and Management tops<br />

<strong>Drakenstein</strong> Municipality performed remarkably well this year at the Blue Drop Water<br />
System Certification by receiving four Blue Drop Certificates.<br />
A total number of 787 water systems across South Africa were assessed for the <strong>2010</strong><br />
Blue Drop Certification process of which only 38 water systems were awarded Blue<br />
Drop Certification.<br />
<strong>Drakenstein</strong> comprise of seven water systems for which following rating catagories<br />
were obtained.<br />

Gouda systems achieved ratings in<br />
excess of 95% reflecting managing<br />
drinking water quality with<br />
excellence (Blue Drop Status).<br />

<strong>Drakenstein</strong> Municipality performed<br />
remarkably well in the <strong>2010</strong> assessment<br />
in that:<br />
Every water supply system<br />
improved its score from the previous<br />
year.<br />
Even the lowest water supply rating<br />
is well within the rating of a “Good<br />
drinking water quality management<br />
The water supply systems performance<br />
ratings serve as assurance to<br />
<strong>Drakenstein</strong> community that their<br />
drinking water quality and water<br />
quality management proces-ses is of<br />
a very high standard and that it is<br />
safe to use tap water.<br />
This also confirms <strong>Drakenstein</strong><br />
Council's commitment towards<br />
continued system improvements to<br />
ensure high drinking water quality<br />
standards to the communities.<br />
These achievements were furthermore<br />
made possible due to special<br />
concerted efforts and commit-ments<br />
by the technical team from the Water<br />
Services Section and support units<br />
within the Directorate Infrastructure<br />
and Planning- Services.<br />
OPENING. <strong>Drakenstein</strong> Municipality Executive<br />
Deputy <strong>May</strong>or, Councillor M.W Nothnagel was<br />
given the honour to officially open Miqlat's Sport<br />
and Learning Centre in Paarl East and the<br />
gymnasium equipment was sponsored by Virgin<br />

Celebrate Water Week with<br />
song and poster competition<br />
<strong>Drakenstein</strong> Municipality’s Civil Engineering Services<br />
Department held their Annual Water Week Song and Poster<br />
Competition on 20 and 21 April in Paarl Town Hall as part of<br />
Water Week celebrations.<br />
Initially 22 schools entered the competition but unfortunately<br />
some schools withdrew from the competition. The competition<br />
was open to all Primary Schools in the <strong>Drakenstein</strong> area and the<br />
theme for this year was “Working together we can save more”.<br />
Learners had to create their own posters that had to address the<br />
above mentioned theme and one entry per school was<br />
accepted. Schools that entered the song competition had to<br />
write their own songs or lyrics which also had to address the<br />
theme for this year and they have performed over the two years.<br />
The competition was divided into two categories, namely Grade<br />
R -3 and Grade 6. In the poster competition for Grade R -3, Pauw<br />
Gedenk Primary was in the first place, Paarlzicht Primary<br />
second and Nederburg Primary third place.<br />
Hillcrest Primary was in first place, Charleston Hill second and<br />
<strong>Drakenstein</strong> Primary third in the poster competition for Grade 6.<br />
In the song competition for Grade R -3, Courtrai Primary was<br />
first, St. Albans and Paarlzicht Primary second and Charleston<br />
Hill Primary third.<br />
<strong>Drakenstein</strong> Primary was in the first place, Paarlzicht Primary<br />
second and Wagenm Primary in the third place in the song<br />
competition for Grade 6.<br />
WATER WEEK. <strong>Drakenstein</strong> Municipality’s Civil<br />
Engineering Services held their Annual Water Week Song<br />
and Poster Competition on 20 and 21 April, in the Paarl Town<br />

<strong>Drakenstein</strong> Municipality opened a public participation process<br />
recently, in the form of Road Shows, for the public to give inputs<br />
and comments on the <strong>Drakenstein</strong> Municipality's Draft<br />
Integrated Development Plan (IDP) <strong>2010</strong>-2011 and Mid- Term<br />
Budget Review <strong>2010</strong>-2013.<br />
This Road Shows, during April, was intended to promote the<br />
involvement of the entire <strong>Drakenstein</strong> Municipality and its<br />
citizens in finding solutions to achieve good long-term<br />
developments and to give meaning to all municipal activities. All<br />
those comments will be incorporated into the final IDP and<br />
Budget. The success of this process depends on concerted<br />
efforts of Municipal Officials, Councillors and the entire citizens<br />
of <strong>Drakenstein</strong>.<br />
On 31 March <strong>2010</strong> a public launch was held at the Thusong<br />
Service Centre: Mbekweni as an official opening of the Road<br />
Shows. This launch was attended by Municipal Officials,<br />
Councillors, Members of the community as well as Sector<br />
Departments. Amongst Sector Departments were<br />
Representatives from South African Police Services,<br />
Department of Home Affairs, Department of Labour, Department<br />
of Social Development, Department of Correctional Services,<br />
Department of Education and Department of Transport and<br />
Public Works. The community of <strong>Drakenstein</strong> was invited as kea<br />
stakeholder in the review process of the IDP and Budget and as<br />
part of the working group of both planning and implementation.<br />
Sector Departments were invited to strengthen democracy and<br />
improve Inter-governmental Relations within the different<br />
Spheres of Government, realising the fact that the aim of all<br />
spheres of Government is to achieve and maintain a<br />
developmental society. This platform is also opened for interaction<br />
between the Municipality and sector departments around<br />
the Municipal Area to ensure that when they do planning they<br />
take into account the IDP of the Municipality.<br />
The Executive <strong>May</strong>or, Councillor Charmaine Manuel, delivered<br />
a keynote address, reflecting on the political perspective with<br />
regards to public participation. The Draft IDP <strong>2010</strong>- 2011 and<br />
Mid-Term Budget Review was also presented as key concepts<br />
and area of focus during the Road Shows.<br />
<strong>Drakenstein</strong> Municipality's vision is “working together to create a<br />
place of opportunity” and this launch was centered on this vision<br />
with the idea that, together we can make it happen. One of the<br />
strategic priorities of the Municipality is to ensure good<br />
governance, by an assessment of activities continuously to<br />
ensure that proper standards are maintained. Through those<br />
assessments, new ideas and innovations are created to improve<br />
the approach.<br />
A turn around was made in ensuring that the relevant message is<br />
carried out to different communities in a more friendly and<br />
understandable manner. Community- Based Planning (CBP)<br />
methodology was adopted as a simpler form of inter-action with<br />
the public. CBP is a forerunner to the IDP. The CBP approach<br />

