For the first time I can remember,we were lucky enough to havegreat weather for the holidayweekend. Hopefully you hadthe chance to spend sometime outside enjoy<strong>in</strong>g it withfriends and family.While we just honored thelives <strong>of</strong> our heroes who<strong>of</strong>fered the ultimate sacrifice<strong>in</strong> our nation’s militaryservice; earlier this month,we celebrated the lives <strong>of</strong> ourpeace <strong>of</strong>ficers that <strong>of</strong>fered thesame sacrifice here at home.We participated <strong>in</strong> the local,state, and national ceremonies, represent<strong>in</strong>g theDSA and the Sheriff’s Department. Once aga<strong>in</strong><strong>in</strong>clud<strong>in</strong>g randomly selected DSA members. Ifyou know one <strong>of</strong> the members who attendedthe ceremonies, please talk to them about theirexperience. I suspect they will tell you what apowerful experience it was and that you shouldconsider do<strong>in</strong>g it yourself. You certa<strong>in</strong>ly comeaway with a newfound appreciation for howcritical our job is and what a true brotherhoodwe are a part <strong>of</strong> <strong>in</strong> law enforcement.This is also primary election season and as Iwrite this, we are down to the f<strong>in</strong>al seven dayslead<strong>in</strong>g to the tally <strong>of</strong> ballots. I’d call it ElectionDay, but s<strong>in</strong>ce more people now vote by mail,let’s just call it what it is.As with other <strong>San</strong> <strong>Diego</strong> summer traditions,the <strong>San</strong> <strong>Diego</strong> County Fair will soon be <strong>in</strong> fullsw<strong>in</strong>g. While many will pick up extra shiftsdur<strong>in</strong>g the fair season, a number <strong>of</strong> us willattend the fair with our friends and families.For those who simply can’t get enough turkeylegs, fried Tw<strong>in</strong>kies, and grilled corn, we havethe perfect th<strong>in</strong>g for you. You can purchase yourunlimited admission fair tickets at the DSAstore for only $13. Here’s to another safe, recordsett<strong>in</strong>gattendance season at the fair.Recently, you should have received a notice <strong>in</strong>the mail about changes to our group auto andhome <strong>in</strong>surance plans. Specifically, we droppedour payroll deduction with California CasualtyNOTARY SERVICE◊ AT THE DSA OFFICE ◊and Liberty Mutual and have entered <strong>in</strong>to anexclusive deal with MetLife for auto and home<strong>in</strong>surance plans.To give you somebackground: this wassometh<strong>in</strong>g we startedabout a year ago. We weredisappo<strong>in</strong>ted with the rates<strong>of</strong>fered through our exist<strong>in</strong>gplans and wanted to pursuemore competitive rates forthe members. We spoke withour <strong>in</strong>surance broker andwere directed to the MetLifeplan.Initially, the data lookedpromis<strong>in</strong>g. We even had amember come to a meet<strong>in</strong>gand share with us that he was with one <strong>of</strong> theother companies and had called MetLife for aquote to learn they had saved him a few hundreddollars on his annual rate.What sounded so simple has turned out to be atedious process. Many members with the other<strong>in</strong>surance companies are either happy with theircurrent policies or asked for quotes with the newplan to f<strong>in</strong>d either MetLife wouldn’t <strong>in</strong>sure themor the rates were simply not competitive.We are still <strong>in</strong> the process <strong>of</strong> f<strong>in</strong>aliz<strong>in</strong>g thenew plan. MetLife is quot<strong>in</strong>g rates and writ<strong>in</strong>gpolicies for members; however, we are still notsatisfied they have delivered as promised. Wehave not signed the contract, and unless ourconcerns are addressed, we will not commit tothe terms <strong>of</strong> this program.If we’ve learned anyth<strong>in</strong>g from this process,it’s that when it comes to <strong>in</strong>surance, one sizedoes not fit all. We encourage you to shop ourplan amongst others. I anticipate we’ll have aresolution on this issue <strong>in</strong> the next few weeks. Honorary DeputiesMessage from Sheriff Bill GoreThe first Sunday <strong>of</strong> May I traveled toSacramento, along with many <strong>of</strong> ourcolleagues for the Fallen Peace OfficerMemorial and enrollment on the