and relocation of water, sanitary sewer, and gas lines associated with the<br />

improvements to Route 265 (the Franklin Turnpike) in Danville, <strong>Virginia</strong>.<br />

Along with the design, A&A assisted with drainage revisions, designed the adjustment<br />

of sanitary sewer service laterals, designed the adjustment or reconstruction<br />

of sanitary sewer manholes, submitted preliminary easement requirements<br />

to VDOT, and designed the adjustment, relocation or installation of water meters,<br />

service connections, valves, and fire hydrants to conform to the new grades as<br />

required.<br />

A&A also re-aligned and relocated gas lines, services, valves, test stations and<br />

locating stations as part of the project.<br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. provided professional design services for the upgrade of an existing Teaverton<br />

pump station and replacements of approximately 4,700 linear feet of 12” and 18” diameter gravity<br />

sanitary sewer line, 1,600 linear feet of 16” force main, and 20 manholes from the 24” diameter Goose<br />

Creek Interceptor northeast to the force main discharge/outfall manhole located between Tinkling Spring<br />

Road and Summerfield Drive.<br />

In an effort to help the Augusta County Service Authority (ACSA) work with local developers, A&A assisted<br />

the ACSA with the staking of a section of the proposed sanitary sewer line ahead of time. This is so the<br />

ACSA could construct that portion of the proposed gravity sewer line that crossed under a proposed commercial<br />

development that was currently being constructed. This effort allowed the Developer to maintain<br />

on schedule and not be delayed by the sewer improvements. Similarly, it prevented the ACSA from<br />

adversely impacting the business at a later date by the demolition of a section of the new parking lot associated<br />

with the business. By assisting with the construction of that section of sewer independent of the<br />

rest of the project, A&A helped the ACSA avoid the unanticipated cost that would have resulted from the<br />

removal and replacement of the section of asphalt parking lot as well as any hardships the project would<br />

have caused the Contractor and the business.<br />

For years the Town of Blacksburg has been monitoring sewer upgrades<br />

and making adjustments on basic 24”X36” tax maps. As the<br />

years passed and the sewer system became more complex, the growing<br />

need for a computerized sewer mapping and modeling system<br />

was apparent. The Town hired <strong>Anderson</strong> & <strong>Associates</strong> to map and<br />

model the Sanitary Sewer System for incorporation into the Town’s<br />

developing GIS (Geographic Information System).<br />

The first step in the plan was surveying critical manhole sites (about<br />

750) around the Town using GPS (Global Positioning Systems) and<br />

conventional surveying. We located approximately 1/3 of the manholes<br />

and the remainder of the manholes were digitized from sewer<br />

mapping. The second step was to inspect the manholes to determine<br />

flow capacity, elevation, pipe materials, and other information pertaining<br />

to a given area. Field data was collected using a hand held computer.<br />

After the implementation of the GIS, a user is able to click on<br />

a specific point in the mapping and pull up a data base of information<br />

including condition and available capacity of a specific sewer line.<br />

In January 1996, the first phase of the Blacksburg Sewer project<br />

was up and running. The interactive computer model of the sanitary<br />

sewer system was the first step in setting up a sanitary sewer GIS to<br />

assist in evaluating system capacity and reduction of infiltration and<br />

inflow in the system.<br />

Regional Sewer Project<br />

Bland County, <strong>Virginia</strong><br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. prepared a Preliminary Engineering Report to examine the feasibility of a<br />

wastewater collection and treatment system in and around Bastian. No public wastewater facilities existed<br />

in the area. Project components included approximately 84,000 lf of gravity sewer line, 243 manholes,<br />

15,000 lf of force main sewer line, two sewage pump stations, and a 200,000 gallon per day sequencing<br />

batch reactor (SBR) wastewater treatment facility.<br />

Several elements of the Bastian Community are benefiting from this project; existing and potential economic<br />

development in Bastian, I-77 Industrial Park, potential commercial development at the I-77/US<br />

Route 52 interchange, the two Rest Area/Visitor Centers on I-77, and residential areas with poor conditions<br />

for proper septic tank/drainfield operation (high ground water levels and low soil absorptive properties).<br />

The U.S. Department of Agriculture/Rural Development provided project funding in the form of a $3,335,900<br />

grant/$832,650 loan package. Additional funding included the <strong>Virginia</strong> Department of Transportation<br />

($1,800,000 grant), Appalachian Regional Commission ($500,000 grant), the <strong>Virginia</strong> Department of Environmental<br />

Quality ($300,000 grant/$500,000 loan) and Community Development Block Grant ($650,000<br />

grant).<br />

and Spotsylvania County in the preparation of a preliminary engineering<br />

report (PER) to address sewer issues for the Harrison Crossing<br />

development along Route 3. The pump station serves the development<br />

and was located such that two existing County pump stations<br />

could be decommissioned following its construction.<br />

A&A provided design and construction administration for the pump<br />

station and 2,000 feet of sanitary sewer force main for the Harrison<br />

Crossing development.<br />

A&A coordinated flow projections and records for the existing stations<br />

to size the initial flow rates for the pump station. The station<br />

was designed with available capacity for growth as the Route 3 corridor<br />

in Spotsylvania County is still undergoing rampant growth. The<br />

station was placed into service in spring of 2007.<br />

and inspection services for this major sanitary sewer and pump station replacement project.<br />

