Intermodality opportunities
at Romanian Airports
Presentation by: DORIN IVASCU
CEO REGIONAL AIR SUPORT
Three times increase of traffic from 1980 till 2000
and is estimated that will further double the traffic till 2025.
“CAPACITY CRUNCH”
‐ 75 % of airports NO prospect of development
‐ In 2025 demand will exceed capacity by 35 3,5
million flights
Challenges of Growth ( Eurocontrol study 2008 )
Real Satelite view
air traffic patterns
Proposed solutions that may allow western Europe
to “swallow” such growth :
1.Making better use of existing capacities
1.Capacity assessment and long term planning
2.Airport slots and flight plans
3.Increase predictability and reduce delays through SESAR
2.Promote inter‐modality
1.Improve airport access and inter‐modality
2.Air/rail inter‐modality (Arlanda has 3 rail stations)
3.New airport infrastructure or alternate airports
1.Improve airports capacity
2.Improve planning of new airport infrastructure
4.Develop new technologies
1.Develop Surface Movement Guidance and Control Systems (SMGCS)
2.RFID technologies

We see two solutions for
Romanian multimodal airports
BIG AIRPORTS : solving crowded airport
problems with intermodal connections
SMALL AIRPORTS : consolidate non aviation
SMALL AIRPORTS : consolidate non aviation
traffic in order to promote aviation traffic

• Metro Connection ‐ coordinated by the Bucharest City Hall project
Victoria Square metro line to Henri Coanda Otopeni Airport
• Railway Connection ‐ project coordinated with SN CFR SA
Direct Line North Station ‐ Henri Coanda
• Highway Connection ‐ Bucharest‐Ploiesti‐Brasov motorway, the new network
component that connects Bucharest TINA traffic generating centers and Prahova
Valley area (Ploiesti, Campina, Comarnic, Brasov) and serves one of the most
important touristic areas in Romania. In addition, the north belt of Bucharest is
uniformly spreading the traffic flow through the city of Bucharest by reducing its
crossing to the north‐south relations and North‐East and is a link between Bucharest‐
Constanta highway (and other national roads located in the south‐east the country)
and Bucharest‐Brasov motorway.

Cargo transport
• Multimodal li lCargo Platform
• Market analysis of the traffic of goods
• Needs analysis of beneficiaries
• Capacity will be defined dfi dby the feasibility study
• Execution of cargo multimodal platform on modules, depending on the forecast of the
traffic, linking freight and mail processing capacity with the demands of beneficiaries
• The analysis of the opportunities of the completion of specialized cargo terminals
(general cargo, perishable cargo, dangerous goods, fast and parcel post, etc..)
• Buildings (warehouses) will be modular designed to allow flexibility in configuration.
• It will provide an optimal interface with land transport modes‐road and rail, ramps and
parking facilities.
• Loading and unloading platforms will be designed to ensure operation with maximum
efficiency. Will be provided special facilities for handling, temporary storage,
appropriate neutralization of hazardous materials, etc..

CONCLUSIONS
As traffic and structures have great potential of development intermodality has to be
considered from initial planning for new small airports and also for development of large
airports
• Decision makers still need to be educated
• Reasons for Optimism:
There are more than 300 intermodal studies with EU;
The Sectorial Operational Programme for Transport 2007 ‐2013
1. Modern terminals
2. Simplifying i procedures
3. Adequate commercial operation of terminals
4. Involvement of private capital
