Hello Brothers & Sisters,
I hope the fall season finds you and your family doing well. The extremely hot
summer that we just experienced makes me welcome the cooler fall days with open arms.
We continue to have a very strong workload with work hours comparable to last
year at this time. We have more people working off our books now than what we’ve had
all year. Our two major projects, Conoco Phillips and Prairie State Energy Campus, are
peaking this year. As these major projects wind down, we hope to have others that will
keep our operators employed. Projects like the Mt. Vernon Hospital, the Science Building
at SIUE, Mississippi River Bridge, the bridge approaches, I-255 extension, treatment plants,
sewer work, waterlines and many road and bridge projects throughout our jurisdiction are
encouraging.
I’d like to thank everyone for coming out and exercising their right to vote in our
August election. We had an excellent turnout with 894 votes cast! I appreciate the continued
support from many members throughout the years. I look forward to working with
our newly elected Executive Board; together we will represent all of Local 520’s members
to the best of our abilities.
One of the keys to our future success is training. I see our new training facility as a
joint venture between Local 520 members and our signatory contractors. The success of
us both goes hand in hand. This new training facility will allow us to offer more and better
classes for our apprentices and members wanting to improve their skills and get certifications.
We hope to have an open house next summer to showcase the new facility.
Thanks to the hard work of many, the Labor Day parade was a huge success.
Some people helped with the fish stand, some drove or furnished equipment, and many
marched in the parade. Whatever you did to help make the 2010 Labor Day parade and
activities a success, WE APPRECIATE IT!! We received many compliments on the 300
pounds of fish that we prepared and served. The Labor Tent at the Du Quoin Fair was
manned again this year by Paul and Mona George. We thank them for their tireless efforts
in representing Local 520 at the fair.
In closing, I’d like to emphasize the importance for organized labor to get out and
vote in the November election. I urge everyone to make sure that you and your family
members are registered to vote. We need to back the candidates that help to secure the
work in our area, promote Project Labor Agreements, Responsible Bidder Language and
protect Prevailing Wage. Support those who support us!
Respectfully,
Ron

Dear Brothers and Sisters,
Thanks to all who participated in the Labor Day parade
and to those who helped at the fish stand. The weather couldn’t
have been better. The fish was good and visiting with friends made
for a good day.
The news the last couple of days is telling us that the
recession is over, and was actually over a year ago. I wonder what
the people who are in the 10% that are unemployed think about
that. Here in our local we have truly been blessed. Our work
hours continue to be high. Our two biggest jobs, Prairie State
Energy Campus and Conoco Phillips, are both probably at their
peak of employment. Of course, that also means that you will start
to see a decrease in crew size on both of these jobs in the future.
By this time next year the expansion at Conoco will be complete.
The possibility of there being another phase remains open, but
there is no commitment at this time.
National, state and local election time is right around the
corner. Please do not forget our politicians who are friends of
labor. We need them as much now as ever. When you have a
person running for Governor of Illinois who believes that it would
be good for Illinois to be a right-to-work state and that the minimum
wage in Illinois is too high, those things alone should be
enough to get people out to vote!
Labor has gained much in the last couple of years. Here
in Illinois we have a Capitol Bill for the first time in years. This will
provide us with road, bridge, and various infrastructure improvements.
The jury is still out on the Health Care bill. We will
continue to study it and try to get answers as time goes on.
Thanks to all who voted for me in the August election. I
will continue to work hard for all of 520.
Respectfully,
Ron
Hello once again Brothers and Sisters,
This edition I would like to give a brief tutorial on the history
of the International Union:
-The I.U.O.E. began in 1896 as the National Union of Steam
Engineers
-The name then changed to International Union of Steam Engineers
from 1897 to 1912
-In 1912 to 1928 the name changed once again to International Union of
Steam and Operating Engineers
-From 1928 to Present the name has remained International Union of
Operating Engineers (Mangun & Walsh, AFLCIO p. 33).
