Andy Jamieson Antisocial Behaviour Co-ordinator andy.jamieson@moray.gov.uk
The desire of the Antisocial Behaviour Team is to tackle antisocial behaviour through early identification and
intervention. To achieve this, it is vitally important that all incidents are reported early on to the Antisocial
Behaviour Helpline on 0800 5877197 or via The Moray Council Website.
The Antisocial Behaviour etc. (Scotland) Act 2004 created a number of new measures to assist in dealing with
such behaviour. These can be implemented by either The Moray Council or Grampian Police.
By working together we will ensure that everyone has the right to live in a safe and secure environment.
Antisocial Behaviour Order (ASBO). This is a civil order issued by the Sheriff to moderate a particular form of
behaviour, taken out against persons over 12 years of age or older. Failure to comply is a criminal offence, and
for adults can result in a fine or imprisonment.
Acceptable Behaviour Contract (ABC). Sometimes known as an Acceptable Behaviour Agreement (ABA).
This is an early intervention designed to get an individual that is involved in unacceptable or antisocial
behaviour to acknowledge this behaviour and its impact on other people, with the aim of stopping it.
This peripatetic service covers the whole of Moray and the work involves young children with pronounced
learning and communication difficulties. The Service includes children with autistic spectrum and complex
communication disorders within its remit. The Early Years work covers pre-school children in the age range
3-7 years who have significant learning and/or communication disorders. A strong emphasis is placed on
support for parents and the work includes pre-school home visits. The Language Support Service covers
children in the early years of primary school and the focus is upon specific language and communication
problems rather than general learning difficulties. Supporting the transition into primary school is an
important part of the remit. It is the peripatetic equivalent of language unit provision which has been
established in certain other authorities. A strong emphasis is placed on support for parents and the work
includes home visits.
Educational Psychologists are fully qualified applied psychologists specialising in education. They have a
range of duties, in respect of children and young people in the age range 0-19 years, including those who have,
or may have, additional support needs. The work can involve individual assessment, advice and support for
parents, consultancy advice to schools, participation in multi-professional assessments, inter-agency liaison,
direct support for individual children, training, research and development activities.
Most referrals are made by schools, but parents and other relevant professional agencies can approach the
Service for confidential advice or to discuss a possible referral. For pre-school children, referrals are normally
made by a medical specialist. The school or other referring agency will always discuss with parents the reasons
why the involvement of an Educational Psychologist might be helpful and parental consent must be sought
before a referral is accepted. Older children and young persons can also contact the service directly.
Each ASG or LCN has a designated Educational Psychologist who is responsible for most of the work in that
area and acts as the first point of contact for educational establishments, parents, children and young people and
other agencies.
The Blue Badge scheme provides a national arrangement of parking concessions for people with severe
walking difficulties who travel either as drivers or passengers. The scheme also applies to registered blind
people and people with severe upper limb disabilities who regularly drive a vehicle. It allows badge holders to
park close to their destination but national concessions apply only to on-street parking. You can get a badge if:
• you receive a higher rate of the mobility component of the Disability Living Allowance
• you receive a War Pensionsers' Mobility supplement
• you use a motor vehicle supplied for disabled people by a Government Health Department
• you are registered blind
• you have a severe disability in both upper limbs, regularly drive a motor vehicle but cannot turn the
steering wheel by hand, even if that wheel is fitted with a turning knob
• you have a permanent and substantial disability which means you are unable to walk or have very
considerable difficulty in walking.
• you are being treated by Macmillan nurses.
• You are a child under the age of 2 with specific medical conditions which require bulky medical
equipment.
• You have a temporary mobility impairment which makes it impossible or unreasonably difficult to
walk and which is likely to last for at least 12 months (a temporary badge would be issued in this
situation).
Susan Chalmers Careers Scotland susan.chalmers@careers-scotland.org.uk
Careers Scotland is a publicly funded all-age career planning service. We focus on helping school pupils,
college students, unemployed young people and adults in transition to progress on to further learning, training
and ultimately employment.
We provide personal assistance to individual young people and their parents/carers to explore options, source
additional support, develop employability skills, make career decisions and plan their route to the next stage in
their education or work. Our aim is to enable individuals to reach their full potential.
Careers Scotland staff visit secondary schools on a regular basis throughout term time and all pupils are
allocated a named Careers Scotland advisor to work with them. This advisor will maintain contact with the
pupil once they leave school and we will continue to provide support through college, training etc for as long as
appropriate until the young person is settled into work and sustaining employment.
More intensive key working support is available for pupils who are facing multiple barriers to employability,
including learning difficulties, mental ill health, physical disability, anti-social or offending behaviour,
substance mis-use, etc. In addition to working one-on-one with the individual, this can include advocating on
behalf of them and their parents/carers and working with the network of agencies involved to ensure the best
outcome for the young person.
Careers Scotland is part of Highlands & Islands Enterprise. Our services are confidential and free of charge.
Beth Fraser Children & Young People’s Rights Worker beth.fraser@moray.gov.uk
The service is run by Children 1st in partnership with the Moray Council and is an independent and confidential one
for children and young people in need, especially those who are looked after by the local authority. This means that
it is open to most young people but particularly to those who are living away from home in foster care or residential
care. Children in need are also covered however and this would include children with or affected by disabilities,
children who are excluded from school, children in need of protection and children with additional support needs.
The Children and Young Peoples Rights Worker can:
• Provide young people with information about their rights.
• Support young people to give their views at school, social work meetings and Children’s Hearings, where it is
sometimes difficult for them to speak up.
