WORLD VIEW Nigeria Sets Regulatory Framework Nigeria’s Federal Government is making efforts to get a regulatory policy framework ready by August that will guide investment and operations in lpg in the country. Minister of State for Petroleum, Dr Edmund Daukoru, said the task would involve a review of the World Bank study on the Nigerian lpg sector conducted in 2003. The minister said that the Federal Government had recently taken steps to revitalise the poor state of the lpg sector based on numerous problems identified in the World Bank sponsored study and its proffered solutions. Among some of the solutions offered were the setting up of a Presidential LP Gas Steering Committee charged with the coordination of activities in the sector, the formation of a Nigerian LP Gas Association and the granting of an import duty and VAT waiver on imported lpg products. The project is being supported by the US Government through the US Joint Venture For East Flaga, a subsidiary of the UGI Corporation, has entered into a joint venture with a subsidiary of Progas that creates an international company for the retail distribution of lpg in central and eastern Europe. The joint venture company will initially distribute retail lpg in the Czech Republic, Hungary, Poland, Slovakia and Romania under the existing names of Flaga and Progas. Lon Greenberg, chairman and CEO of UGI, said: “We are excited to join with such an experienced and well-known participant in the lpg distribution business. Investing in Autogas The volatility of international fuel prices has prompted Eastern Petroleum Corp to earmark the bulk of its two-year capital expenditure budget, amounting to P500 million, for the establishment of autogas stations in the Philippines. Eastern Petroleum’s president, Fernando Martinez, said the oil firm wanted to start offering autogas as soon as possible, as world fuel prices remained very unstable. “We’re more bent on autogas because we see flat growth on liquid fuels due to uncertain international prices,” he said. “They appeared to have stabilised in December, but they’re now very unstable again. Autogas is where we see growth.” He said that Eastern Petroleum has already had firm orders for autogas related equipment and has started forging links with conversion kit providers. The company is awaiting the issue of guidelines governing the establishment of autogas stations. Generating at Sub Zero Euro Alternative Power System India (Pvt) Ltd (EAPSIL) has launched lpg generators in Kashmir, India. Rahul Singh, EAPSIL’s marketing manager, said that the generators are designed specifically for lpg, rather than using a conversion kit. The generators are also designed to suit the drastic climatic conditions in Kashmir’s valley and will even start in sub zero temperatures, said Rahul, adding that they have been approved by the US Environmental Protection Agency.