CapitolMall. Once aga<strong>in</strong> police <strong>of</strong>ficers anddeputy sheriffs around the state jo<strong>in</strong>edtogether to honor those who gave theirlives <strong>in</strong> the l<strong>in</strong>e <strong>of</strong> duty.When I returned to <strong>San</strong> <strong>Diego</strong>, I made apo<strong>in</strong>t <strong>of</strong> walk<strong>in</strong>g by the memorial that sitsat the entrance <strong>of</strong> Sheriff's Headquarters.It was just a year ago that we dedicatedThe Ultimate Sacrifice, as it is titled, and Ireflected on how fortunate we are to havethis beautiful sculpture to commemoratethe service and memory <strong>of</strong> fallen deputies.I also thought <strong>of</strong> all that went <strong>in</strong>to theeffort to get the memorial built.Many <strong>of</strong> you have contributed to thememorial and your name is on the donorlist. Our DSA was generous and did itspart. There are also <strong>in</strong>dividuals who gavefrom the heart substantial sums to see thememorial built. By far the most generouscontributor was the HDSA—the Honorary<strong>Deputy</strong> <strong>Sheriffs'</strong> <strong>Association</strong>. It's fair tosay, that without the contributions <strong>of</strong>more than a quarter <strong>of</strong> million dollarsfrom HDSA members, what we see todaysimply would not be there.That's the way it is with much <strong>of</strong> the work<strong>of</strong> HDSA. Without them, we would <strong>of</strong>course cont<strong>in</strong>ue to function. We wouldcont<strong>in</strong>ue to do well, but there would beimportant pieces <strong>of</strong> who we are miss<strong>in</strong>g.We would be lesser for their absence.It is difficult to imag<strong>in</strong>e what the <strong>San</strong><strong>Diego</strong> Sheriff's Department would bewithout the skills <strong>of</strong> the members <strong>of</strong> ourSearch and Rescue Team. That Team hasalso relied on the generosity <strong>of</strong> HDSAto the purchase some <strong>of</strong> its equipment.Indeed, its state-<strong>of</strong>-the-art mobilecommand trailer was purchased byHDSA. Search and Rescue <strong>in</strong> <strong>San</strong> <strong>Diego</strong>County would not be what it is withoutHDSA.A while back we decided to embracea program called Take Me Home. Theidea is for patrol deputies and otherfirst responders to have access to facialrecognition s<strong>of</strong>tware to be used whenthey discover a lost autistic child or anAlzheimer patient. When first proposed,it was viewed as a good idea but withouta budgetary home or fund<strong>in</strong>g source. Aswe've done so <strong>of</strong>ten over the years, weturned to the Honorary <strong>Deputy</strong> <strong>Sheriffs'</strong><strong>Association</strong>. They came through andprovided resources to jumpstart theprogram.If you really want to see HonoraryDeputies <strong>in</strong> action, take a look at theSheriff's A-Range and Duffy Town.Opened <strong>in</strong> a canyon on Navy property<strong>in</strong> 1968, thousands <strong>of</strong> law enforcement<strong>of</strong>ficers <strong>in</strong> <strong>San</strong> <strong>Diego</strong> County have tra<strong>in</strong>edthere <strong>in</strong> the vital use <strong>of</strong> deadly force. TheA-Range presents a stark picture <strong>of</strong> thenand now. The big reason for the now isHDSA: a Tactical Tra<strong>in</strong><strong>in</strong>g Facility, aCan<strong>in</strong>e Tra<strong>in</strong><strong>in</strong>g course, and a SWATobstacle course were all constructed byHDSA. The value? Over $500,000.Today, <strong>in</strong> the upper area <strong>of</strong> the A-Rangecampus, Classroom A accommodatescutt<strong>in</strong>g edge Firearms Tra<strong>in</strong><strong>in</strong>gSimulators, a far cry from what was there<strong>in</strong> the mid-1960s. The same can be said<strong>of</strong> the armory. The orig<strong>in</strong>al structure wasdemolished and rebuilt with a first classgun mill and cab<strong>in</strong>etry handcrafted by anHonorary <strong>Deputy</strong>.All <strong>of</strong> this was done by HDSA, notbecause <strong>of</strong> anyth<strong>in</strong>g the membersthemselves receive, but because theybelieve <strong>in</strong> what we do. The value <strong>of</strong> theircontribution can't be measured <strong>in</strong> dollarsalone. Many deputies over the years