SERVICES DIVISION<br />

The <strong>Services</strong> <strong>Division</strong> is an integral part of <strong>Leighton</strong> <strong>Contractors</strong>’ diverse service<br />

offering, providing a range of services and skills to deliver major infrastructure<br />

in Australia and New Zealand. The <strong>Services</strong> <strong>Division</strong> combines expertise and<br />

experience in the long term operations and maintenance of key infrastructure<br />

assets across a range of sectors including transport, education, health,<br />

commercial, mining and energy.<br />

We offer a comprehensive range of services including asset management,<br />

maintenance planning and lifecycle analysis, through to the provision of<br />

day to day facility management.<br />

Our projects include the operations and maintenance of the majority of<br />

toll roads in Sydney and Brisbane, the maintenance of more than 3,400km<br />

of Western Australia’s road network, facility management of the first digital<br />

hospital in Australia, energy providers in Victoria and Western Australia<br />

and schools in south east Queensland’s major growth areas.<br />

Safety and health above all<br />

consumption and we are<br />

committed to implementing<br />

these efficiencies into our<br />

We also support the protection<br />

and creation of sustainable<br />

environments through our<br />

Our employees participate in<br />

conservation and research<br />

projects of ‘at risk’ species<br />

through our partnership with<br />

Earthwatch Institute Australia.<br />

One of our projects has<br />

developed an initiative where<br />

fauna is monitored, tracking<br />

animal movements via a number<br />

of large fauna culverts under<br />

the motorway. This includes<br />

installation of fencing to funnel<br />

fauna into safe crossings<br />

eliminating interaction<br />

with traffic.<br />

The results of this program<br />

are being considered when<br />

designing future motorway fauna<br />

movement structures.<br />

LOCAL COMMUNITIES<br />

A key driver of our community<br />

investment strategy is to<br />

enhance people’s everyday<br />

lives. We recognise that we have<br />

both a responsibility and an<br />

opportunity to contribute to the<br />

We work closely with the Beacon<br />

Foundation to improve the<br />

South East Queensland<br />

Schools Project (Aspire Schools)<br />

Queensland<br />

The South East Queensland Schools Project<br />

(Aspire Schools), owned by <strong>Leighton</strong> <strong>Contractors</strong><br />

and the Commonwealth Bank of Australia, is<br />

delivering Queensland’s first Schools PPP project.<br />

The project includes seven new schools that are<br />

being handed over progressively until 2014.<br />

The <strong>Services</strong> <strong>Division</strong> holds the facility<br />

management contract for the schools for the<br />

remaining 29 years of the contract. Our role<br />

includes implementing and undertaking asset<br />

maintenance as part of the proactive management<br />

of the lifecycle of the facilities, fixtures, fittings<br />

and furniture. The maintenance of the grounds<br />

and the cleaning of the schools are carried out in<br />

partnership with the Department of Education<br />

and Training (DET).<br />

Our team is responsible for the day to day<br />

operations of the site infrastructure and services<br />

provided to enable the schools to operate. Internal<br />

management is complemented by some of the<br />

service providers used in the construction of the<br />

schools, to ensure the schools are maintained to<br />

the highest standard.<br />

A 24-hour facility management Helpdesk records<br />

and manages day to day issues, rectifying any<br />

defects as they arise. The team works closely with<br />

the principals and school staff ensuring smooth<br />

operations of the schools on a day-to-day basis.

M5 East<br />

New South Wales<br />

Since September 2011, the operations and<br />

maintenance of the M5 East Freeway<br />

(M5 East) in Sydney has been the responsibility<br />

of <strong>Services</strong> <strong>Division</strong> on behalf of Roads and<br />

Maritime <strong>Services</strong>.<br />

The M5 East is a four-lane freeway which is nine<br />

kilometres in length and includes twin 4 kilometre<br />

tunnels and a 550 metre tunnel under the Cooks<br />

River. It links the M5 Motorway at Beverly Hills with<br />

General Holmes Drive at Sydney Airport, on to the<br />

Eastern Distributor. This provides an important link<br />

for road-users from the south-western suburbs of<br />

Sydney to Port Botany, Sydney Airport, Sydney<br />

CBD and Sydney’s eastern and northern suburbs.<br />

Our team commenced full operations in<br />

December 2011. Under the contract, the <strong>Services</strong><br />

<strong>Division</strong> maintains and operates the overall<br />

management of the M5 East, improvement<br />

services, support for network operations,<br />

operational asset management and associated<br />

project management and 24-hour CCTV<br />

monitoring and incident response.

western power<br />

Western Australia<br />

The <strong>Services</strong> <strong>Division</strong> provides facility<br />

management services for Western Power’s<br />

head office and five depots across Perth.<br />

Under the contract, the team is providing full<br />

facility management services to these critical<br />

assets, allowing Western Power to focus on<br />

its core business of bringing power to more than<br />

1.5 million Western Australians every day.<br />

The team is delivering planned, preventative and<br />

where required, reactive maintenance including<br />

cleaning, security, contract management, risk<br />

management, asset planning and strategic asset<br />

capital expenditure planning. Delivering cost<br />

effective services that optimise the operational<br />

needs of each facility is a major focus. The<br />

contract is structured on a risk and reward basis<br />

so that service excellence is rewarded and service<br />

outcomes are maximised.

