APRIL 25, 2013 President Matt Clay called the Meeting of the Board of Directors
to order on April 25, 2013 at 12:12 pm.
ROLL CALL OF DIRECTORS:
Present: Clay, Purvis, Petrachek, Bennetts, DiCarlo, Turner arrived at 2:15 pm,
Macken arrived at 2:45 pm Absent: Lopez – unexcused, Schaller – excused for
department business
Upon motion by Purvis, Second by Bennetts and passed by unanimous vote, the
April 25, 2013 meeting of the Board of Directors entered into closed session at
1:07 pm for confidential communications to include Fern Steiner (by phone), Cindy
Olson and Adah Mathias.
1) DISCUSSION:
a) Legal, closed session minutes from April 11, 2013
MOTION/Purvis, SECOND/Bennetts to come out of closed session at pm.
Motion unanimously carries
2) TIME CERTAINS:
a) Craig Johnson made a presentation regarding a department challenge
coin.
b) Scott Trendle (CPA) reviewed the year end audit for the DSA.
3) CONSENT CALENDAR:
a) Minutes from April 11, 2013
b) Ratification of Director Poll
i) To approve payment of half of the expenses up to $1,000 for 2
honor guard members to go to Boston for memorial services for
Sean Collier.

c) Retirements
i) Brett Reed – 33 years combined membership - $3,600

5) COMMITTEE REPORTS:
a) PEACE OFFICERS RESEARCH ASSOCIATION OF CALIFORNIA
(PORAC) – Petrachek
i) Quarterly PORAC meeting will be held in San Diego on August
2 nd and 3 rd .
b) POLITICAL ACTION: Petrachek/Schaller
i) Review of PAC procedures for interview process.
c) NEGOTIATIONS: Turner
i) Turner will be contacting those members who will be on the
negotiations committee.
d) MEMBER EVENTS: Purvis/Turner
i) Turner expressed the Baker to Vegas team thanks for the DSA
support.
ii) Wine tasting tour will be on June 1 st .
iii)
Lonny Brewer Golf Tournament will be on Monday, September
23 rd .
e) DONATIONS: Purvis
i) AOCDS Memorial Golf Tournament
MOTION/Purvis, SECOND/Turner to approve $250 for tee sponsorship
from undesignated funds. Motion unanimously carries.
f) BYLAWS/STANDING RULES: Purvis
i) Don Crist asked if retirees can receive the book reimbursement for
the National University. Direction to not offer reimbursement but
they can use any books that the DSA has previously purchased.
g) INSURANCE: DiCarlo
i) DiCarlo was contacted regarding information on CLEA Disability
Insurance.
ii) Medical Task Force will be having first meeting to start discussions

on medical premiums for 2014.
Discussion regarding insurance brokers attending briefings and
department denying them access to the facilities.
h) PEACE OFFICER MEMORIAL:
i) San Diego County Memorial will be on May 1 st at the Organ
Pavilion in Balboa Park.
ii)

California Peace Officer Memorial will be on May 5 th and 6 th in
Sacramento.
National Peace Officer Memorial is on May 13 th – 15 th in
Washington DC.
(1) Events at the National Memorial will be a reception at the
hotel on May 12 th , night time bus tour of the memorials
on May 14 th and dinner at Carmine’s on May 15 th . Board
direction to authorize the President to sign the contract for
Carmine’s and the contract for the bus tour.
(2) Discussion regarding hosting a fundraising for the National
Law Enforcement Officer Memorial Foundation to benefit
the museum.
6) GOOD OF THE ASSOCIATION
a) The San Diego Padres donated $10,000 to the San Diego Deputy
Sheriff’s Foundation.

DSA ENDORSES BILL GORE FOR SHERIFF
The DSA has announced the association’s early endorsement of Bill
Gore for San Diego County Sheriff.
“In his role as Sheriff, Bill Gore has shown tremendous leadership
and capability when it comes to keeping our San Diego community
safe,” said DSASD President Matt Clay. “The organization looks
forward to continuing a productive relationship with Sheriff Gore
over the coming years.”
The DSA is the first law enforcement organization to formally
endorse Gore’s campaign for re-election.
“I am honored to have the support of the Deputy Sheriffs’
Association,” said Sheriff Gore. “These are the men and women
who work tirelessly to keep our streets and neighborhoods safe.
Their valiant efforts and sacrifice ensure our region continues to be
a safe place for our residents to live. I appreciate having the support
