PROJECT DISTRICT PHASE II APPLICATION<br />
Dear Mr. Bhanot:<br />
Thank you for your letter dated August regarding the Honuaÿula Draft Environmental<br />
Impact Statement (EIS) <strong>and</strong> Project District Phase II application. As the planning consultant<br />
for the l<strong>and</strong>owner, Honua‘ula Partners, LLC, we are responding to your <strong>comments</strong>.<br />
We acknowledge that the Department of Human Services (DHS) does not have any<br />
<strong>comments</strong> or recommendations to approve the project.<br />
We note that you foresee a potential impact regarding the need for additional child care<br />
services in the community due to the creation of Honuaÿula. Honua‘ula’s commercial<br />
areas provide the opportunity for child care services, such as day care facilities, to serve<br />
the community <strong>and</strong> neighboring areas. Day care facilities are a permitted use within<br />
Honua‘ula’s Village Mixed Use sub-district as provided under Chapter 19.90A, Maui<br />
County Code, which governs uses within Honua‘ula.<br />
To reflect the relevant above information in the Final EIS, in the Final EIS Section 4.10.1<br />
(Schools) will be revised to include the following information:<br />
Honua‘ula’s commercial areas provide the opportunity for child care services for<br />
children under kindergarten-age, such as day care facilities, to be developed within<br />
Honua‘ula to serve the community <strong>and</strong> neighboring areas. Under the Project<br />
District 9 Ordinance (Chapter 19.90A, MCC) governing the Property, day care<br />
facilities are a permitted use in the Village Mixed Use sub-district.<br />
Thank you for reviewing the Draft EIS. Your letter will be included in the Final EIS.<br />
