Regional Sewer Project<br />

Bland County, <strong>Virginia</strong><br />

<strong>Anderson</strong> & <strong>Associates</strong>, <strong>Inc</strong>. prepared a Preliminary Engineering Report to examine the feasibility of a<br />

wastewater collection and treatment system in and around Bastian. No public wastewater facilities existed<br />

in the area. Project components included approximately 84,000 lf of gravity sewer line, 243 manholes,<br />

15,000 lf of force main sewer line, two sewage pump stations, and a 200,000 gallon per day sequencing<br />

batch reactor (SBR) wastewater treatment facility.<br />

Several elements of the Bastian Community are benefiting from this project; existing and potential economic<br />

development in Bastian, I-77 Industrial Park, potential commercial development at the I-77/US<br />

Route 52 interchange, the two Rest Area/Visitor Centers on I-77, and residential areas with poor conditions<br />

for proper septic tank/drainfield operation (high ground water levels and low soil absorptive properties).<br />

The U.S. Department of Agriculture/Rural Development provided project funding in the form of a $3,335,900<br />

grant/$832,650 loan package. Additional funding included the <strong>Virginia</strong> Department of Transportation<br />

($1,800,000 grant), Appalachian Regional Commission ($500,000 grant), the <strong>Virginia</strong> Department of Environmental<br />

Quality ($300,000 grant/$500,000 loan) and Community Development Block Grant ($650,000<br />

grant).<br />
