FOREWORD BY THE <strong>FEI</strong> PRESIDENT<br />

After 12 years at the head of the <strong>FEI</strong>, the time has come for me<br />

to say goodbye. This is also the perfect opportunity to review<br />

what has been achieved. We are living in a fast moving world,<br />

and the <strong>FEI</strong> has tremendously changed during my period in office.<br />

In 1995, 517 international events were organised worldwide<br />

and this number has more than tripled to reach nearly 1,900<br />

in 2005. Thanks to the help and commitment of so many, we<br />

have come a long way, turning our federation into a modern<br />

organisation, with a four-year Strategic Plan process, a sound<br />

structure for sports development, an understanding of our<br />

sports commercial environment and, most importantly, a<br />

dialogue among all constituencies of equestrian sport.<br />

Allow me to glance back over my shoulder and share with you<br />

what have been, in my opinion, the most memorable moments<br />

of these last 12 years.<br />

In 1993, several Bureau members contacted me to ask me<br />

whether I would be interested in succeeding to The Princess<br />

Royal as President of the <strong>FEI</strong>. I had always had a keen interest<br />

in equestrian sport and, after having helped my late husband<br />

for many years in his business, accepting the position represented<br />

an important personal challenge for me. I was elected<br />

in 1994 ; however, never could I have imagined how exciting,<br />

demanding and, at times, delicate the job would prove to be.<br />

In 1995, the <strong>FEI</strong> was on the verge of one of its most serious<br />

crises. Further to the mismanagement of the World Cup television<br />

rights, the confidence between the <strong>FEI</strong> and its NF Members<br />

was badly dammaged. The St - Gallen Forum, organised in<br />

conjunction with the <strong>FEI</strong> European Jumping Championship,<br />

was a premiere for the <strong>FEI</strong> : for the very first time, not only NFs<br />

were invited to give their views, but so were organisers, riders,<br />

sponsors and the media. This initiative was the beginning of<br />

a new era of communication and transparency. The Media<br />

Advisory Committee was created to advise the <strong>FEI</strong> and a new<br />

communication department was created in Lausanne.<br />

The 75th anniversary of the <strong>FEI</strong> was celebrated in 1996, the<br />

year of the Centennial Olympic Games in Atlanta. This was<br />

the occasion for us to strengthen our bond with the IOC :<br />

the exhibition «The Horse in the Olympics» was displayed<br />

at the Olympic Museum, I was co-opted as an IOC Member<br />

and the introduction of Freestyle to Music as the Olympic<br />

Dressage Final was a resounding success. That year, my<br />

fellow Bureau Members and I decided to create the Strategic<br />

Planning Committee. Samsung, who was already supporting<br />

development competitions, became the sponsor of the <strong>FEI</strong><br />

Nations Cup Series.<br />

Pursuing its policy of openness, the <strong>FEI</strong> decided to officially invite<br />

representatives of the Organisers and Riders to its 1997 General<br />

Assembly in Puerto Rico. No better place could have been<br />

selected to decide on the establishment of a sports development<br />

programme and the creation of a Development Officer position.<br />

The 1998 <strong>FEI</strong> World Equestrian Games had been allocated to<br />

Dublin even before the 1994 edition had taken place but,<br />

unfortunately, the Dublin Organising Committee was forced<br />

to cancel the Games when the Irish Government withdrew vital<br />

financial support in the late spring of 1997. The abandonment<br />

of the project was dramatic as Ireland is a country with a<br />

very thoroughly developed horse tradition. In this difficult<br />

situation the <strong>FEI</strong> Executive Board was much relieved that<br />

several countries showed interest in organising the 1998<br />

Games in spite of the short notice. Some four months after<br />

the withdrawal of Dublin, Rome was chosen to take over the<br />

1998 Games. Particular credit goes to the Italian NF President<br />

Cesare Croce, who showed much courage in assuming this<br />

responsibility.<br />

It was in fact absolutely amazing how well the Italians were<br />

able to organise such successful 1998 World Equestrian<br />

Games in such a brief period of time. The same year, Volvo left<br />

the <strong>FEI</strong> World Cup after 20 years of sponsorship. The Swedish<br />

car company was instrumental in the development of the series<br />

and left its mark on the <strong>FEI</strong> World Cup for many years.<br />

1999 saw the best demonstration of one of the key values of<br />

equestrian sport, i.e. equality of man and woman at all levels<br />

of competition. Indeed, the European Championships in the<br />

three Olympic disciplines were won by lady riders (Anky Van<br />

Grunsven in Dressage, Alexandra Ledermann in Jumping and<br />

Pippa Funnel in Eventing).<br />

Following the tragic fatalities in Eventing in 1998 and 1999,<br />

a special committee was created, led by Lord Hartington, to<br />

take a serious look at the discipline and decide what measures<br />

had to be implemented to ensure a safe sport.<br />

That year, the Bureau was affected by the loss of two of its<br />

most eminent Members, the Treasurer Conor Crowley and<br />

Lord Lowry, Chairman of the Judicial Committee.<br />

The Opening Ceremony of the 2000 Sydney Olympic Games<br />

and its hundreds of horses was a delight for all equestrian<br />

fans. The horse is indeed intrinsically linked to the history of<br />

Australia, and the Olympic equestrian competitions were a<br />

resounding success.<br />

The same year, Lord Hartington presented the conclusions on<br />

Eventing safety, after a thorough reflection on the discipline.<br />

A number of measures recommended by the committee were<br />

immediately implemented.<br />

2001 was an eventful year. The foot - and - mouth disease hit<br />

Europe and many events were cancelled due to travel restrictions.<br />

The Eventing Committee initiated several Forums on different<br />

continents to gather views on the future of this discipline and<br />

discuss its format.<br />

2001 was the International Year of the Volunteers and the<br />

<strong>FEI</strong> decided to create the <strong>FEI</strong> Award for Dedicated and Distinguished<br />

Services to Equestrian Sport. Prince Philip and Bill<br />

Steinkraus were unanimously designated to receive the first<br />

two Awards.<br />

The 2002 <strong>FEI</strong> World Equestrian Games brought 300,000<br />

spectators to Jerez. Andalusia, the Spanish province w<strong>here</strong><br />

Jerez is located, is a true horse country enjoying a rich equestrian<br />

heritage going back centuries. The <strong>FEI</strong> World Equestrian<br />

Games benefited from the spectacular media coverage, and<br />

Reining made a triumphant debut on the <strong>FEI</strong> scene. The 2006<br />

World Equestrian Games were awarded to Aachen.<br />

Eventing found itself under pressure once again: while the<br />

equestrian world had gat<strong>here</strong>d in Jerez, the IOC Programme<br />

Commission issued a report recommending that the discipline<br />

be dropped from the programme of the Games of the XXIX<br />

Olympiad in Beijing. The <strong>FEI</strong> took immediate action and, within<br />

weeks, came up with a proposal for a revised format with a<br />

much lower financial impact on the Olympic host city, while<br />

maintaining the intensity and difficulty of the competition to<br />

ensure that the Olympic Games remain the highest level of<br />

the sport.<br />

The launch of the Samsung Super League in 2003 was a big hit<br />

with everyone, media representatives, riders and spectators<br />

alike. The <strong>FEI</strong> also established an Eventing World Cup which<br />

immediately found its public and became a must for the<br />

riders and organisers. Faced with its exceptional growth, the<br />

discipline of Endurance went through much debate, which led<br />

to a world forum in Paris. For the first time in its history, the <strong>FEI</strong><br />

was forced to cancel its General Assembly, due to take place<br />

in Bahrain. A Bureau Meeting was organised instead in Madrid,<br />

at which it was decided to reinforce the <strong>FEI</strong> development<br />

activities and a Development Working Group was created.<br />

Its major goals were the creation of a basic structure to help<br />

developing NFs organise sport in their country, the creation<br />

of a universal coaching system and the establishment of<br />

progressive regional competitions and championships. In the<br />

development field, strategy is crucial and we need to offer to<br />

our NFs not simply technical assistance but a real method for<br />

planning sport in their respective countries. The same year,<br />

the <strong>FEI</strong> Commercial Division was created.<br />

In 2004, the Olympic Games went back to their roots in<br />

Greece. Athens offered its hospitality and magnificent facilities<br />

and the equestrian competitions were wonderfully organised<br />

at Markopoulo. The <strong>FEI</strong> development programmes were<br />

bearing their fruit and the number of nations taking part in the<br />

Olympic Games significantly grew from 25 in Atlanta to 39 in<br />

Athens. Unfortunately, judging controversies and the positive<br />

cases of two Olympic medallists had a devastating impact on<br />

the sport. Maybe the <strong>FEI</strong> needed such an electroshock to think<br />

over its anti-doping procedures and develop a real strategy in<br />

this field. As a result, the Bureau decided to establish a Task<br />

Force on Doping and Medication Procedures.<br />

The Task Force presented its conclusions and a detailed action<br />

plan at the 2005 General Assembly in London, as you will<br />

read in this report. The Legal Department was strengthened<br />

and the anti - doping procedures completely revamped. The<br />

<strong>FEI</strong> Equine Anti-Doping and Medication Control Rules, which<br />

were presented to the Bureau at the end of 2005, intend to<br />

preserve the «spirit of the sport», and its values of ethics, fair<br />

play, health and excellence in performance.<br />

At the 2005 General Assembly, the <strong>FEI</strong> was pleased to welcome<br />

Para Equestrian as its eighth discipline. The 2006 - 2010 <strong>FEI</strong><br />

Strategic Plan was approved and you will read more on the<br />

initiated restructuring process in a dedicated chapter of this<br />

Annual Report. The implementation of the new <strong>FEI</strong> brand<br />

should not be forgotten as it was one of the main achievements<br />

of 2005. In December, the <strong>FEI</strong> Bureau awarded the 2010 <strong>FEI</strong><br />

