MILLENNIUM CHALLENGE ACCOUNT <strong>MOZAMBIQUE</strong><br />
Summary of Status for Land Tenure Project:<br />
Mapping of Land use: Mocimba da Praia and then Nampula City<br />
followed up by Mecufi all have been successfully concluded and<br />
Monapo is in the final stage of conclusion. Six more city maps will<br />
be produced by the year 2013. A total of eleven sets of land use<br />
maps are expected to be delivered during the course of 2012,<br />
while for the last year of the compact implementation two land<br />
use map sets are expected to be concluded. In total 20 land use<br />
maps corresponding to 8 district land use maps and 12 municipalities<br />
land use maps will be available by September 2013.<br />
ITC: There are additionally 14 new projects identified with a<br />
launch scheduled for the second semester of the year 2011,<br />
benefiting 65 communities. The plan is to commit the remainder<br />
of the fund for grants until the first quarter of 2012. The NAC<br />
(National advisory committee for ITC) whose last meeting was<br />
held in May, in Lichinga advised the implementing ITC Service<br />
Provider to strengthen their surveillance. Further details on the<br />
ITC program on page 5.<br />
With regard to works successfully completed in the districts:-<br />
Lichinga, Majune and Moma, Mocuba, Macufi and Morumbala<br />
with works proceeding well in Nicoadala and Malema. Rehabilitation<br />
works to be launched in the Niassa district of Lago.<br />
SPGCs: There are three out of four completed successfully.<br />
SPGC and Municipalities also received IT Equipment, software,<br />
surveying equipment and Vehicles. They are also in process<br />
of receiving airconditions and furniture. Districts received<br />
IT Equipment,software and basic hand held GPS and in process<br />
of receiving furniture, cars and equipment.<br />
<strong>MCA</strong>-Mozambique rehabilitated 2 floors of the INFACTEC<br />
Building (classrooms and bedrooms) and built a new women’s<br />
dormitories. Equipment was also given to the library, including<br />
books, computers, IT equipment and software for the GIS<br />
laboratory with Surveying equipment to support the lectures.<br />
In the LTR Program, the field camp work which began in the<br />
City of Nampula on the 14th March was hereafter followed by<br />
Monapo, on 21st March, in Mocuba on the 4th April and Lichinga<br />
and Mocimba da Praia on 18th March. In Quelimane on<br />
3rd May and then in Pemba on 9th May with Cuamba last on the<br />
visit. The steps followed by LTR are (from field work to issuing of<br />
DUAT): training, awareness, registration; data processing, display<br />
of notices, and the issuing of titles.<br />
The Regularization of Rural Land started in June with Nicoadala<br />
district completed on the 30th September, followed by Monapo<br />
and Mecufi. There will be at least 1500 DUATS issued for the<br />
first year of field activities. By end of Compact we will have 6235<br />
DUATS Issued. It is projected by 2012 another, five districts will<br />
be covered Malema, Mocuba, Mocímboa, Lichinga and Majune<br />
and by 2013 a further seven districts.<br />
Rural Plots registered<br />
Policy Activity: National Land Project Advisory Committee:<br />
The fifth CAPT meeting took place in June followed by DNTF´s<br />
Annual Meeting in Quelimane. The awareness/outreach campaign<br />
on land has been launched based on the message and<br />
work plan approved by MINAG. Already under implementation<br />
the first outreach provincial seminar was held in Nampula on<br />
the 18th October which was great success participated by all<br />
stakeholders.<br />
Capacity Building: The Curriculum review of INFATEC:<br />
The formulation report regarding the units of competence in IN-<br />
FATEC was completed with a seminar held to improve this report.<br />
INFATEC sent report to PIREP. At present the process is<br />
awaiting approval from PIREP and Ministry of Agriculture.<br />
Status of Registered Plots in<br />
Zambezia, Niassa, Nampula and<br />
Cabo Delgado<br />
Rehabilitation which was concluded successfully to cadastral<br />
offices, which is part of the Direct support to Districts and Municipalities<br />
have taken place in Quelimane, Mocuba, Monapo,<br />
Lichinga and Cuamba. At present works are been concluded in<br />
Pemba and Mocímba da Praia. Additional work will be scheduled<br />
for Mocuba and Nampula.<br />
