On motion by Mrs. Follweiler, seconded by Mr. Murphy, and unanimously passed by voice vote, the<br />
Board approved the Minutes of the March 27, <strong><strong>20</strong>13</strong> meeting as presented.<br />
5. APPROVAL – Report of the Treasurer & Request for Approval of Bills – March <strong><strong>20</strong>13</strong><br />
On motion by Mr. Butz, seconded by Mrs. Colton, and unanimously passed by voice vote, the Report<br />
of the Treasurer for the month of March <strong><strong>20</strong>13</strong> was approved and bills ordered paid.<br />
6. ANNOUNCEMENT OF EXECUTIVE SESSION<br />
Ms. Erdo announced that an Executive Session was held prior to the meeting to discuss legal and<br />

Dr. Cunningham was approached to write this article.<br />
Tomorrow, Dr. Brennan, Dr. Cunningham and other staff members of the Resolve department will<br />
be presenting testimony in Harrisburg before the House Education Committee on bullying<br />
prevention.<br />

Dr. Brennan prepared a budget presentation for this evening, but due to time restraints, it will be<br />
shown next month. The five budgets provided for review are the largest and represent $50 million of<br />
the total $85 million in budgets that will be presented in May for approval. Budget details were<br />
printed for the board members and placed at their seats. If anyone needs clarification, please<br />
contact Dr. Brennan or Mr. Baltzersen.<br />
10.2 Summary of Approval – CIU<strong>20</strong> General Operating Budget <strong><strong>20</strong>13</strong>-<strong>20</strong>14 – ATTACHMENT 10.2<br />
Miscellaneous:<br />
• The Twenty was distributed for the month of <strong>April</strong><br />
• A list of the STAR Award winners was provided.<br />
• The <strong><strong>20</strong>13</strong>-<strong>20</strong>14 GOB passed with zero “no” votes. The GOB Summary is on the Addendum.<br />
11. OLD BUSINESS –<br />
• All Ethics Statements have been collected and are on file.<br />
• A Legislative Breakfast was recently held at the IU for Region 8. A total of 5 Legislators were<br />
in attendance or represented through an aide.<br />
• Reminder: EIE/Merit Scholars Banquet will be held on May 2 at 5 PM.<br />
• The IU <strong>20</strong> Prom will be held on May 10.<br />
• The Special Olympics Recognition Banquet will be held on June 2.<br />