Games for the first time outside of Europe. A long-awaited<br />

decision for the Kentucky Organising Committee and the US<br />

Federation which were presenting their candidature for the<br />

second time.<br />

In conclusion, I would like thank all my fellow Bureau Members<br />

for their dedication and support, and for sharing their experience<br />

with me during all these years. My gratitude also goes to the<br />

faithful <strong>FEI</strong> staff in Lausanne, for their untiring efforts and<br />

commitment.<br />

Equestrian sport is a beautiful yet demanding sport and the<br />

horse is our common source of inspiration. After these 12<br />

years, my main satisfaction is probably that we all talk to each<br />

other. We don’t always agree, but t<strong>here</strong> is a receptive attitude<br />

among all parties and an environment of exchange without<br />

which the sport cannot exist. Thank you.<br />

the 2005 <strong>FEI</strong> International Children’s Jumping Competition<br />

Final at Simi Valley, CA (USA).<br />

3. The participants in the 2004 <strong>FEI</strong> World Children Dressage<br />

Challenge Final supported by PSI .<br />

1. Meredith Michaels-Beerbaum (GER) won the 2005 <strong>FEI</strong> World Cup<br />

Jumping Final in Las Vegas (USA) with a superb performance from<br />

Shutterfly.<br />

2. Las Vegas, the entertainment capital of the world, saw Anky van<br />

Grunsven (NED) capture her seventh <strong>FEI</strong> World Cup Dressage Final<br />

on Keltec Salinero.<br />

3. The first ever <strong>FEI</strong> World Cup Dressage Final for Young Riders staged<br />

in Frankfurt (GER) was won by Valentina Truppa (ITA) aboard Don<br />

Rico.<br />

4. At the end of a thrilling competition, Australia’s Clayton Fredericks<br />

came out as the worthy winner of the 2005 <strong>FEI</strong> Eventing World Cup<br />

Final held in Malmö (SWE).<br />

opening leg of the Samsung Super League traditionally takes<br />

place, is one of the top venues in the world.<br />

favourites on home ground at St. Gallen.<br />

5. Alois Pollmann-Schweckhorst (GER) on Diamonds Daylight.<br />

The fifth leg of the Samsung Super League at Hickstead (GBR)<br />

produced plenty of exciting moments with Germany coming<br />

out on top.<br />

6. Niklaus Schurtenberger (SUI) on Cantus in Dublin (IRL).<br />

7. Markus Ehning (GER) on Gitania. The much-fancied<br />

German team failed to shine on their home ground while<br />

the USA stormed to their second victory.<br />

8. Hey, hey, hey, it was the USA who, skillfully managed by<br />

Chef d’Equipe George Morris, scooped the 2005 Samsung<br />

Super League title. Barcelona (ESP) saw the thrilling finale<br />

to a fantastic season of sport.<br />

9. Malin Baryard (SWE) on H&M Espri at CSIO Poderbrady<br />

(CZE). After a hard battle throughout the 2005 season,<br />

Sweden came out on top of the 2005 Samsung Nations<br />

Cup series and won its ticket to the 2006 Samsung<br />

Super League.<br />

10. The Italian team celebrated their victory in the 2005<br />

Samsung Nations Cup leg at Dramen (NOR).<br />

2005 was definitely a year of innovations for equestrian<br />

sport. For the first time in history, the <strong>FEI</strong> World Cup Jumping<br />

and Dressage Finals were organised jointly in Las Vegas. The<br />

Thomas & Mack Center provided ideal conditions for the<br />

world’s best Jumping and Dressage riders vying for the title<br />

of <strong>FEI</strong> World Cup Champion in their respective disciplines.<br />

Pursuing its efforts in the promotion of the <strong>FEI</strong> World Cup,<br />

the <strong>FEI</strong> launched a dedicated website for <strong>FEI</strong> World Cup<br />

activities.<br />

San Patrignano is the largest centre of rehabilitation from<br />

drug addiction in Europe and, in its 26 years of activity, has<br />

welcomed and reinstated in society in a drug free condition<br />

over 20,000 people. After hosting successful CSI events since<br />

1997, San Patrignano played host to the 2005 <strong>FEI</strong> European<br />

Jumping Championship. This event proved an unforgettable<br />

experience for all those involved, be they riders, officials,<br />

media representatives or spectators. The Championship was<br />

most professionally organised by Giacomo Muccioli and his<br />

team. Excitement, high performance and excellent media<br />

coverage provided the best reward for all their efforts.<br />

REPORT BY THE AD INTERIM <strong>FEI</strong> SECRETARY GENERAL<br />

A very successful 2005 <strong>FEI</strong> European Dressage Championship<br />

was organised - in a few weeks only ! - in Hagen (GER) by Ulrich<br />

Kasselman, following the decision to withdraw the event from<br />

Moscow (RUS).<br />

The Samsung Super League proved again the most valuable<br />

<strong>FEI</strong> property in terms of media coverage. Its visibility in the<br />

press notably increased (+ 39%), ensuring a commercial<br />

value exceeding 2.6 million Euros in the printed press and 5<br />

million Euros in television for Samsung, the faithful sponsor<br />

of the series.<br />

The Endurance and Eventing test events for the 2006 <strong>FEI</strong><br />

World Equestrian Games were organised with care by the<br />

Aachen Organising Committee. At its December meeting, the<br />

Bureau awarded the 2010 <strong>FEI</strong> Games to Kentucky (USA). It<br />

will be the first time that the <strong>FEI</strong> Games are staged outside<br />

of Europe.<br />

In July, the IOC confirmed the decision of BOCOG (Beijing<br />

Organising Committee for the 2008 Olympic Games) that the<br />

equestrian competitions of the Games of the XXIX Olympiad<br />

would be organised in Hong Kong. Even if this decision was<br />

difficult to accept by many in the equestrian community, the<br />

<strong>FEI</strong> firmly decided to turn its full attention to ensuring that<br />

outstanding Olympic equestrian competitions are staged<br />

in Hong Kong in 2008. In addition, the <strong>FEI</strong> reiterated its full<br />

confidence in Hong Kong’s organisational talent.<br />

The number of international equestrian events is growing<br />

each year, demonstrating the success of the <strong>FEI</strong> sports<br />

development strategy. In November, the <strong>FEI</strong> Executive Board<br />

decided to establish a proper <strong>FEI</strong> Development Department,<br />

and to promote Jacqueline Braissant as its Head. This is a<br />

significant change, which goes beyond the mere administrative<br />

modification; additional resources will be allocated to this<br />

field in 2006.<br />

The <strong>FEI</strong> held a very successful General Assembly in London<br />

thanks to the kind hospitality of the British Equestrian Federation.<br />

Most of the recommendations of the Task Force on Doping<br />

and Medication Policy, that were presented during the Forum,<br />

could already be implemented in 2005. This was a matter of<br />

great satisfaction. Thanks to a pragmatic approach, a number<br />

of concrete measures and transparent communication tools<br />

were put into operation. In December, the Bureau approved<br />

the <strong>FEI</strong> Equine Anti - Doping and Medication Control Rules.<br />

This new comprehensive set of rules includes clear distinctions<br />

as to what constitutes doping and what constitutes<br />

medication, and the relevant legal standards that apply in<br />

each case. The spirit of the <strong>FEI</strong> Equine Anti-Doping and Medication<br />

Control Rules is to preserve the «spirit of sport», which<br />

is characterised by values such as ethics, fair play, excellence<br />

in performance and respect for self and other participants.<br />

Let’s not forget the reinforcement of the Legal Department<br />

which is fulfilling its prosecuting role with determination and<br />

professionalism, leaving the Judicial Committee the autonomy to<br />

fulfill its role as a decision-making body.<br />

The principles for the new <strong>FEI</strong> structure presented in London<br />

within the framework of the 2006 - 2010 <strong>FEI</strong> Strategic Plan<br />

were further developed in 2005. The restructuring initiative<br />

generated emotion at different levels, and even if the process<br />

is far from complete, I believe that it was a most beneficial<br />

step for the <strong>FEI</strong> to think over its mission and challenge certain<br />

out-of-date practices.<br />

The first phase, which took place during the months following<br />

the General Assembly, was conducted under the supervision<br />

of the Steering Committee appointed by the Executive Board,<br />

with the help of external consultants and a sounding board<br />

composed of <strong>FEI</strong> Secretariat members. The Bureau held an<br />

extraordinary meeting in September to discuss the preliminary<br />

scheme, which provided a solid foundation to build on. In the<br />

second phase which started in September, a working group was<br />

created, led by the Strategic Planning Committee Chairman,<br />

and its first conclusions were presented at the December Bureau<br />

Meeting, as you will read in the detailed article published in this<br />

Annual Report. T<strong>here</strong> is a clear convergence of views on the<br />

main principles for reshaping the <strong>FEI</strong>, especially with regard<br />

to the empowerment of the <strong>FEI</strong> Secretariat and the need for<br />

greater simplicity in the structure in order to ensure costeffective<br />

and practical conduct of the Federation. Rather than<br />

rushing the process through, it was decided to go step by step<br />

and the new <strong>FEI</strong> Statutes are expected to be presented for<br />

approval at the 2007 General Assembly.<br />

The <strong>FEI</strong> Secretariat must be praised for its excellent work in<br />

these somewhat unstable times. Several innovative initiatives<br />

and concrete projects were successfully carried out in 2005,<br />

including the development of the <strong>FEI</strong> Horse and Rider Registration<br />

and the new horse passport administration procedure,<br />

which will allow the <strong>FEI</strong> to better serve the sport and its constituents.<br />

The <strong>FEI</strong> Commercial Division was very busy in 2005, with the<br />

implementation of the <strong>FEI</strong> corporate identity and the development<br />

of a branding strategy for key <strong>FEI</strong> properties, such as the<br />

<strong>FEI</strong> World Cup and the <strong>FEI</strong> Games. Thanks to the hard work<br />

of the Commercial Division, the <strong>FEI</strong> was pleased to welcome<br />

new partners in 2005 - Rolex, Tourism Malaysia, Heritage, and<br />

Generali - and to renew existing sponsorships with Samsung<br />

and Gandini.<br />

On a final note, the <strong>FEI</strong> Bureau and Secretariat will join me in<br />

warmly thanking HRH Doña Pilar de Borbón for her dedication<br />

and immense contribution to equestrian sport during her 12<br />

years of presidency.<br />

NEW <strong>FEI</strong> STRUCTURE<br />

2006 - 2010 <strong>FEI</strong> STRATEGIC PLAN<br />

The <strong>FEI</strong> Business Plan approved during the 2002 <strong>FEI</strong> General<br />

Assembly in Rabat (MAR), formed the basis for the preparation<br />

of the 2006-2010 <strong>FEI</strong> Strategic Plan. The 2005 <strong>FEI</strong> Bureau<br />