havespent many hours hon<strong>in</strong>g critical skills atthe A-Range. Over the course <strong>of</strong> a careerwill that time devoted to tra<strong>in</strong><strong>in</strong>g meanthe difference between life and death?There's no question about it. And that'sanother way to mark the value <strong>of</strong> HDSA'swork.I could talk at length about HDSA'scontributions to ASTREA and toleadership tra<strong>in</strong><strong>in</strong>g. But the next timeyou are <strong>in</strong> <strong>San</strong> <strong>Diego</strong>'s Old Town, paya visit to the Sheriff's museum--theWilliam B. Kolender <strong>San</strong> <strong>Diego</strong> Sheriff'sMuseum. Recently remodeled, it is a gem.It captures the history <strong>of</strong> our department;and preserves our story for generations tocome. No county funds are used for theeffort. Rather, this last<strong>in</strong>g contribution toour department and community is madeby generous members <strong>of</strong> HDSA.Honorary Deputies do not patrol ourstreets; they don't drive a black-and-whiteor draw a county paycheck. Yet, they arepart <strong>of</strong> the extended family <strong>of</strong> the <strong>San</strong><strong>Diego</strong> Sheriff's Department. They helpmake us what we are today. Wheneveryou pass by our memorial or make use<strong>of</strong> equipment or facilities provided byHDSA, I <strong>in</strong>vite you to jo<strong>in</strong> me <strong>in</strong> salut<strong>in</strong>gtheir cont<strong>in</strong>u<strong>in</strong>g contribution.Do well and stay safe. The weather was perfect, not a cloud <strong>in</strong> the sky, warm sunsh<strong>in</strong>e,a slight breeze, excitement <strong>in</strong> the air as the f<strong>in</strong>ish<strong>in</strong>g touches were be<strong>in</strong>gmade to the stage, vendor booths, teams arriv<strong>in</strong>g, boats paddled overfrom their island nest<strong>in</strong>g ground by the UCSD Surf Dragons, and themarshal<strong>in</strong>g area set up as anxious team capta<strong>in</strong>s waited for their f<strong>in</strong>al<strong>in</strong>structions.I will try to capture the excitement <strong>of</strong> the day, race by race, for you thereaders, because this will be a tale <strong>of</strong> legend and lore as witnessed onlyby those present this day, on this beach <strong>in</strong> Mission Bay. Crime Fighterson the Water started out with 12 paddlers out <strong>of</strong> a required 16, as theteam capta<strong>in</strong> drew for the third round <strong>of</strong> rac<strong>in</strong>g <strong>in</strong> the day.The first race for the team started around 10 a.m. and the Sheriff's Menpicked up two paddlers from the camp next to them. As luck would haveit, there were two visit<strong>in</strong>g paddlers Lord Renkei and Lady Ortiz Haro,who had never paddled <strong>in</strong> a Dragon Boat before, and the sheriff's riskedtheir reputation putt<strong>in</strong>g them <strong>in</strong> the front <strong>of</strong> the boat to set the pace.As luck would have it, their 14 person boat, beat a 16 person boat, andwon the honor to race through the w<strong>in</strong>ner's bracket <strong>of</strong> the tournament.With time before the next competition, a call went out to every corner<strong>of</strong> the land, Lady Falcone and Lord Weir from the North, and <strong>Deputy</strong><strong>San</strong>doval, arrived to jo<strong>in</strong> the Sheriff's Men. As the Dragon Boats waitedCrime Fighterson the Watersnort<strong>in</strong>g and eager at the shore; another plea went out to Lord Renkeiand Lady Ortiz Haro to jo<strong>in</strong> the group for another charge down thecourse aga<strong>in</strong>st their next rival. Once aga<strong>in</strong>, victory to the sheriff's Men<strong>of</strong> Crime Fighters on the Water!And so the day went with volunteers plucked from the beach, bribedwith food and promises <strong>of</strong> glorious victory on the battlefield. Thetournament progressed until the f<strong>in</strong>al match between Crime Fighterson the Water, Pfly<strong>in</strong>g Pfish and QDragons. As torn as Lord Renkei andLady Ortiz Haro were to battle aga<strong>in</strong>st the Sheriff's Men, whom theyhad fought alongside all day, they were bound by honor to fight aga<strong>in</strong>stthe Crime Fighters for the championship. As three Dragon Boats madetheir way to the field for one last charge...But wait! How