The new contract performance period is July 1, 2006 through November 11, 2011 with two 5-yearoptions.MOBIS SCHEDULE OF ITEMSC874 1 and C874 1RC --- Consulting <strong><strong>Service</strong>s</strong>:Contractors shall provide expert advice, assistance, guidance or counseling in support an agency's mission-orientedbusiness functions. <strong><strong>Service</strong>s</strong> covered by this SIN are: Management or strategy consulting, program planning, audits,and evaluations, studies, analyses, scenarios, and reports relating to an agency's, mission-oriented business programsor initiatives, such as defense studies, tabletop exercises or scenario simulations, educational studies, regulatory orpolicy studies, health care studies, economic studies, and preparedness studies, executive/management coachingservices, customized business training as needed to successfully perform/complete a consulting engagement, policyand regulation development assistance, expert witness services in support of litigation, claims, or other formal cases,advisory and assistance services in accordance with FAR 37.203. The administrativehandling fee shall be negotiated on an award by award basis with the individual release’s ordering officer.Differentials/Allowances:The rates included herein do not include Danger Pay or Hardship/Hazardous Duty Pay, War HazardsCompensation Act (WHCA) benefits, nor do they include Site Differentials, Cost of Living Allowance,Housing Allowance, or Relocation Costs. These costs shall be negotiated separately on a case-by-case basiswith the ordering agencies in accordance with Department of State guidelines. 1. INTRODUCTIONLABOR CATEGORY DEFINITIONS(APPLICABLE FOR ALL SIN AREAS)The labor definitions will be used as a baseline to define CTC education and experience categories. The followingare provided only for the purpose of standardizing participant labor categories to be used on contract tasks and arenot intended in any way to limit personnel capability (i.e., skill, experience, or education level) in contract tasks.2. LABOR CATEGORIES2.1 GENERAL REQUIREMENTS FOR ACADEMIC DEGREESFrom a technical, business, management, and training viewpoint, potential customerswill expect CTC to provide the best educated and experienced professionals, withcurrent knowledge of their respective professional fields. Where a requirement for aneducational degree is identified in the following labor categories, the followingrequirements for the degree apply:• The university awarding the degree shall be state certified and have receivedaccreditation from an organization used by the majority of the state certifiedcollege institutions in the region.• Certifications of competence by academic institutions, government agencies,standards organizations, professional associations, product vendors, as well asyears of directly related experience may be considered as a substitute for collegedegrees on a case by case basis.2.2 PROFESSIONAL MANAGEMENT SERVICES2.2.1 Executive DirectorA combination of education in Engineering, Science, Business, Social Science, Liberal Arts,or related academic field and directly related experience as follows: Ph.D. plus 6 years orMA/MS plus 12 years or BA/BS plus 15 years. The position reports directly to CTC'sExecutive Management Team. An Executive Director is responsible for the day-to-day directgeneral management responsibility of a major organizational segment and/or the award ofbase program contract(s). This position combines high-level technical and/or businessexpertise with an established history of successful management of major governmentprograms. Professional management services are provided within broad, objectives to plan,organize, staff, direct, and control significant financial and human resources. Demonstratedexpertise is required in coordinating major program activities to ensure delivery of theirrequisite quality and quantity of results in a timely, cost controlled manner. Extensiveexperience at the senior management level in federal budget, procurement, contractformulation and execution, program management, project and product planning, and/orperformance measurement including progress tracking is essential.Concurrent Technologies Corporation Page 12 of 17


2.2.2 DirectorA combination of education in Engineering, Science, Business, Social Science, Liberal Arts,or related academic field and directly related experience as follows: Ph.D. plus 6 years orMA/MS plus 8 years or BA/BS plus 12 years. This position combines high-level technicaland/or business expertise with an established history of successful management of majorgovernment programs. Professional management services are provided within broad,objectives to plan, organize, staff, direct, and control significant financial and humanresources. Demonstrated expertise is required in coordinating major program activities toensure delivery of their requisite quality and quantity of results in a timely, cost controlledmanner. Extensive experience at the senior management level in federal budget, procurement,contract formulation and execution, program management, project and product planning,and/or performance measurement including progress tracking is essential.2.2.3 Principal ManagerA combination of education in Engineering, Science, Business, Social Science, Liberal Arts,or related academic field and directly related experience as follows: Ph.D. plus 6 years orMA/MS plus 8 years or BA/BS plus 12 