Meeting and General Assembly agreed to the principles of the<br />

2006-2010 Strategic Plan, which were presented during the<br />

Forum and Group Meetings. The consensus revealed that <strong>FEI</strong>’s<br />

structure and working methods needed to evolve to meet<br />

the needs of an increasingly commercial and professional<br />

environment.<br />

In 2004, six Working Groups had been established in order<br />

to study the various aspects of the plan and in turn, make<br />

recommendations to the 2005 <strong>FEI</strong> General Assembly.<br />

The six Working Groups were defined as :<br />

A. Structure<br />

B. Development<br />

C. General Marketing and Communication<br />

D. General Welfare and Veterinary<br />

E. Information Technology<br />

F. Olympic Games<br />

Over 50 people representing 23 NFs were involved in the<br />

various Groups. Their recommendations were presented to<br />

the <strong>FEI</strong> General Assembly in April 2005.<br />

Working Group A was asked to evaluate the structure of<br />

the <strong>FEI</strong> and the judicial process. The recommendations were<br />

summarised as follows :<br />

- transparency in the decision-making process<br />

- increased responsibility of the <strong>FEI</strong> staff<br />

- developing a clear definition of roles and responsibilities<br />

- defining main tasks and services<br />

- setting measurable targets<br />

- promoting efficiency and cost-effective methods<br />

- developing a pro - active and interactive public relations<br />

strategy<br />

- adopting a marketing-oriented commercial strategy capable<br />

of generating external income through TV rights, sponsorship<br />

and products<br />

- ensuring the elimination of conflict of interests<br />

- strengthening of the <strong>FEI</strong> Legal Department<br />

- Judicial Committee to decide cases with fewer members<br />

- administrative handling of minor matters.<br />

Working Group B dealt with sports development. The <strong>FEI</strong>’s<br />

goal in this field was the strongest possible commitment to<br />

worldwide development of equestrian sport. The challenge<br />

was to create the conditions under which as many athletes<br />

as possible could express their potential in competition and<br />

derive the maximum benefit from the sport.<br />

This Group recommended:<br />

- reinforcing the <strong>FEI</strong> Development Department<br />

- designing an appropriate development structure within the <strong>FEI</strong><br />

- continuing close collaboration with the regional Groups of<br />

National Federations<br />

- consulting experts for specific problems<br />

- development of a long-term perspective.<br />

Working Group C concentrated on marketing issues. The<br />

development of a new brand identity had contributed to a<br />

rise in the <strong>FEI</strong> profile that allowed for an increase in control<br />

and ownership of the sport.<br />

The following steps were proposed:<br />

- further increase of visibility through the use of the new <strong>FEI</strong><br />

brand identity<br />

- encouraging the perception of the <strong>FEI</strong> as a champion for<br />

equestrian sport and playing down its image as a traditional<br />

regulatory administration<br />

- continuation of brand identity development to its next<br />

step, which would be a brand positioning statement, issued<br />

in a pragmatic and explicit form.<br />

Working Group D examined issues of general welfare and<br />

veterinary matters. Its recommendations and comments<br />

were summarised as follows :<br />

- as the sole international equestrian authority, the <strong>FEI</strong> must<br />

ensure the absolute welfare and well-being of horse ; the<br />

authorities and general public must be assured that horses<br />

involved in equestrian sports were well treated and were<br />

not at any risk of being abused.<br />

- a key to long term public acceptance was a clear understanding<br />

of the difference between legitimate medication<br />

and doping<br />

- maintaining a medication control programme that allowed<br />

for proper treatment when needed without interfering in<br />

the principles of a fair competition<br />

- further development of a speedy analysis, reporting and<br />

follow - up process linked to a clear communication procedure<br />

- implementing proper penalties within an acceptable time<br />

frame<br />

- providing regular educational tools to officials and riders<br />

- reviewing the veterinary examination and horse inspection<br />

system<br />

- reviewing and issuing recommendations for transportation,<br />

disease prevention, competition frequency and training<br />

intensity<br />

- further development of a horse database<br />

- development of a clear <strong>FEI</strong> positioning statement on animal<br />

welfare.<br />

Working Group E dealt with information technology. The <strong>FEI</strong><br />

information system should become the cross point of all actors<br />

of equestrian sport by providing solutions that reinforce its<br />

position on the international sport scene, while respecting fair<br />

play and the welfare of the horse. The <strong>FEI</strong> had an important<br />

mission in providing information to all stakeholders of the<br />

sport. The Working Group E recognised the efforts made to<br />

date and recommended:<br />

- registering all riders and horses participating at international<br />

level in a central registry<br />

- revising the <strong>FEI</strong> horse passport system<br />

- user-friendly tools to access and use the available data<br />

- use of a single and functional information system as an<br />

important instrument in the promotion of the sport and<br />

the reinforcement of the <strong>FEI</strong> credibility.<br />

Working Group F concentrated on the Olympic Games which<br />

were paramount to equestrian sport. The link between the <strong>FEI</strong>,<br />

the National Federations, the National Olympic Committees<br />

and the International Olympic Committee was crucial. The<br />

Olympic Games gave the <strong>FEI</strong> and its member NFs a “raison<br />

d’être.” Furthermore, the financial implications of this link had<br />

a direct effect on the development of the sport worldwide as<br />

it supported the institutionalisation of services provided by<br />

the <strong>FEI</strong> and its member NFs.<br />

Working Group F recommended:<br />

- the reinforcement of equestrian sport by encouraging the<br />

organisation of national and regional championships thus<br />

increasing competition opportunities and further global<br />

representation of the sport<br />

- involvement by the <strong>FEI</strong> of IOC and NOC members in the<br />

sport by regularly inviting and accompanying them to<br />

important equestrian events<br />

- affordability of equestrian sports for Olympic Games<br />

Organising Committees must be ensured through strict<br />

control of costs and venues size supervised by the <strong>FEI</strong><br />

- reviewing of the Olympic equestrian programme to ensure<br />

that it remained dynamic and allowed for quality TV<br />

coverage<br />

- inclusion of a fourth equestrian discipline within the<br />

Olympic programme.<br />

<strong>FEI</strong> STRUCTURE<br />

Following the 2005 General Assembly, the Executive Board<br />

appointed a Steering Group to conduct the proposed modernisation.<br />

This Group reported to an Extraordinary <strong>FEI</strong> Bureau<br />

Meeting in Lausanne (SUI) on 14 September 2005. The Bureau<br />

decided to ask the <strong>FEI</strong> Strategic Planning Committee (SPC)<br />

to form a Working Group to supervise the next phase of the<br />

implementation of the structural changes. The SPC Working<br />

Group reported its progress to the <strong>FEI</strong> Bureau during its fall<br />

meeting in Bahrain (BRN). A further report will be made at the<br />

2006 General Assembly in Kuala Lumpur (MAS).<br />

<strong>FEI</strong> TASK FORCE ON DOPING AND<br />

MEDICATION POLICY<br />

The <strong>FEI</strong> Task Force on Doping and Medication Policy, created<br />

in November 2004, held its second meeting in Paris (FRA)<br />

on 2 February 2005.<br />

Main items / activities included :<br />

- review of discussions with interested parties such as the<br />

International Jumping Riders Club, <strong>FEI</strong> Groups I and II and<br />

the Swedish Trotting Association<br />

- defining a clear differentiation between doping and<br />

medication<br />

- establishing a clear definition of substances and tolerance<br />

levels, Medicine Box and withdrawal times<br />

- discussion pertaining to testing procedures, laboratories<br />

and recommended levels of detection<br />

- recommendations on sanctions for doping, medication<br />

cases Class A and B and repeat offences<br />

- suggestions of methods of crisis management and handling<br />

of high profile cases<br />

- proposals for improved internal and external communication<br />

policy<br />

- reporting their findings to the <strong>FEI</strong> General Assembly and<br />

formulating overall recommendations.<br />

Some additional suggestions concerning the stewarding<br />

system, the role of judges and their participation in control,<br />

standardisation of allowed in-competition treatment, limitation<br />

of the number of Grand Prix starts, the regulation of prize<br />

money over competitions, the role of modern course design<br />

and education, were also discussed.<br />

A third meeting was held in Lausanne (SUI) in order to<br />

comment on the progress of draft anti - doping and medication<br />

control rules for horses to be enacted in 2006.<br />

The basis of the <strong>FEI</strong> Task Force on Doping and Medication<br />

Policy is the protection of the integrity and cleanliness of<br />

the sport whilst recognising that horses are competitive<br />

athletes who deserve the greatest care and whose welfare is<br />

paramount. It is important to note that the <strong>FEI</strong> has a more<br />

conservative and stricter approach than the one laid down by<br />

the World Anti Doping Agency (WADA).<br />

<strong>FEI</strong> MEDICATION ADVISORY GROUP<br />

Following the recommendations of the <strong>FEI</strong> Task Force on<br />

Doping and Medication Policy, an <strong>FEI</strong> Medication Advisory<br />

Group was set up to determine detection times of commonly<br />

used therapeutic substances, laboratory sensitivity and how<br />

best to meet the needs of treating and team veterinarians. Its<br />

aim was to produce recommendations for the Bureau meeting<br />

in December 2005 and to establish procedures that can be<br />

enacted in 2006. It held its first meeting on 27 June 2005 in<br />

Lausanne (SUI).<br />

Main items / activities included :<br />

- review of data on substances specified as medication that<br />

may be reasonably requested for treatment of a horse close<br />

to competition and to provide meaningful detection times<br />

- creation of two working groups: the first would concentrate<br />

on the harmonisation of the four <strong>FEI</strong> Laboratories. The<br />

second would study detection times for substances in the<br />

“Medicine Box” as listed by the <strong>FEI</strong> Task Force on Doping<br />

and Medication Policy.<br />

The <strong>FEI</strong> Finance Committee met on 8 March and 8 September<br />

2005 in Lausanne (SUI).<br />

- review and approval of the 2004 accounts audited by<br />

PricewaterhouseCoopers for presentation to the <strong>FEI</strong> Bureau<br />

and General Assembly<br />

- review of the 2005 financial outlook and revision of 2005<br />

operating budget, capital expenditure budget, balance<br />

sheet and cash flow<br />

- review of 2006 operating budget and IT development<br />

- investment portfolio review<br />

- discussion of financial issues related to the proposed new<br />

structure of the <strong>FEI</strong> and the proposed transformation of the<br />

STRATEGIC PLANNING COMMITTEE<br />

During 2005, on-going efforts to further develop the overall<br />

<strong>FEI</strong> Strategic Plan were made. Additional meetings included<br />

discussions pertaining to the restructuring of the <strong>FEI</strong>. These<br />

took place during the Extraordinary Bureau Meeting held on<br />

14 September in Lausanne (SUI) and the Bureau Meeting held<br />

in Bahrain (BRN) on 7 December 2005.<br />

- presentation of 2006 - 2010 Strategic Plan to General<br />

Assembly<br />

- ratification by the General Assembly of Simon Brooks-Ward<br />

(GBR) as Chairman of the Strategic Planning Committee<br />

JUMPING COMMITTEE<br />

The <strong>FEI</strong> Jumping Committee held the first of its two annual<br />

meetings following the 2005 <strong>FEI</strong> World Cup Jumping Final in<br />

Las Vegas, NV (USA) on 25 April, and the second took place in<br />

Rimini (ITA) on 25 July 2005 following the 2005 <strong>FEI</strong> European<br />