did the Sheriff's fill their boat you ask? Well, as everytale is told and retold, many versions will be heard. There were twoextra men picked up from the beach that day. Were they volunteersbought with hot food and cold ale? Or were they peasants pressed <strong>in</strong>toservice? Whoever they were, they added their strength to the crew andthe dragon as all three boats plowed, snorted, and splashed their wayto the f<strong>in</strong>ish l<strong>in</strong>e: first place to Crime Fighters, second place to Pfly<strong>in</strong>gPfish, and third place to the QDragons. Betsy Brantner SmithEvery morn<strong>in</strong>g <strong>in</strong> my email <strong>in</strong>box I receive a summary <strong>of</strong> <strong>of</strong>ficer-<strong>in</strong>volvedshoot<strong>in</strong>gs, vehicle crashes, and other <strong>in</strong>cidents <strong>in</strong>volv<strong>in</strong>g police <strong>of</strong>ficer<strong>in</strong>jury or death. Like most <strong>of</strong> you, I cont<strong>in</strong>ue to feel frustrated as I readabout the daily assault on American law enforcement. Most days, I’mon the phone or exchang<strong>in</strong>g emails or texts with other tra<strong>in</strong>ers, withsurvivors, and with <strong>of</strong>ficers on the street, talk<strong>in</strong>g about <strong>in</strong>dividual casesas well as “<strong>of</strong>ficer survival” <strong>in</strong> general, and the conversation always seemsto circle back to the same th<strong>in</strong>g: “basics.”Before you th<strong>in</strong>k to yourself “I’m no rookie, I don’t need another article onthe basics <strong>of</strong> <strong>of</strong>ficer safety,” get up and take a long, hard look <strong>in</strong> the mirror.Remember, the average age <strong>of</strong> an <strong>of</strong>ficer killed <strong>in</strong> the l<strong>in</strong>e <strong>of</strong> duty is nowforty. How did your last shift go? Your last arrest? Your last search? Didyou make any mistakes? Did you see anyone else make mistakes? We’renot only responsible for our own safety, we are morally obligated to watchout for our brothers and sisters, and that <strong>in</strong>cludes mak<strong>in</strong>g sure we’re allperform<strong>in</strong>g at our absolute best.Here are some <strong>of</strong> th<strong>in</strong>gs we need to improve upon, immediately. See if any<strong>of</strong> this applies to you or someone you know.We’re rush<strong>in</strong>g <strong>in</strong>. Whether it’s a suspicious circumstances call, a domesticdispute, a warrant service, a cell search, or a traffic stop we seem to be<strong>in</strong> a big damn hurry. Sometimes that’s appropriate, but very <strong>of</strong>ten it’snot. Are you th<strong>in</strong>k<strong>in</strong>g about what’s ahead? Are you visualiz<strong>in</strong>g what mayhappen <strong>in</strong> the next five seconds, the next ten m<strong>in</strong>utes, the next hour, andhow you’re go<strong>in</strong>g to respond? We call that “When/Then” th<strong>in</strong>k<strong>in</strong>g <strong>in</strong> our<strong>of</strong>ficer survival classes, and that k<strong>in</strong>d <strong>of</strong> m<strong>in</strong>dset is essential to your safety.Slow<strong>in</strong>g th<strong>in</strong>gs down a bit is not the same as “hesitation.” Be deliberate<strong>in</strong> your response, <strong>in</strong> your observations, <strong>in</strong> your tactics. Breathe, focus,anticipate.We don’t get back up. Before you say “I don’t have the luxury <strong>of</strong> backup” ask yourself if that’s really true. For many <strong>of</strong> you, it’s your day to dayreality. Half <strong>of</strong> all American police departments employ less than tensworn <strong>of</strong>ficers. But even if you’re a small town cop, can you get back upfrom the agency next door, or from the county, the state police, or evenfrom an <strong>of</strong>f duty colleague who lives <strong>in</strong> town? Be creative and a littlepatient when it comes to gett<strong>in</strong>g another <strong>of</strong>ficer on scene. And for those<strong>of</strong> you who do have back up readily available, are you ask<strong>in</strong>g for it? Moreimportantly, are you wait<strong>in</strong>g for it? Aga<strong>in</strong>, rush<strong>in</strong>g <strong>in</strong> can be deadly. Whatif you absolutely can’t get another <strong>of</strong>ficer there to help out? Then