To confirm the appointment of Mr. Ronald A. Young to the Rental Housing Commission.<br />

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this<br />

resolution may be cited as the "Rental Housing Commission Ronald A. Young Confirmation<br />

Resolution of <strong>2011</strong>".<br />

Sec. 2. <strong>The</strong> <strong>Council</strong> of the District of Columbia confirms the appointment of:<br />

Appointed by the Mayor of the District of Columbia and confirmed by the D.C. City <strong>Council</strong> as<br />

administrative head of the D.C. Rental Housing Commission. <strong>The</strong> Commission, pursuant to the<br />

D.C. Rental Housing Act of 1985, in conjunction with the D.C. Rent Administrator, administers the<br />

"rent control" program for the District As chairman of the Commission I served as the Chief Judge<br />

of the Commission's appellate administrative court I presided over appellate hearings, conducted<br />

the Commission's motions practice, and issued final decisions for the Mayor of appeals filed with<br />

the Connnission from orders rendered by the Administrative Judges in the D.C. Office of<br />

Administrative Hearings. <strong>The</strong> Commission's decisions which were subject to appeal to the D.C.<br />

Court of Appeals. I managed the Commission's docket of cases assigning cases to Commission<br />

members for final decision and reviewed those decisions before issuance. In addition,1 calculated,<br />

certified, and cansPd to be published the annual rate of rent increase for rental units subject to the<br />

Act.! promulgated, amended, and rescinded rules and procedures for the administration of the Act; I<br />

maintained communications with the D.0 Office of the Attorney General, the principal<br />

Administrative Law Judge, Office of Administrative Hearings, and the D.C. Rent Administrator to<br />

insure coordination of rules promulgation governing the rent stabilization program.<br />

I served as one of three Commissioners on the District of Columbia Rental Housing<br />

Commissioner. As a Commissioner, I reviewed appeals from decisions rendered by the D.C. Rent<br />

Administrator and the D.C. Office of Administrative Hearings pursuant to the Provisions of the<br />

Rental Housing Act of 1985 and its amendments. I participated in appellate oral arguments<br />

presented by the parties to the appeals and authored fmal administrative decisions for the Mayor<br />

of the District of Columbia, which were subject to appeal to the D.C. Court of Appeals. I<br />

participated in the promulgation of regulations of amendments to the Act; maintained the<br />

Commission's docket on behalf of the Chairperson of the Commission; and served, in the<br />

absence of the Chairperson as the Acting <strong>Chairman</strong> of the Commission.

Reviewed appeals of decisions rendered by department officials and administrative law judges,<br />

adverse to persons claiming some right to or interest in the public lands. Researched and<br />

analyzed issues presented on appeal to determine the legal sufficiency of the decision.<br />

Responsible for drafting a decision which entailed research and analysis of issues raised under<br />

the various federal statutes relating to public lands including the Federal Land Policy and<br />

Management Act of 1976, the Mineral Leasing Act, as well as other statutes, regulations, judicial<br />

and Board precedent related to the disposition of the public lands and their resources.<br />

Responsible for the efficient administration of judge's docket. Regularly monitored new appeals<br />

to determine whether jurisdiction of the Board was properly invoked. Reviewed pending cases<br />

to insure that parties complied with procedure relative to timely submission of pleadings and<br />

adequacy of service. Recommended assignment of priority of cases for disposition. Drafted<br />

preliminary motions, dispositive orders, responded to citizen letters, congressional inquiries, and<br />

attorneys' case status requests.<br />
