<strong>The</strong> desire of the Antisocial Behaviour Team is to tackle antisocial behaviour through early identification and<br />

intervention. To achieve this, it is vitally important that all incidents are reported early on to the Antisocial<br />

Behaviour Helpline on 0800 5877197 or via <strong>The</strong> <strong>Moray</strong> <strong>Council</strong> Website.<br />

<strong>The</strong> Antisocial Behaviour etc. (Scotland) Act 2004 created a number of new measures to assist in dealing with<br />

such behaviour. <strong>The</strong>se can be implemented by either <strong>The</strong> <strong>Moray</strong> <strong>Council</strong> or Grampian Police.<br />

By working together we will ensure that everyone has the right to live in a safe and secure environment.<br />

Antisocial Behaviour Order (ASBO). This is a civil order issued by the Sheriff to moderate a particular form of<br />

behaviour, taken out against persons over 12 years of age or older. Failure to comply is a criminal offence, and<br />

for adults can result in a fine or imprisonment.<br />

Acceptable Behaviour Contract (ABC). Sometimes known as an Acceptable Behaviour Agreement (ABA).<br />

This is an early intervention designed to get an individual that is involved in unacceptable or antisocial<br />

behaviour to acknowledge this behaviour and its impact on other people, with the aim of stopping it.<br />

This service aims to facilitate access to the mainstream curriculum for bilingual pupils, and to ensure equality<br />

of opportunity within <strong>Moray</strong> schools. It aims to enable pupils to take a full part in the life and work of the<br />

This peripatetic service covers the whole of <strong>Moray</strong> and the work involves young children with pronounced<br />

learning and communication difficulties. <strong>The</strong> Service includes children with autistic spectrum and complex<br />

communication disorders within its remit. <strong>The</strong> Early Years work covers pre-school children in the age range<br />

3-7 years who have significant learning and/or communication disorders. A strong emphasis is placed on<br />

support for parents and the work includes pre-school home visits. <strong>The</strong> Language Support Service covers<br />

children in the early years of primary school and the focus is upon specific language and communication<br />

problems rather than general learning difficulties. Supporting the transition into primary school is an<br />

important part of the remit. It is the peripatetic equivalent of language unit provision which has been<br />

established in certain other authorities. A strong emphasis is placed on support for parents and the work<br />

includes home visits.<br />

Hearing Impairment Service<br />

<strong>The</strong> peripatetic service exists to provide specialist educational support for children with hearing impairment,<br />

their families, teachers, professionals and others involved, from the time of diagnosis through pre-school,<br />

primary and secondary education. <strong>The</strong> aims of the Hearing Impairment Service are:-<br />

• To enable children with hearing impairment to reach their educational potential.<br />

• To provide appropriate communication systems in order to enable pupils to develop effective<br />

communication in a variety of settings and for a variety of purposes.<br />

• To ensure that pupils have the appropriate technology, resources and support so that they have full and<br />

equal access to the language and cultures of the wider hearing community.<br />

• To foster and develop effective partnerships with the children, their parents and teachers.<br />

• To promote a philosophy of inclusion, which seems to maximise opportunity, independence,<br />

participation and achievement for all pupils according to their individual needs.<br />

Anyone can refer a child to the Hearing Impairment Service, following the consent of the child’s parent /<br />

leaflet will be sent to you.<br />

Visual Impairment Service<br />

<strong>The</strong> Visual Impairment Service is an educational support service for children, teachers and all those concerned<br />

with the education of the child with a visual impairment. <strong>The</strong> Visual Impairment Service operates a peripatetic<br />

service visiting and supporting children with a visual impairment in their home, playgroup, nursery or school.<br />

<strong>The</strong> aims of the Visual Impairment Service are:-<br />

• To ensure the child has full access to the curriculum in a form which is appropriate to their individual<br />

needs.<br />

• To encourage equal opportunities for all children.<br />

• To involve and value the active participation of parents<br />

• To ensure that children achieve their full potential.<br />

Anyone can refer a child to the Visual Impairment Service, following the consent of the child’s parent /<br />

Educational Psychologists are fully qualified applied psychologists specialising in education. <strong>The</strong>y have a<br />

range of duties, in respect of children and young people in the age range 0-19 years, including those who have,<br />

or may have, additional support needs. <strong>The</strong> work can involve individual assessment, advice and support for<br />

parents, consultancy advice to schools, participation in multi-professional assessments, inter-agency liaison,<br />

direct support for individual children, training, research and development activities.<br />

