ROADSIDE WASTE MANAGEMENT POLICY Legislative and Corporate requirements The Policy is to be read and implemented in conjunction with Council’s other relevant policies, strategies and documents. Scope The Policy applies to all residential town and rural properties within the designated kerbside waste and recycling collection area provided by Council (maps attached). Through the implementation of the Policy, Council will provide a kerbside waste, garden organics and recycling collection service to the residential town areas of Renmark, Lyrup and Paringa consisting of: (1) 140 litre residual (red lid) bin collected weekly. (2) 240 litre recycling (yellow lid) bin collected fortnightly. (3) 240 litre garden organics (green lid) bin collected fortnightly. Through the implementation of the Policy, Council will provide a kerbside waste and recycling collection service to the residential rural areas of Renmark, Lyrup and Paringa consisting of: (1) 140 litre residual (red lid) bin collected weekly. (2) 240 litre recycling (yellow lid) bin collected fortnightly. All mobile garbage bins will have a serial number linking the bin to the property and will be hot stamped with education messages and Council’s logo. All separate assessments are entitled to access one set of bins as described above. Variations to this will be by written consent of Council only. Provision of Additional Bins Additional bins are to be consistent with the following: • Residual Waste – 140lt, red lid • Recycling – 240lt, yellow lid • Garden organics – 240lt, green lid Residents will have access to additional bins subject to compliance with the following requirements: • the relevant form is completed by the resident • a ‘one-off’ fee of $40 is paid for the bin to Council • the resident owns the bin • the annual collection fee will be added to the waste management charge and appear on the rates notice • the onus is on the resident to contact Council to cease the collection of the additional bin • if the property is sold the service will cease • additional residual waste bin applications will be assessed by staff and may not receive automatic approval
ROADSIDE WASTE MANAGEMENT POLICY Multi-dwelling developments Owners of units in multi-dwelling complexes are entitled to access all three bins, however the owner may choose, with agreement of Council, to share a combination of bins. Any sharing arrangements will need to maintain waste collection standards to the satisfaction of Council. Commercial Premises All commercially rated properties will not be charged a waste collection fee in their rates and therefore will need to enter a private agreement with a waste company separate to Council. Schools Council will provide schools with the three bin system for use as an education tool not as a collection option. Request to access the three bin system, as an education tool, must be submitted in writing to Council. All school properties will not be charged a waste collection fee in their rates and therefore will need to enter a private agreement with a waste company separate to Council. Kindergartens and Child Care Centres All kindergartens and child care centre properties will not be charged a waste collection fee in their rates and therefore will need to enter a private agreement with a waste company separate to Council. Community Groups and Not for Profit Organisations All community groups and not for profit organisations will not be charged a waste collection fee in their rates and therefore will need to enter a private agreement with a waste company separate to Council. Resident’s Old Bins Residents will have 2 options for their old bin; • Keep the bin and use it around their property • Return the bin to Council and receive a voucher to use the new Renmark Waste Transfer Station Returned bins will be recycled by Astron Plastics into resin and sheets Ownership of bins The property will retain ownership of all bins (140lt Residual, 240lt Recycling, 240lt Garden organics), including any additional bins and the bins will remain at the property at all times. Repairs/replacements due to collection issues will be the responsibility of Council. All new properties will receive a set of bins free of charge after completing the new bin application form (appendix 2) Stolen/Missing Bins If a resident has a bin stolen or lost then it is their responsibility to contact Council and fill in the form and pay the fee of $40 for the replacement bin that Council will supply. Derelict/Abandoned If a resident owns a property that they believe is derelict/abandoned and this property is determined to be so by Council’s Building Surveyor then the resident will not be charged the waste management fee for that property.
