Municipal Manager
All men dream but not equally. Those who dream by
night in the dusty recesses of their minds wake in the
day to find that it was vanity; but the dreamers of the
day are dangerous men, for they may act their dream
with open eyes to make it possible -T.E. Lawrence
Together we can make it happen
Drakenstein Municipality opened a public participation process
recently, in the form of Road Shows, for the public to give inputs
and comments on the Drakenstein Municipality's Draft
Integrated Development Plan (IDP) 2010-2011 and Mid- Term
Budget Review 2010-2013.
This Road Shows, during April, was intended to promote the
involvement of the entire Drakenstein Municipality and its
citizens in finding solutions to achieve good long-term
developments and to give meaning to all municipal activities. All
those comments will be incorporated into the final IDP and
Budget. The success of this process depends on concerted
efforts of Municipal Officials, Councillors and the entire citizens
of Drakenstein.
On 31 March 2010 a public launch was held at the Thusong
Service Centre: Mbekweni as an official opening of the Road
Shows. This launch was attended by Municipal Officials,
Councillors, Members of the community as well as Sector
Departments. Amongst Sector Departments were
Representatives from South African Police Services,
Department of Home Affairs, Department of Labour, Department
of Social Development, Department of Correctional Services,
Department of Education and Department of Transport and
Public Works. The community of Drakenstein was invited as kea
stakeholder in the review process of the IDP and Budget and as
part of the working group of both planning and implementation.
Sector Departments were invited to strengthen democracy and
improve Inter-governmental Relations within the different
Spheres of Government, realising the fact that the aim of all
spheres of Government is to achieve and maintain a
developmental society. This platform is also opened for interaction
between the Municipality and sector departments around
the Municipal Area to ensure that when they do planning they
take into account the IDP of the Municipality.
The Executive Mayor, Councillor Charmaine Manuel, delivered
a keynote address, reflecting on the political perspective with
regards to public participation. The Draft IDP 2010- 2011 and
Mid-Term Budget Review was also presented as key concepts
and area of focus during the Road Shows.
Drakenstein Municipality's vision is “working together to create a
place of opportunity” and this launch was centered on this vision
with the idea that, together we can make it happen. One of the
strategic priorities of the Municipality is to ensure good
governance, by an assessment of activities continuously to
ensure that proper standards are maintained. Through those
assessments, new ideas and innovations are created to improve
the approach.
A turn around was made in ensuring that the relevant message is
carried out to different communities in a more friendly and
understandable manner. Community- Based Planning (CBP)
methodology was adopted as a simpler form of inter-action with
the public. CBP is a forerunner to the IDP. The CBP approach
ROADSHOW. Here at the Launch of the IDP and Budget
Review Roadshow are (from left) Zolelwa Zwedala (IDP
Officer), Ronetia Cupido (Strategic Planning Administrator),
Nomfundo Ndolela (Strategic Planning Manager), Rothlin
Francke (Development Facilitator) and Nopinky Spogter
(Ward Development Administrator).
was also presented during the Road Shows.
A specific legal process requires municipalities to monitor and
review the achievements of the implementation of the IDP,
assessing municipal performances against organisational
objectives as well as delivery of basic services. It has also been
stated by the Municipal Financial Management Bill of 2001 that
there must be a strong linkage between review of IDP and
Annual Municipal Budgeting process. The Municipal Systems
Act, 2000 further states that the communities must be afforded
an opportunity to review their needs and to make possible
changes to the priorities listed in the Municipality's IDP.
