Sheri Damon has over 15 years experience in public law and<br />
land use litigation, having represented both private and<br />
public entities as an attorney for Lombardo and Gilles, as<br />
Deputy County Counsel for the County of Monterey,<br />
Assistant Authority Counsel for the Fort Ord Reuse<br />
Authority, and most recently, as a sole proprietor—<br />
establishing her own law office focusing on land use,<br />
litigation, and contracts work.<br />

Sheri is especially experienced in water adjudications , public<br />
utility, and special district litigation. While at Lombardo and<br />
Gilles, she reviewed and processed all types of state and<br />
federal environmental and land use planning documents,<br />
advised on inclusionary housing ordinances, development<br />
entitlements, well permits and coastal commission<br />
development permit applications. She has a particular<br />
familiarity with the Permit Streamlining Act, State Planning<br />
laws, redevelopment, California Environmental Quality Act<br />
(CEQA), air quality regulations, Coastal regulations, state<br />
and federal endangered species acts, water law, and federal<br />
voting rights and election law analysis. Sheri appeared in<br />
state and federal court and before many administrative and<br />
regulatory agencies, including the California Public Utility<br />
Commission.<br />
While at the Fort Ord Reuse Authority, Sheri advised a<br />
multi-jurisdictional body, comprised of elected and<br />
appointed officials, as to all legal aspects of agency<br />
transactions. Her areas of expertise include the Brown Act<br />
and Public Records Act, draft resolutions, policy documents,<br />
findings and ordinances, review contracts, advise on land use<br />
issues, draft contracts, leases, licenses, rights-of-way, utility<br />
contracts, agreements with the Federal government,<br />
interpret new redevelopment law, public financing statutes,<br />
CEQA, and Authority Act.