Now, getting to current events and on-going/upcoming work.
From Fall through the remainder of the year work seems to be steady,
weather permitting. Listed below are some of our current projects:

The demolition of buildings and bridges has commenced and is
progressing in East St. Louis at I-64 and I-55 for the construction of the
New Bridge Project

Trans Canada Pipeline is all but finished in our jurisdiction
2 smaller Pipelines have started in the area:
1. Fosterburg at I-255 North, West of Fosterburg and Seminary Road
2. West of Maryville and 157 just North of 162 towards Pontoon Beach
(6-7 weeks of work)
3. Starting Sept. 15 th Minnesota Limited, Inc. was awarded 2.5 miles of
pipeline
4. Inter-Con Construction and Drilling will be drilling for approx. 20
days on this project

Several asphalt milling and paving jobs in our counties are underway.
Contractors including: Keeley and Sons, Southern Illinois Asphalt,
C. Mahoney, Kilian Corp., Illinois Valley Asphalt, Christ Asphalt, E.T.
Simonds and Howell Asphalt. All companies stated have called in
throughout the year to accomplish their work schedules. We appreciate
these contractors!

Apprentices are all working and working well. We are proud of
their efforts.
Safety and incidents are minimal: our workforce is safety conscious.
This sums up the work-in-progress and current events. Remember
safety first in all of your endeavors. Don’t forget to schedule
your winter classes for this fall at the J.A.T.C. One last reminder, please
vote in this upcoming county, state and federal election. Your vote
counts. Thank you for your support, safe work and seasons greetings to
you and your families.
Respectfully,
Vern

Dear Brothers & Sisters,
I would like to thank everyone who made this
year’s Labor Day activities a success.
There is much preparation to be done for the
parade and fish stand in Belleville. There is the coordination
of equipment and wagons, handing out of the Local 520 tee
shirts and items to be given out along the parade route. All
the while at Hough Park, many volunteers are busy preparing
the fish that will be sold throughout the day. As the
parade ends people will filter into the park to enjoy food,
music and other entertainment for the children. At 3:00 it
all needs to be cleaned up and stored for another year.
The Du Quoin Fair has its own activities. The
Thursday prior to the Friday start of the fair, Local 520 sets
up a display table as well as the other participating trades.
For the next ten days Paul George and his wife, Mona, faithfully
greet people that come in to view the Labor Pavilion.
On the last day a prize is raffled from the previous week’s
attendance participants. On Labor Day, the Egyptian Building
Trades has a picnic on the north fairgrounds. Free food
and drinks for all AFL-CIO union members and their families
is provided. The food this year was prepared by Great Boars
of Fire. They served 1600 pounds of pulled pork and 6000
hot dogs. Wrist bands were also given out for rides, purchased
by the Egyptian Building Trades. Donations made by
each trade covered the $45,000 cost of providing the 4500
bands given away.
The format for Labor Day has stayed consistent
for over 100 years. From the beginning, the activities
started with a street parade to exhibit the trade and labor
organizations of the community, followed by a festival for
the workers and their families. I again want to thank everyone
that gives of themselves each year to carry on this celebration
of UNION LABOR.
Elections - Unions - Elections
Here we go again, summer is on its way out, fall is in the air and
winter is right around the corner.
What a great year we have had and it looks like it will continue on
the plus side for quite a while! Local 520’s elections are, for the most part,
behind us. Labor Day has come and gone with another fantastic member turnout.
During Local 520’s recent elections I had the opportunity and privilege to
hear praise and concerns from many of our members. During one of those
gatherings I was speaking with Doug James (a past Business Manager of Local
520) and he pointed out that the word Union has three (3) important letters in
its spelling: “U N I” (you and I); not just me, not just you but us, ALL of us
and those numbers are what makes us strong. United we stand; divided we fail.
We, as Local 520 members, carry a lot of weight during important elections,
not just our own but state-wide and national elections.
November 2, 2010 is an important and necessary election for our
state and country. We all need a wakeup call and take this election seriously!