CLEM7<br />

Queensland<br />

The CLEM7 links five existing major motorways<br />

and arterial roads on the north and south sides<br />

of the Brisbane River. The 6.8 kilometre tollway<br />

includes twin, 2 lane 4.8 kilometre tunnels.<br />

The CLEM7 includes a state of the art fully<br />

electronic tolling system and unique urban design<br />

and landscaping concepts. Brisbane Motorway<br />

<strong>Services</strong> - BMS (a <strong>Leighton</strong> <strong>Contractors</strong>/Lend<br />

Lease Joint Venture) is the operations and<br />

maintenance contractor for the project.<br />

Under the 45 year contract BMS has obligations<br />

to operate, maintain and repair all civil, structural,<br />

mechanical, electrical and roadside tolling services<br />

until the handover at the end of the concession<br />

period. <strong>Leighton</strong> <strong>Contractors</strong> holds a 50% share<br />

of BMS.<br />

The CLEM7 is one of Australia’s safest tunnels.<br />

A range of safety features and systems operates<br />

in the tunnel to provide the safest driving<br />

Medica Centre<br />

New South Wales<br />

The <strong>Services</strong> <strong>Division</strong> is delivering a five year<br />

contract providing comprehensive on-site facility<br />

management services for the purpose built Medica<br />

Centre in Hurstville, in Sydney’s southern suburbs.<br />

The Medica Centre provides comprehensive<br />

surgical, cancer diagnosis and treatment<br />

services, diagnostic imaging and nuclear<br />

medicine, pathology and a range of<br />

supporting healthcare services.<br />

The contract includes the delivery of the<br />

day-to-day operations, strategic asset<br />

planning, budget management, hard facilities<br />

management, sub-contract management,<br />

cleaning, security management and emergency<br />

services training. The contract also includes<br />

minor project works including fit outs for<br />

incoming tenants in the building.<br />

The state-of-the-art Medica Centre has six floors<br />

of specialist consulting rooms and is the first<br />

hospital in Australia to be completely digital, from a<br />

patient’s initial admission through to discharge and<br />

billing. More than 30,000 surgical procedures are<br />

expected to be conducted each year at the new<br />

35-bed centre.<br />

Work to date has included recording of any design<br />

defects to improve the construction process for<br />

any further sites the client may develop. This<br />

capability illustrates the diverse expertise of the<br />

team contributing positively to whole of life design<br />

and maintenance of the property.

wheatbelt isa<br />

Western Australia<br />

<strong>Leighton</strong> <strong>Contractors</strong>, in a joint venture with<br />

Opus International Consultants (Opus), and in<br />

collaboration with Main Roads Western Australia is<br />

delivering improvement and maintenance services<br />

for the Wheatbelt regional road network in WA.<br />

The $191 million Integrated <strong>Services</strong> Arrangement<br />

(ISA) project showcases <strong>Leighton</strong> <strong>Contractors</strong>’<br />

infrastructure services expertise, and together<br />

with Opus, provides construction, operations and<br />

maintenance services to the 3,400km of main<br />

roads across the Wheatbelt, from Northam to<br />

Southern Cross and Moora to Narrogin.<br />

The collaborative arrangement ensures the<br />

road network links communities; facilitates<br />

industrial, commercial and business development;<br />

enables access to other modes of transport and<br />

contributes to the economic advancement of the<br />

region and the State.<br />

To meet these needs, challenges and<br />

requirements, the services offered by the<br />

team working on the ISA Wheatbelt project<br />

include network operations, operational asset<br />

management, maintenance management and<br />

delivery, and capital works delivery.<br />

The team shares in, and is committed to achieving<br />

the objectives and principles set by Main Roads<br />

WA. These include a ‘best for network’ approach,<br />

shared decision making, achieving best practice<br />

in operational asset management and network<br />

operations and achieving value for money through<br />

appropriate risk sharing.<br />

The project team works with local communities<br />

to provide employees, subcontractors and<br />

suppliers with access to training programs and<br />

our advanced management systems.