12. ACTION ITEMS<br />
1. Appointment of Nominating Committee<br />
It is recommended the Board appoint a Nominating Committee to present a Slate of Officers for<br />
President and Vice-President of the CIU <strong>20</strong> Board to serve one year, beginning July 1, <strong><strong>20</strong>13</strong> through<br />
June 30, <strong>20</strong>14. The committee shall provide a report to the Board at the May 22, <strong><strong>20</strong>13</strong> meeting.<br />
Mr. Butz and Mrs. Colton will serve as the Nominating Committee<br />
2. Approval – New Class / Positions<br />
It is recommended the Board approve the following new class / positions:<br />
a. Associate Teacher (1:1) effective March 7, <strong><strong>20</strong>13</strong> and will continue until student moves or no longer<br />
needs service. The Pocono Mountain School District has requested the intermediate unit provide an<br />
Associate Teacher to meet an individual student’s IEP needs. Emotional Support – Pleasant Valley<br />
<strong>Intermediate</strong> School, PVSD. Budget Amendment is attached. ATTACHMENT 12.2.a<br />
b. Associate Teacher (1:1) effective March 11, <strong><strong>20</strong>13</strong> and will continue until student moves or no longer<br />
needs service. The Easton Area School District has requested the intermediate unit provide an<br />
Associate Teacher to meet the needs of an individual student. Life Skills Support – CIU <strong>20</strong> Office,<br />
following Wilson Area School District calendar. Budget Amendment is attached. ATTACHMENT 12.2.b<br />
c. Associate Teacher (1:1) effective March 13, <strong><strong>20</strong>13</strong> and will continue until student moves or no longer<br />
needs service. The Pocono Mountain School District has requested the intermediate unit provide an<br />
Associate Teacher to meet the needs of an individual student. Physical Support – Pleasant Valley<br />
Elementary School, PVSD. Budget Amendment is attached. ATTACHMENT 12.2.c<br />
d. Mental Health Worker (1:1) effective March 11, <strong><strong>20</strong>13</strong> and will continue until student moves or no<br />
longer needs service. The East Stroudsburg Area School District has requested the intermediate unit<br />
provide a Mental Health Worker to meet the needs of an individual student. Emotional Support –<br />
<strong>Colonial</strong> Academy, following the Pen Argyl Area School District calendar. Budget Amendment is<br />
attached. ATTACHMENT 12.2.d<br />
e. Summer Work Force Laborers (2 Positions) effective May 28, <strong><strong>20</strong>13</strong> – August 16, <strong><strong>20</strong>13</strong>. Not to exceed<br />
40 hours per week and a total of 425 hours for this time period. These positions are necessary to<br />
assist the Maintenance Department with extra summer duties.<br />
Summer Work Staff will be paid the minimum hourly wage.<br />
f. (2) Classrooms, each comprising of: (1) Teacher; (1) Associate Teacher; (.5) Mental Health Worker,<br />
effective <strong><strong>20</strong>13</strong>-<strong>20</strong>14 school year. The Northampton Area School District has requested the<br />
intermediate unit open two new Emotional Support classrooms. Emotional Support - Moore<br />
Elementary School, Northampton Area SD. Budget Amendment is not required.<br />
g. Associate Teacher (1:1) effective March 25, <strong><strong>20</strong>13</strong> and will continue until student moves or no longer<br />
needs service. The East Stroudsburg Area School District has requested the intermediate unit provide<br />
an Associate Teacher to meet an individual student’s needs. Emotional Support – J.M. Hill Elementary<br />
School, ESASD. Budget. Amendment is attached. ATTACHMENT 12.2.g<br />

It is recommended the Board approve the CIU <strong>20</strong> Transportation Department to solicit bids for 8 new<br />
school buses. They will consist of (1) 39 passenger wheel chair bus and (7) 27 passenger wheel chair<br />
buses.<br />
Mrs. Follweiler asked Dr. Bianco could provide some feedback regarding Zonar. BASD recently approved<br />
the purchase of the Zonar System for their fleet management. Dr. Bianco said there’s a lot of data and<br />
will try to pull a financial report together.<br />
ADDENDUM – ADD<br />

It is recommended the Board review and Approve or Deny EA Grievance Number: <strong><strong>20</strong>13</strong>-04<br />
6. Approval – New Class / Positions<br />
It is recommended the Board approve the following new class / positions:<br />
ACCESS Billing (Cluster 2H, 10-month position, salary pro-rated) effective March 28, <strong><strong>20</strong>13</strong>. The<br />
Pocono Mountain School District has requested the intermediate unit provide a position to handle<br />
their Access billing. Pocono Mountain SD. Budget Amendment is attached. ATTACHMENT 12.6<br />
7. Approval – LEA Policies and Procedures<br />
It is recommended the Board approve the LEA Policies and Procedures that are consistent with the<br />
Pennsylvania Department of Education’s Policies and Procedures established under §§-300.101 – 300.163<br />
and §§300.165 – 300.174. ATTACHMENT 12.7<br />
Mr. Wolfel briefly explained the LEA Policies and Procedures. The actual language is given by the State.<br />
Mr. Habrial voted “no.” He did not have sufficient time to review the item.<br />

On motion by Mrs. Follweiler and seconded by Mr. Habrial, and unanimously passed by voice vote (with<br />
the exception two “no” votes from Mrs. Nester and Mrs. Colton on 13.E.87), the Board approved the<br />
