Mak<strong>in</strong>g the best use of ICT<br />

Information technology is <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g used <strong>in</strong> <strong>school</strong>s, but how can it be used to best<br />

advantage? The adm<strong>in</strong>istrative district of Celle, Germany and the municipality of Tuusula <strong>in</strong><br />

F<strong>in</strong>land jo<strong>in</strong>ed forces to f<strong>in</strong>d out.<br />

Each local authority paired a secondary <strong>school</strong> and a tra<strong>in</strong><strong>in</strong>g organisation from their region, to <strong>in</strong>vestigate<br />

the use of ICT <strong>in</strong> the classroom and <strong>in</strong> teacher tra<strong>in</strong><strong>in</strong>g. Their f<strong>in</strong>al report recommended that classrooms<br />

should have a mobile laptop projector unit with access to the Internet, and that, importantly, staff members<br />

must be tra<strong>in</strong>ed <strong>in</strong> mak<strong>in</strong>g the most effective use of the new equipment.<br />

To this end, several tra<strong>in</strong><strong>in</strong>g opportunities were put to the test <strong>in</strong> the project <strong>in</strong>clud<strong>in</strong>g <strong>school</strong> <strong>in</strong>ternal<br />

tra<strong>in</strong><strong>in</strong>g with external support, cross-<strong>school</strong> tra<strong>in</strong><strong>in</strong>g, participation <strong>in</strong> expert conferences and lifelong<br />

learn<strong>in</strong>g programmes (job shadow<strong>in</strong>g).<br />

“In our F<strong>in</strong>nish partner <strong>school</strong>, ICT was not that high on the agenda – we had to persuade our peers that<br />

it was important,” Jürgen Ganzer from the German team says. The project changed this. “We identified<br />

the need for <strong>in</strong>teractive boards and tablets for lessons,” Ilkka Mäk<strong>in</strong>en from the F<strong>in</strong>nish team expla<strong>in</strong>s.<br />

“These are now part of our daily <strong>school</strong> life. In fact, a budget has been set aside for the tools and for the<br />

tra<strong>in</strong><strong>in</strong>g.” He also goes on to expla<strong>in</strong> that the impact has been even wider. “We are part of a bigger region<br />

of 10 communities that are now work<strong>in</strong>g together to formulate an ICT strategy for the next decade,”<br />

Ilkka says.<br />

The project’s recommendations were enthusiastically taken up <strong>in</strong> Germany, too. “We had to make the<br />

case that tools like laptops were needed,” Jürgen recalls. “We held a sem<strong>in</strong>ar at government level <strong>in</strong><br />

Hannover and with<strong>in</strong> weeks, <strong>school</strong>s were given new equipment. The authorities have said that they will<br />

now <strong>in</strong>vest <strong>in</strong> the th<strong>in</strong>gs that <strong>school</strong>s really need and that teachers will use.”<br />

And that’s not all. Alongside the <strong>in</strong>troduction of tools and tra<strong>in</strong><strong>in</strong>g opportunities, the project has also<br />

produced a website that conta<strong>in</strong>s a survey on the use of new media <strong>in</strong> the classroom, for teachers to<br />

download.<br />

The partners are quick to agree upon the value of the ‘<strong>European</strong>’ dimension. Even certa<strong>in</strong> logistical issues<br />

– such as coord<strong>in</strong>at<strong>in</strong>g timetables between two countries with different <strong>school</strong> years – did not stand <strong>in</strong><br />

the way of their collaboration. Indeed, so fruitful was their partnership that they are now work<strong>in</strong>g together<br />

on a new project focus<strong>in</strong>g on student health.
