Chairman Kwame R. Brown at the request of the Mayor A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To confirm the appointment of Mr. Ronald A. Young to the Rental Housing Commission. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Rental Housing Commission Ronald A. Young Confirmation Resolution of 2011". Sec. 2. The Council of the District of Columbia confirms the appointment of: Ronald A. Young 3538 New Hampshire Avenue, N.W. Washington, DC 20010 (Ward 1) as a member of the Rental Housing Commission, established by section 201 of the Rental Housing Act of 1985, effective July 17, 1985 (D.C. Law 6-10; D.C. Official Code § 42-3502.01), replacing Ronald A. Young, whose term expired July 18, 2009, for a term to end July 18, 2012. Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately.

LEGAL EXPERIENCE The District of Columbia Rental Housing 0:1111111iSSion Chairman June 2006- Jan. 2010 Appointed by the Mayor of the District of Columbia and confirmed by the D.C. City Council as administrative head of the D.C. Rental Housing Commission. The Commission, pursuant to the D.C. Rental Housing Act of 1985, in conjunction with the D.C. Rent Administrator, administers the "rent control" program for the District As chairman of the Commission I served as the Chief Judge of the Commission's appellate administrative court I presided over appellate hearings, conducted the Commission's motions practice, and issued final decisions for the Mayor of appeals filed with the Connnission from orders rendered by the Administrative Judges in the D.C. Office of Administrative Hearings. The Commission's decisions which were subject to appeal to the D.C. Court of Appeals. I managed the Commission's docket of cases assigning cases to Commission members for final decision and reviewed those decisions before issuance. In addition,1 calculated, certified, and cansPd to be published the annual rate of rent increase for rental units subject to the Act.! promulgated, amended, and rescinded rules and procedures for the administration of the Act; I maintained communications with the D.0 Office of the Attorney General, the principal Administrative Law Judge, Office of Administrative Hearings, and the D.C. Rent Administrator to insure coordination of rules promulgation governing the rent stabilization program. The District of Columbia Rental Housing Commission Commissioner February 1996- June 2006 I served as one of three Commissioners on the District of Columbia Rental Housing Commissioner. As a Commissioner, I reviewed appeals from decisions rendered by the D.C. Rent Administrator and the D.C. Office of Administrative Hearings pursuant to the Provisions of the Rental Housing Act of 1985 and its amendments. I participated in appellate oral arguments presented by the parties to the appeals and authored fmal administrative decisions for the Mayor of the District of Columbia, which were subject to appeal to the D.C. Court of Appeals. I participated in the promulgation of regulations of amendments to the Act; maintained the Commission's docket on behalf of the Chairperson of the Commission; and served, in the absence of the Chairperson as the Acting Chairman of the Commission.