We need to energize everyone to get out and vote. Complacency will kill us. If
we think the people in office who are fighting to attract and keep small and
major projects for us in our area can remain in office because we believe
“others” will get it done – we are wrong. “We” have to do this and not rely
on someone else doing it for us. After this election, districts will be carved up
because of the recent census and that could prove detrimental if the wrong
politicians are elected.
As we all know, the Reagan Revolution weakened the negotiating
power of working people, wealth and income have concentrated at the top, our
country’s debt has massively increased, our country’s economy is crumbling and
everyone except the wealthy few and big corporations are generally worse off.
In 1980, unions still represented 24% of American workers. There was an allout
assault on organized labor, resulting in union membership falling. By 1988, it
fell to 13.9% and by 2009; it had decreased to 12.3%. Under President Clinton
there was a brief return only to be erased by Bush II. Our International Union
and our very own Local 520, as well as all organized labor unions across the
country, are being pushed to the brink of extinction by big business and corporations.
It is not at our doorway yet, but it is in our backyard. We are fortunate
to be in this area of the country which has multiple large projects as we all
know. However, we cannot let ourselves be lulled into thinking this is the
norm.
Unions still make a difference and the difference is dramatic! When
we hear someone complain about unions and that we are better paid than the
rest, they are reaching the wrong conclusion. They should join and support
unions so that everyone can build benefits and prosper. (i.e. in 2009, 78% of
union workers were covered by health insurance, compared to only 51% of
nonunion workers and 77% had pension plans, compared to 20% of nonunion
workers)
This coming Election is Very Important and its outcome depends on Votes from
“U N I” …
Respectfully,
Terry
With cooler weather fast approaching many operators have
been inquiring about upcoming work that might employ them through the
winter months. I have listed some of these projects scheduled in
Madison County:
US Steel: A reline of the B furnace is scheduled for October, 2010.
This work will be preformed by Aker Construction, Bollmeier Crane, and
Railworks Inc.
SIUE: The new construction of a 75 million dollar science building will
start in late October. The General contractor on this job is Williams
Brothers Construction from Peoria, IL.
Venice Power House: Spirtas Wrecking is scheduled to start the
second faze of demolition in December of 2010. This should add 4
additional operators to the job.
Lock & Dam 27: The Corp of Engineers has hired Hayward Baker, J. F.
Brennan, Tarlton Corporation and Modern Crane to perform about 16
million dollars of work over the next 14 months at Lock 27.
I hope this information is helpful to you. Please don’t hesitate to contact
me with your questions or concerns.
Dear Brothers and Sisters,
As we go into fall, the work load is still looking good,
but along with the good comes the bad. Everyday the office is
flooded with calls about non-union activity in our territory. These
calls are both very helpful and appreciated as we try to give every
one of them the attention they deserve. Unfortunately there are
more of them than there are of us. We will get to these issues as
soon as possible.
We try to start with what we think are the most important
issues and work our way down. If any of you or anyone
you know is not working and would be willing to picket or hand
bill, please call the hall. It will pay $10 an hour and overtime will
be paid if needed. Also, I would like to remind everyone about
the V.O.C. (Volunteer Organizing Committee). If there are any of
you interested please call the hall. And again, if anybody has any
concerns or questions about something in our territory don’t
hesitate to call me.
Illinois Department of Employment Security Notice:
The Illinois Department of Employment Security will soon be launching a new benefit information system (IBIS) that will be more efficient, secure and improve
overall quality. Under this new system any claimant filing for unemployment insurance will be required to provide the following employment information:
Names and addresses of all employers within the last 18 months
Their first and last day of work with each of these employers
The reason they are no longer employed
Whether the work was performed in Illinois or another state
We will also offer customers the ability to manage their account online. As a result, both the Benefit Payment Explanation and the Statement of
Certification will no longer be mailed to our claimants. Statements can be printed online. Please visit www.ides.state.il.us for more information. We will
also eliminate the “quick” certification process. Tele-serve and online certification will continue to be available: claimants must answer every question.