Jumping Championship.<br />

Main items / activities included:<br />

- approval of timing equipment and decision to make <strong>FEI</strong>approved<br />

timing equipment obligatory for all organisers as<br />

of 2007<br />

- review of the Jumping Qualification Procedure for the 2008<br />

Olympic Games and presentation to the <strong>FEI</strong> Bureau for approval<br />

- review of cross-over points for <strong>FEI</strong> World Cup Jumping<br />

- approval of changes to <strong>FEI</strong> World Cup Jumping Rules<br />

- decision pertaining to the number of teams in Nations Cup<br />

competitions – same rules apply worldwide<br />

- revision of <strong>FEI</strong> Rules for Jumping Events<br />

- changes to the CSI Invitation System<br />

- recommendations to the <strong>FEI</strong> Bureau pertaining to the dimensions<br />

of obstacles for international competitions with<br />

the participation of both Young Riders and Juniors<br />

- approval and addition of instructions to the <strong>FEI</strong> Manual for<br />

Stewarding<br />

- review of the report by the Independent Committee on the<br />

Footing at the 2004 Olympic Games and recommendations<br />

<strong>FEI</strong> World Cup Jumping Working Group<br />

On 23 April, the <strong>FEI</strong> World Cup Jumping Working Group held<br />

its annual meeting during the 2005 <strong>FEI</strong> World Cup Jumping<br />

Final in Las Vegas, NV (USA).<br />

Main items / activities included:<br />

- researching ways of improving the performance of riders<br />

from weaker Leagues<br />

- consideration and evaluation of the newly introduced Arab<br />

League<br />

- evaluation of the past <strong>FEI</strong> World Cup Jumping season<br />

- strengthening of the Western European League<br />

- approval of the new World Cup calendar<br />

- appointment of officials for the 2006 World Cup Final<br />

- modifications to the World Cup rules<br />

<strong>FEI</strong> World Cup Jumping Final<br />

The <strong>FEI</strong> World Cup Jumping Final, started in 1979, is an annual<br />

showdown among the world’s best jumping horses and riders.<br />

Approximately 45 riders qualify from 13 leagues around the<br />

world.<br />

The <strong>FEI</strong> Budweiser World Cup Jumping Final took place in<br />

Las Vegas, NV (USA) on 25 April 2005. Germany’s Meredith<br />

Michaels-Beerbaum on Shutterfly, claimed the 27th <strong>FEI</strong> World<br />

Cup Jumping title. In the end, it was a clear-cut victory but<br />

the 31-year-old rider was obliged to compete under great<br />

pressure. She is the first woman to claim the trophy since<br />

Katharine Burdsall steered The Natural to success in 1987,<br />

and the fourth woman ever to take the title. Britain’s Michael<br />

Whitaker and Portofino picked up just a single time fault<br />

finishing in second place. Marcus Ehning (GER) and Gitania<br />

tied for third place with Lars Nieberg (GER) and Lucie.<br />

<strong>FEI</strong> Super League Committee<br />

The <strong>FEI</strong> Super League Committee held its annual meeting in<br />

Barcelona (ESP) on 17 September 2005.<br />

Main items / activities included:<br />

- approval of 2006 calendar<br />

- production of a five-year CSIO calendar<br />

- proposal of <strong>FEI</strong> financial support for events in the 2006 <strong>FEI</strong><br />

Nations Cup series<br />

- entry fees : introduction of a ceiling considered unnecessary<br />

- recommendation to use the formula of one round with one<br />

jump-off for <strong>FEI</strong> Super League Grand Prix events as of 2006<br />

2005 Samsung Super League<br />

Just three years after its inauguration, the Samsung Super<br />

League Series has proven to be a great success, reviving the<br />

true sense of “Team Spirit”. Eight teams, eight competitions<br />

and just over four months of Jumping – the formula is just<br />

right. The US team demonstrated that sense of “team” from<br />

the start and took home the 2005 Samsung Super League<br />

title with victories at La Baule (FRA) and Aachen (GER) and a<br />

total of 55 points. Germany were second (46 points) followed<br />

by the British in third position. The final results of the 2005<br />

leaderboard are: 1, USA; 2, GER; 3, GBR; 4, SUI; 5, NED; 6, FRA;<br />

7, IRL; 8, BEL (relegated).<br />

2005 Samsung Nations Cup<br />

The 2005 season of the Samsung Nations Cup Series included<br />

19 events and was won by Sweden (40 points) followed by<br />

Italy (28) and Austria (25). Twenty-five nations participated<br />

in the Series and 17 obtained points. Sweden is promoted to<br />

the Samsung Super League for the 2006 season, replacing<br />

Belgium.<br />

DRESSAGE COMMITTEE<br />

Two meetings were held by the <strong>FEI</strong> Dressage Committee in<br />

2005, first in London (GBR) from 20 to 22 May, and then<br />

in Aachen (GER) on 26 August. Issues extensively discussed<br />

pertained to the General Assembly decision on the principle<br />

of three riders in Team competitions for the 2008 Olympic<br />

Games, the use of overbending (Rollkur) and the future of the<br />

<strong>FEI</strong> World Cup Dressage Series.<br />

Main items / activities included:<br />

- approval of new Junior Dressage Tests for 2006<br />

- a decision to prepare a detailed report in order to supply<br />

practical recommendations pertaining to riding/training<br />

methods at warm-up/exercise areas<br />

- agreement to organise an <strong>FEI</strong> Young Riders World Cup<br />

Dressage Final in 2005 in Frankfurt (GER)<br />

- agreement, in principle, to the organisation of an <strong>FEI</strong> Young<br />

Riders World Cup Dressage Series as of 2006<br />

- discussion of introduction of fees for all CDI-Ws and the<br />

submission of a proposal to the Finance Committee on this<br />

subject<br />

- approval of final draft for the complete revision of the <strong>FEI</strong><br />

Rules for Dressage Events, 22 nd edition.<br />

Because financial guarantees were not available, the European<br />

Dressage Championship was withdrawn from Moscow (RUS),<br />

and moved to Hagen (GER). The initial dates were maintained<br />

and the amazingly efficient Hagen Organising Committee put<br />

together a wonderful event in only two weeks, offering all the<br />

conditions for top class sport.<br />

<strong>FEI</strong> World Cup Dressage Final<br />

This 20th edition of the <strong>FEI</strong> World Cup Dressage Final, held<br />

in Las Vegas, NV (USA) on 25 April 2005, really hit the<br />

jackpot. Germany and The Netherlands have dominated the<br />

competition since it began in 1986, winning six titles each.<br />

Anky van Grunsven (NED) on Keltec Salinero, won her<br />

seventh World Cup title, but she was chased to the wire by<br />

pupil Edward Gal (NED) on Geldnet Lingh while no less than<br />

four riders scored over 80 percent denoting the highest<br />

standard ever seen. Van Grunsven’s score of 86.725 may not<br />

have rung up a new level – she had achieved that mark with<br />

the legendary Bonfire – but four of the five-strong ground jury<br />

awarded artistic totals of over 90 percent.<br />

In third place, Debbie McDonald (USA) and Brentina seduced<br />

the crowd to Aretha Franklin’s “Respect” and that’s what they<br />

got in return.<br />

<strong>FEI</strong> World Cup Dressage for Young Riders Final<br />

The first Final of the <strong>FEI</strong> World Cup Dressage for Young Riders<br />

took place in Frankfurt (GER) from 15 to 18 December 2005<br />

and was won by Valentina Truppa (ITA) and Don Rico 12 who<br />

scored 75,650% in the Freestyle to Music final competition.<br />

Jessica Werndl (GER) and Duchess 8, who were in the lead<br />

during the qualifying competitions, finished in the runner-up<br />

position with 75,500%, followed by Emma Kanerva (FIN) and<br />

Atoftens Volanti on 73.150%.<br />

EVENTING COMMITTEE<br />

The <strong>FEI</strong> Eventing Committee held two meetings in 2005, first<br />

in Lausanne (SUI) on 24-25 February, in the offices of the <strong>FEI</strong><br />

Secretariat w<strong>here</strong> it was possible for the Committee Members<br />

to meet with <strong>FEI</strong> Directors/Heads of Departments, and the<br />

second was held in Malmö (SWE) on 10-11 August during the<br />

<strong>FEI</strong> Eventing World Cup Final.<br />

Main items/activities included:<br />

- Elaboration of the first draft of a ten-year strategic plan for<br />

Eventing, which includes a mission statement; a definition<br />

of the philosophy of the discipline and long-term goals;<br />

development of technical aspects and competition format.<br />

- consideration of a change in name of the sport – an<br />

independent study was commissioned by the <strong>FEI</strong><br />

- the future of the Development Programme and its<br />

importance for the discipline<br />

- review of the Safety Programme Annual Report – available<br />

on the <strong>FEI</strong> web site – a Course Designers’ working group was<br />

created to supply further explanations in order to use this<br />

information effectively<br />

- revision and clarification of the <strong>FEI</strong> Rules for Eventing<br />

- review of the scoring system<br />

- review of existing major events<br />

- updating of Eventing qualification criteria for the 2008<br />

Olympic Games<br />

- requirement of course attendance every three years for all<br />

Eventing officials and discussion on updated concepts for<br />

courses<br />

- review of responsibilities of Eventing officials<br />

- decision to carry out payment of Technical Delegates for 3star<br />

and above events and all championships as of 1 January<br />

2006 and procedures for such payment, in order to upgrade<br />

this function to a more professional standard.<br />

<strong>FEI</strong> Eventing World Cup Final<br />

The 2005 edition of the <strong>FEI</strong> Eventing World Cup Final in<br />

Malmö (SWE) was a fantastic one. It offered excellent sport<br />

and was enthusiastically acclaimed by 18,000 spectators.<br />

Australia’s Clayton Fredericks came out as the worthy winner<br />

with a score of 42 penalties. The 2nd place went to another<br />

Australian, Andrew Hoy, who finished on 44.3 points. Piia<br />

Pantsu (FIN) followed in 3rd position only 0.1 points behind<br />

Hoy (44.4).<br />

DRIVING COMMITTEE<br />

The <strong>FEI</strong> Driving Committee held its annual meeting at Catton<br />

Hall (GBR)on 18 July 2005.<br />

Main items/activities included:<br />

- consideration of proposals pertaining to:<br />

- amendments to the <strong>FEI</strong> World Cup Driving Rules, the<br />

possibility of holding a Final and a change in restrictions<br />

concerning a wild card<br />

- various rule changes<br />

- organisation of a clinic for <strong>FEI</strong> World Cup Driving officials$<br />

