BANBRIDGE DISTRICTNEIGHBOURHOODWATCHnewsletterMARCH 2012<strong>Neighbourhood</strong> <strong>Watch</strong> (NW) isa UK-wide initiative whichhelps local communities to helpthemselves in making where they live asafer place.In <strong>Northern</strong> <strong>Ireland</strong>, NW has beensupported and promoted since 2004 bythe <strong>Police</strong> <strong>Service</strong> <strong>of</strong> <strong>Northern</strong> <strong>Ireland</strong>(PSNI), the <strong>Northern</strong> <strong>Ireland</strong> PolicingBoard and the Department <strong>of</strong> JusticeCommunity Safety Unit.At a local level, this support continuesthrough the local PSNI <strong>Neighbourhood</strong>Teams, the District Policing Partnership,and the Community Safety Partnershipwith administrative support from thePSNI E District Community SafetySergeant. This local arrangement willcontinue when DPPs and CSPs arereplaced in each Council area by asingle Policing and Community SafetyPartnership (PCSP) from 1st April 2012.In the Banbridge District, NWcontinues to be a success story witharound three thousand houses coveredby over 37 accredited schemes. The initiative is ledby the PSNI supported byBanbridge District Counciland the Ulster Farmers UnionBanbridge Office, and it’savailable at no cost to anyonewho lives in the BanbridgeDistrict.An ID mark consisting <strong>of</strong> aseries <strong>of</strong> letters and numberswhich refer to the area withinthe Banbridge District wherethe owner <strong>of</strong> the trailer liveswill be painted on an easilyvisible area <strong>of</strong> the trailer. Thedetails <strong>of</strong> the owner <strong>of</strong> thetrailer and the ID mark puton the trailer will be recordedand held on a database. Thisdatabase can be checked if atrailer is seen on the road anda time or in a location thatseems unusual.The scheme will act as adeterrent to thieves, and willallow police to quickly checkif a trailer is being used byTA5 - 4’ HEADROOMThe TA5 4’ headroom models are slightly widerthan the P6 and P8 at 5’, and feature wider sidevents with flaps giving increased ventilation. Withthe low headroom and increased floor area, thewind resistance is minimised when towing, abonus when trave ling long distances. The twinaxles provide a maximum gross weight <strong>of</strong> 2700kg.These trailers have the Ifor Wi liams axle beamand leaf sprung suspension, galvanised steelchassis, aluminium side panels and heatreflecting ro<strong>of</strong>. The projectapplication was in responseto numerous complaintsreceived from the areawhich was seen by someto have been spiralling out<strong>of</strong> control and hadsadly resulted in a number<strong>of</strong> serious accidents.Tollymore OutdoorChallengeBanbridge & Gilford<strong>Neighbourhood</strong> PolicingTeams are coming togetherto work on a new initiative,the ‘Tollymore OutdoorChallenge’. Funding wasawarded by The Awards forAll Fund and this initiativewill take 15 Year Elevenstudents from BanbridgeHigh School, St PatricksCollege, New-BridgeIntegrated College andBanbridge Academy andbring them to TollymoreOutdoor Pursuit Centre.Here the students will learnabout Cross Cultural issues,Team Building, LeadershipIt was one <strong>of</strong> only 24successful community andvoluntary sector road safetyproject applications from95 submissions to this DoEfunding stream <strong>of</strong> £140K.It enabled local RathfrilandNPT <strong>of</strong>ficers along withvolunteers from RathfrilandRegeneration Group andother partners to meet on aweekly basis over 2 monthswith the young driversto build relationshipsand facilitate a range <strong>of</strong>workshops with the aim <strong>of</strong>changing driving habits.and CommunicationSkills. ConstableColin Lindsay, a lifetime folkmusician, joined with Voice<strong>of</strong> the Bann folk group andsinging circle at the FreshOil Ministries to record aCD <strong>of</strong> local Ulster-Scots andIrish folk music from theDromore and Banbridgeareas in their own newlyconstructedrecordingstudio.Enable 2 ActThree <strong>of</strong>ficers from theBanbridge <strong>Neighbourhood</strong>Policing Team have becomeinvolved in supportingone <strong>of</strong> the District’s newestinitiatives – an inclusivedrama group called Enable2 Act. The group enablesyoung people and adults <strong>of</strong>all ages and with a range<strong>of</strong> abilities and disabilitiesto work together onA grant from the Policingwith the Community fundwas secured to providepr<strong>of</strong>essional stage lightingand sound equipment forother young musicians toshow <strong>of</strong>f their talents inwhat it is hoped will be aregular drop-in performancevenue, with a recordingdeal already <strong>of</strong>fered to onelocal rock band. A singlecalled ‘Ignite Your World’featuring