Operating <strong>and</strong> Financial Review<br />
● Background<br />
This <strong>NHS</strong> Foundation Trust delivers healthcare<br />
services from two main hospitals, <strong>Calderdale</strong><br />
Royal Hospital <strong>and</strong> <strong>Huddersfield</strong> Royal Infirmary.<br />
We also delivered care from St Luke’s Hospital<br />
<strong>and</strong> in a range of community settings.<br />
We provide acute, or hospital-based,<br />
health services for more than 435,000 people<br />
in the areas served by <strong>Calderdale</strong> <strong>and</strong> Kirklees<br />
Councils. Last year (2006/07) just under 90,000<br />
men, women <strong>and</strong> children were cared for as<br />
inpatients <strong>and</strong> almost 400,000 attended our<br />
outpatient clinics. Added to that, our accident<br />
<strong>and</strong> emergency departments at the two main<br />
hospitals cared for just under 135,000 people.<br />
The Trust was formed in April 2001, following<br />
the merger of <strong>Calderdale</strong> Healthcare <strong>NHS</strong> Trust<br />
<strong>and</strong> <strong>Huddersfield</strong> Healthcare Services <strong>NHS</strong> Trust.<br />
The merger improved the Trust’s ability to<br />
provide modern, high quality healthcare to the<br />
communities of <strong>Calderdale</strong> <strong>and</strong> <strong>Huddersfield</strong>.<br />
Further changes took place in April 2002<br />
following the creation of four new local<br />
health organisations. <strong>Calderdale</strong>, <strong>Huddersfield</strong><br />
Central <strong>and</strong> South <strong>Huddersfield</strong> Primary Care<br />
Trusts came into being along with South<br />
West Yorkshire Mental Health Trust.<br />
In 2006 <strong>Huddersfield</strong> Central <strong>and</strong> South<br />
<strong>Huddersfield</strong> Primary Care Trusts merged<br />
with North Kirklees Primary Care Trust to<br />
create the new Kirklees Primary Care Trust.<br />
In 2006 the Trust applied for Foundation<br />
Trust status <strong>and</strong> became an <strong>NHS</strong> Foundation<br />
Trust from August 1 2006 under the Health <strong>and</strong><br />
Social Care (Community Health <strong>and</strong> St<strong>and</strong>ards)<br />
Act 2003. As a Foundation Trust we remain<br />
part of the <strong>NHS</strong> family <strong>and</strong> are subject to the<br />
same <strong>NHS</strong> quality st<strong>and</strong>ards, performance<br />
ratings <strong>and</strong> systems of inspection. Foundation<br />
Trust status allows us to work much closer with<br />
local people <strong>and</strong> service users <strong>and</strong> helps us to<br />
respond to the needs of our local communities.<br />
The focus of the Trust is on clinically-led services<br />
with consultants <strong>and</strong> clinicians taking the lead<br />
role in the management of the organisation.<br />
The clinical services are split into four divisions<br />
- these are: Children <strong>and</strong> Women’s Services;<br />
Medicine <strong>and</strong> Elderly; Surgery <strong>and</strong> Anaesthetics<br />
<strong>and</strong> Diagnostic <strong>and</strong> Therapeutic services. A fifth<br />
division contains the corporate directorates that<br />
support the overall running of the organisation.<br />
The Trust’s external auditors for the<br />
period covered by this annual report are<br />
the Audit Commission (Trust Practice).<br />
The Trust has a nominated lead for countering<br />
fraud <strong>and</strong> corruption <strong>and</strong> participates in the<br />
National Fraud Initiative. A counter fraud<br />
plan is approved each year by the Audit<br />
Committee, which also receives regular<br />
updates of progress against that plan.<br />