- inclusion of ponies in the Top Driver Award (USA only)<br />

- discussion and agreement pertaining to:<br />

- clarification of the Bridge Obstacle Rule for safety<br />

reasons<br />

- contracts with <strong>FEI</strong> World Cup Driving organisers to<br />

specify a system for appointment of officials<br />

- production of new Dressage Tests<br />

- clarification to qualification criteria<br />

- Guidelines: to assist drivers and judges concerning the<br />

movement “within the ‘shoulder in’”, detailed in test 8;<br />

for cone competitions; for the positioning of judges; for<br />

organisers and officials<br />

- the high number of World Championships in Driving and<br />

the need to monitor the situation<br />

- acceptance of the use of heart-rate monitors<br />

- debate on various proposed venues for 2007 championships<br />

- review of the use of Yellow Cards.<br />

<strong>FEI</strong> World Cup Driving<br />

Once again, the final event of the 2004/2005 <strong>FEI</strong> World Cup<br />

Driving Series took place in Göteborg (SWE), on 24 – 28<br />

March, in the Scandinavium Arena. Ysbrand Chardon (NED)<br />

was the joint winner with Michael Freund (GER) on 34 points.<br />

Werner Ulrich (SUI) came third.<br />

<strong>FEI</strong> Top Driver Awards<br />

Four-in-Hand, supported by Finn Caspersen<br />

The final event for the Top Driver Award for Four-in-Hand<br />

took place in Donaueschingen (GER) on 16 – 18 September.<br />

Werner Ulrich (SUI) won the 2005 Trophy with 77 points,<br />

Ysbrand Chardon (NED) came in second with 72 points and<br />

Michael Freund (GER) was third with 69 points.<br />

Pairs Driving, supported by Van der Wiel Harness<br />

Competitors from France took all three top places in the final<br />

event of the <strong>FEI</strong> Top Driver Award for Pairs held in Riesenbeck<br />

(GER) on 4 – 7 August. Eve Cadi-Verna won with 58 points,<br />

Pierre Jung was second with 54 points and François Dutilloy<br />

came in third with 52 points.<br />

Singles Driving, supported by Kühnle Kutschenmanufaktur<br />

GmbH & Co. KG<br />

The final event of the <strong>FEI</strong> Top Driver Award for Singles held at<br />

Nebanice (CZE) 14 – 17 July, witnessed the victory of Dieter<br />

Lauterbach (GER) with 67 points, followed by Benoît Vernay<br />

(FRA), 62 points, and Marcel Stassen (BEL) with 41 points.<br />

ENDURANCE COMMITTEE<br />

After the highly successful <strong>FEI</strong> Open European Endurance<br />

Championship in Compiègne (FRA), the Endurance Committee<br />

met on 29 August 2005 for its annual meeting.<br />

Main items / activities included:<br />

- appointment of officials to future championships<br />

- review of submissions received for important 2007 and<br />

2008 championships<br />

- project to create an Endurance Series to commemorate the<br />

late Dr Pierre Cazes<br />

- review of existing vet gate presentation times<br />

- a star rating of officials and Endurance veterinarians<br />

- newly designed Endurance courses<br />

- discussion of problems surrounding issues of “conflict of<br />

interest”<br />

Pierre Cazes (FRA), <strong>FEI</strong> Endurance Committee Member and<br />

respected expert, tragically died on 9 August, after having been<br />

kicked in the thorax by a horse. A veterinarian, Pierre Cazes had<br />

been in charge of the selection process for the French National<br />

Endurance team since 1991 and was named national trainer<br />

in 1994. Under his leadership, French riders accumulated 27<br />

medals at European and World Championships, nine of which<br />

in gold.<br />

VAULTING COMMITTEE<br />

The <strong>FEI</strong> Vaulting Committee held its annual meeting in<br />

Verolanuova (ITA) on 8 and 9 August following the 2005 <strong>FEI</strong><br />

European Vaulting Championship.<br />

Main items / activities included:<br />

- development of a protocol and working document<br />

pertaining to a Horse Score for CVIs<br />

- mandating a representative of the International Vaulting<br />

Club to further develop the idea of an <strong>FEI</strong> World Cup for<br />

Vaulting and to make a proposal for the Committee’s<br />

consideration<br />

- discussion of the creation of a <strong>FEI</strong> Vaulting Challenge<br />

- agreement to financially support two courses in 2006: Bad<br />

Boll (GER) and Bogota (COL)<br />

- agreement on minor clarifications to the <strong>FEI</strong> Vaulting Rules<br />

REINING COMMITTEE<br />

The <strong>FEI</strong> Reining Committee held two annual meetings<br />

in Manerbio (ITA), first on 7 May 2005 and then on 23<br />

September during the first <strong>FEI</strong> World Reining Masters Finals<br />

held in Europe.<br />

Main items / activities included:<br />

- confirmation of last date for qualification to and entry in<br />

the 2005 <strong>FEI</strong> Reining Masters Final<br />

- recommendation of change of venue for the 2006 <strong>FEI</strong><br />

Reining Masters Finals<br />

- proposal of rule changes and qualifications for 2006 <strong>FEI</strong><br />

Reining Masters<br />

- decision on the number of go - rounds for the 2006 <strong>FEI</strong><br />

World Equestrian Games<br />

- agreed that results of rider/horse combinations will be the<br />

base for the <strong>FEI</strong> Reining World Ranking List<br />

- proposal for Masters and Riders Rankings systems<br />

- proposal to create a Continental Ranking List for Reining<br />

- proposal of rule changes for the classification of CRIs<br />

- clarifying number of judges in Ground Jury for CRIs<br />

- taking steps to answer the acute need for Reining Stewards<br />

- presentation of a Strategic Plan 2006 - 2012.<br />

PARA-EQUESTRIAN WORKING GROUP<br />

A meeting was held at the headquarters of the International<br />

Paralympic Committee (IPC) in Bonn (GER) on 1 September<br />

2005 for the discussion of the transfer of governance of Para-<br />

Equestrian to the <strong>FEI</strong> and preparation of the membership<br />

agreement for the <strong>FEI</strong> to become part of the IPC.<br />

Main items / activities included:<br />

- selection of a temporary subcommittee to provide technical<br />

assistance until permanent members can be appointed to<br />

form an <strong>FEI</strong> Para-Equestrian Technical Committee<br />

- sending of information and applications to all National<br />

Federations for candidate proposals to form the <strong>FEI</strong> Para<br />

Equestrian Committee<br />

- proposed Generic Rules to NFs and a finalised version to the<br />

<strong>FEI</strong> Bureau<br />

- preparation of a finalised version of Generic Rules, Dressage<br />

Rules and Driving Rules for submission to the <strong>FEI</strong> General<br />

Assembly<br />

- preparation for the transfer of governance.<br />

PONY RIDERS COMMITTEE<br />

The <strong>FEI</strong> Pony Riders Committee held its annual meeting in<br />

Amsterdam (NED) on 29 August 2005.<br />

Main items / activities included:<br />

- recommendation of the allocation of the 2007 <strong>FEI</strong> European<br />

Championship for Pony Riders to Freudenberg (GER)<br />

- new Dressage Test 2006<br />

- preparation of minor changes to the Special Regulations for<br />

Pony Riders and their submission to the General Assembly<br />

CHILDREN’S COMMITTEE<br />

The <strong>FEI</strong> Children’s Committee held its annual meeting in Simi<br />

Valley, California (USA) on 25 November 2005, during the<br />

Final of the <strong>FEI</strong> Children’s International Jumping Competition.<br />

Main items / activities included:<br />

- review of the 2005 season which reflected continued<br />

increase in the participation figures with nearly 700 riders<br />

competing in Categories A and B<br />

- approval of a new Category “C” to encourage development<br />

of the sport in those countries w<strong>here</strong> the level of riding<br />

among children has not yet reached the standard of<br />

Category B<br />

- appointment of Course Designer for the 2007 season<br />

- appointment of officials for 2006 <strong>FEI</strong> European Jumping<br />

Championship for Children, Istanbul (TUR)<br />

- appointment of officials for 2006 <strong>FEI</strong> Children’s Jumping<br />

<strong>FEI</strong> Children’s International Jumping Competition Final<br />

The 2005 <strong>FEI</strong> Children’s International Jumping Competition<br />

Final again took place at Hummingbird Nest Ranch in Simi<br />

Valley, California (USA), from 21 to 27 November. Thirty-two<br />

children participated, 16 from the USA and 16 from around<br />

the world. After a head-to-head duel in the jump-off between<br />

Colombian rider Mark Bluman and Matias Bayas from<br />

Ecuador, the gold medal went to Mark Bluman, cousin of the<br />

2004 winner. Luis Fernando Larrazabal of Venezuela took the<br />

bronze.<br />

VETERINARY COMMITTEE<br />

The <strong>FEI</strong> Veterinary Committee held its annual meeting in Paris<br />

(FRA) from 29 January to 1 February 2005.<br />

Main items / activities included:<br />

- recognition of the work done by the <strong>FEI</strong> Task Force on<br />

Doping and Medication Policy pertaining to:<br />

- adoption of a new <strong>FEI</strong> Medication Code<br />

- initiation of the Medication Advisory Group (MAG)<br />

- the Medicine Box and Detection Times for specified<br />

substances<br />

- re-classification of substances (grading)<br />

- recommendations for testing procedures, laboratories,<br />

legal procedure and sanctions<br />

- important changes to the Veterinary Regulations<br />

- setting up of a Veterinary Research Working Group<br />

- on-going use of new methods of control and pursuit of<br />

research on hypersensitisation and the issue of overbending<br />

(Rollkur)<br />

- progress on the list of Prohibited Substances<br />

- approved two changes to the list of threshold substances<br />

- agreed that reliable information regarding substances used<br />

and their detection times in the laboratory is essential to<br />

treating veterinarians<br />

- confirmed the fact that analysis and confirmatory analysis<br />

of positive samples are to be carried out by the same<br />

laboratory<br />

- decided to enforce sanctions (as of 1 January 2006) applying<br />

to horses not meeting <strong>FEI</strong> requirement for influenza<br />

vaccination<br />

- discussion on the electronic identification of the horse<br />

(chip) and its integration into the <strong>FEI</strong> passport system.<br />

JUDICIAL COMMITTEE<br />

The newly expanded <strong>FEI</strong> Judicial Committee (7 members)<br />

met in plenary on 28 June 2005 in London (GBR). The Judicial<br />

Committee is comprised of qualified attorneys in multiple<br />

jurisdictions, all with relevant experience in administration<br />

and/or competition with respect to international equestrian<br />

disciplines.<br />

The Committee members focused particularly on sanctioning<br />

policy with respect to doping and medication cases. In doing<br />

so, close attention was paid to the recommendations of the<br />

Task Force on Doping and Medication Policy made to the <strong>FEI</strong><br />

