Appendix Two<br />

Our evidence base<br />

1 Our conclusion on value for money was reached following analysis of evidence<br />

collected between April and November 2012.<br />

2 We applied an analytical framework with evaluative criteria to consider what would<br />

be optimal, both in terms of rapid expansion of the Programme, and of the funding,<br />

oversight and accountability arrangements for academies. Our audit approach is<br />

outlined in Appendix One.<br />

3 We examined how the Department planned and forecast demand, sourced<br />

and allocated internal resources, and managed the academy pipeline:<br />

• We conducted semi-structured interviews with departmental and YPLA/EFA<br />

officials to understand the context and constraints of policy on their ability to plan<br />

and forecast numbers, costs and timescales, and to find out their current and<br />

changing systems and processes for managing the Programme.<br />

• We reviewed internal departmental documents and published evidence to<br />

establish historical planning, forecasting and risk assessment of the Programme,<br />

and ongoing management of the changing numbers and types of schools<br />

becoming academies.<br />

• We conducted unstructured interviews with stakeholder organisations, including<br />

the Local Government Association, Freedom and Autonomy for Schools – National<br />

Association and the Independent Academies Association, to triangulate our<br />

findings with their experiences and insights.<br />

• We carried out a survey of open academies to obtain data on how well the<br />

Department handled conversions to academy status, and how well the Education<br />

Funding Agency (previously the Young People’s Learning Agency) provided support<br />

to open academies. We sampled 619 academies from a population of 1,805<br />

as at May 2012, and achieved a response rate of 63 per cent. We stratified the<br />

population into three categories:<br />

• pre-May 2010 sponsored academies;<br />

• post-May 2010 sponsored academies; and<br />

• converter academies (all post-May 2010).
