Game-Changing Innovation Tobyhanna Army Depot GIS Through a contract with the Department of Interior, CTC is continuing to support Tobyhanna Army Depot (TYAD) efforts to develop a sophisticated enterprise Geographic Information System (GIS). The TYAD GIS is a comprehensive collection of geospatial information about its 1,296 acres and 159 buildings and encompasses everything from communications and water drainage lines to room numbers, hazardous materials sites, and Field Antenna Site Management and Recording System (FASMAR) data. This GIS work impacts production, property, and force protection. As an example, CTC built GIS maps for emergency management with ‘at a glance’ infrastructure data including everything from the number of eye-wash stations to the location of storm drainage sites that, in case of a spill, could lead to a hazmat situation if not carefully controlled. The CTC team has been supporting TYAD since 1999. California Electric Car Study Widespread adoption of plug-in electric vehicles (PEVs) is an integral component to achieving California’s low-carbon transportation goals; however, the high cost of the vehicles continues to remain one of the primary barriers to increased usage. For the past 13 years, CTC has been providing Geographic Information System (GIS) services to Tobyhanna Army Depot (TYAD). This work includes generating map products such as this view of TYAD showing potential reach/ effects from the Field Antenna Site Management and Recording System (FASMAR). 18 CTC Annual Report Fiscal Year 2013
Technology Snapshot Additive Manufacturing CTC Annual Report Fiscal Year 2013 19 Additive Manufacturing (AM) is a monumental change to manufacturing. CTC specializes in helping clients determine the best use of AM for their specific needs. AM, or 3D printing, is the process of making a three-dimensional solid object from a digital model designed on a computer. This can be game-changing manufacturing technology for the fast delivery of customized ‘metal’ parts for the right, limited run need. AM can be beneficial when only a small quantity of something is required, when fast delivery is essential, when customization is critical, or when there is a need for parts that are difficult or impossible to manufacture using traditional subtractive processes. With 15 years’ experience in AM, CTC is able to deliver high-value manufacturing solutions that save money, improve performance, gain efficiencies, and reduce risk. CTC has been awarded a contract to produce data to support current and future vehicle-to-grid (V2G) technologies’ use of PEV batteries and associated technology in California and to develop a preliminary design for the application of second-life PEV batteries as a stationary energy resource for California utilities. This work will be done in collaboration with a California utility and will take place on at least two military installations located in the state. Preliminary analyses of V2G technologies indicate that the associated economic benefits will be high—potentially significant enough to offset higher upfront costs of PEVs. Additionally, integration of V2G can provide grid stabilization through aggregated storage and ancillary services. Prior to this ongoing CTC study, V2G technologies and integration have not been demonstrated at a sufficient scale to validate the expected economic benefits and encourage fleet and facility operators to consider deploying vehicle-to-grid applications. Online Training for Vets The need is great for those leaving the military to transition smoothly into civilian life, and CTC is proud to have developed web-based training to support the Department of Defense (DoD) Transition Assistance Program (TAP). This virtual curriculum was developed through the DoD Joint Staff’s Joint Knowledge Online (JKO). The courseware is receiving very positive feedback. Its overall goal is to make the needs of today’s service members and their families a top priority. The JKO Team was praised for exceeding expectations in providing useful, relevant online training to our transitioning service members. Software Engineering for the Securities and Exchange Commission Among the many software engineering projects underway at CTC is one for a new client, the U.S. Securities and Exchange Commission (SEC). After full and open competition, the SEC Office of Information Technology named CTC one of five awardees for a blanket purchase agreement (BPA), worth $64.5 million with a five-year ceiling, to assist the SEC with software engineering services using the Oracle platform. This award illustrates CTC’s ability to compete and succeed in non-DoD markets. This project will leverage CTC’s expertise in Federal Enterprise Architecture (FEA). The FEA is the development approach federal agencies are required to follow under the Clinger-Cohen Act. It requires standardization, scalability, and a repeatable architecture. CTC’s ability to innovate within the FEA is reflected in our implementation of award-winning information technology projects for federal clients spanning the software development lifecycle from process analysis to testing.
