staging tables will be ignored. They can have a value or be blank, but will be changed in the final insertion to a "next voucher number" as determined by spapGetNextVouchNo. Since any VouchNo specified will be ignored, any existing VouchNo checking will not be done, and no duplicate VouchNo checking will be done as the staging table values will be discarded and exchanged for a new one at insertion time. When the user specifies "Use staging table values", then the VouchNo is required in the staging tables, and the VouchNo specified will be used. This is a change in behavior. Previously, if the user left the VouchNo blank, one would be created for the user. Given this new parameter, when set to "Use staging table values" this new behavior seems appropriate. Duplicate checking is to only take place if staging table values are being used. Added error message for blank VouchNo values when staging table values are being used.