• Support young people to make a complaint or an appeal about exclusion from school if they are over 16.
• She can also support young people who wish to appeal a change in their EMA.
Young people can feel overwhelmed by the adults in their lives, no matter how good relationships are. Having the
Children and Young Peoples Rights Worker to help them to say what they want to say without making judgements or
trying to change their views can be very helpful to the child and also the adults involved.
Young people have a right to be part of the decision making process about things which affect them. Their voices
should be heard and considered along with, not instead of, everyone else’s in a child-centred manner that they can
relate to and feel comfortable with. Young people who feel they have contributed to the decision making process are
more likely to work with the decision even if it is not the outcome they wished.
children from further abuse. The work is approached from a child-centred perspective which acknowledges a child’s
rights, respects their best interests at all times and is viewed within the context of the whole family. Given the
diverse range of traumas experienced by the children and young people referred to the Service, we match the support
given to individual need. Support remains flexible during the recovery process to meet any changing need and
includes education and guidance focusing on child protection. Children and families can be referred by other
agencies or can contact the Service directly.
The Moray Council is committed to working in partnership with parents, young people and children. If there
are concerns about the additional support being provided in school and it can’t be sorted out with the school
itself, it may be helpful to involve someone from outside the situation. An independent mediator can help
people to talk, focus on the issues involved and work out a realistic and fair agreement. Continuing conflict can
make this very hard to do. Mediation can result in a better understanding and an improved relationship
between those in dispute.
The Employment Support Service is a specialist service that aspires to promote employment for individuals
who are experiencing social exclusion due to complex barriers that have a disadvantageous effect on their
employability. We positively promote good practice by providing individual and appropriate support.
Employment Support Services endorses and promotes the rights of all individuals to have access to any
learning, training and career development opportunities. Employment Support Service assists in the smooth
transition from education to employment by providing tailor made work experience placements for pupils who
are defined as having a disability under the Disability Discrimination Act 2001.
The Family Protection Unit in Moray comprises of 2 officers who have the responsibility for the investigation
of allegations of serious violent and sexual abuse involving children and adults, including historical cases of
abuse. Where children are involved there is a close working relationship with the Social Work Department
during the interview stage of the enquiry. In addition, the unit can expect to become involved in the
investigation of allegations of rape irrespective of the age of the complainer.
The role calls for a great degree of knowledge of current legislation and best practice in an area of work
regularly under review and comment from outside bodies. As such, there is a need for good and effective
liaison between the unit and outside bodies such as Social Work, The Procurator Fiscal and Reporter,
Education Services and of course the Health Authorities. This is particularly important when attending case
conferences.
Schools are being supported to achieve the Scottish Executive target that all schools in Scotland are to be
Health Promoting Schools by December 2007. School communities are supported to take a community
development approach, working through a process of awareness raising, consultation and prioritising health
issues. School Health Co-ordinators facilitate a process of auditing priority health topics, developing,
implementing and evaluating actions plans, designed to promote and improve the health of the school
community. A Grampian Health Promoting School Accreditation Scheme, designed to recognise the good
work that has been taking place in schools and to provide a focus for future developments, is currently being
implemented in Moray.
The Raeden Centre is operated by NHS Grampian in partnership with Aberdeen City Council. Raeden is an
assessment and treatment centre for young children who are in the pre school age range and have known or
suspected disabilities. After assessment a plan for treatment, education & support is drawn up which will be
explained and discussed with parents.
The staff at the Raeden Centre also have information about numerous voluntary and self help groups operating
throughout the North East of Scotland, many of which provide additional support and advice for carers of
children who have a wide range of problems. Parents cannot self-refer their child for assessment, the normal
route is medical referral. Please contact the centre for more details.
REAP (Rural Environment Action Project) is a CSV Scotland project which works with local communities and
agencies to raise awareness of sustainable development and through this promote action which seeks to meet
locally identified needs. Sustainable Development is about meeting the needs of the present without
compromising the ability of future generations to meet their own needs.
REAP will become an independent local charity/social enterprise in January 2008. We will continue to work
with local groups and agencies to encourage social enterprise, promote sustainable development and raise
environmental awareness.
Moray Youth Justice is the title chosen to cover the work of all the organisations involved in preventing youth
crime in Moray. The Youth Justice Team, based at Lossiemouth, works with persistent and serious offenders.
In partnership with Grampian Police they also offer a Restorative Justice Scheme. Referrals to this scheme
come through the Reporter or Sheriff. Moray Youth Action offer preventative work for young people with 3
offences or more. Outfit Moray offer outdoor education. Social Work Area Teams remain as caseholders to
these young people and many organisations are involved in preventative and diversionary work. Grampian
Police hold the information about youth offending and this intelligence informs all the work. The Youth
Justice Strategy group is instrumental in designing the service in order to meet Youth Justice Standards.
The aim of the Partnership is to ensure that all young people in Moray have genuine opportunities to become
full and active citizens, to contribute to, and benefit from living in a healthy community. The target age group
is 15-24. As well as funding and supporting a number of projects that seek to support vulnerable and
marginalised young people we work with local groups in Moray who can provide new opportunities for all
young people. We hope to ensure young people’s voices are heard in the planning of future services within
Moray and beyond. Youthstart workers work with young people wherever they are required. We also work
with groups and organisations dealing with 15-24 year olds. We hold a large resource of information regarding
young people and their needs. This is available to anyone. If requested Youthstart workers can take this
information to meetings in local communities.