consideryour options. Get people controlled, make sure you’re constantly aware<strong>of</strong> cover, communicate with dispatch, and always consider the option <strong>of</strong>disengag<strong>in</strong>g. You can’t walk away from a violent domestic or an activeshooter, but you can probably wait to serve that warrant until you haveanother <strong>of</strong>ficer or two on your side.We’re outgunned. There are so many articles and news reports on the“militarization <strong>of</strong> law enforcement,” and yet we’re consistently be<strong>in</strong>g outgunned.Assume the crim<strong>in</strong>als have long guns, assume they have morethat one weapon, assume they are skilled shooters, assume they have theirown back up, assume they want to kill you. Make sure you have more thanone firearm, enough ammunition, confidence <strong>in</strong> your own skills, and anabsolute attitude that you will “keep fight<strong>in</strong>g no matter what!” Remember,it’s not paranoia, it’s preparation.We’re not th<strong>in</strong>k<strong>in</strong>g “edged weapons.” Gunfire deaths and assaults are onthe rise, so <strong>of</strong>ten we’re look<strong>in</strong>gfor and th<strong>in</strong>k<strong>in</strong>g “gun gungun” when we should also belook<strong>in</strong>g for knives and otherweapons. I’ve been teach<strong>in</strong>gedged weapons awarenessfor years, and I’ve also beenpersonally bl<strong>in</strong>dsided by anedged weapons assault that Inever saw com<strong>in</strong>g thanks tomy own complacency. We’vebeen averag<strong>in</strong>g less than one<strong>of</strong>ficer per year stabbed toRemember, the averageage <strong>of</strong> an <strong>of</strong>ficer killed<strong>in</strong> the l<strong>in</strong>e <strong>of</strong> duty is nowforty. How did your lastshift go? Your last arrest?Your last search? Did youmake any mistakes? Didyou see anyone else makemistakes?death <strong>in</strong> the U.S., but already <strong>in</strong> 2012 we’ve had two <strong>of</strong>ficers killed 14 daysapart by edged weapons attacks, and both by suspects already <strong>in</strong> policecustody. Just because someone is <strong>in</strong> handcuffs or even <strong>in</strong> a correctionalfacility does not mean they are unarmed and/or won’t try to hurt you. Wemust get and keep our suspects controlled, make sure they are thoroughlysearched, and watch for any <strong>in</strong>dication that an attack may be com<strong>in</strong>g.We’re not mentally prepared. Have you truly prepared yourself mentallyas well as tactically and physically to w<strong>in</strong> a gun fight? As Dave Grossmantalks about <strong>in</strong> The Bulletpro<strong>of</strong> M<strong>in</strong>d mak<strong>in</strong>g deadly force decisionsrequires as much mental preparation as it does tactical. We also have tobe prepared for the immediate aftermath. Have you thought about howyou’ll respond if you’re shot? Chances are, if you can th<strong>in</strong>k to yourself “I’vebeen shot!” then you’ll be able to take the necessary steps to survive. Youhave to be mentally conditioned not just to survive, but to WIN, and that“will to w<strong>in</strong>” doesn’t just apply to gun battles. Any catastrophic <strong>in</strong>jury willrequire mental toughness on your part, and the time to study and practicethat m<strong>in</strong>dset is now, not after someth<strong>in</strong>g happens. Read books like “TheSurvivor’s Club,” “The Survivor Personality,” and “The Tactical Edge,” andpractice what these authors preach!A few other th<strong>in</strong>gs. Carry an <strong>of</strong>f duty gun and be ready to use it. Slowdown and wear your seat belt. Carry a second handgun on duty and lots<strong>of</strong> ammunition for all <strong>of</strong> your firearms. Wear your body armor. Get agood <strong>of</strong>fensive knife and carry it where you can get to it but the bad guyscan’t. Take care <strong>of</strong> your health and your fitness, know your family medicalhistory, and be able to recognize the early signs <strong>of</strong> a heart attack. Take aclass on self aid and buddy aid and make sure you have the basic supplieswith you. Go to tra<strong>in</strong><strong>in</strong>g, pay for it yourself if you have to. INVEST <strong>in</strong>your own ability to WIN!Recognize the nature <strong>of</strong> our constantly chang<strong>in</strong>g society. Regardless <strong>of</strong>where your personal