Most referrals are made by schools, but parents and other relevant professional agencies can approach the<br />

Service for confidential advice or to discuss a possible referral. For pre-school children, referrals are normally<br />

made by a medical specialist. <strong>The</strong> school or other referring agency will always discuss with parents the reasons<br />

why the involvement of an Educational Psychologist might be helpful and parental consent must be sought<br />

before a referral is accepted. Older children and young persons can also contact the service directly.<br />

Each ASG or LCN has a designated Educational Psychologist who is responsible for most of the work in that<br />

area and acts as the first point of contact for educational establishments, parents, children and young people and<br />

other agencies.<br />

<strong>The</strong> main aim of the Inclusion and Support Service is to provide an integrated range of education and social<br />

work services to children of school age who experience serious social, emotional and behavioural difficulties.<br />

<strong>The</strong>se services are provided within schools by teaching staff and others with additional support provided<br />

through a team of outreach staff. In addition, the Inclusion and Support Service has two specialist centres in<br />

Elgin where more individual help is provided to children who have particularly challenging behaviour.<br />

<strong>The</strong> Blue Badge scheme provides a national arrangement of parking concessions for people with severe<br />

walking difficulties who travel either as drivers or passengers. <strong>The</strong> scheme also applies to registered blind<br />

people and people with severe upper limb disabilities who regularly drive a vehicle. It allows badge holders to<br />

park close to their destination but national concessions apply only to on-street parking. You can get a badge if:<br />

• you receive a higher rate of the mobility component of the Disability Living Allowance<br />

• you receive a War Pensionsers' Mobility supplement<br />

• you use a motor vehicle supplied for disabled people by a Government Health Department<br />

• you are registered blind<br />

• you have a severe disability in both upper limbs, regularly drive a motor vehicle but cannot turn the<br />

steering wheel by hand, even if that wheel is fitted with a turning knob<br />

• you have a permanent and substantial disability which means you are unable to walk or have very<br />

considerable difficulty in walking.<br />

• you are being treated by Macmillan nurses.<br />

• You are a child under the age of 2 with specific medical conditions which require bulky medical<br />

equipment.<br />

• You have a temporary mobility impairment which makes it impossible or unreasonably difficult to<br />

walk and which is likely to last for at least 12 months (a temporary badge would be issued in this<br />

situation).<br />

Careers Scotland is a publicly funded all-age career planning service. We focus on helping school pupils,<br />

college students, unemployed young people and adults in transition to progress on to further learning, training<br />

and ultimately employment.<br />

We provide personal assistance to individual young people and their parents/carers to explore options, source<br />

additional support, develop employability skills, make career decisions and plan their route to the next stage in<br />

their education or work. Our aim is to enable individuals to reach their full potential.<br />

Careers Scotland staff visit secondary schools on a regular basis throughout term time and all pupils are<br />

allocated a named Careers Scotland advisor to work with them. This advisor will maintain contact with the<br />

pupil once they leave school and we will continue to provide support through college, training etc for as long as<br />

appropriate until the young person is settled into work and sustaining employment.<br />

More intensive key working support is available for pupils who are facing multiple barriers to employability,<br />

including learning difficulties, mental ill health, physical disability, anti-social or offending behaviour,<br />

substance mis-use, etc. In addition to working one-on-one with the individual, this can include advocating on<br />

behalf of them and their parents/carers and working with the network of agencies involved to ensure the best<br />

outcome for the young person.<br />

<strong>The</strong> service is run by Children 1st in partnership with the <strong>Moray</strong> <strong>Council</strong> and is an independent and confidential one<br />

for children and young people in need, especially those who are looked after by the local authority. This means that<br />

it is open to most young people but particularly to those who are living away from home in foster care or residential<br />

care. Children in need are also covered however and this would include children with or affected by disabilities,<br />

children who are excluded from school, children in need of protection and children with additional support needs.<br />

<strong>The</strong> Children and Young Peoples Rights Worker can:<br />

• Provide young people with information about their rights.<br />

• Support young people to give their views at school, social work meetings and Children’s Hearings, where it is<br />

sometimes difficult for them to speak up.<br />

• Support young people to make a complaint or an appeal about exclusion from school if they are over 16.<br />

• She can also support young people who wish to appeal a change in their EMA.<br />