It includes 4000 feet of new 15-inch pipe, 900 feet of new 12-inch pipe, three road bores, and<br />

a 1.1 million gallons per day (MGD) pump station. The purpose of this project was to provide<br />

more capacity for the future growth of the community and to reduce inflow and infiltration (I&I)<br />

into the overall system. The project involved parallel and in-place pipe installation while maintaining<br />

existing sewer flows. It also involved a stormwater prevention plan and erosion control<br />

measures due to the close proximity of a creek and creek crossings. A&A also provided survey,<br />

mapping, and easement maps for the project area.<br />

The pump station was designed to handle initial startup flows of 760 gpm until downstream<br />

capacity improvements could be made. The pump station ultimate capacity was designed to<br />

be 1,160 gpm and to reach it, the Town only needs to replace the impellars on the two pumps.<br />

The Town is currently correcting the downstream capacity issues and upgrading the pump station<br />

in the summer of 2008.<br />

The Town applied for the Revolving Loan Fund through the Department of Environmental Quality<br />

to receive financing for this project.<br />

Amigo Devils Fork <strong>Wastewater</strong> Feasibility Study<br />

The project involved the compilation of a feasibility study<br />

to determine the best course of action to provide wastewater<br />

collection and treatment service to approximately<br />

50 customers in the Amigo area who had no wastewater<br />

treatment in the area.<br />

This study looked mainly at various combinations of<br />

treatment and collection options and was the basis for<br />

determining the most cost efficient and environmentally<br />

friendly means of serving the citizens of Amigo with reliable<br />

wastewater service. These options included investigations<br />

of traditional and innovative collection and treatment<br />

options.<br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. (A&A) helped secure funding for this inflow & infiltration<br />

study by preparing a South East Rural Community Assistance funding application.<br />

Funding was successfully procured and A&A continued with the wastewater<br />

I&I study.<br />

Initial work involved a visual survey of approximately 25 wastewater manholes in<br />

the study area. A&A then selected 3 flow-gauging stations after coordination with<br />

the Town, and monitored wastewater flows by supplying and reading the flow-monitoring<br />

units for one month. Results were used to determine the rate of inflow and<br />

infiltration within the study area.<br />

A&A also assisted with 2,000 linear feet of TV testing and 15,000 linear feet of<br />

smoke testing to pinpoint sections of the wastewater system that need to be replaced<br />

or refurbished. Results were documented in a preliminary engineering report.<br />

Based on the County Comprehensive Plan, and the support of the Board of Supervisors, the<br />

Rockbridge County PSA began plans to bring sewer service to the communities of Raphine<br />

and Fairfield. This effort has multiple positive effects on the County including the abandonment<br />

of two wastewater lagoons and the ability to provide service in areas with failing septic<br />

systems.<br />

This project included the upgrade and replacement of approximately 4.7 miles of an existing<br />

sewer trunk line, the installation of 3 pump stations and 3 force mains, with an approximate<br />

total length of 6 miles and new sewage collection lines with an approximate length of 9.2<br />

miles. This project required a joint permit application for multiple creek crossings and a gravity<br />

sewer bore of Interstate 81. Additionally, this project included approximately 1.5 miles for<br />

a new water transmission main to provide more reliable service to the North Lexington Water<br />

System.<br />

for regulatory approval, construction phase services, as-needed field inspection, and<br />

record drawings for the project which was completed under budget.<br />

Allison Gap Sewer Project<br />

Town of Saltville, <strong>Virginia</strong><br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. provided award winning services<br />

for this project. A&A was presented the ACEC 2006 <strong>Virginia</strong> Engineering<br />

Excellence Merit Award for this project. We were retained<br />

by Smyth County and the Town of Saltville to design and<br />

complete the Allison Gap Sewer Project. This project included<br />

the following:<br />

• The design and installation of over 58,000 feet of gravity flow<br />

sewer collector lines to serve approximately 385 residential<br />

and non-residential users.<br />

• The expansion of the Saltville <strong>Wastewater</strong> Treatment Plant<br />

from 0.5 million gallons per day (MGD) to 0.99 MGD, and including<br />

the installation of a new aeration basin, clarifiers, two<br />

new sludge digesters, and sludge drying beds.<br />

• The replacement of approximately 8,000 feet of the main<br />

sewer interceptor along McHenry Creek and manhole rehabilitation<br />

to correct inflow and infiltration problems.<br />

• Design of the main pump station and force main for the expanded<br />

treatment facility.<br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. provided basic design services as<br />

well as construction adminstration services. This included the<br />

preparation of detailed design plans and specifications for the<br />

construction of the proposed sewer system, and the preparation<br />

of all bid documents, administration of the construction bid process,<br />

and monitoring of construction progress. A&A also secured<br />

loans and grants to cover over 73% of the project cost through<br />

CDBG and RD funding.<br />
