Foreword by the District Commander 

I am pleased to endorse the four Area plans which combined outline the 

aims and objectives for D District in the coming year. I have reviewed 

them and they represent challenging targets for the District. The District 

continues to perform well and our efforts have had a significant impact on 

crime levels in the previous year which we hope to sustain in 09/10. 

The safety and security of our entire community remains paramount. Our 

officers strive daily to reduce crime and the fear of crime and we will 

continue in our efforts to perform more effectively to deliver a professional 

and efficient policing service for the people of D District. 

The local policing plans reflect the issues that you wish the PSNI to 

concentrate on and are the result of consultations between the PSNI and 

your representatives in the local District Policing Partnerships. The targets 

set are challenging but, with support from the local community, achievable. 

We will continue to build on our community partnerships in order to make 

D District a safer place for all.

Foreword by Antrim DPP Chairman 

The Members of Antrim District Policing Partnership have discussed and 

agreed the targets in this Local Policing Plan with the PSNI to ensure as far 

as possible that they reflect the priorities that the community in the Antrim 

Borough have identified to them. 

The DPP Members will monitor regularly how the local police perform 

against these targets over the 2009 - 2010 financial year. I would 

encourage the community to attend DPP Public Meetings to actively 

participate in monitoring their local policing service. By working together 

with the community to report crime, and also with the PSNI, the DPP can 

make the Antrim Borough a better place in which to live, work and invest.

Foreword by Antrim Area Commander 

The Local Policing Plan sets out the targets for police in Antrim Borough 

for the period from 1st April 2009 – 31st March 2010. 

This Plan is the result of consultation between the District Policing 

Partnership and Police. It is the responsibility of both to ensure that the 

targets are meaningful and representative of the concerns of the Borough’s 

citizens. 

In the past year local Police have worked consistently hard to respond to a 

range of challenges on the basis of priority and community concern. 

The District Policing Partnership has monitored our performance in a 

helpful and robust way and I am grateful to them for this. I am equally 

grateful to those residents who choose to engage actively with police and 

assist us to deliver a better society locally. 

Every quarter the District Policing Partnership meets publicly. These 

meetings are an opportunity for local people to ask questions of their Area 

Commander and to be part of the process of monitoring police 

performance. I would encourage you to take up this opportunity to help 

continue deliver effective local policing. 

Policing should not be done in isolation from communities. Equally it will 

only be truly effective when it is informed and supported by local people.

Foreword by Carrickfergus DPP Chairman 

I am pleased to comment in the foreword of this publication of the Local Policing 

Plan for 2009 – 2010. 

The past year has remained a challenging one for Policing in the Borough on a 

number of fronts. Even though this summer saw an improvement in the serious 

public disorder observed in the previous period during which the lives of both the 

police and civilians were threatened, thankfully these instances appear to have 

diminished and I would call on all members of the community with influence to 

make sure that Carrickfergus is recognised for its many assets and help to build 

a safe community for us all. 

We welcomed Chief Inspector Natalie Wilson to Carrickfergus and look forward 

to a mutually beneficial working relationship with her and the rest of her team. 

This has also been a year where budgets are becoming increasingly tightened 

and Carrickfergus DPP working in partnership with the PSNI will continue to 

work hard to ensure that our local service is properly resourced. 

The District Policing Partnership engaged with a number of groups from across 

the community/voluntary/business and church sectors and we are always happy 

to perform our role as a conduit between the community and local policing. 

We will continue to welcome feedback and initiatives from the public that will 

make Carrickfergus a safer place to live, work and play. 

Working in Partnership we can achieve our goals.

This document sets out our Policing Plan for the coming financial year. It is 

effectively our commitment as to what we will be doing to make Carrickfergus 

Area a safer place. 

The District Policing Partnership and myself have engaged extensively with each 

other and with the community to help us identify the key issues of concern on 

which we will concentrate our resources. 

We remain dedicated to tackling anti social behaviour, burglary, violent crime 

and drugs. 

The aim of my team is to provide a high quality of service to all and work in 

partnership with local communities to tackle and reduce levels of crime. Our 

ultimate goal is to make Carrickfergus Borough a safer place for all who live,

As Chairman of Lisburn DPP I am pleased to comment in the foreword of 

the Local Policing Plan for 2009-2010. The Plan has been developed in 

partnership with the police and I thank them for taking cognisance of the 

views of this Partnership when developing the priorities for policing in 

Lisburn. 

Throughout the past year Lisburn DPP consulted with the community to 

identify local issues relating to local policing. This Plan reflects those 

priorities identified by the community in the Lisburn Area Command. 

The focus remains on reducing crime, tackling anti-social behaviour and 

improving the clearance of crime. 

The DPP Members will monitor regularly police performance against these 

targets as well as the targets in the Northern Ireland Policing Plan over the 

2009-2010 financial year. I would encourage the community to attend 

DPP Public Meetings to participate in this monitoring process.

the world, and one of the most important elements of our accountability

Partnership who have helped us shape demanding and relevant targets for 

the coming year. 

I am privileged to bear witness to the commitment, dedication and 

professionalism of the men and women who deliver the policing service to

Foreword by Newtownabbey DPP Chairman 

The objectives and targets contained in this Local Policing Plan reflect the 

priorities identified by Newtownabbey District Policing Partnership through 

speaking with a broad section of people in the Borough. The DPP will be 

monitoring the performance of the local police in meeting the targets set. 

We will also be doing our outmost, with the support of the community, to 

help reduce the number of crimes in Newtownabbey through encouraging 

practical steps that can be taken to promote personal safety and 

safeguarding property. 

It is important for the DPP that it continues to listen to the needs, fears and 

expectation of the community and to relay these to the district commander 

so that issues of concern are raised at the earliest opportunity and 

appropriate action taken. 

It is vitally important for the police service to work in partnership with the 

community to develop a strong relationship that will inspire confidence and 

reduce the fear of crime. Accordingly I will endeavour, as chair of the DPP, 

to promote and encourage such a relationship.

I am pleased to present the Newtownabbey Area Policing Plan, which sets 

out the main policing objectives for Newtownabbey for the period 1st April 

2009 to 31st March 2010. 

The Plan was developed following extensive consultation with 

Newtownabbey District Policing Partnership and takes cognisance of the 

findings of local surveys to ensure that the views of the Newtownabbey 

public are reflected in the targets that have been set. 

This plan continues to focus on crimes that impact on quality of life, 

improving service delivery and enhancing visibility on the streets thereby 

providing reassurance by proactive, community based policing. 

I look forward to continuing to work with statutory and voluntary Community 

Groups, public representatives and Newtownabbey District Policing