Young people can feel overwhelmed by the adults in their lives, no matter how good relationships are. Having the<br />

Children and Young Peoples Rights Worker to help them to say what they want to say without making judgements or<br />

trying to change their views can be very helpful to the child and also the adults involved.<br />

Young people have a right to be part of the decision making process about things which affect them. <strong>The</strong>ir voices<br />

should be heard and considered along with, not instead of, everyone else’s in a child-centred manner that they can<br />

relate to and feel comfortable with. Young people who feel they have contributed to the decision making process are<br />

more likely to work with the decision even if it is not the outcome they wished.<br />

<strong>The</strong> Service is funded by <strong>Moray</strong> <strong>Council</strong> and Grampian Health Board, through the Scottish Executive’s Changing<br />

Children’s Services Fund, and from a CHILDREN 1 ST award from the Millennium Promise Fund. It provides<br />

therapeutic services that help children, young people and families in <strong>Moray</strong> to recover from the impact of abuse and<br />

neglect. We provide individual counselling in addition to family support and we help families to protect their<br />

children from further abuse. <strong>The</strong> work is approached from a child-centred perspective which acknowledges a child’s<br />

rights, respects their best interests at all times and is viewed within the context of the whole family. Given the<br />

diverse range of traumas experienced by the children and young people referred to the Service, we match the support<br />

given to individual need. Support remains flexible during the recovery process to meet any changing need and<br />

includes education and guidance focusing on child protection. Children and families can be referred by other<br />

agencies or can contact the Service directly.<br />

are concerns about the additional support being provided in school and it can’t be sorted out with the school<br />

itself, it may be helpful to involve someone from outside the situation. An independent mediator can help<br />

people to talk, focus on the issues involved and work out a realistic and fair agreement. Continuing conflict can<br />

make this very hard to do. Mediation can result in a better understanding and an improved relationship<br />

Sports Development<br />

Improving health and well-being through physical activity and sport. <strong>The</strong> four key goals of the strategy are<br />

early years, school age children, community participation and sports facilities. <strong>The</strong> other key areas identified<br />

by the strategy group to focus our efforts for the future include grass roots participation, active living,<br />

developing partnerships, developing talent and excellence in sport and outdoor activities.<br />

Arts Development<br />

Promotes access to a range of arts events, activities, projects and performances throughout <strong>Moray</strong>. Aims to<br />

offer opportunities for participation and enable individuals and organisations to realise their potential.<br />

Active Schools<br />

A Scottish Executive initiative, joint funded by sportscotland and the local authority, with the aim of<br />

increasing the activity levels of children by enabling the provision of high-quality, safe and sustainable physical<br />

activity opportunities for all pupils. <strong>The</strong>se opportunities will be provided through the formal, informal and<br />

extended curriculum as well as in the wider community. <strong>The</strong> remit of the program is wide and includes all<br />

We provide respite relief for carers in their own homes. We have trained Care Attendants throughout the district who<br />

come into the home and relieve the carer of their duties, allowing the carer a well-earned break.<br />

Other services include overnight sits. <strong>The</strong> Care Attendant can come in for longer periods to allow an uninterrupted<br />

night’s sleep. Support, physically and emotionally, is also provided by the care attendant to carer and client.<br />

Confidentiality is strictly observed at all times. We offer our services 24 hours a day – 7 days a week.<br />

<strong>The</strong> Family Protection Unit in <strong>Moray</strong> comprises of 2 officers who have the responsibility for the investigation<br />

of allegations of serious violent and sexual abuse involving children and adults, including historical cases of<br />

abuse. Where children are involved there is a close working relationship with the Social Work Department<br />

during the interview stage of the enquiry. In addition, the unit can expect to become involved in the<br />

investigation of allegations of rape irrespective of the age of the complainer.<br />

<strong>The</strong> role calls for a great degree of knowledge of current legislation and best practice in an area of work<br />

regularly under review and comment from outside bodies. As such, there is a need for good and effective<br />

liaison between the unit and outside bodies such as Social Work, <strong>The</strong> Procurator Fiscal and Reporter,<br />

Education Services and of course the Health Authorities. This is particularly important when attending case<br />

MIDAS provides an interagency framework for a comprehensive assessment for children with developmental<br />

delay/disorder and/or complex disabilities. It provides a child support plan for the child and their family.<br />

Parents/carers are central to the process and will be fully involved at all stages.<br />

