MILLENNIUM CHALLENGE ACCOUNT <strong>MOZAMBIQUE</strong><br />

Dear readers,<br />

Land is an important asset for income generation and wealth creation, it has been at the center of a long-standing debate<br />

about different choices and visions for growth in rural areas, and is of increasing importance to urban development. In 1997<br />

Mozambique adopted a new legal framework on land tenure aiming to address equitable access to land tenure security for<br />

local communities and private sector including recognition of customary rights. This new legal setup has been recognized<br />

as a good policy and legal framework. Implementation of this framework had been slow and required an efficient land<br />

administration system to play the primary role in increasing land tenure security and improving access to land, thereby<br />

enabling the use of this asset most effectively for economic growth. The lack of simple, fair and clear procedures for<br />

acquiring and transferring rights to land had been a constraining factor for private sector investment.<br />

There have been concerns about improving and securing local community and small farmer land-use rights. Local<br />

communities that solicit assistance from the Community Land Initiative will benefit from registration of land rights and<br />

reduced transaction costs through improved security for productive activities on their land and increased opportunity for<br />

arrangements with outside investors for business development.<br />

The <strong>MCA</strong> program through the Land Tenure Project is supporting the National Land administration Institutions in order<br />

to increase Land Tenure Security and improving Access to land. In our October Newsletter we have focused on the<br />

positive results achieved in the Land Tenure Service Project which is working on improving policy, upgrading the public<br />

land administration agencies (the title registry and cadastre), and facilitating site-specific land access. The Land Project is<br />

projected to benefit 1.9 million people by 2015 and 2.6 million people by 2029. The value of investment on land affected by<br />

the Project will increase and the time and cost to register a land use right will be reduced.<br />

Current results from the Implementation of the land regularization program are encouraging with overwhelming participation<br />

from all the project stakeholders and the key beneficiaries. Furthermore HTSP, DNTF and <strong>MCA</strong> has conducted training for<br />

Head of Municipalities and districts and technical staff in Nampula in October in preparation for the outreach activities in the<br />

Land Tenure Project.<br />
