Foreword by the <strong>District</strong> Commander<br />

I am pleased to endorse the four Area plans which combined outline the<br />

aims and objectives for D <strong>District</strong> in the coming year. I have reviewed<br />

them and they represent challenging targets for the <strong>District</strong>. The <strong>District</strong><br />

continues to perform well and our efforts have had a significant impact on<br />

crime levels in the previous year which we hope to sustain in 09/10.<br />

The safety and security <strong>of</strong> our entire community remains paramount. Our<br />

<strong>of</strong>ficers strive daily to reduce crime and the fear <strong>of</strong> crime and we will<br />

continue in our efforts to perform more effectively to deliver a pr<strong>of</strong>essional<br />

and efficient policing service for the people <strong>of</strong> D <strong>District</strong>.<br />

The local policing plans reflect the issues that you wish the PSNI to<br />

concentrate on and are the result <strong>of</strong> consultations between the PSNI and<br />

your representatives in the local <strong>District</strong> <strong>Policing</strong> Partnerships. The targets<br />

set are challenging but, with support from the local community, achievable.<br />

We will continue to build on our community partnerships in order to make<br />

D <strong>District</strong> a safer place for all.<br />

Foreword by Antrim DPP Chairman<br />

The Members <strong>of</strong> Antrim <strong>District</strong> <strong>Policing</strong> Partnership have discussed and<br />

agreed the targets in this Local <strong>Policing</strong> <strong>Plan</strong> with the PSNI to ensure as far<br />

as possible that they reflect the priorities that the community in the Antrim<br />

Borough have identified to them.<br />

The DPP Members will monitor regularly how the local police perform<br />

against these targets over the <strong>2009</strong> - <strong>2010</strong> financial year. I would<br />

encourage the community to attend DPP Public Meetings to actively<br />

participate in monitoring their local policing service. By working together<br />

with the community to report crime, and also with the PSNI, the DPP can<br />

make the Antrim Borough a better place in which to live, work and invest.<br />

Foreword by Antrim Area Commander<br />

The Local <strong>Policing</strong> <strong>Plan</strong> sets out the targets for police in Antrim Borough<br />

for the period from 1st April <strong>2009</strong> – 31st March <strong>2010</strong>.<br />

This <strong>Plan</strong> is the result <strong>of</strong> consultation between the <strong>District</strong> <strong>Policing</strong><br />

Partnership and <strong>Police</strong>. It is the responsibility <strong>of</strong> both to ensure that the<br />

targets are meaningful and representative <strong>of</strong> the concerns <strong>of</strong> the Borough’s<br />

citizens.<br />

In the past year local <strong>Police</strong> have worked consistently hard to respond to a<br />

range <strong>of</strong> challenges on the basis <strong>of</strong> priority and community concern.<br />

The <strong>District</strong> <strong>Policing</strong> Partnership has monitored our performance in a<br />

helpful and robust way and I am grateful to them for this. I am equally<br />

grateful to those residents who choose to engage actively with police and<br />

assist us to deliver a better society locally.<br />

Every quarter the <strong>District</strong> <strong>Policing</strong> Partnership meets publicly. These<br />

meetings are an opportunity for local people to ask questions <strong>of</strong> their Area<br />

Commander and to be part <strong>of</strong> the process <strong>of</strong> monitoring police<br />

performance. I would encourage you to take up this opportunity to help<br />

continue deliver effective local policing.<br />

<strong>Policing</strong> should not be done in isolation from communities. Equally it will<br />

only be truly effective when it is informed and supported by local people.<br />

I am pleased to comment in the foreword <strong>of</strong> this publication <strong>of</strong> the Local <strong>Policing</strong><br />

<strong>Plan</strong> for <strong>2009</strong> – <strong>2010</strong>.<br />

The past year has remained a challenging one for <strong>Policing</strong> in the Borough on a<br />

number <strong>of</strong> fronts. Even though this summer saw an improvement in the serious<br />

public disorder observed in the previous period during which the lives <strong>of</strong> both the<br />

police and civilians were threatened, thankfully these instances appear to have<br />

diminished and I would call on all members <strong>of</strong> the community with influence to<br />

make sure that Carrickfergus is recognised for its many assets and help to build<br />

a safe community for us all.<br />

We welcomed Chief Inspector Natalie Wilson to Carrickfergus and look forward<br />

to a mutually beneficial working relationship with her and the rest <strong>of</strong> her team.<br />

