Further, in the Final EIS Section 5.1.3 (Coastal Zone Management Act, Chapter 205A, Hawai‘i<br />

Revised Statutes) <strong>and</strong> Section 5.2.1 (Countywide Policy Plan) will be revised as follows:<br />

The entire Property is located in Flood Zone C designated on the FIRM as Zone X (which is<br />

outside of the 500-year flood plain in an area of minimal flooding) <strong>and</strong> is not in the tsunami<br />

evacuation zone.<br />

Finally, in the Final EIS Figure 11 (Flood Insurance Rate Map) will be revised as shown on the<br />

attachment titled “Figure 11.”<br />

Commission on Water Resource Management (CWRM)<br />

As discussed in Section 3.5.1 (Groundwater) of the Draft EIS, Honuaÿula Partners, LLC will<br />

comply with all requirements of Hawaiÿi Revised Statutes (HRS), Chapter 174C, State Water<br />

Code <strong>and</strong> Hawaiÿi Administrative Rules (HAR), Chapters 13-167 to 13-171 as applicable,<br />

pertaining to CWRM <strong>and</strong> administration of the State Water Code.<br />

The following <strong>responses</strong> are numbered according to the numbering of the boxes checked in<br />

the CWRM letter.<br />

1. As discussed in Section 3.5.1 (Groundwater) of the Draft EIS, Honuaÿula Partners, LLC will<br />

coordinate with the County to incorporate Honuaÿula into the County’s Water Use <strong>and</strong><br />

Development Plan.<br />

4. As discussed in Section 4.8.1 (Water System) of the Draft EIS, water efficient fixtures will<br />

be installed <strong>and</strong> water efficient practices will be implemented throughout Honuaÿula.<br />

5. As discussed in Section 4.8.3 (Drainage System) of the Draft EIS all drainage improvements<br />

will be designed in accordance with the County of Maui’s “Rules for the Design of Storm<br />

Drainage Facilities.” Section 4.8.3 (Drainage System) of the Draft EIS also discusses several<br />

Best Management Practices (BMPs) that will be implemented for storm water management<br />

to minimize the impact on the existing area’s hydrology.<br />

6. Regarding water sources for Honuaÿula, as discussed in Section 4.8.1 (Water System) of<br />

the Draft EIS Honua‘ula will not rely upon or burden any County water system or facilities.<br />

Instead, Honua‘ula Partners, LLC will develop, maintain, <strong>and</strong> operate a private water<br />

system providing both potable <strong>and</strong> non-potable water for use within Honua‘ula. Nonpotable<br />

water will be used for all irrigation purposes. The complete water system will<br />

include a:<br />

Non-potable system supplied by brackish wells to provide water for irrigation of<br />

common areas <strong>and</strong> within individual parcels;<br />

Potable system supplied by reverse osmosis (RO) treated water, using brackish<br />

groundwater as the feedwater supply, to provide drinking water <strong>and</strong> other potable<br />

water needs; <strong>and</strong><br />

Golf course irrigation system supplied by recycled wastewater (R-1 quality),<br />

concentrate from the RO treatment of the potable supply, <strong>and</strong> brackish<br />

groundwater from the non-potable irrigation system.<br />

Other:<br />

We appreciate DLNR’s acknowledgement that the Draft EIS thoughtfully discusses ground<br />

water <strong>and</strong> surface water issues. To reflect this statement in the Final EIS, along with addressing<br />

concerns expressed by others, in the Final EIS Section 3.5 (Groundwater Resources <strong>and</strong> Water<br />

Quality) will be revised as follows:<br />

Tom Nance Water Resource Engineering (TNWRE) conducted an assessment of the potential<br />

impact on groundwater resources from the creation of Honua‘ula. Information <strong>and</strong><br />

conclusions from the assessment are summarized below. The complete assessment report is<br />

included in Appendix B. In response to a request from the Maui Planning Commission,<br />

TNWRE prepared a supplemental report which contains data for all wells in the Kamaole<br />

Aquifer available from the CWRM. Information from this supplemental report is summarized<br />

below. The complete supplemental report is also included in Appendix B. In their letter<br />

commenting on the Draft EIS dated May 20, 2010, CWRM stated that the Draft EIS<br />

“thoughtfully discusses groundwater <strong>and</strong> surface water issues.” The complete CWRM letter<br />

is included in Appendix AA.<br />

Thank you for reviewing the Draft EIS. Your letter will be included in the Final EIS.<br />
