Brock Landry is Chairman of the Firm’s Government Division that includes over 150<br />

lawyers in the legislative, regulatory, government contracts and local government<br />

practice areas. His own practice focuses on “trade association law,” which, for Mr.<br />

Landry, has a far reach. This broad area of law includes internal governance, non-profit<br />

taxation, antitrust, regulatory issues (environmental, health, and safety), international<br />

trade, standards development, litigation, legislative and general corporate matters.<br />

Mr. Landry has worked with a variety of industry groups in avoiding onerous and<br />

unreasonable regulation. He was instrumental in devising and carrying out a strategy for<br />

the banking industry to alter capital proposals of the Federal Housing Finance Board that<br />

could have crippled the Federal Home Loan Bank system. <strong>For</strong> over thirty years, he has<br />

represented the wood products, furniture and cabinet industries in the regulation of<br />

formaldehyde emissions from their products in proceedings at OSHA, EPA, CPSC,<br />

HUD, OMB and various state agencies. Most recently, he served as counsel to the<br />

California Wood Industries Coalition in achieving reasonable formaldehyde regulations<br />

from the California Air Resources Board. He has successfully defended a range of<br />

industry associations in product-related conspiracy litigation. In Sizemore v. Georgia-<br />

Pacific, his client won summary judgment in one of the most extensive and favorable<br />

opinions describing the bases of associational liability and appropriate defenses. In the<br />

area of corporate governance, he was retained by the United Way of the National Capitol<br />

Area to assist in the rejuvenation of that charity after much publicized leadership<br />

improprieties.<br />

Mr. Landry brings to his work a full understanding of how industry coalitions and trade<br />

associations work to solve common problems and an approach to disputes which focuses<br />

first and foremost on effective negotiation and favorable resolution. His range of legal<br />
