9.1 <strong>OF</strong>FICIALS BACKGROUND<br />

One of the recognised keys to the future of<br />

motorcycle sport is the development and training of<br />

officials.<br />

9.1.1 Establishment<br />

9.1.1.1 The National Officials Accreditation<br />

Scheme aims to:<br />

a) Increase confidence and competence<br />

in officiating ability,<br />

b) Improve communication skills,<br />

c) Promote progressive improvement in<br />

officiating knowledge and expertise,<br />

d) Provide a credible education and<br />

training process to attract new<br />

officials and retain existing ones,<br />

e) Ensure a uniform approach to<br />

officiating throughout the country.<br />

9.2 LEVELS <strong>OF</strong> ACCREDITATION<br />

9.2.1 Level O - Basic Orientation Level<br />

9.2.1.1 In the case where a person does not have<br />

any accreditation, they are therefore only<br />

qualified to act as an assistant whilst in<br />

training or assisting at a meeting, they<br />

must be given the basic orientation<br />

briefing by appropriately licenced officials<br />

prior to commencing duties. The briefing<br />

must be given each time an unlicenced<br />

person undertakes duties at a meeting.<br />

9.2.2 Level 1 - Club Level<br />

9.2.2.1 In order to act as an official at club level,<br />

prospective officials may attend a seminar<br />

and must successfully complete the<br />

assesment requirements.<br />

9.2.2.2 The completed assessment and licence<br />

application are to be returned to the<br />

relevant SCB for processing<br />

9.2.2.3 Applicants may complete this assessment<br />

in their own time and may refer to their<br />

GCRs. The questionnaire is comprimised<br />

of multiple choice questions. This<br />

assessment needs to be successfully<br />

completed by persons wishing to<br />

become, an accredited official.<br />

9.2.3 Level 2 - Inter Club/Zone Level<br />

9.2.3.1 To attain this level officials are required<br />

to attend a seminar and successfully<br />

complete the assessment requirements.<br />

9.2.3.2 The seminars are designed to be practical<br />

by nature.<br />

9.2.3.3 Level 2 is the lowest level for accreditation<br />

of a Steward.<br />

9.2.3.4 Applications for accreditation are generally,<br />

reviewed by the SCB Manager. If there<br />

is any doubt as to the experience of the<br />

applicant, the application may be referred<br />

to the State Officials’ Review Panel for final<br />

approval.<br />

9.2.4 Level 3 - National Event/State<br />

Championship Level<br />

9.2.4.1 As with Level 2, officials must show proof of<br />

participation in that role in an open event.<br />

9.2.4.2 All Level 3 applications are reviewed by<br />

the State Officials’ Review Panel before<br />

being granted accreditation at this level.<br />

9.2.5 Level 4 - National Championship Level<br />

9.2.5.1 To achieve Level 4 accreditation as a<br />

Steward, Referee and Clerk of Course,<br />

applicants must attend a Key Officials<br />

Seminar conducted by MA and successfully<br />

complete the assessment requirements.<br />

9.2.5.2 Level 4 accreditation for all positions other than<br />

those listed in the previous GCR is awarded by<br />

the National Officials Committee.<br />

9.2.5.3 Level 4 officials are required to attend<br />

seminars to retain their accreditation.<br />

9.2.6 International (FIM) Accreditation<br />

9.2.6.1 This includes senior officials at<br />

international level.<br />

9.2.6.2 To be accredited at the International<br />

level, an applicant must hold Level 4<br />

Accreditation and have successfully<br />

completed an FIM Seminar. FIM seminars<br />

are conducted in <strong>Australia</strong> as required to<br />

provide officials for World Championships.<br />

9.3 <strong>OF</strong>FICIALS LICENSING<br />

9.3.1 Licences will be issued by SCBs on<br />

behalf of MA with the exception of Level 4<br />

Stewards, Referees and Clerks of Course<br />

licences which will be issued by MA.<br />

9.3.2 The back of the Official’s Licence has a<br />

matrix indicating the disciplines of the<br />

sport and types of accreditation. Numbers<br />

indicating the level/s of accreditation will<br />

be placed in the matrix.