Claimants will also be assigned a unique claimant ID number to protect personal information. These changes will not affect claimants’ benefits or payment
schedule. Please contact IDES at 1-800-244-5631 with any questions.
totaling $7,218,367.70 ($6,149,754.18 Medical, $842,056.12 Dental, and $226,557.40 Optical), compared to $6,407,219.40 paid out during the first
prescriptions during the first eight months of 2010 at a cost of $1,596,856.54 compared to 33,602 prescriptions filled during the first eight months
of 2009 at a cost of $1,480,580.73, an increase of $116,275.81 or 8%. As of August 31, 2010, the Health and Welfare Fund had Total Assets of
$30,522,985.44 compared to $23,702,314.27 as of August 31, 2009, an increase of $6,820,671.17 or 29%. As of December 31, 2009, the Health &
Welfare Fund had a Reserve Bank liability of $7,920,292.36. At the present time, the Health & Welfare Fund is providing coverage to 1,646 families
(1,063 Actives, 397 Retirees, and 181 Widows) representing 3,527 individuals, an increase of 68 families and 190 individuals in the past year. Due to
the excellent financial condition of the Health & Welfare Fund, the Board of Trustees has expanded the Reserve Bank benefit, which previously
could only be used to pay for extended coverage as an Active or Retired Participant, whereby effective for medical services provided on or after
June 1, 2010 through May 31, 2011, the Reserve Bank may also be used to reimburse amounts paid toward Deductibles and Co-Insurance for Active
and Retired Participants and their eligible dependents under the Plan’s Comprehensive Major Medical Benefit, up to a maximum of $500 per
family during that time period. If you have a Reserve Bank balance and would like to use it for this purpose, please complete and return a Reserve
Bank Reimbursement Claim Form that can be obtained from the Fund Office.
ANNUAL HEALTH FAIR:
The Annual Health Fair announcement letter and reservation form was mailed to everyone during mid-September. This
11 th annual Health Fair will be held on Saturday, October 23, 2010, from 8:00 a.m.-11:00 a.m. at St. Joseph’s Hospital in
Highland, Illinois. This event is free of charge to all covered Participants (Active and Retired) and their eligible dependents
and we encourage your participation and feedback. Nurses and other health care professionals will be on hand to conduct
screenings for cholesterol, blood glucose, thyroid, iron, and PSA (prostate). Please note, morning fasting is required
to participate in the blood work-up. Hearing and Vision Testing will also be provided, and a Dietician will be on hand
to provide information and literature related to nutrition, height/weight measurements and body fat analysis. Representatives
of the Fund Office, CMR-GHP, and Delta Dental of Illinois will be in attendance to answer any questions you might have about your various
health & welfare benefits. Flu shots will be administered by staff from H&H Health Services, but will not be available to children under nine years of
age or children considered high risk. The H1N1 vaccine will be included in the flu shot. Please complete and return (mail or fax) the Health Fair
Reservation form by October 18, 2010. If you are not able to attend the Health Fair, we encourage you to schedule a Physical Exam on an annual
basis and to utilize the Physical Exam Benefit that is available under the Health & Welfare Plan. When you or your spouse schedules a physical
exam, please call the Fund Office and request a Physical Exam Claim Form prior to your exam and return it to us with the requested information
after your exam and tests have been performed. The Physical Exam Claim Form has been revised and simplified, whereby it is no longer necessary
to have it completed and signed by your physician. The Health & Welfare Fund provides for an outpatient physical exam once every coverage period
(June1-May 31) up to a maximum of $570.00, or $750.00 if a drug test is also performed. You can maximize your physical exam benefit if you
use CMR-GHP Network-affiliated doctors and laboratory facilities, since services performed by these providers will be significantly discounted.