General Assembly in April 2005. These, together with the<br />

impact of the World Anti-Doping Code and other applicable<br />

laws, were closely examined with a view of providing for<br />

equitable and transparent processes and penalties, w<strong>here</strong><br />

applicable, in the future and upon implementation of other<br />

key Task Force recommendations. Processes concerning<br />

evidence gathering and hearings, case allocation and conflict<br />

of interest were also discussed.<br />

In addition to the annual meeting, the Committee members<br />

convened on a monthly basis by means of teleconference.<br />

Main items/activities of the <strong>FEI</strong> Judicial Committee and Legal<br />

Department included:<br />

- implementation of the administrative sanctioning<br />

procedure (“fast-track”)<br />

- production of public information (as of 1 August 2005)<br />

pertaining to procedures and the status of cases opened<br />

since 1 January 2005, henceforth published regularly on the<br />

<strong>FEI</strong> website<br />

- review of sanctioning policy pertaining to doping and<br />

positive medication cases<br />

- continued collaboration with the World Anti-Doping Agency<br />

(WADA), defining the number of riders included in the <strong>FEI</strong><br />

Registered Testing Pool (RTP) and with a view to providing<br />

for equitable and transparent processes and penalties<br />

- medication cases for horses: 95 cases were processed and<br />

finalized, 32 of which were decided according to the fasttrack<br />

procedure. The majority of cases (47) were decided<br />

by correspondence and 9 cases were decided in frontal<br />

hearings or by teleconference. Four appeals were presented<br />

to the Court of Arbitration for Sport (CAS), two of which<br />

were withdrawn by the Person Responsible.<br />

- 27 cases were still pending as of 31 December 2005. This<br />

compares to 58 at the same time last year.<br />

- continued implementation of other key Task Force<br />

recommendations<br />

- making available for the first time a working room for the<br />

media during the hearing of Cian O’Connor (IRL) with the<br />

<strong>FEI</strong> Judicial Committee on 27 March 2005<br />

- restructuring and reinforcement of the <strong>FEI</strong> Legal<br />

Department.<br />

The <strong>FEI</strong> Medical Committee, sub-committee of the <strong>FEI</strong> Judicial<br />

Committee, met also in London on 27 June 2005.<br />

Main items/activities included:<br />

- review of the Therapeutic Use Exemptions (TUEs) granted<br />

by the <strong>FEI</strong> Medical Committee and the need for further<br />

educational efforts pertaining to TUEs<br />

- WADA out-of-competition control programme and the<br />

criteria for inclusion in the RTP<br />

- in-competition testing of human athletes<br />

- creation of official medical contacts through the National<br />

Federations and the competitors listed in the RTP<br />

- injury prevention initiatives.<br />

<strong>FEI</strong> REGIONAL GROUPS<br />

The National Federations affiliated to the <strong>FEI</strong> are divided into<br />

nine Regional Groups in order to promote and coordinate the<br />

development and activities of equestrian sport within the<br />

Group area as well as facilitate communication.<br />

Group I<br />

- reviewed various issues pertaining to the work of the <strong>FEI</strong><br />

Strategic Planning Committee<br />

- acknowledged the importance and possibilities of the <strong>FEI</strong><br />

registration process and proposed standard use of the <strong>FEI</strong><br />

entry system<br />

- expressed concern pertaining to the electronic timing<br />

systems<br />

- noted that the Invitation System was not respected<br />

- Dressage horse/rider combination rankings and the<br />

applicable rules triggered a great deal of discussion<br />

- the welfare of horses was a topic of major concern, as were<br />

importation requirements for Hong Kong.<br />

Group II<br />

- reported that preparation for the 2006 World Equestrian<br />

Games was well advanced<br />

- reviewed various issues pertaining to the work of the <strong>FEI</strong><br />

Strategic Planning Committee<br />

- expressed concern pertaining to the coordination and<br />

supervision of any / all legal contracts issued by the <strong>FEI</strong><br />

- agreed that the Commercial Department and the Dressage<br />

Committee work together on in-depth changes for the<br />

calendar<br />

- recommended that practical solutions to anti-doping<br />

rules be determined in conjunction with WADA taking into<br />

consideration the specific circumstances in equestrian sport<br />

- proposed that an official stand / statement be made on the<br />

important animal welfare issue of cloning<br />

- recommended to the <strong>FEI</strong> Executive Board the creation of an<br />

- was searching for solutions to costly transportation and<br />

horse shipping expenses between the islands of its Member<br />

NFs<br />

- wished to be informed regarding the effects of altitude<br />

and climate regarding the 2006 Central American and<br />

Caribbean Games<br />

- reported on progress and plans for a Caribbean<br />

Championship to be held in Trinidad Tobago in 2007<br />

- reported on the success of the <strong>FEI</strong> Challenge supported by<br />

PSI<br />

- expressed satisfaction with Level I Coaching Courses and<br />

requested Level II courses.<br />

Group V<br />

- reported on the organisation of the 2006 Central American<br />

and Caribbean Games in Bogota (COL)<br />

- supported the inclusion of Eventing in the 2007 Pan<br />

American Games<br />

- explained difficulties encountered by riders in participating<br />

in important events organised in Europe and thus having a<br />

chance to be included in the <strong>FEI</strong> World Ranking Lists<br />

- expressed enthusiasm for the <strong>FEI</strong> Coaching System and<br />

reports on efforts to coordinate courses within the areas of<br />

Group V and VI.<br />

Group VI<br />

- reported on the very first Level II Coach System course<br />

SPORTS DEVELOPMENT<br />

STRATEGIC PLAN FOR DEVELOPMENT<br />

On the occasion of the 2005 General Assembly, the <strong>FEI</strong><br />

Development Working Group presented a strategic plan for<br />

the future, which is outlined as follows:<br />

W<strong>here</strong> do we want to go?<br />

The goal of the <strong>FEI</strong> is the strongest possible commitment to<br />

the world-wide development of equestrian sport. The goal<br />

is to create the conditions under which as many athletes as<br />

possible can express their potential in competition and derive<br />

the maximum benefit from the sport in the country of each<br />

<strong>FEI</strong> Member Federation.<br />

Why do we want to go t<strong>here</strong>?<br />

- To advance equestrian sport through the appropriate<br />

education of key personnel which will ensure continuity,<br />

self sufficiency, raising of standards<br />

- To reduce the gap between developing and developed NFs<br />

- To ensure universality by constantly developing the sport’s<br />

foundations and by affiliating additional <strong>FEI</strong> member NFs<br />

- To facilitate access of people from different cultures to our<br />

sport.<br />

How will we get t<strong>here</strong>?<br />

- By putting in place an appropriate development structure<br />

within the <strong>FEI</strong> Development Department<br />

- By using the existing structure outside the <strong>FEI</strong>, i.e. working<br />

closely with Group Chairmen to help communicate and<br />

coordinate projects in the nine <strong>FEI</strong> Regional Groups<br />

- By employing adequate human resources to help implement<br />

this structure.<br />

The <strong>FEI</strong> Development Department is in the process of<br />

analysing the horse sport situation in developing NFs. This<br />

will help identify areas in which development assistance is<br />

needed.<br />

The 2005 <strong>FEI</strong> development activities, which were numerous<br />

and very successful, are briefly presented <strong>here</strong>after:<br />

<strong>FEI</strong> COACHING SYSTEM<br />

<strong>FEI</strong> Courses for Coaches<br />

In 2005, development proved once again a driving force for<br />

the National Federations. The number of Level 1 courses for<br />

coaches doubled in comparison to last year, which is a great<br />

success and tangible proof that our efforts correspond to a<br />

real need.<br />

The first Level 2 course for coaches was organised in Buenos<br />

Aires (ARG) in September under the direction of Gerry<br />

Mullins (IRL), <strong>FEI</strong> Tutor. Twelve Level 1 coaches duly selected<br />

from Argentina, Bolivia, Brazil and Uruguay attended. A<br />

Level 2 certification will be given to them upon decision of<br />

an Evaluation Commission. The second Level 2 course that<br />

was due to take place in Chile, on 21-27 November was<br />

postponed.<br />

In total, 12 <strong>FEI</strong> courses for coaches were organised in 2005,<br />

A data base to monitor <strong>FEI</strong> coaches is in preparation.<br />

Olympic Solidarity<br />

Six out of the 12 courses for coaches were financed by Olympic<br />

Solidarity. The remaining six courses were financed either by<br />

the NF or through other funds.<br />

Tutors’ debriefing in Helicon Deurne (NED)<br />

The <strong>FEI</strong> Development Working Group, chaired by Gerry Mullins<br />

(IRL) and the <strong>FEI</strong> Tutors involved in the <strong>FEI</strong> Coaching System<br />

Programme, met at the National Riding School Helicon<br />

in Deurne (NED) from 24 to 26 January 2005. The first day<br />

served as a debriefing session on the courses for coaches that<br />

had been organised in 2004 in Barbados, Bolivia, Brazil, Chile,<br />

South Africa and Swaziland. Susanne Macken, Gerry Mullins,<br />

Peter Strijbosch, Karl-Heinz Giebmanns and Kathy Amos<br />

Jacob reported on their first experience as <strong>FEI</strong> Tutors. The<br />

other Tutors – Jean-Philippe Camboulives, Jean-Paul Magnen,<br />

Lars Meyer zu Bexten and John Ledingham – also actively<br />

participated in this meeting. The second day was dedicated<br />

to the role of the Coach and the harmonisation of techniques.<br />

Tutors had to present topics chosen from flat work, Jumping<br />

and Eventing and made demonstrations in the riding arena<br />

using students from the riding school as “guinea pigs”. A<br />

presentation on the use of the horse at the lunge, by Jean-<br />

Michel Pinel Chairman of the <strong>FEI</strong> Vaulting Committee, led to<br />

animated discussions. The last day was based on the review<br />

of the role of the Tutor and the use of the interactive learning<br />

technique method. Liam Moggan, coach and psychologist at<br />

the National Coaching and Training Centre in Limerick (IRL),<br />

acted as moderator throughout the three days of meetings<br />

and trained the Tutors. The meeting ended with a general<br />

discussion on the use of the method, the difference between<br />

the role of the Coach and the Tutor, the introduction of a<br />

Code of Ethics and the necessity for an assessment for Level<br />

2 courses.<br />

Tutors’ course in Istanbul (TUR)<br />

From 7 to 11 November 2005, a course for Tutors and a <strong>FEI</strong><br />

Level 1 for coaches was organised in the SIEC (Sevil Sabanci<br />

International Equestrian Centre) in Istanbul.<br />

The first course was designed for tutors involved in the <strong>FEI</strong><br />

Coaching System. They met for a debriefing of their activities<br />

during the year and to improve their tutorial skills under the<br />

direction of Liam Moggan.<br />

Conclusions included:<br />

- Review/discussion of how coaches learn<br />

- Discussion of their role as <strong>FEI</strong> Tutors<br />

- Clarification of skills/qualities of good tutors<br />

- Planning and practice as Tutors<br />

- Assistance to coaches in helping riders improve their<br />

performance<br />

- Shareing of experiences and feedback<br />

- Commitment to the <strong>FEI</strong> “process” and <strong>FEI</strong> “product”.<br />