beliefs fall, accept and understand that we’re <strong>in</strong> avery “anti-government” atmosphere these days, and no one representsthe power <strong>of</strong> the government more than someone with a badge and a gun.People seem to be more motivated to hurt and kill us than they have <strong>in</strong>the last 30 years. Be ready to stop them <strong>in</strong> their tracks before they everget the chance.Be vigilant, be ready, and be safe. POLICE WEEKLast year, the DSA helped send deputies to Wash<strong>in</strong>gton, D.C., tohonor Ken Collier. Believ<strong>in</strong>g more members should experience thenational memorial, the DSA chose four members to attend this yearand provided a travel stipend to help cover costs. The DSA Directors,DSA Members, and four Honor Guard deputies traveled together toPolice Week May 13 to 19. While the focus <strong>of</strong> the trip is to attendthe memorial ceremonies and honor the <strong>of</strong>ficers who gave their lives<strong>in</strong> the l<strong>in</strong>e <strong>of</strong> duty <strong>in</strong> 2011, Police Week also provides a chance forattend<strong>in</strong>g law enforcement <strong>of</strong>ficers from around the world to visitWash<strong>in</strong>gton, D.C., and meet fellow <strong>of</strong>ficers. Law Enforcement<strong>MEMORIAL</strong>Sby Director Tammy BennettsAnother May has gone by and with it yet anotheryear <strong>of</strong> memorial services for those who havepaid the ultimate sacrifice.We started out the month with the first round<strong>of</strong> ceremonies at the County Adm<strong>in</strong>istrationCenter downtown for the <strong>San</strong> <strong>Diego</strong> County Regional Memorial,where <strong>San</strong> <strong>Diego</strong> Police Officer Jeremy Henwood was added tothe memorial wall.From there, your DSA board along with numerous DSAmembers and department command staff attended the statememorial <strong>in</strong> Sacramento on May 6 and 7. We paid tribute tothe eight <strong>of</strong>ficers we lost <strong>in</strong> 2011, which <strong>in</strong>cluded SDPD OfficerJeremy Henwood. The candlelight vigil, along with the outdoorceremony were once aga<strong>in</strong> very mov<strong>in</strong>g ceremonies.Our very own Honor Guard did the 21 Gun Salute and soundedawesome! After the ceremony, DSA members and directors metup with Sheriff Gore and other command staff that attended tohave a dr<strong>in</strong>k <strong>in</strong> honor <strong>of</strong> Ken and the other deputies we have lost<strong>in</strong> the l<strong>in</strong>e <strong>of</strong> duty over the past years.For those that have not had the opportunity to attend one <strong>of</strong> thememorial ceremonies, I highly encourage you to try to attendnext year. The memorial ceremonies and what they mean are avery mov<strong>in</strong>g experience that gives you chills and can br<strong>in</strong>g a tearto the eye.We were all home for a few days before head<strong>in</strong>g <strong>of</strong>f to theNational Law Enforcement Memorial <strong>in</strong> Wash<strong>in</strong>gton, D.C. SevenDSA Directors, four DSA members, and four Honor Guardmembers were ready for a full week.The morn<strong>in</strong>g <strong>of</strong> May 12, the four Honor Guard members,Sgt. Damon Blankenbaker’s wife Barbara, and I ran <strong>in</strong> the 5kMemorial race <strong>in</strong> memory <strong>of</strong> the one we lost so recently, KenCollier. After the race we all visited the memorial and placed ourrace bibs on the wreaths that had been set up <strong>in</strong> Ken’s memory.Walk<strong>in</strong>g the pathways amidst all the names <strong>in</strong>scribed sets afeel<strong>in</strong>g <strong>in</strong> you that is hard to describe. To th<strong>in</strong>k all those <strong>of</strong>ficersand deputies, along with our n<strong>in</strong>e, will forever be <strong>in</strong>scribed thereis a humbl<strong>in</strong>g experience. Walk<strong>in</strong>g past the walls, see<strong>in</strong>g allthe mementos, and read<strong>in</strong>g the notes left beh<strong>in</strong>d leaves a heavyweight on your heart and will forever br<strong>in</strong>g a tear to the eyes <strong>of</strong>those who stand there, read, and reflect on how these brave lawenforcement <strong>of</strong>ficers have paid the ultimate sacrifice.We attended the candlelight vigil on May 13. The four HonorGuard