WORKER’S COMPENSATION MATTERS:
No benefits are payable under the Plan for any expense covered by a Worker’s Compensation Act or similar legislation or any injury arising out of
or in the course of any employment for wage or profit. Once you file a Claim Form with the Fund Office indicating your condition is the result of a
work-related accident or injury, the Health & Welfare Fund will not be in a position to consider any related medical expenses. Should your
Worker’s Compensation Claim be denied, you must file an Appeal with the Industrial Commission for a final determination. If your claim is found
not to be work-related, then the Health & Welfare Fund will be in a position to re-evaluate the submitted medical expenses.
Don’t forget to
Set your clocks back November 7th!
Page 9
Volume 2, Issue 4
THIRD-PARTY LIABILITY MATTERS:
The Health & Welfare Fund will be the secondary payer in those situations where the injury or illness of a Covered Individual
(member or dependent) is the result of a negligent or wrongful act by a third party (automobile accident, etc.) who is primarily
responsible for the payment of medical expenses incurred by that Covered Individual. Once you notify the Fund Office your
condition is the result of an injury or illness caused by a liable Third Party, the Health & Welfare Fund will not be in a position
to consider any related medical expenses for payment until the responsible Third Party or the Insurer have paid up to the
maximum limit of their liability in the matter. You should promptly notify the Fund Office of the name, address, and phone
number of the responsible Third Party, Attorneys, and Insurance Companies involved in such matters as well as keeping us
informed when legal action is instituted and the progress of that legal action. The Health & Welfare Fund, at your request, will
notify medical providers that the Fund will be in a position to process all eligible claims in accordance with Plan Provisions after
the maximum amount has been paid by the liable Third Party.
PENSION FUND:
As of August 31, 2010, the Pension Fund had Total Assets of $118,152,462.13 compared to $102,555,401.65 as of August 31, 2009, an increase of
$15,597,060.48 or 15% during that 12-month period. The Fund is currently paying benefits to 757 Retirees or their Surviving
Beneficiaries, such payments totaling $6,998,096.24 during the first nine months of 2010 or approximately $790,000.00 per
month at the present time. Thus far during 2010, we have had 30 members retire, after having 30 members retire during calendar
year 2009. If you plan to retire in the near future, you may want to contact me to request a draft of your Pension Quotation
detailing the various benefit options that will be available to you at the time of your retirement. When you file your Application
for Pension benefits, you will need to provide a copy of your Birth Certificate, your spouse’s Birth Certificate, and a copy
of your Marriage license, if applicable, in order for us to process your retirement papers. Once you make your benefit selection
and begin receiving payments, you are not permitted to change your pension option. Pension payments are made on the first
day of each month, for that month, either by Direct Deposit or check. Currently 65% of the pension payments are being made
by Direct Deposit, which reduces the amount of clerical work and eliminates concerns about timely mail delivery. If you need a Direct Deposit Authorization
Form to initiate direct deposit or notify us of a change in your bank account information, please contact the Fund Office.
RETIREE WORK RULES July 1, 2010 – November 30, 2010:
As you know, the Pension Plan’s Suspension of Benefits Rules have permitted Retired Participants who are less than 62 years of age to work a total of
600 hours in “Disqualifying Employment” from July 1-November 30 of any Plan Year and continue to receive their monthly pension benefits. Please be
advised, by recent action of the Board of Trustees of the Employers and Operating Engineers Local 520 Pension Fund, the age limit that Retired Participants
are permitted to work a total of 600 hours in “Disqualifying Employment” for July 1-November 30 has been removed for the period June 1,
2010 through November 30, 2010.
Please note this action by the Board of Trustees applies only to the period July 1, 2010 through November 30, 2010. Any extension
of the age limit for work in “Disqualifying Employment” beyond that period would require further action by the Pension Fund Board of Trustees. All
other aspects of the Pension Plan’s Suspension of Benefits Rules remain the same.