This has also been a year where budgets are becoming increasingly tightened<br />

and Carrickfergus DPP working in partnership with the PSNI will continue to<br />

work hard to ensure that our local service is properly resourced.<br />

The <strong>District</strong> <strong>Policing</strong> Partnership engaged with a number <strong>of</strong> groups from across<br />

the community/voluntary/business and church sectors and we are always happy<br />

to perform our role as a conduit between the community and local policing.<br />

We will continue to welcome feedback and initiatives from the public that will<br />

make Carrickfergus a safer place to live, work and play.<br />

This document sets out our <strong>Policing</strong> <strong>Plan</strong> for the coming financial year. It is<br />

effectively our commitment as to what we will be doing to make Carrickfergus<br />

Area a safer place.<br />

The <strong>District</strong> <strong>Policing</strong> Partnership and myself have engaged extensively with each<br />

other and with the community to help us identify the key issues <strong>of</strong> concern on<br />

which we will concentrate our resources.<br />

We remain dedicated to tackling anti social behaviour, burglary, violent crime<br />

and drugs.<br />

The aim <strong>of</strong> my team is to provide a high quality <strong>of</strong> service to all and work in<br />

partnership with local communities to tackle and reduce levels <strong>of</strong> crime. Our<br />

ultimate goal is to make Carrickfergus Borough a safer place for all who live,<br />

As Chairman <strong>of</strong> Lisburn DPP I am pleased to comment in the foreword <strong>of</strong><br />

the Local <strong>Policing</strong> <strong>Plan</strong> for <strong>2009</strong>-<strong>2010</strong>. The <strong>Plan</strong> has been developed in<br />

partnership with the police and I thank them for taking cognisance <strong>of</strong> the<br />

views <strong>of</strong> this Partnership when developing the priorities for policing in<br />

Lisburn.<br />

Throughout the past year Lisburn DPP consulted with the community to<br />

identify local issues relating to local policing. This <strong>Plan</strong> reflects those<br />

priorities identified by the community in the Lisburn Area Command.<br />

The focus remains on reducing crime, tackling anti-social behaviour and<br />

improving the clearance <strong>of</strong> crime.<br />

The DPP Members will monitor regularly police performance against these<br />

targets as well as the targets in the <strong>Northern</strong> <strong>Ireland</strong> <strong>Policing</strong> <strong>Plan</strong> over the<br />

<strong>2009</strong>-<strong>2010</strong> financial year. I would encourage the community to attend<br />

DPP Public Meetings to participate in this monitoring process.<br />

Lisburn <strong>Police</strong> are part <strong>of</strong> one <strong>of</strong> the most accountable police services in<br />

the world, and one <strong>of</strong> the most important elements <strong>of</strong> our accountability<br />

mechanisms is developing this plan in consultation with the local<br />

community. I am very grateful for the work <strong>of</strong> Lisburn <strong>District</strong> <strong>Policing</strong><br />

Partnership who have helped us shape demanding and relevant targets for<br />

the coming year.<br />

I am privileged to bear witness to the commitment, dedication and<br />

Foreword by Newtownabbey DPP Chairman<br />

The objectives and targets contained in this Local <strong>Policing</strong> <strong>Plan</strong> reflect the<br />

priorities identified by Newtownabbey <strong>District</strong> <strong>Policing</strong> Partnership through<br />

speaking with a broad section <strong>of</strong> people in the Borough. The DPP will be<br />

monitoring the performance <strong>of</strong> the local police in meeting the targets set.<br />

We will also be doing our outmost, with the support <strong>of</strong> the community, to<br />

help reduce the number <strong>of</strong> crimes in Newtownabbey through encouraging<br />

practical steps that can be taken to promote personal safety and<br />

safeguarding property.<br />

It is important for the DPP that it continues to listen to the needs, fears and<br />

expectation <strong>of</strong> the community and to relay these to the district commander<br />

It is vitally important for the police service to work in partnership with the<br />

community to develop a strong relationship that will inspire confidence and<br />

Foreword by Newtownabbey Area Commander<br />

I am pleased to present the Newtownabbey Area <strong>Policing</strong> <strong>Plan</strong>, which sets<br />

out the main policing objectives for Newtownabbey for the period 1st April<br />

<strong>2009</strong> to 31st March <strong>2010</strong>.<br />

The <strong>Plan</strong> was developed following extensive consultation with<br />

Newtownabbey <strong>District</strong> <strong>Policing</strong> Partnership and takes cognisance <strong>of</strong> the<br />

findings <strong>of</strong> local surveys to ensure that the views <strong>of</strong> the Newtownabbey<br />

public are reflected in the targets that have been set.<br />

This plan continues to focus on crimes that impact on quality <strong>of</strong> life,<br />

improving service delivery and enhancing visibility on the streets thereby<br />

providing reassurance by proactive, community based policing.<br />

I look forward to continuing to work with statutory and voluntary Community<br />

Groups, public representatives and Newtownabbey <strong>District</strong> <strong>Policing</strong><br />

Partnership to ensure that Newtownabbey is a safer place for everyone to<br />

work, visit and live in.<br />
