Torch Sathienmars advises the firm’s clients in public<br />

contracts and construction law as well as municipal and<br />

special district law. His clients include the cities of San<br />

Leandro, Union City and Pinole. He drafts a wide range of<br />

contracts and ordinances, pleadings and motions related to<br />

civil litigation, as well as documents related to settlements<br />

and informal dispute resolution. In addition, he advises<br />

clients on issues such as the California Public Records Act,<br />

the Ralph M. Brown Act, taxation, public finance,<br />

constitutional law, housing policy, code enforcement and the<br />

legislative process. Torch first joined <strong>Meyers</strong> <strong>Nave</strong> as a<br />

Summer Associate.<br />

During law school, Torch served as a judicial extern at the<br />

appellate level for former California Supreme Court Chief<br />

Justice Ronald M. George and at the trial level for California<br />

Superior Court Judge Richard A. Kramer in San Francisco.<br />

The American Bar Association selected Torch out of a<br />

competitive pool of applicants for a fellowship with the<br />

California Environmental Protection Agency (Cal/EPA).<br />

During this fellowship, he met with community and industry<br />

stakeholders, developing a comprehensive understanding of<br />

the California Environmental Quality Act (CEQA) along<br />

with air quality, water and climate change laws, including the<br />

California Global Warming Solutions Act (AB 32).<br />

Prior to law school, Torch participated in the nationallyrecognized<br />

Capital Fellows Program, in which he served as<br />

the Jesse M. Unruh Assembly Fellow for California State<br />

Assembly Speaker Karen R. Bass. As a fellow, Torch advised<br />

the Speaker and helped draft several bills that were signed<br />

into law by the governor. Before the fellowship, Torch<br />

served as a legislative and intergovernmental relations intern<br />

for Los Angeles Mayor Antonio R. Villaraigosa.<br />