young singersfrom the local area has alsobeen released.projects including a hugelysuccessful production <strong>of</strong>“Cinderella” in Novemberlast year. The on-goinginvolvement in E2A <strong>of</strong> GillHoyle, Warren Todd andChris Mulholland fromBanbridge NPT is helpingto build relationships andfacilitate engagementbetween local police andpeople with disabilities.Young PassengersAnd Drivers (YPAD)awareness-raising eventsFor many young people,being able to apply for theirdriving licence and passingtheir driving test is a majorachievement and one whichwill transform their lives.It’ll give them access toemployment, a new sociallife and so much more. Butsadly, for too many newlyqualified young drivers, thisnew-found freedom can haveserious or fatal consequences.Trying to get the key messageabout safer driving practicesacross to young driversand their passengers hasalways been a challenge. Butby working in partnershipwith Banbridge DPP anda range <strong>of</strong> public, privateand voluntary sectororganisations <strong>Neighbourhood</strong><strong>Police</strong> across the BanbridgeDistrict have been able toengage with local students inYears 12, 13 and 14 who arethe young passengers anddrivers through a workshopbasedevent that effectivelypromotes the safer drivingmessage.The YPAD events consist <strong>of</strong> 3workshops:• ‘X The Text’ – a campaignsupported by AllstateNI,PSNI Road Policing andDoE to highlight thedangers <strong>of</strong> texting whilstdriving• ‘Beer goggles’ – studentswear different types<strong>of</strong> goggles that mimicthe sensation <strong>of</strong> a smallamount <strong>of</strong> alcohol ordrugs in the system, thentry to walk the line anddrive radio-controlled carsaround simple obstacles• Alcohol & drug-awareness– knowing what’s out thereand the effects on yourperecpetions, safety andwellbeingParticipants are then broughttogether to watch “MessageReceived” which is a speciallycreated 10 minute filmscripted and starring localyoung people. It shows howsimple distractions whilstdriving can have tragicconsequences.Between September 2011and March 2012, over 1,000students in the District’sseven post-primary schoolsparticipated in 35 YPADevents which involvedlocal PSNI <strong>Neighbourhood</strong>Officers as well as PSNI RoadPolicing. The YPAD film wasshortlisted for the 2011-12Local Government Awards inthe ‘Partnership’ category.Community and voluntarygroups, organisations andschools are welcome toborrow the beer gogglesand radio-controlled carsfor events to help get themessage across about beingsafe both as a passenger andas a driver.


08Banbridge DistrictNEIGHBOURHOODWATCH NIAs from 1st April 2012, BanbridgeDistrict Policing Partnership (DPP) andBanbridge District Community SafetyPartnership (CSP) will be replaced by asingle partnership known as a Policingand Community Safety Partnershipor PCSP. This will be the same across<strong>Northern</strong> <strong>Ireland</strong> with each Council areahaving one PCSP in place <strong>of</strong> the previoustwo partnerships.The new PCSPs will unite the functions<strong>of</strong> the DPP and the CSP but more thanthis, the new single partnership willprovide a co-ordinated, multi-agency andmulti-community approach to makingyour District a safer place to live, workand socialise.The membership <strong>of</strong> a PCSP must reflectthe makeup <strong>of</strong> the Council district that itserves. PCSP Members are drawn from:• Local elected councillors – know asPolitical Members (ten)• Members <strong>of</strong> the public who arepublic appointments – known asIndependent Members (nine)• Statutory agencies such as thePSNI, the NI Housing Executive,etc.– known as Centrally DesignatedPartners. These members arelegislated by the Assembly and theirrepresentatives must be members <strong>of</strong>every PCSP.• Representatives from the localcommunity & voluntary sector, localagencies, organisations, etc. – knownas Locally Designated Partners, thesemembers are agreed upon locally andinvited to be part <strong>of</strong> the PCSP. **The legislation states that there must bea minimum <strong>of</strong> four designated (centrallyor locally) partners on a PCSP but thereis no maximum number <strong>of</strong> designatedpartners.Within the Banbridge District,<strong>Neighbourhood</strong> <strong>Watch</strong> is an on-goingsuccess story that empowers local peopleto make a difference to being safe andfeeling safe where they live.Whilst the distinctive NW signsundoubtedly act as a deterrent, becominginvolved in setting up and supporting aNW scheme where you live can help tocontribute to the sense <strong>of</strong> community andwellbeing for you, your family, friendsand neighbours.design & print: mooney media ltd. banbridge - 028 4066 0390