was also presented during the Road Shows.<br />
A specific legal process requires municipalities to monitor and<br />
review the achievements of the implementation of the IDP,<br />
assessing municipal performances against organisational<br />
objectives as well as delivery of basic services. It has also been<br />
stated by the Municipal Financial Management Bill of 2001 that<br />
there must be a strong linkage between review of IDP and<br />
Annual Municipal Budgeting process. The Municipal Systems<br />
Act, 2000 further states that the communities must be afforded<br />
an opportunity to review their needs and to make possible<br />
changes to the priorities listed in the Municipality's IDP.<br />

Library Week <strong>2010</strong><br />
Library Week was celebrated from 15 till 27 March and the<br />
theme for Library Week <strong>2010</strong> was “Read the Game score at<br />
your library and reading changes Lives”.<br />
Library Week displays has announced and promoted Library<br />
Week as well as the significance of Public Libraries and Library<br />
Week is the highlight of the Library Services.<br />
Libraries have focused on various programmes and activities<br />
to promote Library Week within the community. <strong>Drakenstein</strong><br />
Library and Information Services have planned programmes<br />
that were attended by more than 8000 people during Library<br />
Week.<br />
The following activities have formed part of the Library Week<br />
celebrations:<br />
Senior citizens of the community were invited for lunch in order<br />
to introduce the library to them. There were a tea morning with<br />
disabled people of the community and reading of short stories<br />
for adults such as “Dankie vir die brood” and “In die stilte van<br />
die storm” deur Max Lucado.<br />
LIBRARY WEEK. <strong>Drakenstein</strong> Municipality held their Library<br />
Week from 15 till 27 March. Here are (from rear left) Lorensia<br />
Thomas (Town Librarian) and (from rear right) Natalie Lewis<br />
(Assistant Librarian: Systems) with the winners of the<br />
different library displays.<br />
Book education sessions with children were held and there were<br />
also story telling sessions for children of different age groups.<br />
There were also different entertainment activities for children like<br />
chess, drafts, puzzles, colouring, face painting sessions, Puppet<br />
shows for kids, different competitions and the children were<br />
provided with goody bags, doughnuts and cones.<br />
A journey through the collection of traveling books, Ethiopia and<br />
other Africa countries were presented by Mike Copeland and<br />
there were DVD shows like “The ten commandments” and “The<br />
Red Riding Hood”. The battle of the Readers was also launched<br />
and a clown has made an appearance.<br />
Here are young library patrons at <strong>Drakenstein</strong> Library, busy<br />
painting their own soccer t-shirts during Library Week.<br />
Informative sessions about the history of Wellington were<br />
presented by Winnie Rust and there were also a Aids play “Lets<br />
talk Status” at Rondeheuwel Primary. There was a definite<br />
increase in membership as well as the circulation of Library<br />
material.<br />
The fine free period gave the patrons a chance to return long<br />
outstanding material and a record amount of R41747.10 for long<br />
overdue material was returned. Libraries and Librarians form the<br />
heart of the <strong>Drakenstein</strong> community and therefore they keep on<br />
delivering an effective service that contributes to the<br />
enhancement of people's lives.<br />

Wellness Day<br />
<strong>Drakenstein</strong> Municipality had a Wellness Day on 7 <strong>May</strong> <strong>2010</strong>, at the<br />
Faure Stadium in Paarl. As part of the programme officials<br />
participated in a fun run/walk of 5 km and 10 km and a 25 km<br />
mountain bike ride. The motivational speaker, Hein Wagner,<br />
aspired everyone with his positive attitude towards life dispite of his<br />
blindness. Employees were also given an opportunity to interact<br />
with Medical Aid Schemes and other financial institutions.<br />

RETIREMENT. For the past 35 years Herman Neethling was in service of<br />
<strong>Drakenstein</strong> Municipality in the Fire and Rescue Department. He was appointed<br />
on 1 March 1975 as a Fireman and demonstrated great commitment towards his<br />
profession and fellow Fireman. At the time of his retirement he held the position<br />
of Station Commander and for the last years in his career he assisted in the Fire<br />
Safety Section. We would like to wish Mr. Neethling a prosperous and well earned<br />