The second course brought together 14 coaches from BUL,<br />

CYP, GRE, ROM and TUR with Gerry Mullins as <strong>FEI</strong> Tutor.<br />

In addition to her task as <strong>FEI</strong> Tutor, Susanne Macken (IRL) has<br />

started to assist some grassroots NFs in the Caribbean and<br />

Armenia in their endeavour to establish a sports structure.<br />

This is being carried out under the Programme of Assistance<br />

to NFs.<br />

It is worth mentioning that a tremendous effort was made by<br />

the Regional Group Chairmen in helping the <strong>FEI</strong> Development<br />

Department to implement the Coaching System and<br />

various development programmes. The importance of their<br />

coordinating role will grow and will increasingly become a<br />

condition for the successful development of equestrian sport<br />

in the nine regions.<br />

<strong>FEI</strong> WORLD CHALLENGES<br />

Despite the withdrawal of the former sponsor, Performance<br />

Sales International (PSI), the <strong>FEI</strong> World Jumping and Dressage<br />

Challenges held a steady course throughout the year.<br />

<strong>FEI</strong> World Jumping Challenge<br />

The <strong>FEI</strong> World Jumping Challenge took place without any<br />

major problems despite the cancellations of the Philippines,<br />

the United Arab Emirates, Lithuania, Kazakhstan, Ukraine<br />

and Trinidad. The introduction of a new rule concerning the<br />

size of the arena (90 x 45) and the appointment of a foreign<br />

judge was vehemently discussed but finally, apart from a few<br />

exceptions, everyone complied with the new regulations.<br />

The increase by 38% in the number of participants in Category<br />

B was noted with great satisfaction.<br />

<strong>FEI</strong> World Dressage Challenge<br />

Despite the lack of a sponsor, the <strong>FEI</strong> World Dressage Challenge<br />

was successfully organised thus proving its importance for<br />

developing NFs. Unfortunately, Kazakhstan had to withdraw<br />

due to a lack of a suitable indoor arena. Since 2004, we have<br />

observed a decrease in the number of participants at Prix St.<br />

Georges level for the benefit of other classes, such as Children,<br />

Novice and Advanced. This coincided with the introduction of<br />

a rule excluding Intermediate I, II and Grand Prix horses and<br />

riders from the competition. This situation is worrying for it<br />

does not help the younger generation to develop.<br />

2004 <strong>FEI</strong> World Jumping and Dressage Finals supported by PSI<br />

The 2004 <strong>FEI</strong> World Jumping and Dressage Challenge Finals<br />

supported by PSI took place in June in Hagen (GER) at Hof<br />

Kasselmann within the framework of the Horse and Dreams<br />

Exhibition. Unfortunately, the weather did not cooperate<br />

disturbing the exhibition and competitions. However, the<br />

three Finals took place as scheduled and were supported by<br />

a large crowd, who noticed a real improvement in the level<br />

in Jumping, Dressage and especially Children. The quality of<br />

the horses lent by Mr Kasselmann and Mr Schockemöhle was<br />

outstanding.<br />

<strong>FEI</strong> DEVELOPMENT PROGRAMMES<br />

Eventing<br />

Eastern Europe: Andrew Griffiths, <strong>FEI</strong> Development Officer,<br />

has made an outstanding effort to bring new NFs from Eastern<br />

Europe into the international Eventing circuit. Bulgaria and<br />

Turkey have caught up with Russia and Belarus. In total, six<br />

events in four countries were organised within the framework<br />

of the 2005 Eventing Development Programme: Russia (3),<br />

Belarus (1), Bulgaria (1), Turkey (1). A Level 1 course for coaches<br />

was organised in Russia in conjunction with the CCI 1*, 2*,<br />

CIC 2* and CIC-W 3* in June. It is interesting to note that<br />

Belarus, which started Eventing through the <strong>FEI</strong> Development<br />

Programme three years ago, was able to send five horses to<br />

Kreuth (GER), two of which have qualified for the 2006 <strong>FEI</strong><br />

World Equestrian Games.<br />

The level of cooperation achieved among the National Federations<br />

involved was outstanding; the NFs are seeing tangible<br />

results of the development programme coming into being,<br />

which is very encouraging. It is also important to note that<br />

a larger number of officials are taking greater responsibility<br />

with the national classes held in their own countries.<br />

South/Central America: José Ortelli, <strong>FEI</strong> Development<br />

Officer, and his team are making a tremendous effort in<br />

developing a circuit of competitions in Argentina, Brazil,<br />

Ecuador and Uruguay. Central America is also very much<br />

interested in improving the discipline and a real network of<br />

Eventing experts has developed t<strong>here</strong>.<br />

A Level 1 course for coaches was held in Porto Alegre (BRA)<br />

within the framework of CCI 1 and 2*. The next big gathering<br />

of Eventers would have been the Central American Games in<br />

December in Guatemala, but unfortunately this important<br />

event was cancelled due to the hurricane devastation. A<br />

special effort was made in order to include Eventing in the<br />

programme of the 2006 Central American and Caribbean<br />

Games in Cartagena de Indias (COL).<br />

Worthwhile discussions about the global development of<br />

Vaulting and new competition circuits are under way. In<br />

particular, Group IX has expressed its interest in developing<br />

this discipline.<br />

OTHER DEVELOPMENT COMPETITIONS<br />

Africa Cup<br />

Under the moto “Bring together the Nations of Africa”, the<br />

Swazi-Lizkhar Stud in Ezulwini Valley (SWA) hosted the<br />

second Africa Cup. This development competition is divided<br />

into Section A (C Grade and Africa Cup events under <strong>FEI</strong><br />

rules) and Section B (all other classes under RSA NF rules);<br />

it is supported by the <strong>FEI</strong> Development Fund. A total of<br />

seven nations participated with either a team or individual<br />

competitors. Zimbabwe (0 penalties) won the Africa Cup<br />

ahead of Swaziland (8 penalties), Zambia (17 penalties) and<br />

Namibia (28 penalties). In addition, individual riders from<br />

Kenya, Mauritius and South Africa participated.<br />

Caucasus Cup<br />

The Caucasus Cup (Jumping) was organised for the fifth<br />

consecutive year in the Georgian capital Tbilisi (GEO). It has<br />

proven to be very motivating for the riders in the region.<br />

Unfortunately, due to disastrous weather conditions, the<br />

organisers were disappointed to announce the participation<br />

of only a limited number of riders and a low level of public<br />

attendance. One rider from Armenia and two from Azerbaijan<br />

took part on borrowed horses.<br />

Another cause for worry was the pending sale of the<br />

hippodrome to a private construction company. This would<br />

oblige the organisers to find another location outside the city.<br />

Notwithstanding all these problems, it is encouraging to<br />

note an obvious improvement in the riding style of some<br />

competitors.<br />

COOPERATION WITH OTHER<br />

ORGANISATIONS<br />

European Coaching Council<br />

European Network of Sport Science,<br />

Education and Employment (ENSSEE)<br />

In 1999, the European Network of Sports Science, Education<br />

and Employment (ENSSEE) developed a framework for the<br />

recognition of coaching qualifications in Europe. This was<br />

achieved in cooperation with representatives of national<br />

agencies for coach education in the European Union (EU)<br />

member states. A European structure for five levels of training<br />

for coaches was created and used as a reference point by each<br />

of the EU member states in the further development of their<br />

coach education system.<br />

This year, a review of this 5-level structure was started in order<br />

to maximise its relevance in the context of the expanding EU<br />

framework. A Working Group consisting, among others, of<br />

representatives of the EU Coaching Council, the International<br />

and European Sports Federations and the European Olympic<br />

Committees is overseeing the review. Thanks to the quality of<br />

its system of education of coaches and its expertise, the <strong>FEI</strong><br />

has been invited to join in.<br />

The Group convened in Warsaw (POL), Rio Maior (POR) and<br />

Limerick (IRL). During the last meeting, concerns from the<br />

IFs were expressed pertaining to the delivery of a master’s<br />

degree by universities which are too far-removed from sport<br />

and competitions. The universities have now come to realise<br />

the benefit of cooperating with the IFs in the field of coach<br />

education and vice-versa. Discussions are ongoing.<br />

Justice for Athletes<br />

Justice for Athletes, a not-for-profit organisation based in the<br />

USA, has approved a grant in the amount of USD 10,000 for<br />

use by the <strong>FEI</strong> in assisting an athlete from Swaziland and in<br />

promoting the development of equestrian sport in developing<br />

countries. They believe this will further promote awareness of<br />

personal and social responsibility, as well as physical activity<br />

and health conditions.<br />

ASOIF Forum on IFs’ Development Activities<br />

A forum on IFs’ Development Activities, attended by some 24<br />

Summer and Winter IFs, was organised by the Association of<br />

Summer Olympic International Federations (ASOIF). It was<br />

found very useful and the following observations were made:<br />

- Development was seen as an incentive for NFs to be active<br />

- Balance had to be found between elite/grassroots and<br />

competition/structural development<br />

- A clear development strategy had to be put in place within<br />

the IFs<br />

- Development staff needed to be professionalized<br />

- IFs were the ones who set the terms and, as such, had to<br />

have centralised control over development<br />

- IFs had to use/seek partnerships/stakeholders<br />

- Courses for coaches were deemed essential; however, they<br />

required a follow-up (monitoring of coaches data on a data<br />

base) in order to ensure quality<br />

- Return on investment in education was difficult to<br />

measure<br />

- NFs needed to be empowered in order to become selfsufficient<br />

which was the final goal<br />

- Equipment issues, such as transportation of equipment,<br />

certified equipment as a source of income, were addressed<br />

- Olympic Solidarity resources had to be put to better use<br />

- Gender equity and youth development had to be<br />

encouraged.<br />

AFFILIATIONS<br />

Cameroon Equestrian Federation (CMR) was provisionally<br />

accepted as a new member (Group IX). The Bureau approved<br />

the re-affiliation of Iraq (IRQ) as full Member (Group VII). The<br />

affiliation of Madagascar (MAD) as full member was approved<br />

(Group IX). These new affiliations bring the number of <strong>FEI</strong><br />

member federations to 134.<br />

The request of the National Federation of Bulgaria (BUL) to<br />

change from Group III to Group I was accepted.<br />

The 2006 <strong>FEI</strong> General Assembly will be asked for its approval.<br />