members aga<strong>in</strong> worked the events, stand<strong>in</strong>g guard onthe Honor Cordon as the families arrived at the memorial siteand aga<strong>in</strong> as stage backdrop dur<strong>in</strong>g the vigil ceremony. It wasa great experience to be able to talk with <strong>of</strong>ficers not only fromother states, but from other countries; we met <strong>of</strong>ficers fromEngland, Germany, and Australia. We were amazed to learnthe <strong>of</strong>ficers from England use their own time and money toattend the ceremonies <strong>in</strong> Wash<strong>in</strong>gton, D.C., every year. What acommitment!On the morn<strong>in</strong>g <strong>of</strong> May 14, the Honor Guard members, severalDSA board members, and DSA members attended a specialceremony at the Pentagon that <strong>in</strong>cluded the rais<strong>in</strong>g, post<strong>in</strong>gguard on, and lower<strong>in</strong>g <strong>of</strong> the U.S. Honor Flag. The Sheriff’sDepartment Honor Guard had the dist<strong>in</strong>ct honor <strong>of</strong> be<strong>in</strong>g ableto post on the flag and then lower and assist <strong>in</strong> fold<strong>in</strong>g the flag.The President <strong>of</strong> the U.S. Honor Network, Chris Heisler, waspresent along with agencies from Miami-Dade County Sheriff’sDepartment, Brevard County Sheriff’s Department (Florida), LosAngeles City School Police Department, Las Vegas MetropolitanPolice Department, Anniston Alabama Police Department, U.S.Pentagon Police Department, Dallas-Ft. Worth Airport PoliceDepartment, as well as several other departments also took part<strong>in</strong> the ceremonies.This year was the fourth year the U. S. Honor Flag has beenraised at the Pentagon and the first year any California agencieshave been <strong>in</strong>volved. Follow<strong>in</strong>g the ceremonies, the U.S. PentagonPolice took our group on a tour <strong>of</strong> the Pentagon. We were ableto see the exact location where the plane hit on 9/11 and weretaken to the 9/11 Chapel. We also were able to see the section <strong>of</strong>the Pentagon that was still stand<strong>in</strong>g after the plane impacted thebuild<strong>in</strong>g and the one stone that was left <strong>in</strong>tact, which now hasSeptember 11, 2001, <strong>in</strong>scribed on it <strong>in</strong> memory <strong>of</strong> those that losttheir lives while at work that day.May 15, the Honor Guard woke up early to attend the ceremonyat the Capital. The DSA Board and members were also <strong>in</strong>attendance at the ceremonies. Three <strong>of</strong> the Honor Guard—Angie Tsuida, Jim Bennetts, and I— were called to assist <strong>in</strong>act<strong>in</strong>g as escort <strong>of</strong>ficers for families and agencies that had norepresentation there. This year there were over 300 names addedto the memorial <strong>in</strong>clud<strong>in</strong>g those <strong>of</strong>ficers lost last year, as well as,those that have recently come to light from prior years. It was along day but a very mov<strong>in</strong>g and humbl<strong>in</strong>g experience to see allthose families who now must try to move on after los<strong>in</strong>g theirloved ones.It was also a great experience to be able to assist <strong>San</strong> <strong>Diego</strong> PD <strong>in</strong>their time <strong>of</strong> need as they added Officer Henwood to the wall thisyear. I know how try<strong>in</strong>g it was for all <strong>of</strong> our members when weadded Ken to the wall last year, but to have to do it two years <strong>in</strong> arow is <strong>in</strong>comprehensible.All our hearts go out to our fellow brothers and sisters with <strong>San</strong><strong>Diego</strong> PD for their loss <strong>of</strong> Officer Henwood. columnsPERT PERSPECTIVEKathy Rose, Ph.D., LMFT - PERT Team LeaderI recently had the opportunity to attend a sem<strong>in</strong>ar by the lead<strong>in</strong>g expert<strong>in</strong> the field <strong>of</strong> anosognosia, Dr. Xavier Amador. Anosognosia is thecondition <strong>in</strong> which a person with severe mental illness does not recognizethat the illness is present. It is the lead<strong>in</strong>g cause <strong>of</strong> non-compliance withmedications and treatment among persons with psychotic disorders.Because <strong>of</strong> the relevance to law enforcement—evidenced by frequent