POLICY<br />

Objective<br />

The Kerbside <strong>Waste</strong> <strong>Management</strong> <strong>Policy</strong> (the “<strong>Policy</strong>”) sets out the entitlement of properties to a<br />

kerbside waste, garden organics and recycling collection service in the <strong>Renmark</strong> <strong>Paringa</strong> <strong>Council</strong> area.<br />

Definitions<br />

“MGB” is a Mobile Garbage Bin<br />

“Bin” is either a 140L or 240L Mobile Garbage Bin<br />

“The Act” means the Local Government Act 1999<br />

“Assessment” is rateable land as defined in The Act<br />

“<strong>Council</strong>” means <strong>Renmark</strong> <strong>Paringa</strong> <strong>Council</strong> including any of its authorised representatives or<br />

staff under delegated authority of <strong>Council</strong>.<br />

“Residual” is that part of the waste stream remaining after the removal of Recyclables and garden<br />

organics, and includes refuse and rubbish.<br />

“garden organics” means:<br />

• small prunings, cuttings and branches no larger than one metre long and 50 millimetres in diameter:<br />

• lawn clippings, leaves, weeds and cut flowers;<br />

• any other materials as included by <strong>Council</strong> from time to time.<br />

“Recyclables” means the following containers, packages and products:<br />

• newspapers, magazines, junk mail, stationery, office paper, envelopes, telephone books, egg cartons,<br />

cardboard;<br />

• liquid paperboard cartons<br />

• glass bottles & jars (excluding crockery)<br />

• aluminium rigid & semi rigid packaging<br />

• all rigid plastic packaging<br />

• steel rigid packaging, including aerosol cans<br />

• any other recyclables as nominated by <strong>Council</strong>


ROADSIDE WASTE MANAGEMENT POLICY<br />

Legislative and Corporate requirements<br />

The <strong>Policy</strong> is to be read and implemented in conjunction with <strong>Council</strong>’s other relevant policies, strategies<br />

and documents.<br />

Scope<br />

The <strong>Policy</strong> applies to all residential town and rural properties within the designated kerbside waste and<br />

recycling collection area provided by <strong>Council</strong> (maps attached).<br />

Through the implementation of the <strong>Policy</strong>, <strong>Council</strong> will provide a kerbside waste, garden organics and<br />

recycling collection service to the residential town areas of <strong>Renmark</strong>, Lyrup and <strong>Paringa</strong> consisting of:<br />

(1) 140 litre residual (red lid) bin collected weekly.<br />

(2) 240 litre recycling (yellow lid) bin collected fortnightly.<br />

(3) 240 litre garden organics (green lid) bin collected fortnightly.<br />

Through the implementation of the <strong>Policy</strong>, <strong>Council</strong> will provide a kerbside waste and recycling<br />

collection service to the residential rural areas of <strong>Renmark</strong>, Lyrup and <strong>Paringa</strong> consisting of:<br />

(1) 140 litre residual (red lid) bin collected weekly.<br />

(2) 240 litre recycling (yellow lid) bin collected fortnightly.<br />

All mobile garbage bins will have a serial number linking the bin to the property and will be hot stamped<br />

with education messages and <strong>Council</strong>’s logo.<br />

All separate assessments are entitled to access one set of bins as described above. Variations to this<br />

will be by written consent of <strong>Council</strong> only.<br />

Provision of Additional Bins<br />

Additional bins are to be consistent with the following:<br />

• Residual <strong>Waste</strong> – 140lt, red lid<br />

• Recycling – 240lt, yellow lid<br />

• Garden organics – 240lt, green lid<br />

Residents will have access to additional bins subject to compliance with the following requirements:<br />

• the relevant form is completed by the resident<br />

• a ‘one-off’ fee of $40 is paid for the bin to <strong>Council</strong><br />

• the resident owns the bin<br />

• the annual collection fee will be added to the waste management charge and appear on the<br />

rates notice<br />

• the onus is on the resident to contact <strong>Council</strong> to cease the collection of the additional bin<br />

• if the property is sold the service will cease<br />

• additional residual waste bin applications will be assessed by staff and may not receive automatic<br />

approval

Multi-dwelling developments<br />

Owners of units in multi-dwelling complexes are entitled to access all three bins, however the owner<br />

may choose, with agreement of <strong>Council</strong>, to share a combination of bins. Any sharing arrangements will<br />

need to maintain waste collection standards to the satisfaction of <strong>Council</strong>.<br />

Commercial Premises<br />

All commercially rated properties will not be charged a waste collection fee in their rates and therefore will need<br />

to enter a private agreement with a waste company separate to <strong>Council</strong>.<br />

Schools<br />

<strong>Council</strong> will provide schools with the three bin system for use as an education tool not as a collection<br />

option. Request to access the three bin system, as an education tool, must be submitted in writing to<br />

<strong>Council</strong>.<br />

All school properties will not be charged a waste collection fee in their rates and therefore will need to enter a<br />

private agreement with a waste company separate to <strong>Council</strong>.<br />

Kindergartens and Child Care Centres<br />

All kindergartens and child care centre properties will not be charged a waste collection fee in their rates and<br />

therefore will need to enter a private agreement with a waste company separate to <strong>Council</strong>.<br />

Community Groups and Not for Profit Organisations<br />

All community groups and not for profit organisations will not be charged a waste collection fee in their rates<br />

and therefore will need to enter a private agreement with a waste company separate to <strong>Council</strong>.<br />

Resident’s Old Bins<br />

Residents will have 2 options for their old bin;<br />

• Keep the bin and use it around their property<br />

• Return the bin to <strong>Council</strong> and receive a voucher to use the new <strong>Renmark</strong> <strong>Waste</strong> Transfer Station<br />

Returned bins will be recycled by Astron Plastics into resin and sheets<br />

Ownership of bins<br />

The property will retain ownership of all bins (140lt Residual, 240lt Recycling, 240lt Garden organics),<br />

including any additional bins and the bins will remain at the property at all times. Repairs/replacements<br />

due to collection issues will be the responsibility of <strong>Council</strong>.<br />

All new properties will receive a set of bins free of charge after completing the new bin application form<br />

(appendix 2)<br />

Stolen/Missing Bins<br />

If a resident has a bin stolen or lost then it is their responsibility to contact <strong>Council</strong> and fill in the form and<br />

pay the fee of $40 for the replacement bin that <strong>Council</strong> will supply.<br />

Derelict/Abandoned<br />

If a resident owns a property that they believe is derelict/abandoned and this property is determined to<br />

be so by <strong>Council</strong>’s Building Surveyor then the resident will not be charged the waste management fee for<br />

that property.


ROADSIDE WASTE MANAGEMENT POLICY<br />

Exemptions<br />

All residents that own a non-commercial/business dwelling in the <strong>Renmark</strong> <strong>Paringa</strong> <strong>Council</strong> area will<br />

receive a waste collection service and the corresponding waste charge. Only vacant land and primary<br />

production land without a dwelling will not be charged for waste collection in the <strong>Council</strong> area.<br />

Note: Ratepayers that own a residential dwelling on land that is greater than 1acre (4000m 2 ) within the<br />

township boundary may apply to <strong>Council</strong> for an exemption for the garden organic service.<br />

Access to the <strong>Policy</strong><br />

The <strong>Policy</strong> is available for public inspection on <strong>Council</strong>’s website www.renmarkparinga.sa.gov.au and<br />

from Customer Service at the Civic Centre, 61 Eighteenth St, <strong>Renmark</strong> SA 5341.<br />

Review<br />

This <strong>Policy</strong> shall be reviewed annually.<br />