MISCELLANEOUS<br />

An updated version of the <strong>FEI</strong> Code of Conduct Towards the<br />

Environment and Sustainable Development was ratified.<br />

OTHER ACTIVITIES<br />

<strong>FEI</strong> COMMERCIAL DIVISION<br />

The progress made by the <strong>FEI</strong> Commercial Division in 2005<br />

was in line with its long-term strategy presented in 2004.<br />

In 2005, the centralisation of rights process was launched and<br />

well under way by the end of the year.<br />

The contract with Octagon Marketing was terminated in<br />

September 2005. Although Octagon had provided valuable<br />

advice in terms of clarifying the <strong>FEI</strong> commercial rights<br />

situation, they had failed to secure a single sponsor since<br />

2002 and it was deemed necessary to end this relationship.<br />

In the past, the association between the <strong>FEI</strong> and MBPtv, the<br />

<strong>FEI</strong> television arm, had been regulated by a gentleman’s<br />

agreement. It was decided that a contract should be produced<br />

to suitably normalise this relationship.<br />

The <strong>FEI</strong> signed a three-year agreement with the <strong>FEI</strong> World Cup<br />

Jumping Western European League Organisers. Those new<br />

agreements give the <strong>FEI</strong> the ability to promote its visibility.<br />

In the case a title sponsor would be found for the Series, the<br />

contracts could be terminated.<br />

Major changes with some of the <strong>FEI</strong> strategic properties will<br />

take place in the future and all key assets will be properly<br />

branded and registered. For the <strong>FEI</strong> Games 2010, and<br />

for the first time in the <strong>FEI</strong> history, the <strong>FEI</strong> will sell the title<br />

and category sponsorship rights jointly with the <strong>FEI</strong> Games<br />

Organising Committee.<br />

The <strong>FEI</strong> sponsors family grew in 2005<br />

Samsung extended its sponsorship of the <strong>FEI</strong> Super League<br />

for a further three years post 2005; it will, however, no longer<br />

support the <strong>FEI</strong> Nations Cup. The return on investment for<br />

the Samsung brand was estimated at being close to 300% in<br />

2005. These great results played a key role in the extension of<br />

the partnership between Samsung and the <strong>FEI</strong>.<br />

Rolex became the title sponsor of the <strong>FEI</strong> television magazine<br />

“<strong>FEI</strong> Equestrian World” that was launched in February 2006.<br />

Produced by MBPtv and distributed by TWI, this magazine will<br />

be released on a monthly basis with a 30-minute programme.<br />

Each programme will contain a section dedicated to <strong>FEI</strong><br />

subjects and will allow for better exposure of the disciplines<br />

that currently receive very limited TV coverage. This new<br />

initiative represented a very important addition to the <strong>FEI</strong><br />

communication strategy.<br />

Heritage Bank & Trust and Tourism Malaysia joined the<br />

<strong>FEI</strong> Partner Programme. The Commercial Division organised<br />

an assortment of visibility and hospitality rights for these two<br />

partners at the Samsung Super League and <strong>FEI</strong> World Cup<br />

Jumping events.<br />

Gandini extended its cooperation agreement with the <strong>FEI</strong> for<br />

another four years until December 2008. Gandini is sponsoring<br />

the <strong>FEI</strong> Gandini World Jumping Riders Rankings in partnership<br />

with the International Jumping Riders Club (IJRC).<br />

Generali will provide civil liability and individual accident<br />

insurance for each rider joining the <strong>FEI</strong> registration for<br />

international riders which began in January 2006.<br />

The long-term branding strategy remained clearly focused<br />

on the <strong>FEI</strong> corporate brand.<br />

Significant improvements with the implementation of the<br />

new <strong>FEI</strong> brand, both internally and externally, were observed<br />

in 2005. Most of the <strong>FEI</strong> disciplines are now covered. In<br />

Dressage, for instance, boards and table cloths on the judge’s<br />

tables bearing the <strong>FEI</strong> brand have become the standard. The<br />

TV value of the <strong>FEI</strong>’s branding jump was measured this year<br />

by IFM, an independent media research institute. The average<br />

value per show was over CHF 100’000.<br />

A new identity for the <strong>FEI</strong> World Equestrian Games was<br />

unveiled. This event was a fantastic property but lacked clear<br />

identification. It was necessary to clarify the issue of ownership<br />

and to establish a brand structure for the long term. As of<br />

2010, this event will be referred to as the <strong>FEI</strong> Games. A<br />

new design based on the unicorn star constellation has been<br />

developed and registered.<br />

A new brand has also been created for the <strong>FEI</strong> World Cups. This<br />

was needed to develop the notion of Series, a key element to<br />

attract potential title sponsors’ interest.<br />

Improved television coverage<br />

Meetings with the European Broadcasting Union (EBU) to<br />

extend the present agreement post 2006 took place in 2005.<br />

It was expected that a new contract would be signed in the<br />

first half of 2006.<br />

Progress following the decision to allocate all rights placement<br />

and sales to MBPtv has been encouraging. A new structure<br />

for sales and rights placement was put into place and a 20%<br />

increase was targeted at; indications are that this goal will be<br />

exceeded.<br />

Coverage of the <strong>FEI</strong> World Cup Jumping and the Samsung<br />

Super League continued to develop during 2005. It was<br />

anticipated that improvements would be made in 2006 with<br />

the return of Sweden to the Samsung Super League.<br />

SPORTACCORD<br />

SportAccord, the annual international sports convention, brings<br />

representatives from the 100 International Sports Federations<br />

affiliated to the General Association of International Sports<br />

Federations (GAISF), the Association of Summer Olympic<br />

International Federations (ASOIF), the Association of the<br />

International Olympic Winter Sports Federations (AIOWF)<br />

and the International Olympic Committee together with<br />

sponsors, architects, sports lawyers, broadcasters and other<br />

specialists to discuss the key issues facing the sports industry.<br />

Owned by the GAISF, ASOIF and AIOWF, SportAccord<br />

encompasses the annual Associations’ Congress and General<br />

Assemblies. The convention includes open conference<br />

sessions, workshops, seminars, scheduled networking<br />

opportunities and an exhibition, all scheduled around the<br />

Associations’ meetings.<br />

The 2005 edition was held in April in Berlin w<strong>here</strong> convened<br />

no less than 1100 delegates. The <strong>FEI</strong> was represented by<br />

the <strong>FEI</strong> President, first Vice President, Secretary General<br />

and Olympic Department Manager. The conferences and<br />

presentations concentrated on the organisation and legacy<br />

of major sporting events, the evolution of media rights, and<br />

integrity issues such as the impact of betting on sports.<br />

PUBLIC RELATIONS AND MEDIA ADVISORY<br />

COMMITTEE<br />

The <strong>FEI</strong> website has become a mainstay in the <strong>FEI</strong><br />

Communications strategy. 2005 witnessed the development<br />

of two new major online services: the update of the status<br />

of cases in the judicial process and the search of results<br />

and rankings for the three Olympic disciplines of Jumping,<br />

Dressage and Eventing.<br />

As the <strong>FEI</strong> website developed, it became evident that the<br />

creation of a website dedicated specifically to the <strong>FEI</strong><br />

World Cup activities would answer a growing demand. Thus<br />

came into being http://www.feiworldcup.org centralising<br />

information on the <strong>FEI</strong> World Cup Jumping, Dressage, Eventing<br />

and Driving. With links to events organisers, calendar, media<br />

guides, results, latest news and other useful information, this<br />

new website has become a focal point for all <strong>FEI</strong> World Cup<br />

fans around the world.<br />

In addition, the <strong>FEI</strong> offers a special press service for the <strong>FEI</strong><br />

World Cup in each discipline, with full reports and results<br />

sent out by email to subscribers immediately after the event.<br />

The <strong>FEI</strong> World Cup press service can count on the talent<br />

of professional journalists specialised in their respective<br />

discipline.<br />

The main activities of the <strong>FEI</strong> Communications Department<br />

also included organisation and logistics pertaining to the<br />

<strong>FEI</strong> General Assembly and Bureau Meetings as well as the<br />

production of the major <strong>FEI</strong> publications such as the <strong>FEI</strong> Press<br />

News, Press Releases, <strong>FEI</strong> Bulletin, <strong>FEI</strong> Annual Report and<br />

various Media Guides.<br />

IN MEMORIAM : SUSAN JANE ANSTEY (CAN)<br />

The <strong>FEI</strong> and equestrian journalism in general lost a dynamic and<br />

experienced partner when the President of the International<br />

Alliance of Equestrian Journalists passed away in November<br />

2005. Susan Jane Anstey was a valiant champion of Canada’s<br />

development in international sport. Amongst her many<br />

volunteer and industry sponsorship contributions, she chaired<br />

the task force that resulted in the creation of Jump Canada,<br />

and established the Horse Sport Young Riders Scholarship<br />

Fund in 1998 to recognise the top Canadian performers at the<br />

annual North American Young Riders’ Championship in the<br />

three Olympic disciplines.<br />

An avid horsewoman, Susan Jane competed and judged<br />

hunters/jumpers, bred and raced Thoroughbreds, published<br />

Canada’s leading horse magazines including Horse Sport,<br />

Horse-Canada and Canadian Thoroughbred, and was a life<br />

long member of The Toronto & North York Hunt. She made<br />

a significant contribution to horse sport both nationally and<br />

internationally, serving as a director of Jump Canada, chair<br />

of the <strong>FEI</strong> Media Advisory Committee and, for the last 12<br />

years, President of the International Alliance of Equestrian<br />

Journalists.<br />

As that rare combination of publisher and working journalist,<br />

Susan Jane Anstey provided a dedicated Canadian journalistic<br />

presence at World Equestrian Games and Olympic Games<br />

from 1984 through to 2004.<br />

Notes to the financial statements<br />

1. These financial statements are subject to approval by the <strong>FEI</strong> General Assembly.<br />

2. <strong>FEI</strong> receives in the year of the Olympic Summer Games a Contribution from the International Olympic Committee (IOC). It<br />

is considered that these proceeds, which are only received once every four years, represent a core financing of <strong>FEI</strong> both for<br />

the year of the Games and the succeeding three years.<br />

The contribution is allocated initially to the IOC Contribution Fund. In the year of the Games, a unique amount is first<br />

credited to revenues from the Fund equal to the net costs incurred by <strong>FEI</strong> for its participation at the Games. The balance is<br />

credited to revenues in four equal annual amounts commencing in the year of the Games.<br />

Any contributions received after the initial contribution are added to the balance of the Fund and also credited to revenue<br />

over the remaining years of the quadrenium.<br />

3. Designated funds represent funds which require internal approval for their use.<br />

4. Operating funds are those funds of the <strong>FEI</strong> that have not been designated for any particular purpose<br />

and that are freely available for the use of <strong>FEI</strong>.<br />

5. The financial statements are audited by PriceWaterhouseCoopers, Lausanne, Switzerland.<br />