years. This position combines considerable technicaland/or business knowledge with an established history of successful management ofgovernment projects. This position combines considerable technicaland/or business knowledge with an established history of successful management ofgovernment projects. Demonstrated skill is required in coordinating large project activities toensure delivery of their requisite quality and quantity of results in a timely, cost controlledmanner. Demonstrable skill in federal budget, procurement, contract formulation andexecution, program management, project and product planning, and performancemeasurement including progress tracking is required.2.2.5 ManagerA combination of education in Engineering, Science, Business, Social Science, Liberal Arts, orrelated academic field and directly related experience as follows: MA/MS plus 4 years orBA/BS plus 6 years. Professional management services are provided to meet project objectivesto plan, organize, staff, direct, and assigned financial and human resources. Must havedemonstrable skills with standard program, product, and project planning, cost and timemanagement methods. 2.3 PROFESSIONAL SCIENCE AND ENGINEERING SERVICES2.3.1 Chief Scientist/EngineerA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: Ph.D. plus 6 years or MA/MS plus 8 years or BA/BS plus 12years. An advanced degree in business administration may be combined with anundergraduate or graduate science or engineering degree. A Chief Scientist/Engineer isexpected to posses an extraordinary command of the applicable subject matter, to anticipateemerging technology, and to develop appropriate solutions to meet client needs. The positionmay emphasize direct research, advising on complex technical issues or business development.The Chief Scientist is to provide a high level of dedication technical expertise necessary toanticipate and meet technical challenges.2.3.2 Principal AdvisorA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: Ph.D. plus 6 years or MA/MS plus 8 years or BA/BS plus 12years. An advanced degree in business administration may be combined with anundergraduate or graduate science or engineering degree. A Principal Advisor is recognizedwithin the applicable field as an "expert" and will be sought out to work with groups andtechnical peers, within and outside the Company, on complex, sophisticated technical matters.This position is expected to work independently on assignments requiring considerableinnovation and possess indisputable subject matter knowledge. Demonstrated proficiency isrequired in coordinating overall program research and analysis, needs assessment, process andtechnology development, bench/pilot/full-scale technology demonstration and evaluation,product and process implementation, systems integration, and technology transfer in aconcurrent engineering environment.2.3.2 Principal Staff MemberA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: Ph.D. plus 6 years or MA/MS plus 8 years or BA/BS plus 12years. An advanced degree in business administration may be combined with an undergraduateor graduate science or engineering degree. This position requires indisputable high-leveltechnical expertise and an established professional reputation in the respective disciplinecoupled with direct involvement in related regional, national, and/or global issues. Professionalservices are provided within broad objectives as a recognized leader in one or more engineeringand/or science disciplines. This position requires independent sophisticated analysis of complexproblems, original research, awareness of evolving technologies, and development of innovativeand unique solutions. Demonstrated proficiency is required in coordinating overall programresearch and analysis, needs assessment, process and technology development, bench/pilot/fullscaletechnology demonstration and evaluation, product and process implementation, systemsintegration, and technology transfer in a concurrent engineering environment.Concurrent Technologies Corporation Page 14 of 17


2.3.3 Senior Staff MemberA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: Ph.D. plus 3 - 4 years or MA/MS plus 4 - 8 years or BA/BSplus 8 - 12 years. An advanced degree in business administration may be combined with anundergraduate or graduate science or engineering degree. This position requires in-depthapplied expertise in the respective discipline coupled with a comprehensive understanding ofrelated regional, national, and/or global issues. Professional services are provided withindefined objectives but with considerable latitude. This position requires independent,complex analysis, concept formulation, and mastery of standard methods, new methodidentification, and solution development. Demonstrated competence is required in directingand performing research and analysis, needs assessment, process and technologydevelopment, bench/pilot/lull-scale technology demonstration and evaluation, product andprocess implementation, systems integration, and technology transfer in a concurrentengineering environment.2.3.4 Staff MemberA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: Ph.D. plus 0 - 2 years or MA/MS plus 2 - -4 years or BA/BSplus 4 - 8 years. This position requires a detailed knowledge of the respective discipline andunderstanding of related national and global issues. Professional services are provided withingeneral guidelines on broadly defined tasks. This