MIDAS is for pre-school children (0-5 years old) with complex developmental disorder/delay (usually affecting<br />

more than one aspect of development) and/or significant medical needs. Occasionally, school age children with<br />

previously unidentified complex needs as above can also be referred. Conditions may include cerebral palsy,<br />

global developmental delay, autistic spectrum disorder, language disorder, visual/hearing impairment and other<br />

MALP is a partnership project funded by the Scottish Executive, which aims to extend access to people over<br />

compulsory school age in <strong>Moray</strong> to develop their skills in literacy and numeracy. It achieves this through<br />

working in partnership with adult learners, learning providers, support agencies, public bodies and the wider<br />

community. <strong>The</strong> strategic partners are: <strong>Moray</strong> College, <strong>Moray</strong> <strong>Council</strong> (Community Learning and<br />

Development, Libraries and Information and Community Services), HIE <strong>Moray</strong> Careers Scotland, Jobcentre<br />

Plus, Lead (Linking Education and Disability) Scotland, WEA (Workers Education Association), NHS<br />

Grampian and <strong>Moray</strong> Adult Learners’ Forum. As well as providing adult literacy and numeracy learning, the<br />

partnership provides training and staff development for tutors; marketing, publicity and promotion including<br />

<strong>The</strong> Raeden Centre is operated by NHS Grampian in partnership with Aberdeen City <strong>Council</strong>. Raeden is an<br />

assessment and treatment centre for young children who are in the pre school age range and have known or<br />

suspected disabilities. After assessment a plan for treatment, education & support is drawn up which will be<br />

explained and discussed with parents.<br />

<strong>The</strong> staff at the Raeden Centre also have information about numerous voluntary and self help groups operating<br />

throughout the North East of Scotland, many of which provide additional support and advice for carers of<br />

children who have a wide range of problems. Parents cannot self-refer their child for assessment, the normal<br />

We are a multi-disciplinary mental health team serving children and teenagers from<br />

0 – 16 years and their families / carers (18 years if still at school or resident within Banff area).<br />

Our catchment area currently extends outwith <strong>Moray</strong> to include Banff. We accept queries from General<br />

Practitioners, school doctors, paediatricians and colleagues working in the adult mental health services. We<br />

also accept queries from colleagues in Social Work, Education and the Children’s Hearing system.<br />

<strong>The</strong> project, run by the Rowan Centre, aims to support all those working with children and young people by<br />

providing consultation, advice and training about mental health concerns. It aims to increase awareness and the<br />

ability to respond quickly and effectively to mental health issues affecting young people in <strong>Moray</strong>. <strong>The</strong> service<br />

is run by a multi-disciplinary mental health team and is also overseen by a multi-agency steering group which<br />

meets on a quarterly basis to review the progress of the project and reports back to the For <strong>Moray</strong> Children<br />

Group.<br />

of staff to respond to your query. This may result in referral to the main service, offers of consultation /<br />

<strong>The</strong> <strong>Moray</strong> Throughcare & Aftercare Team provide ‘Throughcare’ support, advice and guidance to ‘Looked<br />

After and Accommodated’ young people aged 14+, both whilst in residential or foster placements and when<br />

they move on. ‘Aftercare’ support, advice & guidance is provided to the above young people up to the age of<br />

19 or 21 who were ‘looked after and accommodated on or after their official school leaving date. Young<br />

people in receipt of an ‘aftercare’ service can also access ‘supported lodgings’, which is specifically provided<br />

by this service. Referrals are provided by social workers in the area Children & Family social work teams.<br />

<strong>Moray</strong> Youth Justice is the title chosen to cover the work of all the organisations involved in preventing youth<br />

crime in <strong>Moray</strong>. <strong>The</strong> Youth Justice Team, based at Lossiemouth, works with persistent and serious offenders.<br />

In partnership with Grampian Police they also offer a Restorative Justice Scheme. Referrals to this scheme<br />

come through the Reporter or Sheriff. <strong>Moray</strong> Youth Action offer preventative work for young people with 3<br />

offences or more. Outfit <strong>Moray</strong> offer outdoor education. Social Work Area Teams remain as caseholders to<br />

these young people and many organisations are involved in preventative and diversionary work. Grampian<br />

Police hold the information about youth offending and this intelligence informs all the work. <strong>The</strong> Youth<br />

Justice Strategy group is instrumental in designing the service in order to meet Youth Justice Standards.<br />
