- Objectives:<br />

- to tra<strong>in</strong> Haitian government officials <strong>and</strong> members of the private sector on key issues of the<br />

multilateral <strong>and</strong> regional trade agenda;<br />

- to better prepare the public <strong>and</strong> private sectors to the challenges related to the negotiations of<br />

trade agreements as well as the accompany<strong>in</strong>g measures that will help Haiti benefit from the<br />

implementation of these agreements.<br />

World <strong>Trade</strong> Organization (WTO), the regional agreements <strong>in</strong> the Americas, CARICOM S<strong>in</strong>gle Market <strong>and</strong><br />

Economy (CSME), the Caribbean Bas<strong>in</strong> Initiative (CBI), the HOPE legislation (I <strong>and</strong> II), the Economic<br />

Partnership Agreement between CARIFORUM <strong>and</strong> the European Community, market access for goods,<br />

agriculture, SPS, rules of orig<strong>in</strong>, services, <strong>in</strong>vestment, IPR, <strong>and</strong> dispute settlement.

Support to Vulnerable Groups <strong>and</strong> SMEs <strong>in</strong> Maximiz<strong>in</strong>g<br />

their Benefits from International <strong>Trade</strong><br />

• This program seeks to address the exclusion of marg<strong>in</strong>alized groups (<strong>in</strong> particular women,<br />

young people <strong>and</strong> <strong>in</strong>digenous groups) <strong>and</strong> SMEs, from the benefits of <strong>in</strong>ternational trade,<br />

thereby protect<strong>in</strong>g them from potential challenges to their livelihood <strong>and</strong> contribut<strong>in</strong>g to<br />

reduce poverty <strong>and</strong> <strong>in</strong>equity, through capacity build<strong>in</strong>g of human resources <strong>and</strong><br />

strengthen<strong>in</strong>g of <strong>in</strong>stitutions.<br />

• The program will achieve this goal by:<br />

– (i) strengthen<strong>in</strong>g <strong>in</strong>stitutions at the national <strong>and</strong> local level to <strong>in</strong>crease their ability to serve<br />

marg<strong>in</strong>alized groups <strong>and</strong> SMEs <strong>in</strong> maximiz<strong>in</strong>g their benefits from trade <strong>and</strong> regional <strong>in</strong>tegration<br />

agreements;<br />

– (ii) provid<strong>in</strong>g marg<strong>in</strong>alized groups (<strong>in</strong> particular women, young people <strong>and</strong> <strong>in</strong>digenous groups) <strong>and</strong><br />

SMEs, with the necessary tools to actively participate <strong>in</strong> trade <strong>and</strong> regional <strong>in</strong>tegration policy<br />

decision mak<strong>in</strong>g; <strong>and</strong><br />

– (iii) provid<strong>in</strong>g capacity build<strong>in</strong>g tools for l<strong>in</strong>k<strong>in</strong>g marg<strong>in</strong>alized groups with established bus<strong>in</strong>esses<br />

<strong>and</strong> exporters through supply cha<strong>in</strong>s <strong>and</strong> association mechanisms.<br />

• Objective: To provide easy access to trade-related <strong>in</strong>formation on Haiti<br />

• The <strong>Trade</strong> Information Database for Haiti <strong>in</strong>cludes current <strong>in</strong>formation on Haiti's trade policy <strong>and</strong> trade<br />

negotiations <strong>in</strong>clud<strong>in</strong>g those at the WTO, the regional level <strong>and</strong> the CARICOM S<strong>in</strong>gle Market <strong>and</strong> Economy<br />

(CSME). It also conta<strong>in</strong>s resources for further research such as articles, impact studies, <strong>and</strong> data.<br />

• Available <strong>in</strong> French <strong>and</strong> English<br />

• The <strong>Trade</strong> Reference Center for HAITI is part of the Caribbean <strong>Trade</strong> Reference Centre (CTRC), which was<br />

developed by the OAS Foreign <strong>Trade</strong> Information System (SICE), with fund<strong>in</strong>g from the Canadian<br />

International Development Agency (CIDA) to facilitate access to relevant trade-related <strong>in</strong>formation to<br />

users <strong>in</strong> the Caribbean <strong>and</strong> to <strong>in</strong>crease dissem<strong>in</strong>ation of <strong>in</strong>formation on Caribbean trade. The CTRC is<br />

comprised of 14 country-specific <strong>Trade</strong> Information Databases (TID), which centralize official trade policy<br />

documents, articles <strong>and</strong> studies, data <strong>and</strong> other <strong>in</strong>formation related to trade policy <strong>in</strong> each country as well<br />

as documents on trade policy issues confront<strong>in</strong>g the Caribbean.

• Objective: To improve the human resources capacity of hospitality<br />

providers through tra<strong>in</strong><strong>in</strong>g, technology <strong>and</strong> tools, ensur<strong>in</strong>g<br />

reliability, high quality <strong>and</strong> more competitive pric<strong>in</strong>g of products<br />

• Tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions <strong>and</strong> provid<strong>in</strong>g them with programs enabl<strong>in</strong>g<br />

future certification of new hospitality sector employees<br />

<strong>Institutional</strong> Strengthen<strong>in</strong>g <strong>in</strong> the <strong>Tourism</strong> Sector<br />

Project Village Labadie: Community- Based <strong>Tourism</strong> Development<br />

• Objective: The village of Labadie occupies a strategic sector of the North Region of<br />

the country, region which <strong>in</strong>cludes attractions that could potentially transform it <strong>in</strong>to<br />

the No. 1 touristic dest<strong>in</strong>ation of Haiti. Adjacent to the village is a Royal Caribbean<br />

cruise ship complex with receives hundreds of tourists each week. As of Dec. 1,<br />

2009, the world’s biggest cruise ship will arrive <strong>in</strong> Labadie<br />

• Currently however the tourists do not leave the complex <strong>and</strong> the Labadie villagers<br />

derive a very limited f<strong>in</strong>ancial benefit from this arrangement. The project thus aims<br />

at develop<strong>in</strong>g community tourism <strong>in</strong> Labadie <strong>and</strong> focuses on sensitiz<strong>in</strong>g the<br />

population to the benefits of tourism, establish<strong>in</strong>g a system of trash collection <strong>and</strong><br />

management, establish<strong>in</strong>g <strong>and</strong> implement<strong>in</strong>g a strategy to “beautify” the village as<br />

well as the creation of touristic products<br />

• The project is executed with the M<strong>in</strong>istry of <strong>Tourism</strong> <strong>and</strong> fund<strong>in</strong>g from OAS<br />

Haiti Public Attitudes <strong>and</strong> Awareness Project (HTAAP)<br />

• Objective: to sensitize the Haitian population to the potential for the development<br />

of the tourism sector as a means of economic <strong>and</strong> social improvement<br />

• The ma<strong>in</strong> theme/message of the HTAAP – “VOYE PEYI’w MONTE, KORE<br />

TOURIS’ [Develop your country – big-up tourism!!! ]<br />

• Tra<strong>in</strong><strong>in</strong>g of “animateurs communautaires” <strong>and</strong> journalists (development of media<br />

h<strong>and</strong>book)<br />

• Development of a website<br />

• Media campaign to promote pride <strong>in</strong> rich <strong>and</strong> unique Haitian heritage <strong>and</strong> culture<br />