VACATION FUND:
The 2010 annual Vacation Benefit check will be mailed to all Participants during mid-November 2010. Your Vacation Benefit
amount will be determined by the number of hours reported and paid by Contributing Employers for the work period October
2009 through September 2010. If you work for an employer that is delinquent in the payment of fringe benefits for any month(s)
during that period, you will receive an adjustment vacation check when the Fund Office collects those deductions from that
employer.
MISCELLANEOUS INFORMATION:
A copy of your Work History for the first two quarters of 2010, detailing those hours reported on your behalf by contributing employers, was mailed
to all Participants during August 2010. Since your Health & Welfare eligibility and level of Annuity, Vacation, and Pension benefits directly relate to the
number of hours worked, we ask that you carefully review the Quarterly Work History Reports and notify the Fund Office of any discrepancies as
soon as possible. It is very important that you keep your check stubs as it may become necessary to use them to verify the number of hours that you
worked for a particular employer.
As always, we ask that you notify the Fund Office of any changes in your mailing address, phone number, marital status, beneficiary status, etc. If you
have any questions about your fringe benefits, please let us know. The Fund Office is open from 7:00 a.m.-4:00 p.m. Monday through Friday to assist
you and your dependents in whatever way possible.

Changes to Annuity Fund Investment Options:
Effective June 1, 2010, the Operating Engineers CD Fund is no longer being offered as an investment option due to the fact that it has not been possible
to find a bank that offers such a fund. Anyone that has money invested in the Operating Engineers CD Fund will need to re-allocate that investment
into any of the 18 Mutual Fund selections that are currently available under the daily valuation investment program. If you did not make an affirmative
election to re-allocate your CD fund investment by June 30, 2010, the proceeds were transferred into the Accessor Income & Growth Fund,
which serves as the Annuity Fund’s “Qualified Default Investment Alternative” (QDIA) as defined by the U.S. Department
of Labor.
Effective June 1, 2010, the Federated Treasury Obligations Fund was added as a new investment option under the Annuity
Plan. This fund is a Money Market Fund with a goal of providing conservative investors with current income consistent
with stability of principal. The fund pursues its objective by investing primarily in a portfolio of U.S. Treasury securities
maturing in 397 days or less. The Federated Treasury Obligation Fund had a yield of .01% for the one-year period ending
June 30, 2010, with Total Net Assets of more than $17 billion.
You should have received information from First Bank about these changes to the Annuity Fund investment options during the first week of June 2010.
If you did not receive this material or if you have any questions about your Annuity Fund investment options, please contact our representative, Sheila
Hester, at (314) 889-1010 or toll-free at (800) 452-1414.

TRAINING DEPARTMENT
Well, fall is upon us and things are busy
at the new site near Troy. The building construction
is a little behind schedule, but everyone
is working hard to get it completed. The
steel is all erected and the bricklayers are
there putting up the brick. I know we are a
little behind schedule, but I think we might be
in it by the first of the year, if we don’t have
too many delays. We have also been working
on other areas surrounding the building using
Training Department personnel and Apprentices.
The plans are to have training fields, a
crane field, roads, and about a seven to eight
acre lake. Our goal is to end up with a training
site that is beautiful, practical, and something
that will make everyone in the Local proud.
We have purchased another crane for
our crane classes. It is a 1987 C-65 P & H/
Kobelco. It has 150 ft. of boom and 60 ft. jib
with it and we believe it will be a good addition
to our facility.
Our apprenticeship application process
is still closed at this time. Due to the amount
of applicants we have on file, we see no need
to take more applications at this time. When
we decide to open the application process, it
will be posted on our website and we will also
run ads in the local papers.
We had one apprentice graduate in September,
2010. We would like to thank Joseph
Cangelosi for fulfilling his obligations and we
hope he has a long and successful career as a
journeyman for Local 520.
Labor Day 2010
We’d like to thank all of our members and their families who
walked with us in the
Belleville Labor Day Parade and helped out
with the fish stand.
We’d also like to thank all of those who
volunteered their time to help out at the Du Quoin State Fair.
Both events were a huge success! Your help and support is
greatly appreciated!