position requires originality, analysis,concept and method development, competence with standard methods and tools, and revieweddesign. Direct hands-on experience is required in performing and coordinating research andanalysis, needs identification, process and technology analysis, bench/pilot/full-scaletechnology demonstration and evaluation, implementation, systems integration, and/ortechnology transfer in a concurrent engineering environment.2.3.5 Associate Staff MemberA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: MA/MS plus 0 - 2 years or BA/BS plus 2 - -4 years. Thisposition requires a broad knowledge of the respective discipline and familiarity with relatedissues. Challenging and varied work within general guidelines are provided, requiring someoriginality and interpretation, reviewed analysis, concept and method contribution, andpreliminary design. Experience is required contributing to research and analysis, needsidentification, process and technology demonstration and evaluation, implementation, systemsintegration, and/or technology transfer.2.3.6 Assistant Staff MemberA combination of education in Engineering, Science or related academic field and directlyrelated experience as follows: BA/BS plus 0 - 2 years or AA/AS plus 2 - 4 years. Thisposition requires a general knowledge of the respective discipline and awareness of relatedissues. Entry-level professional work such as routine investigation and analysis usingestablished methods is provided.Work is accomplished under close supervision, usually as part of a team, and is reviewed byteam leaders. This position provides assistance in research and analysis, needs identification,process and technology analysis, bench/pilot/full-scale technology demonstration andevaluation, implementation, systems integration, and/or technology transfer.Concurrent Technologies Corporation Page 15 of 17


2.4 TECHNICAL SUPPORT2.4.1 Technician Level 3High School diploma plus additional formal coursework equivalent to an Associate's degreeplus extensive directly related technical work experience. Formal certification as a Master inthe skilled trades is considered equivalent to the formal coursework requirement. Worksalone or as part of a team to assist professional staff in related areas as required to achievecontractual requirements. Plans, organizes, conducts, and supervises subordinates in area ofexpertise to accomplish specific project tasks. Requires demonstrated mastery of a variety ofstandard and specialized tools, equipment, software, and methods particular to area ofexpertise. Holds appropriate technical certifications required to accomplish tasks.2.4.2 Technician Level 2High School diploma plus additional formal coursework plus considerable directly relatedtechnical work experience. Formal certification as a Journeyman in the skilled trades isequivalent to the formal coursework requirement. Works alone or as part of a team to assistprofessional staff in related areas as required to achieve contractual requirements.Participates in planning, organizing, and performing work, in area of expertise, to accomplishspecific project tasks. Requires demonstrated skill in using a variety of standard andspecialized tools, equipment, software, and methods particular to area of expertise. Holdsappropriate technical certifications required to perform required work.2.4.3 Technician Level 1High School diploma plus some additional formal coursework plus some directly relatedtechnical work experience. Participation in an Apprenticeship Program in one of the skilledtrades is considered equivalent to the formal coursework requirement. Works undersupervision or as part of a team to assist professional staff and senior technicians in relatedareas as required to achieve contractual requirements. Requires familiarity with a variety ofstandard technical tools, equipment, software, and methods related to area of expertise. Holdsappropriate technical certifications required to perform required work.2.5 ADMINISTRATIVE SUPPORT2.5.1 Administrative Level 2High School diploma plus additional formal course work in secretarial science or business.Requires considerable experience in providing skilled secretarial, clerical, and administrativesupport in an automated business environment. Performs a variety of secretarial andadministrative duties. Works alone or as part of a team to assist professional staff as requiredto achieve contractual requirements. Participates in planning, organizing, and performingadministrative work to accomplish project objectives. 2.5.2 Administrative Level 1High School diploma plus 1-year experience in providing routine secretarial andadministrative support in an automated business environment. Performs a variety of routinesecretarial and clerical duties. Works under supervision or as part of a team to assistprofessional staff as required achieving contractual requirements. Requires demonstrated skillin administrative methods, communication tools, personal computers, and variousadministrative support software packages.2.5.3 Intern/Co-opsAttending college, university, or high school and pursuing an education in Engineering,Science, Business, or related academic field. This position requires a general knowledge ofthe respective discipline coupled with an awareness of related issues. Under directsupervision, assists in the completion of entry-level professional work in support of routineinvestigation and analysis.
