute presentation about their goods and<br />

services.<br />

Following the presentations, attendees each have an opportunity to star in their<br />

own “mini-commercial.” As the microphone gets passed around attendees each have<br />

30 seconds to introduce themselves and their companies. It’s a convenient way for<br />

everyone to work the room and learn more about each other over c<strong>of</strong>fee and a hot<br />

breakfast.<br />