andrepeat calls for service—this topic is important to address. Understand<strong>in</strong>gthe issues can lead to improved <strong>in</strong>teractions between law enforcement andpersons with severe mental illness complicated by anosognosia.Research <strong>in</strong>dicates that 50 percent to 89 percent <strong>of</strong> persons with psychoticdisorders are also symptomatic for anosognosia. A neurologic conditionthought to be caused by a bra<strong>in</strong> deficit or damage, anosognosia can havepr<strong>of</strong>ound implications for prognosis. After all, who seeks or cont<strong>in</strong>uestreatment for a mental illness they honestly don’t believe they have? When<strong>in</strong>voluntarily hospitalized, this population typically reverts to treatmentnon-compliance upon release from the hospital. Only about one-thirdwill show improved awareness <strong>of</strong> their illness while on medication; yeteven that awareness is characteristically <strong>in</strong>termittent, with “moments <strong>of</strong>clarity” rather than a consistent awareness.Assist<strong>in</strong>g these clients requires understand<strong>in</strong>g the dist<strong>in</strong>ction betweenanosognosia and denial. Believ<strong>in</strong>g that the person is “just <strong>in</strong> denial”may result <strong>in</strong> a lot <strong>of</strong> <strong>in</strong>effective and unproductive <strong>in</strong>terventions, asDr. Amador learned <strong>in</strong> his personal experience with his mentally illbrother. Analcoholic can be <strong>in</strong> denial, but someone with anosognosia is unaware. Itis a symptom <strong>of</strong> the illness, not a cop<strong>in</strong>g strategy.Given the prevalence <strong>of</strong> anosognosia and its <strong>in</strong>herent treatment-resistantfeatures, what mean<strong>in</strong>gful <strong>in</strong>tervention can a first-responder (or familymember) provide? Dr. Amador developed the LEAP approach, which heteaches <strong>in</strong> sem<strong>in</strong>ars worldwide. LEAP is a set <strong>of</strong> communication skillsthat can be used by anyone, and stands for Listen, Empathize, Agree, &Partner.Amador promotes: Listen<strong>in</strong>g <strong>in</strong> a respectful, non-judgmental manner;provid<strong>in</strong>g “strategic Empathy” for delusional beliefs, the need to prove toothers that they are “not sick,” and the desire to avoid treatment; Agree<strong>in</strong>gto discuss only the perceived problems the person is experienc<strong>in</strong>g; andPartner<strong>in</strong>g on goals both can agree upon. While each component may notalways be practical <strong>in</strong> the law enforcement environment, understand<strong>in</strong>gthese pr<strong>in</strong>ciples is an effective tool nonetheless.Dr. Amador’s critical message is that the decision by someone withanosognosia to accept treatment will be based upon a trust<strong>in</strong>g relationshipwith another—whether that is a family member, a therapist—or perhapsthe <strong>of</strong>ficer who repeatedly responds to radio calls at their home. Hisbook, I Am Not Sick, I Don’t Need Help!, detail<strong>in</strong>g the LEAP approachis widely available and I suggest you pick up a copy to learn more aboutanosognosia and deal<strong>in</strong>g with people with mental disorders. Thisone was based on a large and very destructiveearthquake tak<strong>in</strong>g place out by the P<strong>in</strong>e ValleyCreek Bridge, which also shut down Old Hwy80 between Descanso and P<strong>in</strong>e Valley, and wasfurther complicated by a shoot<strong>in</strong>g <strong>in</strong> Boulevard,total loss <strong>of</strong> our RCS radio system, cell phoneservice, and assorted other m<strong>in</strong>or <strong>in</strong>cidents<strong>in</strong> residential areas. In short, it was a very badscene, nearly impossible, unmanageable, andnot much fun. As long as we learn a th<strong>in</strong>g ortwo, which we did, then I guess these th<strong>in</strong>gsare worthwhile. Also I'm hear<strong>in</strong>g word that the BoulevardOffice will be tak<strong>in</strong>g over the entire build<strong>in</strong>g,which we have shared with Cal Fire and assortedother <strong>in</strong>carnations <strong>of</strong> the FD <strong>in</strong> years past. Ourlittle outpost <strong>in</strong> Boulevard is very "old school"and we like it that way.We are pleased to have Dep.
